Lax Fingerprinting Procedures Enabled Criminals to Work for the Census
by Stephen Robert MorseFor nearly a year, MyTwoCensus.com was the only media outlet reporting about the problems that the Census Bureau faced in terms of fingerprinting the 1.4 million people who were set to work for the 2010 Census. And we continue that fight today.
In December 2009, I reported that a convicted felon in Alaska was working in a supervisory position for the Census Bureau. This was discovered only after the man killed his mother and then himself. Clearly, this incident should have made calls for improved fingerprinting procedures at the Census Bureau obvious. However, the Census Bureau maintained the status quo and did nothing — fending off my questions and ignoring my concerns.
This incident occurred two months AFTER I originally posted the flaws of the 2010 Census fingerprinting process that were written by child advocate and fingerprinting expert David Allburn, who offered solutions to the Census Bureau that were ultimately refused. Allburn wrote:
(1) The Bureau should announce that trainees are responsible for the “readability” of their own fingerprints, and that fingerprint “failure” due to un-readability (or to discovery of disqualifying criminal history), terminates the canvasser’s employment. This stops attracting ex-felons who would intentionally blur their prints, but it is manifestly unfair to honest workers whose fingerprints are blurred by the inexperienced print-takers. This is fixed by step two.
(2) The Bureau should augment its fingerprint capture by adopting part of our patented “self-capture” technique. Invented by a war veteran, the method has applicants use an extra minute or two to make their own set of “backup prints”, observed and authenticated by the print-taker. Barcoded and enclosed with the cards forwarded to the scanning center, those self-captured prints are readily available for fixing any individual print impressions found “bad.” Well tested, this gets the cards through the FBI with the same dependability as live-scanning offers, typically twenty times better than the old rubber-stamp method now in use.
Only after a handicapped woman was raped by a 2010 Census employee and a sex offender was caught going door-to-door did the Census Bureau decide to change their policies. Is that what it takes to create “change” in America?

Well, criminals and felons ARE considered a core Democrat constituency, and Emperor Zero did want the census originally to be run by ACORN (which is a criminal entity), so they sort of HAD to do this, didn't they?
Now half the liberals in congress will fight the rule change claiming "Convicted Felons need jobs too!"
This sounds redundant… government employees with little care in job performance and security of the American people. They probably had too many 15 minute breaks during their work day and the criminals hiring was pushed through without regard.
I hear that government workers sometimes get as many as 32 "15 minute" breaks every 8 hour work shift.
Well I don't think this is a good example of a Census problem. It is just another reason doing the costs so much with background screening.
Why should the Census dept require fingerprinting for its foot soldiers? There are many jobs people can get without being fingerbprinted and that still interact with the public. Maybe we should require all priests be fingerprinted and DNA sampled, then we could really stop a lot of perverts that way.
Freedom must remain a top priority. Some innocent people will die along the way, and its part of the price we must be willing to pay.

There is a big difference between an employee "interacting with the public" from a desk counter at a business where the consumer chooses to go, and sending them to peoples homes.

Nobody cares enough to do things right, not in this administration and certainly not any office in the government. We need a complete do over of the system. Someone needs to come in with some common sense and completely re-do every stinking government company out there, from top to bottom.

Well, you have to look at the psychology of the people who want to work in government. It is no coincidence that a lot of them in non-elected positions are libs. Personally, I have never even applied for a government job after I got out of the Navy.
No one cares, because when you work some place where you have almost no accountability and you can't be fired leads to zero motivation to do even semi competent work.
It's a job that non-felons won't do.
I dunno, didn't you hear that you can get paid from $14-$22/hr to do almost nothing, and are encouraged not too work too fast? I'm sure they're having no trouble finding takers!
If the gov't employed the same "vetting" procedures that most private industry does, maybe so many felons wouldn't end up on the payroll.
Heck to get a job at Wendy's you have to be finger printed AND drug tested before you can be hired. And for management/franchise positions….the company checks Facebook. MySpace and other social networking sites to "see" what a prospective employee is willing to announce about themselves to the public. Many folks in line for pretty high positions in companies have been shot out of the running because of stupid website photos and commentary.
I can't help but wonder after the census worker (a convicted rapist and armed robber) who, uh, raped and robbed a women while on the job, if she will be able to sue the Census Bureau for dereliction of duty given we must, by law, open our doors to these census takers or risk fines. Course the gov't will have to give this victim "permission" to sue them…..but I hope she pursues civil as well as criminal charges and sues the livin crap out of the gov't……..AND WINS.

Not really a big surprise. The government hasn't been able to do anything right or efficiently. Why should the census be any different? Our CONgress is filled with criminals, so why not the foot soldiers, too?
But the reason Wendy's does this is not so much to protect their customers, they don't want to be robbed internally, so they don't want to hire scum.
Its unfornate they have to do this though-its like the Az immigration thing that really no one likes the states handling immigration. But when our government ran criminal justice system fails to manage criminals, private businesses now have to do their own policing, at at extra expense to all.
How intolerant and hateful, don't you know that rapist and thieves need access to peoples homes!
What the left does through taxes these people do through hard work and at great risk to themselves, at least they are semi-competent and get the job done, what the job is of course has nothing to do with the census.

Oh…. and if criminals taking the Census doesn't bother you enough- according to this admin, if you rent rather than own your home, they can force your landlord to let them into your house or apartment, without your presence or consent.

You're profiling! Saying that repeat sex offenders would take advantage of the holes in the Census Bureau employment guidelines and background checks is profiling and profiling is wrong! Just because they actually have doesn't mean that they all will. I mean, I'm sure there are paedophiles out there enumerating children at their addresses who have no intention of going back… nah, not at all.
