With the current crop of criminals in power right now, they can do ANYTHING they want, knowing we can't stop them. The Emperoro, working in conjunction with DHS & FEMA can declare a national emergency, suspend the Constitution, send Congress home, establish martial law, bring the UN in… anything they want. The Emperor can declare a national emergency because his daughter failed science class and the emergency will remain in effect until she gets a passing grade (sarcasm). Remember… these people aren't playing by our rules, they make them up as they go along.
