California’s Revenue Problem – Educators Should Demand Economic Growth Not Tax Increases
by Thomas Del BeccaroIn what is becoming a perennial affair, the California budget deficit is projected to be over $21 billion in the coming year – including a $6 billion hangover from this year. With the same degree of regularity, in pursuit of stable education funding (a good idea), educators in California are calling for tax rate increases (a bad idea) and blaming Republican legislators for blocking those increases (an unproductive idea). Rather than call for more tax rate increases – one of the causes of our current problems –educators should call for policies that will increase private sector jobs so we have more people paying taxes – not less.

At first blush, it may be hard to believe that we have another deficit. After all, in 2008, expenditures were far in excess of $100 billion. Expenditures for the upcoming fiscal year were just over $90 billion. With all that cutting, shouldn’t we have a balanced budget? The answer is no – because budgets are a two-part equation: deficit/surplus = spending – revenues. In California’s case, revenues have plummeted faster than expenditures – and continue to do so at a perilous rate. Worse yet, California’s Legislative Analysts Office projects huge deficits for years to come.
Nevertheless, Democrats and many educators are calling for ever more tax rate increases in a dangerous game of economic roulette with California jobs. Keep in mind that California already has the 6th highest tax rate in the Country. Why not shoot for number #1? Three reasons:
- The states around us have much lower rates and our jobs are moving to those states (CA ranks 33rd in the nation in job growth over the last 5 years – Nevada ranks #1 in new business development*).
- The comparable states with higher tax burdens all have big deficits as well, i.e. New York and New Jersey, so obviously higher tax rates are not a magic wand for budgets.
- Even if the State confiscated all of the income of all of the higher income people in California, in any one year, it would not close the current budget gap – not to mention (1) those people would flee this state with more reckless abandon than they are now (net loss of over 1 million people in the last 5 years) thereby making the one-time confiscation a dumb move and (2) that wouldn’t solve our long term deficit problems. Keep in mind that 50% of all of California’s income taxes are paid by just 150,000 Californians. If you chase them off, then who will you vilify with higher tax rates?
California’s real problems are (1) the national economy, (2) that so many Californians have left over the last 5 years and (3) millions of Californians are now unemployed. All together that means a shrinking taxpayer base, i.e. businesses and people are paying less income taxes (or none at all), they are not buying as much and, consequentially, they are not paying as much sales tax which results in less income for others and on and on.
Now, granted, California cannot stop the Obama Administration from harming the national economy even more in the form of higher taxes and regulations which will kill off even more investments and jobs. Remember that if the government takes money from investors and consumers, they are not buying as much and therefore not paying as much sales tax which results in less income for others and on and on.
Regardless of what Washington does to California, however, California still represents 13% of the nation’s overall economy. And notwithstanding all of its unparalleled blessings of coast lines, ports and natural resources, California has ranked a pathetic 24th in the nation in economic growth over the last 5 years.* That is almost entirely California’s own fault – not Washington’s. A vibrant California economy, on the other hand, would help foster a national turn around.
More to the point, the principal way to grow California revenues, and thereby ease our budget crisis, (in addition to capping spending year to year), is to widen our economic/tax base, i.e. grow our economy by allowing employers to succeed in California and, in turn, hire more employees. The formula for doing that is pretty easy because jobs are subject to the laws of economics too. The less they cost the more of them we will have. The same holds true for employers. The more it costs to do business in this state – especially in comparison to Arizona, Nevada and Oregon – the less businesses we will have.
At this point it shouldn’t take an advanced to degree to know that if businesses and jobs are fleeing our state, along with taxpayers, we need to lower the costs of doing business here, i.e. taxes and regulatory costs. In doing so, we will create a broader based economy, with more employers (paying corporate taxes) with more employees (paying income taxes and sales taxes).
That is the path to an A+ economy not the failed measures of the past of demanding higher taxes from an ever shrinking base. In stark terms, the very minimal purpose of education should be to learn from our mistakes of the past. If so, then it should be simple enough to learn, as the liberal economist John Maynard Keynes taught us, that high taxation defeats its very purpose. Our failing economy and falling revenues are exhibit one to that lesson. In the New Year, let’s hope our politicians and educators can appreciate that old economic lesson from decades ago.

Unless something is done at the federal and state level's in the way of law, preferably constitutional, then that will never end and at best we will cycle back and forth in this boom and bust crap driven by government regulation and taxation.
There's been a Democrat legislature in CA for years. The tax and spend bunch are clearly out of touch. On top of that, Boxer and Feinstein voted to save the Delta smelt, a minnow that's in the millions and not even indigenous to the area and resulted in dumping over 30,000 people from CA's farm belt onto the unemployment lines. Meanwhile in the Midwest, fishermen are catching these same smelt. Boxer and Feinstein don't give a damn about unemployment in CA; they're in bed with the environmental lobbies as are the rest of the Dems.
How about 100 Wet's crossing the Border?
Wanted to add, that CA farm belt is – or should I say, WAS – the fruit and vegetable capital of the state and shipped everywhere. The farmland is drying up and farmers are in danger of losing land that has been in their families for generations. We need to get rid of Boxer, Feinstein AND Queen Pelosi.
How can anyone expect Kalifornia to pull out of its hole? They aren't even smart enough to turn the water on to the Farmers in the San Joaquin Valley, and this for American citizens who are capable of working. Property owners, and business owners, shut out of survival by their own Local, State and Federal Goverenments. The bureaucracy eats its own…………

There is a non-regulated, non-accountable Governmental entity in California called the California Air Resources Board (CARB) that is single handedly responsible for the loss of 1000's of jobs. CARB puts into place regulations that force businesses to find a home in other states, or countriesif they wish to remain competitive.
And the legislators wonder why the State is in such dismal circumstances.
Absolutely right – you can only spend what you earn. Reduction in tax revenue = reduction on tax expenditure.
California could easily solve it's jobless numbers if they would follow FEDERAL law and deport ALL illegals from the state…but, noooo…they would rather have the Mexicans there sucking the system dry!! What happens when the well is empty???

California income taxes are crazily unbalanced. The majority screams that the "rich need to pay more." Meanwhile, the 2% "rich" taxpayers already foot HALF the bill while the remaining 98% pay the other HALF (well, isn't that generous and sustainable?)

Some have posted other states being in the same boat as California. NJ, NY and Mass. has ben in deficit spending for many years to be $1 Billion in debt due to it's Universal Healthcare system. Which on eof these liberal states will be at the Fed. trough first. Time to cut up the platinum card nationwide. Bailouts have failed making the entities who took fed. money nothing but toys for the BHO admin. and his Czars to play with. I am seriously considering moving to Texas just to see what it is like living on the other side for a change.
the argument is that the govt. gets more taxes, i want them to get less taxes, from everybody, so i have tepid support to get taxed less but somhow the govt. gets more taxes, dont want to give govt. more money period.

I have been following this, collapse our economy & destroy our internal ability to produce food, that WAS one thing we had going for us during the depression, food production (course they starved people for awhile, but it was there)

Like the sign. Nevada. NO corporate tax. No personal income tax. Once you get out of the state of Clark county you have a low cost of living.
California could/should legalize marijauna, which would increase the tax base. Plus, that would create "green" jobs. In Los Angeles, the City Attorney is actuallly trying to close over 700 medical marijuana shops, which will create at least 1400 more unemployed (likely more),will bring back more business to the gangs and organized crime, and will have those now legally buying their "medicine" back to buying it on the street. Add some off shore drilling, turn the water back on for farmers (and workers) in the central valley and the state can make its come back. (Yes, you can support the legalization of an herb that is less dangerous than legalized alcohol and still be a conservative.) Los Angeles' recent 1% sales tax is a good example of how increasing taxes will not work–Los Angeles is taking in less money since that tax increase (heck, I buy tax free on-line whenever possible).
I lived in California in the 80's and it was a beautiful state. I couldn't get enough of Yosemite, Kings Canyon, San Francisco, San Diego…..but, much has changed in twenty years. What a pathetic bankrupt sesspool of socialism for the lazy and illegals. So listen to me….please…the state should sell these beautiful assets to the only country in the world that can actually pay for them — CHINA. Sell China the bay bridge, sell China the National Parks, sell China, San Francisco Bay and both the Long Beach and San Diego Harbors…..sell China the interstate road system so they can turn it all into a toll road for profits….Sell China the ball parks, theme parks, and all the off shore oil and mineral rights….Sell China all the California State Universities and public schools……and maybe, just maybe, that might, raise enough cash to help you run your corrupt, government run and union infested lazy-ass state…. and help your pathetic half-ass education system. Get over it California, you're bankrupt…..you need to sell your assets soon…. before they are worth nothing…….oh, forget trying to sell your homes….China can just repossess all those when they take over the state govt.
Great article, Thomas; won't you run for office here? We need many more like you! I'm almost a native, having been here since college, a looong time ago, and it saddens me immensely to see the direction this state has taken. It once was a great state! How do we get rid of the loonies in Sacramento?!

Nice ideas, but they'll never happen. CA is absolutely dominated by liberals and liberal policies. It could take a generation to change. We don't have that much time.
Me, I'm moving to Arizona. The only trouble is, I need the local real estate market to recover to at least semi-normal levels first so I can sell my home without taking a complete bath.

I used to love California, UCLA, the mountains, beaches, etc. I moved to Texas 20 years ago. I always wanted to move back to California.But now. …I am grateful to live in Fort Worth. Cheaper housing, better standard of living, better schools, TCU. It saddens me about my old home state.
