Conservative Solutions for America
by Todd ThurmanThis week, The Heritage Foundation released a monumental policy guide titled “Solutions for America”. For the last year and a half, President Barack Obama and Speaker Nancy Pelosi (D-CA) have charged conservatives with having “no ideas” or “old ideas.” The release of “Solutions for America” will stop this false narrative once and for all. The fact is that conservatives have been offering policy solutions for the past two years, and now The Heritage Foundation has combined its research with common sense solutions to give America the answers it needs. Let’s look at a few of them.
Health Care
In March 2010, Democrats in Congress finally passed the health care legislation they had been trying to enact since January 2009. And though we already spend over 17% of GDP on health care, this trillion-dollar plan piles on even more spending. Without listening to the public, Democrats passed this massive government takeover of health care, creating more spending, expanding bureaucracy, and ensuring that the already confusing health care system will only get worse. All throughout the debate, Democrats in Congress and even President Obama declared that the Republicans offered no alternatives for their health care reform plan. Nothing could have bene further from the truth. Now that Obamacare has passed, what do we do now? The Heritage Foundation offers some solutions.
The first thing Heritage recommends is to repeal Obamacare. Heritage Action for America, the sister organization of The Heritage Foundation, has been leading the charge to repeal Obamacare by presenting Members of Congress who voted against Obamacare with a Discharge Petition that would force Congress to vote on repealing Obamacare. The Heritage Foundation also wants to give citizens control of their health care through Tax Equity, which would give individuals who buy health coverage on their own (separate from their employer) the same kind of tax breaks that people get when they purchase from their employer. Today, they receive no tax breaks. Health Care also needs to be portable, like car insurance to remain cost-effective and efficient.
Tax Reform
The Corporate Tax rate in America is the second highest tax rate in the world. This makes America less competitive than most other countries in this global economy. On top of that, America is one of only a few countries that taxes corporations on income they earn in other countries. These are large disincentives for corporations to stay headquartered in America. As a result, jobs are moving overseas. Another tax that will hurt American small businesses is the return of the Estate Tax, also called “the Death Tax.” Democrats claim that the Death Tax will only hurt the wealthy, but most small business owners file as individuals, not as a corporation, and they will suffer the most. Their profits are razor thin, and a burdensome tax imposed just because someone died could cause the beneficiaries of an estate to lay off employees or go out of business for good in order to meet their tax burdens.
The obvious solution is to repeal the Death Tax. It has not been an issue for a few years, but it is set to come back on January 1, 2011. Another major threat that will affect all Americans is the largest tax hike in history, set to arrive on January 1, 2011. Congress must act. The corporate income tax should also be lowered to the Organisation for Economic Co-operation and Development (OECD) level of 26% tax rate. The United States is currently at a staggering 39% tax rate, making it nearly impossible for us to compete internationally.
Entitlements
There is a huge crisis that will soon hit us with the force of a tsunami: spending on Social Security, Medicare and Medicaid, otherwise known as entitlement spending. If those expenditures continue at the current rate, it will consume all tax revenues by 2052. To pay for these programs by raising taxes, Congress would have to double the federal income tax rate on future generations. That is simply not an option. So what can be done?
To fix Social Security, The Heritage Foundation recommends that America set up voluntary savings accounts. That way Social Security would act as a “real insurance,” providing a safety net for the poor – the people who really need the benefits. Because people are living longer, the retirement age needs to be raised and people over the retirement age should be removed from payroll taxes. Medicare can be fixed by actually defining the amount we want to spend on it and sticking to it, instead of just making open-ended promises. It would be capped and reviewed periodically. Fixing Medicaid revolves around the idea of a patient-centered care for the disabled and the elderly giving them a say in what care they receive. In the end, it needs to be insurance based.
Welfare
Another run-away spending program is the Welfare program. Heritage analyst Robert Rector called the growth of the welfare state unsustainable. Spending is expected to go up $10.3 trillion in just ten years. Obama’s FY 2011 Budget calls for a $958 billion increase from 2008. There is a way to solve this problem though.
Instead of giving people welfare grants, the government should give out loans to welfare recipients that would have to be paid back. This would lead to an increase in behaviors that would prevent them from have to go back to welfare in the future. After the recession ends, Congress can roll back all 71 of the means-tested welfare programs and provide fiscal restraint to all of them. Work should also be a requirement for all able-bodied welfare recipients. Currently, if you get married while on welfare, you get penalized. These penalties should be eliminated to promote families, instead of out-of-wedlock births.
The Heritage Foundation’s “Solutions for America” offers over 120 policy solutions on over 20 issue areas. It is a good roadmap for the next Congress, and it can get us back on the road to freedom and prosperity.

These goofballs pretty much cover their bases with this stupid statement. What they don't say is that those "old" ideas have been proven to work.
Get ready for vilification from the left when they all will be sitting on the curb when out of power. The republicans better have a proactive, aggressive and clear plan in place.
I commend the Heritage Foundation for being sufficiently brave to tackle the Social Security problem.
My fear is they haven't recommended cutting quite enough, but it's a start. After all we must begin
to think in these terms if we wish the United States of America to survive.

Social Security would have worked if it wasn'tt raped and all those IOU's weren't put in there. Clinton took all the funds out of SS to balance his budget. Medicare has more fraud than Fannie and Freddy. No one has attempted to audit and clean these two programs that are draining our economy. Now Obama wants to decrease the SS payments? How will the seniors who have no equity, no holdings survive then?

Social Security removed the inter-generational responsibilities for families to care for each member. Seniors were not and would not "rot in the street". Same crap with Medicare. People were planning and making rational decisions about their health care expenditures. Now the question is will the GOP get it? Take the above health care suggestion. They want people to buy insurance on the open market to help control costs. In my state as I learned when I tried to do this, if you have minor preexisting conditions, they would not offer you a plan at all, much less a very expensive one. So I am all for applying market pressures on health costs, but this policy by itself would mean I would not be offered an insurance policy at any cost. And before you say shop around, the insurance companies are set up such that they will offer you a plan or they won't. I guess with their antitrust exemption they can get together and decide who to offer policies to. So back to the GOP. The policy above is a good idea but is still tone deaf to middle class needs. Sometimes the market solution does not result in coverage for everyone as was my experience.
Well, one welfare program we could cut is the welfare to that foreign country that attacked us: Israel. Then we could cut the aid we give to Egypt, too.
The best idea is not to enhance already costly government intervention into the marketplace. Having said that, the one thing he give Bush credit for is doing just that. You do not have to have a 2000 page bill costing a trillion dollars a year, that you willfully refuse to read before voting for it, to qualify as having an idea. What that actually qualifies as is fraud and professional malfeasance. Why was Bernie Madoff convicted? He only did what congress does daily. Meanwhile, speaking of costs, medicare and medicaid eat up more of the budget than the DOD budget. Add in SS and the three cost three times what we spend on the annual military budget. The bailouts and regular off budget spending done by congress in one year cost many times all the supplementary military spending in the last 5 years put together. Where did I get that trillion dollar number? get out a calculator. Bother to find out how many people are covered by 700 billion in medicare/caid. Then extrapolate to figure out how much we would have to spend to cover everyone else. We spend 700 billion and counting to cover just a portion of the population. How does the CBO figure covering everyone else will only cost an additional 100 billion a year? Common sense and a calculator exposes the lie. Ever chart health care costs and increases over the years? Start in 1950 and note what happens after medicare and medicaid in the 60's. It's not greedy companies driving health care costs, it greedy government.

Ha. That is one of our biggest problems; the idea that 65, 6, or 7 is a "retirement age." What total nonsense. Most people who "retire" at 65 will be dead by 67, while those who continue to work will glide easily into their 90s. How much better is it to be productive for as long as you can than to be worthlessly "retired" for just a few years?

time for his son-in law. Saw him last week and wanted to cry, he's 68

If Social Security was actually a lock-box type program where my money sits and accrues interest and waits for me to age, then it might be a good thing. Unfortunately, the money pulled from each of my paychecks goes directly into the check of the little old lady drawing bennies next door because her money was spent a long, long time ago.
As there are less and less able-bodied, working, tax-paying citizens in this country, the amount of FICA money to go around is only going to be less and less as time goes. None of the money pulled from any of my paychecks will be there when I retire. Hence, the private retirement account the government has to keep it's thieving hands off of for the time being.
I think the Asian cultures who prize their elders would be surprised to hear someone charging that elders would rot in the streets.
When obama was elected we had great ideas to make America better. We didnt know they were marxist Dictators, who were only interested in Re-distributing our paychecks from we who work, to those who don't work, making everyone EQUAL,& even robbing our Treasury to pay Special Interests & Foreign Dictators.
We wanted to work together to make America better, i.e.
1)HealthCare:Tort Reform. Make it easier for those born with pre-existing conditions like Diabetes,& allow Inter-State Competition to drive Med Insurance Premiums down through competition
2)Finance: Get S.E.C. to do their jobs better,add compliance for Derivitives.
3)Energy:Drill in U.S.Instead of relying on Foreign Countries that hate US.

Well, I can only speak for what I've seen, and what I've seen is those in my family that worked at what they loved continued happily into old age still loving their lives, and those who worked to "achieve" their "retirement" ended up miserable with life. The worst part of all of that is the loss of the knowledge and experience. Maybe within our time we'll end up seeing an appreciation of the experience that comes from 60 or 70 years of productive life.

Here's a thought, cut all elected officials pay by 50 %. A few million here and a few million there, soon it adds up to real money. I cant see the people suffering while Washington carries on as if the money is never going to end.
I think health care insurance should be limited to catastrophic coverage only. You would wind up starting your policy at birth for you children and as they grow up they can take the policy over and it travels with you. I would endorse having special riders added to it specifically to cover major conditions or chronic conditions that crop up. It would be fair for those to raise your premiums some, but as you have been paying into the policy since birth (assuming you have responsible parents), the price increase should be minimized.
How about mandating that until our budgets are reduced to a viable level, every single government dept. finds a way to operate at 10, 15, or even 20% less than its previous year's operating budget. We could also do a lot of consolidating between different depts.

If you actually had a basic understanding of Judaism (Christianity for that matter as well), you would know that individualism and the family are sanctimonious to Jews. This is evident in Old Testament Scripture and the Jewish Tribes were organized into groups of families and so forth. Most of the issues of the Tribes were left to the regional and localities to settle and not the whole Tribe. To be liberal in the modern sense is equating yourself with socialistic values which emphasizes the collective. Nothing could be more polar opposite than the basic philosophy of Judaism. If you were born from the "womb" of a Jewish mother, then you are just an "ignorant Jew" and I suggest refreshing yourself on the the Old Testament if you ever read it at all.

As for the estate tax, why should people not pay taxes when they essentially win the lottery by inheriting money that they NEVER worked for, while working Americans have to pay taxes on the money that they EARN!!
Ordinarily, I'd say "no," but they have so invented new rules and twisted the old that I am of the opinion that their new ways of doing business need to come back and bite them in the @ss just before those rules get removed from procedure. I'd settle just with one major detail shift in the way education is run. Settle the money on the student and allow parents to decide where their kids go. Most parents will choose the best schools they can afford with the monies given, the amount spent per pupil will go down reducing budgets since it doesn't really take that much money per student to educate kids; often parochial schools do an excellent job and make it happen with much less per kid than the government currently spends. The teacher's unions will hopefully be greatly curtailed in power since the incentive will shift to individual schools to make their education worthwhile in order to bring in students and money meaning that ineffective teachers will have to go away.

I would imagine that eventually, with just that one little change, we could so reduce the Dept. of Education in scope and importance that it might simply be reduced to testing house that checks for standard maintenance at the most. We might even be able to consolidate the entire dept. into some other dept. entirely.
