President Obama should use the anniversary of Hurricane Katrina to inject new energy into the unfinished task of repairing New Orleans, according to officials from the region.

Obama will deliver a speech here Sunday to mark five years to the day that Katrina made landfall, devastating the city and tarnishing the presidency of George W. Bush.

Showcasing the progress in New Orleans under his administration could also help boost the president’s sagging approval ratings, and with it the fortunes of his party in November. His speech, officials say, should offer a way to find balance between further oil exploration and protecting the region’s sensitive coastline.

“We’re also going to impress upon him how difficult this recovery is going to be,” Sen. Mary Landrieu (D-La.) told The Hill. “We’re going to remind him about the importance of coastal restoration and accelerating revenue sharing.”

With summer drawing to a close and most people having already taken or planned their vacations for this summer, this latest lame attempt by Obama to give the illusion he actually cares about the US Gulf coast, the people, and their businesses falls flat.  After taking serious heat in July for a vacation to Maine and Michelle’s lavish vacation to Spain, this 27-hour quickie (no worries, The One will take a real 10-day vacation to Martha’s Vineyard next week) will be seen for what it is by America–a token drive by.

If Obama truly wanted to help the Gulf residents and the tourism industry, then he would have planned his weekend getaway at the Gulf instead of Maine and people would have had a month and a half to plan a trip there.  With schools already in session in some districts and most others starting at August’s end, families are gearing up for back to school at this point.  The Gulf states could have benefited greatly the same way Maine saw a boost to its economy.

In a visit to Washington, D.C., yesterday, a group of about fifty energy industry workers and representatives from the Gulf of Mexico area told lawmakers, reporters and bloggers that if the Obama administration and Congress are serious about creating and saving jobs, they will lift the moratorium on energy exploration in the Gulf.

The workers were joined by Sen. John Cornyn (R-Texas) and former Rep. John Peterson (R-Pa.), outspoken opponents of both the moratorium and tax changes proposed by Democrats that opponents charge would hammer the energy industry.

Thomas Pyle, President of the American Energy Alliance, a group focused on maintaining energy industry jobs in the Gulf area said in a statement, “In an economy like this, the President and Congress should be looking for ways to strengthen U.S. businesses, not weaken them.”

Several of those who traveled to the Hill for meetings with members of Congress say they are suffering financially in the wake of the moratorium’s imposition, and that layoffs and business closures will be unavoidable should it remain in effect.

“My job matters,” said Thomas Clements, co-owner of Oilfield CNC Machining in Broussard, Louisiana. “So I’ve come to Washington to find somebody to hear me, to see my hopelessness, my no-man’s-land that I’m in because of these proposed tax changes to the energy industry and the moratorium.”  Clements elaborated, saying that he had planned to hire more workers this year, but the six-month moratorium on drilling has halted those plans.  All orders for new metal parts used in drilling have been canceled and no new orders are anticipated, said the small businessman, who questioned how his business could survive for the full six months of the moratorium during a lunch attended by Washington, D.C.-based reporters and bloggers.

With the midterm elections approaching, it is now clear that cap-and-trade, Democrats’ main weapon in their war on energy companies, is effectively dead—that is, at least until after the election, when some Democrats who may then be exiting Congress will feel more comfortable supporting it.

However, the demise of cap-and-trade does not mean Democrats have put what some dub “plans” to target energy companies on hold completely, or placed them on the back burner.

The Obama administration has worked hard to impose a moratorium on deepwater drilling, which one prominent expert says could directly result in a loss of $2.1 billion in output, nearly $100 million in forfeited tax revenue, and close to 10,000 mostly middle-class job losses.

In addition, the agency responsible for issuing new permits to drill in the Outer Continental Shelf (“OCS”) has issued just four permits during the last three months, as compared to 56 permits in the three months prior to that.

The Hill  reports the latest attempt by the Democrats to deflect the outrage of the American people by blame shifting the cause of the Gulf oil spill disaster to former VP Dick Cheney and the Bush administration:

Members of the House Energy and Commerce Committee traded partisan blows Tuesday over whether the Obama administration or the former Bush administration deserves more blame for the catastrophic Gulf of Mexico oil spill.

Senior Democrats on the panel — Chairman Henry Waxman (D-Calif.) and Rep. Edward Markey (D-Mass.) — used a hearing on the Interior Department’s role to trace the disaster back to former Vice President Dick Cheney’s energy policy task force.

Waxman said that task force — which was assembled early in the Bush administration — set the stage for policies that pushed drilling at the expense of tough safety oversight of rigs and review of environmental risks.

“The cop on the beat was off-duty for nearly a decade and this gave rise to a dangerous culture of permissiveness,” Waxman said. “In many ways this history begins with Vice President Cheney’s secretive energy task force.”

Waxman said that under the Bush-era Interior Department, “the priority was more drilling first and safety second,” although he added that the current administration was also too hands-off before the spill.

It is Day 79 of the BP oil spill, and just this weekend tar balls from the spill washed up on Texas beaches.  Over a hundred million gallons of oil have been released into our waters.  And yet where is our President?  He spent the 4^th of July playing golf and hosting a barbeque on the White House lawn.  Apparently some people want the new “normal” to be an oil-ridden Gulf.

But we at The Heritage Foundation are not satisfied with this new norm.  So this week we are sending a team of respected energy, environment, homeland security and response experts to the Gulf region to investigate what is and is not working and what more needs to be done (or in many cases, where the federal government should simply step out of the way) to get the Gulf cleaned up.

Since the explosion on April 20, the outflow of oil has gotten worse, goals have been missed, and attention has waned on this horrible situation.  When the president last took questions from the press at the G20, not a single reporter asked him an oil spill related question.  It seems the mainstream media is more concerned with blaming BP for the spill than actually cleaning it up.  And while BP should not escape blame for the spill or their less-than-promised skimming abilities, the federal government should also be held to task for their less-than-efficient clean up operation.

Five years ago, the bureaucracy of state, local, and federal governments made the disaster after Hurricane Katrina worse.  And that bureaucracy is at work again, hindering the clean up efforts of the oil spill.

I sat chuckling all through Obama’s immigration speech Thursday. Forgive me, but that has been my recent response whenever I listen to Obama’s speechifying. I am somewhat surprised at my recent response to his outlandish rhetoric, but he makes such a mockery of his very words, of America, and of capitalism, that he is, invariably, comical.

He recited Emma Lazarus’s poem “The New Colossus,” which is engraved at the base of the Statue of Liberty, yet he has disparaged American exceptionalism and prides himself on being post-American. How can you not bust a gut?

So I listened to his speech on immigration and chuckled as he lectured us, yet again, on what America is — as if he had a clue about what America is. His contempt for us is so palpable. As if he had any respect for what makes America great – free speech, individual rights, entrepreneurship, and privacy rights. As if he had a clue as to why legal immigrants come here — to escape tyrants and would-be tyrants like him.

I understand why he must ram immigration through now. And why he is taking this issue on now after destroying the American healthcare system. He has no shot of re-election without a base of amnestied illegal immigrants voting for Democrats. It is his only motive — but I digress.

What about the Gulf? This is a catastrophe of unfathomable proportions, the decades-long repercussions of which have not yet begun to be understood or calculated. What about those people, those communities? Whole swaths of coastline, entire towns, even entire counties may face evacuation.

Why isn’t the President of the United States working on the problem 24/7? I want to know why the nation’s Chief Executive has not been holed up in a war room, 24 hours a day, seven days a week for the past 72 days, working with the world’s finest scientific minds and oceanographic and energy experts to solve the oil spill crisis.

A federal judge has, for the moment, spared already-suffering Gulf state residents from the brunt of President Obama’s most recent anti-energy Power Grab. It has enjoined the administration from implementing its moratorium on deepwater drilling. The Order is here, and the Opinion here.

The administration has vowed to appeal. Regardless of the outcome, this victory is temporary. As I detail in Power Grab: How Obama’s Green Policies Will Steal Your Freedom and Bankrupt America, Obama and his administration are committed to strangling domestic energy production. At the same time they promise to also clamp down on the cost of consumption, all in a way that makes our last energy-poverty president, Jimmy Carter, appear a free-market pioneer.

This was telegraphed immediately after Obama’s inauguration by his by administration revoking massive tracts of public land from possible lease for domestic energy production, even to the point of suspending lease agreements already struck.

None of this is either accident or coincidence, but affirmed as a deliberate plan by Obama’s concurrent clamp-down on families’ access to energy with a cap-and-trade scheme he vowed would cause energy prices to “necessarily skyrocket”. Though he dared not speak the scheme’s name, Obama renewed his support for it in his Oval Office speech last Tuesday by praising the House-passed bill.

Just when you thought it couldn’t get any worse…

Last week Barack Obama told Politico that the BP oil spill was like 9-11–
But, it’s been over 60 days since the Deepwater Horizon rig explosion and he’s only sent 20 of 2,000 US oil skimmer boats to the coast of Florida.

Senator George LeMieux of Florida told the Shark Tank that there are only 20 skimmer boats off the coast of Florida out of 2,000 available skimmer boats in the United States. Lemieux says that Obama is afraid to move them to Florida because there won’t be any in place in case there is an oil leak somewhere else.

…That sounds like Obama.

The other day President Obama gave BP an ultimatum, he met with BP executives for the first time, and squeezed $20 billion from the company.  He also made a prime-time bomb of a speech.  Moreover, in that short period, Tony Hayward has been demoted, a part-time czar has been appointed, and it is now reported that claimants are being turned away.

The success the Obama administration had in getting the oil spill live feeds off the front pages of websites and cable news stations and cause the change in the narrative from millions of gallons of oil gushing to a seemingly more proactive, authoritative, and administrative role in managing the devastating situation is remarkable.  At last, PR success.

There is, however, a major problem with all of this:  the oil is still gushing from the well and now there are large amounts of methane causing dead zones.  The “damn hole” is not plugged.

To review, BP confirmed that oil was gushing at a rate of 35,000 to 60,000 barrels a day, which would be equivalent to 1,470,000 to 2,520,000 (million) gallons per day (42 gallons equals 1 barrel).  Presently, the oil continues to flow, but the rate is unknown as reported by CNBC on June 11:

Under the current system, a containment cap placed atop the gushing well pipe a mile below the ocean surface is funneling some of the escaping oil and gas from the bottom of the Gulf of Mexico to the surface to be collected in ships.

An undetermined amount of oil continues to escape from the cap into the ocean.

Like most people I didn’t expect a lot from the President during his oval office speech. What I got was a whole new look at the Candidate in Chief.

The first thing I noticed during the speech: I had never seen such an empty desk before., It was so clear, you could see all the dents in the desk, from where the previous presidents actually did some work.

Much has been made about how President Obama didn’t really seem comfortable in the speech, that he looked more like a visiting college student who got to sit in the big chair for a couple minutes. It could explain why his poll numbers have dropped faster than a bowling ball out a campaign bus window.

It was also only a one tele-prompter speech. Usually he has a two tele-prompter setup so his head moves back and forth, like he’s watching a beer pong game.

It was highly uncomfortable to watch. His eyes were locked on the teleprompter, and his hands never stopped moving. You weren’t even sure the guy reading, was the same guy who was moving the hands. It was almost like watching the cookie monster give an oval office address.

I look at it a different way: from a comedian’s perspective. I’ve played some fairly hostile crowds during my years on the road. But the one kind of crowd I cannot tolerate is a small one. I think most comics will agree that one of the most terrifying places you can perform is to an empty room. (Of course since I’ve become big and famous, that rarely happens to me anymore.)

A few days ago, Texas Rep. Joe Barton, ranking member on the House Energy and Commerce Commitee “apologized” to BP for the pressure the Obama Administration put on the company to fund an escrow account to compensate victims of the Gulf Oil leak (which is still spewing oil, btw). Certain parts of the blogosphere are calling for his resignation. And, national Democrats have launched a new TV ad on the controversy.

Personally, we kinda think Barton’s calls for federal government oversight of college football is a more worthy contender to spark cries for his resignation. On this issue though, he think Glenn Reynolds summed it up best in this statement from The Hill:

The story of BP vs. the White House is a story of crooks being shaken down by thugs, with a liberal dose of incompetence on both sides. Barton was only pointing out the shakedown aspect, but he was certainly dead-on with regard to that.

The Louisiana oil crisis continues unabated. Oil continues to pollute the Gulf and the Obama Administration continues to fiddle while Louisiana suffers.

In addition to being angry with BP and the Obama Administration’s weak response, activists have taken to the street to protest Louisiana’s Senators’ support for a BP bailout. Apparently both Louisiana Senators decided to cater to the special interests and voted for the Durbin Amendment to the Financial Reform bill that would increase the profits of companies like BP by shifting the cost of credit transactions away from them and forcing consumers to pay for them instead.

Both parties are responsible for the passage of the Durbin Amendment to bailout BP and other big retailers.

So President Obama is meeting in the White House tomorrow with BP’s chairman. The focus of public discussion of this event has been on it taking until the 57th day or so since the Deepwater Horizon rig caught fire following a well explosion, precipitating the ongoing oil leak.

The more relevant figure is 4,700. If my quick calculation has it right, that’s the number of days since the last time a BP CEO was in the Oval Office.

On that day, August 4, 1997, then-CEO, (then-Sir) John Browne, joined by Ken Lay, met in the Oval with President Clinton and Vice President Gore.

Their mission that day? As revealed in the August 1, 1997 Lay briefing memo whiih I was later provided — having left a brief dance with Enron after raising questions about this very issue — it was to demand that the White House ignore unanimous Senate instruction pursuant to Art. II, Sec. 2 of the Constitution (“advice”, of “advice and consent” fame), and to go to Kyoto and agree to the “global warming” treaty.

Oh, and to enact a cap-and-trade scheme.

Oddly, President Obama tonite will telegraph that he’s really going to stick it to BP tomorrow and give ‘em…the cap-and-trade scheme they concocted with Enron (spare me the hysterics, comrades, as I have detailed and explained in various ways here, here and here, I was in the room).

From today’s Politico:

As the greatest environmental catastrophe in U.S. history has played out on Obama’s watch, the environmental movement has essentially given him a pass — all but refusing to unleash any vocal criticism against the president even as the public has grown more frustrated by Obama’s performance.

About a dozen environmental groups took out a full page ad in the Washington Post Tuesday – not to fault Obama over the ecological catastrophe but to thank him for putting on hold an Alaska drilling project. “We deeply appreciate your decision. . .,” the ad says to Obama.

“President Obama is the best environmental president we’ve had since Teddy Roosevelt,” Sierra Club chairman Carl Pope told the Bangor Daily News last week. “He obviously did not take the crisis in the Minerals Management Service adequately seriously, that’s clear. But his agencies have done a phenomenally good job.”

Some say there’s little doubt that if a spill like the one in the Gulf took place on former President George W. Bush’s watch, environmental groups would have unleashed an unsparing fury on the Republican in the White House. For their liberal ally, Obama, they seem willing to hold their tongues.

If you’ve been watching the fiasco surrounding the oil spill in the gulf, you already know the mainstream media meme that has cropped up around it. “Yes, President Obama has failed to stop the spill thus far,” the press tell us. “Yes, he’s demonstrated that his promises of supreme competence were overblown. Yes, his leadership has become so questionable that even James Carville has attacked him for it. Yes, some of the alternatives being offered in spite of all of this are being ignored, and yes, President Obama has failed to inspire confidence among everyday Americans about his ability to handle this crisis. But one thing we will not deny is that President Obama cares. He is a man of deep humanity, and deep empathy (and where have we heard that word before) for the suffering of those affected by the spill, and he cares.”

What I am about to ask will require readers to engage in a supreme act of charity: Despite all the evidence to the contrary, all the evisceration which Rush Limbaugh and every other conservative commentator have piled on this administration, all the evidence that the media will never believe anything but the very best about this President even as he takes this country down the road to serfdom at a speed that would make Dale Earnhardt Jr feel queasy, and despite all the emotionless, meaningless, platitude-laden babble that the President has been spewing since the spill began, I want the readers to assume, just for the sake of argument, that the media is telling the truth. Despite what appear to be severe rhetorical and emotional shortcomings in his speeches and his own bearing, imagine that underneath the hyper-rational mask, President Obama really does care.

So what?

Has that “caring” done anything to stop the spill? Has it given President Obama one single, solitary constructive idea about how to solve the problem (other than “Plug the Hole,” that is)? Does President Obama have the ability to fly out to the Gulf Coast and, like Ma-Ti in Captain Planet, dissolve the oil with nothing but the magically empathic effusions of his beating heart? And if not, then even if we concede that President Obama cares about those affected by this crisis,  how is that remotely relevant to his ability to solve it? As per the usual liberal tag line, we are expected to believe that President Obama’s good intentions alone should assuage us of his competence, but have they done anything at all? The answer is as devastating as it is obvious: No.

“Leadership is practiced not so much in words as in attitude and in actions.”

True leadership is a rare attribute.  While many people have exhibited an ability to get elected, even to the presidency, that doesn’t make them a great leader.  To demonstrate the point, ask yourself how many great presidents we have had over the last 100 years.  If you count four or less, and you should, then you understand the point.  Based on nearly a year and a half of the Obama Presidency, it is likely he will be closer to the bottom four, instead of the top four, as he demonstrates his leadership by litigation mentality.

Leadership by litigation is reference to his penchant to litigate, not solve problems – to attenuate them, not end them.  Consider that Obama, the attorney, is facing a growing number of crises:  (1) a failing economy, (2) a growing number of terrorist attacks, and (3) the gulf oil crisis.  Each of those crises is getting worse, not better, and it is Obama’s lack of leadership skills that are to blame.

Working backwards, rather than demonstrate action on the gulf oil spill, i.e. approving Bobby Jindal’s request to form barrier islands or to approve the Saudi mid-ocean cleanup method, Obama is stalling on those suggestions and many more – but he is willing to file a lawsuit against BP.

With regard to terrorist attacks, the facts demonstrate that, despite Obama’s talking to the World, the number of domestic attacks rose dramatically.  Obama’s response? – have attorneys prosecute them.  And on the economy, Obama has done nothing more than talk and pander – mostly blaming Business and Bush for the problem but not acting in rational manner – unless you are one of the few people in the world who think that mimicking Greece represents economics.

At the outset of this editorial, I quoted the legendary CEO of International Telephone and Telegraph (ITT) Harold S. Geneen.  He said that “Leadership is practiced not so much in words as in attitude and in actions.”  That could be a diplomatic way of saying you cannot talk your way out of a challenge – at least not for long – you must act.
