The Senate’s 96-3 vote to ban members of Congress from using nonpublic information to inform their private investments brought with it important additional amendments that stand to shape the debate next week as the House takes up the STOCK (Stop Trading On Congressional Knowledge) Act.

In addition to outlawing members of Congress and their staffs from engaging in insider trading and requiring a 30 day public disclosure rule for all investments, an amendment by Sen. Richard Shelby (R-AL) successfully expanded the STOCK Act to also include the executive branch’s 28,000 workers.  Sen. Shelby said the reason for his amendment , which passed on a 58-41 vote, is simple:

It only seems fair that executive branch officials who are already required to file annual financial reports, also be directed to meet the same additional reporting requirements being imposed on the legislative branch.

As the USS Obama Administration slowly starts to settle into the waves, future historians will be kept busy searching for the source of the iceberg that holed it below the waterline on its maiden voyage to the land of Hope and Change.  Was it the non-stimulating “stimulus”?  The ludicrous Nobel Peace Prize?  The decision to try the Sept. 11^th plotters in lower Manhattan?  The Afghanistan speech at West Point this week, splitting the difference between surging and surrendering as the photo-op cadets nodded off in the background?  It’s a tough call, and the first year’s not even over yet.

But this administration is more than simply its swivel-headed Fearless Leader, ping-ponging between his teleprompters as the law of diminishing returns exerts its iron grip on his poll numbers.  It’s also the executive officers, the governing party’s top senators and congressmen, the palace courtiers who enforce discipline among the spear-carriers as they split up the swag.  In this, the Obama Administration is especially blessed, featuring both the frozen rictus of Anunciata d’Alesandro Pelosi as the speaker of the house and Harry “the Horse” Reid, an innocent Mormon virgin wandering among the fleshpots and real-estate deals of Las Vegas, as the Senate majority leader.  The Right is, indeed, fortunate in its enemies.

Still, the prize for the dumbest Democrat currently extorting a salary from the taxpayer (check out what her staff costs you here) remains where it long has been, in the grip of Barbara “Call Me Senator” Boxer, née Levy, the pride of Brooklyn and, latterly, of Marin County, Calif., and former relation-by-marriage to Hillary Rodham Clinton during the brief marriage between her daughter, Nicole, and Hillary’s sterling brother, Tony.  Tony Rodham, you may recall, is a former prison guard and repo man who managed to get himself into hot water over a hazelnut deal in the republic of Georgia, got caught up in Pardongate, was assaulted in flagranteby a man who claimed Tony was boinking his girlfriend, got caught up in bankruptcy court and battled his ex over child-support payments.

I was pleased to see the two colleagues either chosen to flank, or who elbowed their way up front to surround, Sens. John Kerry and Barbara Boxer when they introduced their “cap-and-trade” energy rationing scheme on Capitol Hill today. This Senate answer to the House’s California-Massachusetts Axis seeking to divine the nation’s future economic policy by means of environment policy — Beverly Hills’ Henry Waxman was the House bill’s co-author, along with Ed Markey — were boxed in by none other than one of the more intellectually and politically open members of that august body, self-styled Socialist Bernie Sanders (I-VT), and Ben Cardin (D-MD).

Mr. Sanders’ high-profile support for the program moving individual energy use decisions from producers and consumers to the benevolent state requires no commentary. But it is Mr. Cardin who caught my eye, for reasons relating to his own candor.

Mere days before Senators Barbara Boxer and John Kerry are scheduled to introduce their version of controversial global warming “cap-and-trade” legislation — if several months after EPA whistle-blower Dr. Alan Carlin drew attention to the fact that the recent published scientific literature presents a decided tilt against prevailing “global warming” scientific wisdom — the New York Times has run a piece diminishing Dr. Carlin’s stature and findings.

This meme is picked up by those running with the Times’ “news”. For example, today’s trade press outlet “E&E Daily” styles their #2 story this way: “Employee lacked credentials for endangerment views”.

That’s odd.

Carlin has been with EPA since its inception in the early 1970s, having earned a degree in physics from CalTech. His lack of the same qualifications implicitly possessed by our law-givers comes from his having gone on to attain a PhD in economics from MIT.

This is different than the Times’ (and others’) treatment of and lack of interest in the academic training of the individual regularly cited without such “just an economist” commentary as a leading and essentially unimpeachable authority, the economist and former railway engineer Rajendra Pachauri. The Times has even hailed Pachauri in the past as the UN Intergovernmental Panel on Climate Change’s chief “climatologist”. Climatology is a specialty field if ever there was one but a qualification which Pachauri, for all of his other virtues toiling for years in the UN vineyards, attained by virtue of being appointed to head the IPCC. This is unfairly disparate treatment.
