NYC Union Chief Proves Gov. Walker Right: Tougher Teacher Evaluations Must Be Negotiated Into Contract
by Larry O'Connor
Next time you hear sanctimonious wails from the left about how Gov. Scott Walker (R-WI) and Republicans want to take collective bargaining rights away from workers, remember that basic evaluations and disciplinary actions for awful teachers is something these union believe need to be negotiated and are not, in fact, the built in right of the employer (that’s you, the taxpayer).
Here’s “Exhibit A”:
New York Governor Andrew Cuomo stressed the importance of officials agreeing on a new statewide teacher evaluation system at yesterday’s State of the State address. Michael Mulgrew, President of the United Federation of Teachers, tells WOR’s John Gambling, Cuomo showed real leadership, but until Mayor Bloomberg negotiates the law the union will not act outside of those parameters. (Audio after the jump)
Mulgrew has already refused to give principals ultimate authority to remove ineffective teachers. And he has failed to select arbitrators for existing disciplinary cases, presumably to throw a wrench in the gears of the current teacher-removal system.
Basic evaluations and disciplinary measures that should be the right of any employer, let alone a government exercising responsibility and oversight over the public education system have been reduced to bargaining chits that union bosses use as leverage for “give backs” and goodies. That’s what Gov. Walker and the courageous lawmakers in Wisconsin put an end to. The result is a balanced budget without raising taxes and local governments able to manage out of control benefits packages negotiated in by corrupt politicians in the pocket of big labor.
Make no mistake, despite the sound of conciliation you hear in this interview with Mr. Mulgrew, the fact remains he and his fellow union bosses are standing by the unacceptable practices of teachers receiving full salaries as they sit all day in “rubber rooms” while union red tape keeps them from being fired despite outrageous rule violations. And any reasonable attempt to give the City of New York the right to deal with lousy teachers in a meaningful and effective way have been blocked by Mr. Mulgrew at every step.
This is what big labor means when they say Walker has “taken away their rights to collectively bargain.” Just look at New York to see what the net results of those precious bargaining sessions.

too bad the woman holding the sign
went to GOVERNMENT school.
she doesn't know the difference between
OUR and ARE..
words MEAN things…
yeah the photo is definitely a scathing indictment on the public education system
Richard – you beat me to it. ARE these teachers that don't know how to spell and ARE now teaching OUR children?
I love the signs they hold up.
If ya don't think they be stoopid, jes axe 'em.
Collectively, in a group, they are the most inarticulate bunch of Goobers ever to congregate.
yes, we union teachers can decide for ourself if we deserve to be fired! for some reason they never do seem to be fired. they will negotiate the rules, no teacher can be fired if the test scores fall below failure for more then 21 years in a row. they will also negotiate full retirement benefits at 20 years of service.
I live in Kentucky.
The Dimocrapic governor announced that his 2013 budget would be reduced by 8.5%.
Interestingly how none of those cuts come from education.
And given our illiteracy rate….. I know exactly what that money is used for.
I and many others want to eliminate collective bargaining for teachers. You have more to worry about than just Gov. Walker.
it is a great photo.
The whole article could be 'photo without caption' worthy; everyone will get THAT irony…
the look on her face says it all……………………………………………………….wah?
"I know exactly what that money is used for."
Oxy rehab?
'nuff said
That's the trouble with irony.
Most folks don't get it.
the success of Bill Maher and Sarah Silverman live in testament to that statement.
Nuance- in comedy- is not a particular American trait…
The look on her face?
I could write captions ad naseum throughout the rest of the week.
Where are the doughnuts?
What's a G spot?
Orgasm? Never had one!

Exhibit A? Exhibit A?
I think we are on Exhibit UUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUU.
If any of these people lost just one more brain cell, they'd be spelling out these signs using their own poop.
I am an admitted HGTV junkie. I was watching "Property Brothers" the last weekend and there was a couple with 4 young children that had outgrown their home. The wife was a stay-at-home mom and the dad was a high school teacher. Their budget – 700,000!!!!! What in the world kind of salary are they paying east coast high school teachers that they can afford a mortgage of 700K!!
My dad raised 6 kids working his ass off as a bricklayer. Now I can see why he always told me I should become a school teacher.
I think those property brother cats are from Canada. Maybe the pay is higher in Canada
The woman holding the sign is obviously an obummer supporter. Her sign says it all!
Facts and knowledge don't matter when you're indoctrinating rather than teaching.
You're on a roll today, Cowboy! Tell us how you really feel! LOL!
What's the effective difference among public sector unions, Occupy fools, and Obama?
Not a lick…and all are expendable in sane America..
Is she Curly's sister,….??????
Unions are nothing more than a legal Mafia. They strong-arm the taxpayers to get more than they earn, even if they suck at their job. What a drain on American taxpayers.
LOL>>> thanks so much for the morning laugh…..
While I believe the presidential race is critical, I don't think conservatives should take their eye off the ball in Wisconsin. If Gov. Walker is recalled, every governor in every state will be unwilling to stare down the union leaders who continue to steal from the taxpayers and many of the employees they represent.
If you're not sure which presidential candidate you should support financially just yet, send your money to protect Gov. Walker as you will be protecting more than you could ever imagine.
Think that photo would be leading on almost every news broadcast and news website if that were at a Tea Party rally?
We watch HGTV all the time, for home improvement ideas only…and yucks. The amounts these people qualify for, don't ask me how, are beyond ridiculous.
….and $700,000.00 price tags on 1400 sq/ft Bungalows in California?!?!?!
Are you people nuts?
I want Granite and Stainless Appliances and Crown Molding and….swear these people are given a script.
Wow. It took me a minute to figure out what the heck that "woman's" sign was actually supposed to say. That's the level of stupid on display there. I had to think myself all the way down to the level of stupid where "our" and "are" A) sound the same, and B) could ever be confused for one another.
Weapon's grade idiocy, thy name is Union Labor.
"Ef u kan reed thes, thnak a teechur!"
I'm surprised her sign doesn't say "onions" our her cup o' tea………………………
…Skin grafts for burns suffered in meth lab explosions…
I wonder if this guy belonged to the union?
i gotta have that t-shirt……………

Nuk Nuk Kuk
Why can't Johnny read ?
TMI! And I don't want to know where the red came from either. I personally saw the results at RAF Greenham Common in the UK.
I'll thank my ninth grade English teacher that I don't write nor speak like your example.
He would never survive in today's school system and was a grade A pain in the backside but ensured that every one of his students could read, write, and speech proper English.
DEFINITELY TMI.
You may need to explain RAF Greenham Common, though.
Don't forget my sandwich and cookies to go with my cup of tea!
Every time a progressive opens their mouth, one should look for the lumps (of male bovine excrement)!!!
That sounds low for Kalifornia. I knew a couple that sold their house, ~1000 sq.ft., for 500K. Moved to Santa Fe and bought a place, ~3000 sq.ft., with 5 acres and banked the left over.
lmao
He attends public school with union teachers.
The US was placing nuclear missiles in silos at RAF Greenham Common. A group of women protestors (over 100), set up like #Occupy outside the fencing, aka Greenham Common Women's Camp. They would tie their used personal hygiene products to the fence every day.
"i can come and remove your trees for free or tree but if it is hasardous i will have to charge you a price knock down for example if it is near powerlines houses or fences basically anything that can be damaged but if tree is down no problem but i do not haul the debre[but will haul for a fee}we also clear lots for a driveway or house or if you are trying sell a piece of property we will clean and thin the lot up for you to make it look nice for selling that way a buyer can see what they are buying we can also buy your trees give me a call"…….Here is a perfect example of what I'm talking about. This is a real ad I just cut and pasted after removing the phone #. This guy is trying to convince you to hire him as a professional Tree Service. This is just one example of what I see on a daily basis as proof of the return we're getting from our tax dollars that are being spent on public education. Kind of takes your breath away, doesn't it?
You all need to understand something. The one in a thousand conservative teacher is the one who will have a bullseye on his or her back if there are no union protections. I know it sounds crazy but almost all principal lean lib. Without certain protections they would do their best to purge the ranks of anyone that didn't tow the la raza, fair, splc line. I know the union has problems but by the same token a lot of teachers like myself are in a strange position. Basically I chafe when I have to read the communist rantings in the union newsletter but by the same token without some of the things they do to protect all teachers (usually ultra lefties) I would be hung out to dry. It is tough. It works both ways and I feel like the I am trapped between a rock and a hard place but the fact that it puts me in a position where I can challenge a lot of the falsehoods that a lot of teachers spread. Now if Michelle Rhee rolled into town and wanted to shake up the system I would be on board. Also many many principals are leftists who are trying to consolidate power and push forward their political agenda, they want this power for a political purge backed up by the policies of Bloomberg and their Ph. Ds in Urban Studies.
Also I am constantly in battle with fellow (leftist) teachers and the administration who believe that content does not matter only skills. This is the leftist line that the evaluation forces us into. For example a teacher was being evaluated in math and got a bad ratings because she did not give the students an opportunity to have more than one correct answer. Math problems only have ONE right answer. Are skills important? Definitely but the fact is the most skilled surgeon in the world is useless if he doesn't know basic anatomy. Problem with this evaluation system they want to evaluate on skills alone and leave the content side of it out. So process is important but facts are not. This is the real problem in education. The evaluation system pushes a left wing standard of facts don't matter, only skills. This is what we are up against it is one left wing faction against another. The corporate lefties (Bloomberg, Obama, Emanuel, Duncan) vs. the Union set. There need to be changes but not what Cuomo and Bloomberg are pushing.
That makes my brain ache, as does the photo.
"I desperately need a red pen to correct those two comments for you. I'm afraid I will have to damage your self-esteem quite a bit, but I'd rather do it now than when you grow up to run a tree-removal service.
"Perhaps you should submit your balance sheet as well (or your checkbook, if you have one); I suspect we need to work on your math skills, too. Tutoring is available after school on Tuesdays and at lunch on Thursdays."
Process IS important, because students need to be able to duplicate their work later. If you can solve systems of equations in Chapter 7 and then forget by Chapter 9, what's the point? (No pun intended.) However…the content most certainly matters, and that is where we have to push back, and keep pushing against those who want to put leftlib essays in literature books, or revisionist history in the social studies classrooms.
That photo would fit nicely in a collage for Big Education's banner background. Just sayin'!
I assume you're response is about the online ad I cut and pasted, and not me. You do get that I wrote the first comment as reflective of what I see every day online, and the first 1/2 of my second comment wasn't my writing, but a REAL online ad I cut and pasted, and then followed with my thoughts? And I'm glad to hear it makes your brain ache lol…it's good to know I'm not the only one bothered by what passes for appropiate communication nowdays. Doesn't it also drive ya nuts that grown people come out of the system not having a clue about the difference between 'there', 'their', and 'they're'?
Yes, I am making fun of your ad.
My personal favorite is "Me and Joe…" and I correct that in my student's speech and writing every time I hear/see it. Eventually, I find my students saying aloud "Me and Joe Joe and I…" before finishing their sentence.

I wonder how many government school graduates even noticed the problem with this teacher's sign. You'd think one of the other protesting teachers would have corrected the sign with red paint.
There is one difference: mafiosi types generally don't suck at their chosen work….
Funniest thing happened just a minute ago. My boy sneaks up on me and looks over my shoulder at the article and, above all, the photo. He says to me: "Daddy, that lady's sign is wrong."
Not too big a deal, I know….but the lad just turned five…
There's a school of thought amongst certain educators that proper spelling isn't important. I wish I was kidding but I'm not.
Oh no, no, no. One mustn't correct another's work or tell someone their answer is wrong. That would damage their fragile self-esteem.
I agree, perhaps I did not make that clear in my post, both are necessary but the leftists want to throw the content out and focus solely on process, both are equally important and have a synergistic relationship. Thanks for weighing in on my comment.
