California Loan-Sharking: Another Underhanded Tax Hike

On Saturday, July 9th, I received my annual California vehicle registration notice for $111.
I am not sure what other states charge for an annual license and registration fee, but $111 seems a bit high. It is certainly a healthy deterrent against middle-income families owning more than one car in the state.
But I digress…
My problem with my registration fee is not the cost (though I still think it is high), but the payment deadline.
I received a bill from the state of California on a Saturday that is due this coming Tuesday. Of course, I cannot mail anything on Sunday.
In essence, if I had been on vacation for a short four-day weekend, I would surely have missed my deadline and had to pay a penalty.
If a credit card company charged someone 2,521% annualized interest for a bill that was three days late, politicians would be up in arms.
That is not a typo. I repeat, 2,521% annualized interest.
Yet in California, it is par for the course.
California’s fee for a 3-day late payment is equivalent to a 2,521% annualized interest rate.
Loan-sharking has always been a cash cow for such “illustrious” organizations like the mafia. Yet loan-sharking is illegal for private organizations.
However, in California, it is perfectly legal…so long as the government is in control of it.
Here’s the math:
So what, then, is behind these shell game shenanigans?
Well, according to the “Special Notice” I found in my billing envelope, California’s government passed legislation on May 4, 2011 that includes not sending a bill out 60 days in advance.
This little stunt enables the state to raise more revenue by levying higher and more aggressive late fees by reducing the time between the receipt of the bill and payment by 95%.
Furthermore, implementing this policy in the summer also increases the probability that people will miss their payments because they are away on vacation.
Also note that the 30-day grace period only applies to law enforcement giving traffic citations for driving with an expired registration. In other words, the fee still applies, but the state will mercifully not give you an expensive traffic citation on top of the additional fees for 30 days.
This little tactic is a very clever one, but it is also cowardly and shameless.
If California wants to increase taxes, it should increase taxes.
It should not hide behind juvenile techniques and subterfuge to increase state revenues.
The California legislature must think its citizens are stupid. And politicians wonder why people do not trust their government.

FWIW I pay 45.00 and have at least a couple of months to pay. Red state, sorta, we have a 6.5% state sales tax.
The California legislature is correct — its citizens are stupid. Exhibit A: The dems are still in power.
What I want to know is:
Why the hell am I (in AR) paying yearly tax on owning a car in the first place??
I bought a used car.
The sales tax was paid on it when it was new,
then I paid it again when I bought it used,
then I got taxed when I paid to insure the car,
then I get taxed 24cents/gallon to put gas in the car,
then I get taxed to service the car, oil, tires ect,
now I get taxed just for owning it?!?!?!
WTF?? That's a lot of cash just to pay just so I can go to my job,
and then I get to pay taxes on what I make!
Amazing, isn't it? I lived in Virginia ($26 annual registration fee) prior to moving to California ($176). And just try to register your car after the 30 days you are given to register after moving there. If you tell the truth, a month late gets you an extra $1,000 in penalties. I was literally at the counter at the DMV and took my honest paperwork and ran away with it, and returned a few days later with new fabricated answers. $1,000!!!!!!!!!! Even the DMV clerk was embarrassed. It is an absolutely ridiculous place to live for those of us who follow the rules (mostly). Taxed and feed and penalized to the poor house.
CA is TOAST. The US gov won't be sending it any checks and the state IS bankrupt.
Ohio- I Just pa[d it, I think $45. They send a through the mail form at least 1 1/2 to 2 months ahead. Or you can go to the DMV and pay , I was the only one there, took 10 minutes. We do have late penalties though, this is pretty new.
Have you ever been to the DMV in California? Last time there I had booked an appointment 6 months in advance, arrived 30 minutes early and was STILL there for over 3 hours! We are obviously NOT getting the service we're being reamed for.
On the positive side, I did have a lovely conversation with a Somali woman who had better english than the worker I eventually spoke with.
California also charges by the car type which I find absurd. So a BMW owner pays more than a 1983 Dodge Dart owner. Its "progressive" meaning you do better so you pay more. $750 to register my Jeep from out of state. Some lame $300 charge for bringing a car in from out of state. $750 was more than my entire paycheck for 2 weeks. How does that help poor people again?

When you put it like that, it's a wonder that anyone votes for a party that stays up at night thinking of new ways to tax the citizens.
What I don't like about having to register your car in CA (and I don't know if other states do this as well because I've only moved once from NJ to CA), is that you have to register the car within so many days. I kept thinking to myself – what if I'm a student and I don't know what my plans are after graduation? What if I have to move back home? Why should I HAVE to register my car in a state where I'm only a student and therefore chances are I'm here temporarily? Now I'd say it's different if you BUY a car while you are here, but I brought my car from NJ.
I don't know, it just never made any sense to me.
BTW. I have to admit that I didn't do it honestly. And I don't give a flying rat's patootey. I consider it one of my few acts of civil disobedience.

For the folks with bad DMV's, other then getting my initial license I have never had to wait more then 5 minutes in a FL DMV and that includes getting three other driver licenses.
Can anyone tell me why in the hell that people still live in that God forsaken state?

Sorry to ruin your day Space Racer, but check comparison chart below. The LOWEST gasoline TAX in the country is in Wyoming where it is 32.4 cents/gallon as of May 2011. You are paying more than 24 cents/gallon in taxes.

California has put themselves in a mess that they won't get out of any time soon. I read an article a few weeks ago that 13 counties in Cali wanted to secede from the State…lol. I know its not really funny but it did make me chuckle. They spend themselves into a liberal coma and then want to break away. The average prison guard in Cali makes about 80k while in Texas the same worker makes about 32k. Is it any wonder the road from Cali to Texas is getting worn out. Last one out of Cali shut the lights off…… please.

The green attached notice is clipped on the right, but it's a little screwy. Par for the course in California, unfortunately.
Lists the usual penalty schedule – as it was with the 60 day advanced notice. But, it appears to say that there's a 30 day grace period after the due date before late fees will be assessed. Soooo, why have a 3 day and 13 day bracket – I must be missing something from the clipped edge to explain it better.
"Pay fees within 30 days of due date to avoid penalties." It appears that if you're late enough to actually pay a late fee, it'll be 13 days, then 3 days later, 33 days. Why not simply 30 days penalty? then worse as you go?
Still, what the hell was wrong with the earlier setup? dems claim to be all about "standing up for the little guy" LOL. Oh well, this is what we've come to expect from the grifters in Sacramento.

Then another scam is they let jap lobbies for new cars who wanted ALL new car sales in Ca so they had a state law made up that NO used car under 7,000 miles could be licensed in Ca if bought from another state to force people into buying only in Ca.
Also scam for their smog testing, many cars would not pass, most owning smog test shops are mexicans and they charge people hundreds of dollars under the table and then use a car that would pass, hook it up to the smog testing machine and change it to the failing car's VIN # as passed
This is what happens when people allowed the negro, wetbacks, gays, asians and muslums take total control of that state.
Normally, I'd sympathize but you're getting that for which you voted. The founders wisdom still governs this. You have every right to vote with your feet, just leave any liberal leanings at the door when you wander into a red state.

THEN you add the Fed tax of 18.4 cent/gallon and you get 39.9 cents/gallon!!

People pay, on average, about 30% of their income in fees and taxes BEFORE they pay anything to the IRS. This includes all the extra you pay because corporations are taxed making the price of everything you buy go up.
I live in SD. I have 0% hope that Cali will fix itself. If I had been smarter with my bills prior to exiting the Navy I wouldn't be here as I am. As soon as my books are square we are leaving this hell hole. I refuse to continue to pay for other peoples apathy or the illegal kids in the schools. Cali is DOA as far as I am concerned.

I'm still in Virginia and my 18 year old pickup truck is $52 this year. That's the same as the wife's car which is only 10 years old. However, if we pay for 2 years instead of one, we get a whopping $5 discount! They now have DMV tied into the county offices of revenue. This means that as soon as you title a car, the county is adding it to their personal property tax rolls.
Now I understand the need for taxes locally. Our kids are out of school, but our granddaughter will start in a few years. If we don't need the Sheriff's Dept or Fire & Rescue (although Rescue squads in Virginia are volunteer) then the only service we're paying for is the green dumpster boxes for trash. Thankfully we don't have to take it to a transfer station and put up with all that BS.
I probably should have clarified my VA registration fee of $26 was in '04. That's quite a while ago.

If California is toast, so is the rest of the country. Texas is big economically, New York is big economically, California is an 800 pound gorilla, whose economic clout is surpassed only by 7 NATIONS – China, Japan, USA, India, France, Germany, Russia (and yes, I may be wrong on a couple of the countries). You want to get the US economy moving again, you have to get CA moving again. The number of people unemployed in CA is greater than the population of a fair number of states, so you really do not want a bankrupt CA, it would be bad for the rest of the country, very bad. M'kay?
You can pay the fee on line using Visa or MC, which is what I do.
(Sigh) I voted against Boxer, Brown, and our local Democratic U.S. Rep. (not Pelosi). Unfortunately, I'm surrounded by sheeple who care more about being "politically correct" on social issues than what's in their financial interest.

Vehicle owners cannot renew online because the DMV requires additional paperwork like smog check, proof of insurance, etc. Not sure why CA doesn't allow in-person renewals (though I'd personally rather mail it than spend hours waiting in line at the local branch of the DMV).

Um, because we have it all (good and bad). We have mountains for hiking and skiing. The ocean for fishing, boating, surfing and swimming. Rivers and lakes for boating, rafting, fishing, swimming. The desert for hiking, dune buggying, motorcycling. We have redwood forests, desert environs, Mediterranean style environment, cold rain forests, alpine environments, mountains more than 3 miles high. We have 3 of the 5 oldest stadiums in baseball and football, world class univerities, the arts, science, gambling and any sort of indoor and outdoor activity you can anme can be done in and around CA. And we also have Disneyland, Knotts, Universal, Magic Mountain, CA Adventure, Monterey Aquarium, presidential libraries, and the entire political spectrum. Talk all the smack you want, but on New Year's Day, my biggest decision is when to put on and get out of my shorts and remembering to use sunblock. The down side is state employee unions and a Democrat controlled government and the idiot voters who keep voting for these hacks. And if you are leaving CA, remember to leave your money and your women.
There is a note on the back saying that the vehicle owner could pay the fee now and provide a smog certificate later. That would avoid the extra fee but the state wouldn't send the new registration until they received the smog.

Ha… I have 4 cars and my registration fee's are higher than yours and one of my cars is from 1996. My jeep registration was $130. My commercial vehicle was $350 and I bought it used for $8K. My two other cars $750 and $210. I didn't vote for dems, but it doesn't matter because I'm moving to Texas in a few months.
I hope California implodes and goes bankrupt and isn't bailed out because hopefully real physical conservatives will be in congress. The state I was raised in has gone down the toilet. When you can be fined for having a bbq or fire on a spare the air day, you're not free. When you can't put in a wood burning fire place anymore, you're not free. The best line I heard about San Francisco came from a Liberal in Austin Texas. He said that SF was the coldest place he'd ever been and he wasn't talking about the weather.
At least in Pennsylvania you get several months advanced notice and if you still are late getting to it, you still can register the vehicle without penalty. I didn't even bother registering my truck since it was broken down and needed a new tranny so when I did register it when I was ready to get the truck repaired, it was 6 months out and it wasn't a problem at all and no penalties for being late.
Overall from what I know of other states, Pennsylvania actually isn't that bad when you have to deal with the DMV. Fast service on-line (registration sticker sent within 5 days normally) and if you have to go to a DMV center, you're not there all day. The longest I had to wait at one was 45 minutes before being taken care of. Registration rates aren't too bad either here. Pennsylvania actually got the DMV set up right and it's one government agency I actually don't mind dealing with.

This should be challenged under their usury laws…. the state is abosoluty run by money grubbing tools… when the space shuttle broke apart as it was returning home years ago Cali hit the Fed up for cleanup costs to the tune of several hundred thousand dollars even tho they never found a lil bit of the shuttle in Cali.
We can renew on line, but have to check a box stating we have insurance. They smog check our vehicles when getting a renewal sticker for our vehicle inspection. It is easy, if you do it before the deadline (about 2 months). The tricky thing is if you do it right away they steal a month from you.
Go south till ya smell it…. and east till ya step in it.
My advice is to just move out of California. I did.
Kalifornia is totally controlled by democraps! They can pass any law they want without any Republican votes. Been this way for a long time and is getting worse. Bail out while you can.
We had it like that in my state, but one man took it all the way to the ballot box and won his 1st one of many victories for the citizens of my state…and the establishment has fought him every step of the way…even so far as to say he didn't have enough signature to get the initiative to the ballot, which he had more than enough…California can get themselves out of this if they want to but it takes determination.

Here in Illinois, you get to pony up a hundred bucks for license plates stickers. This so the Secretary of State can send you a letter commanding you to send in your insurance policy # and company -under threat of revoking your license plates if you refuse (and even then doing so if you do and they make a "mistake").

I used to do the same thing in New York. I knew two guys who'd sell you an emissions inspection sticker for about $100 – a legal sticker was $16, I think. Mostly, I just did it for the convenience.

This reminds me of a beautiful scam they reamed beach-goers in NY for, back in 1980 (which continues to this day).
In the '60s, NY State built a highway – the Robert Moses Causeway – out across the Great South Bay, to the then-new Robert Moses State Park, which is a miles-long, beautiful beach on a barrier island off of Long Island's South Shore (where dead bodies are now regularly being discovered, but that's another story).
At the toll for the Robert Moses Bridge, the original fee was 25¢ per vehicle, which was to be imposed until the causeway was paid for. The fee, of course, went up every year. By 1980, it was $3.50. No one ever believed the thing would be paid for.
In 1980, on our first beach outing, my girlfriend and I were stunned to see that there were no more toll booths – it was now a straight, uninterrupted shot to the beach! No more back-ups of an hour or more as traffic bottled-up at the tolls – no more weaving around overheated cars!
Absolute heaven for sun-worshipers like ourselves.
Then, as we approached the parking fields, traffic came to a dead stop.
You guessed it – now they were charging to park your car…$3.50, to be exact.
Then I shouldn't say that in Texas here, you can do it at most Grocery Stores….1-2 minutes tops. For newer cars, you can do it online too, and they mail it to you.
And they send it to you at least 60 days in advance.
When I got my license and registration there, I told them I had only been there 2 weeks. I had been there longer of course, but it didn't seem like I should register as I was a student from outside California. Made no sense to me. THEN , when they saw I had a full size van, they classified it as "commercial", even though there was to be no commerce taking place out of that van. When I left, they tried for a year to collect registration fees. Utter incompetence and sheer stupidity.
Yes, that's our lovely state for you. Don't forget that the money you used to pay all of those taxes was also taxed when you earned it and that, if you own your home, you also pay taxes for owning the land you park it on.
Well, we are looking at the distinct possibility of bankruptcy for the Peoples Republic of Kalifornia. How do we solve the "problem" ? The parasite class there virtually ensures that big spenders will be the norm in office. Why should we pay for their idiocy ? If they go broke, then everything should be on the chopping block and they should sell all assets they hold before they even think of putting their moochy hands out for more.

The tax collectors, continue to go back to the old poisoned water well of property and vehicle taxes. CA voters passed proposition 187 years ago to stop illegals from getting government benefits. Declared "unconstitutional" after the fact: 'The ruling declared that "California is powerless to enact its own legislative scheme to regulate immigration. It is likewise powerless to enact its own legislative scheme to regulate alien access to public benefits.'
This could happen in your states, too.

My ex and I traded in my old Honda for a Saturn back in 2004. I filled out the obligatory "Release from Liability" that basically informed the DMV that the car was no longer mine. Well, the Saturn dealer must have sent my little hoopdy down to the hood where it collected parking ticket after parking ticket – all of which were in my name because the DMV had not processed my Release. I went back to the dealer and filled out 3 more, one of which I mailed myself. Still nothing.
I never paid any of the parking tickets and haven't heard from them in years so I can only assume they gave up or finally figured out that the DMV is a bunch of morons.

Communities where shoppers are most likely to purchase one of the Big Two brands, Midwest motorists remain the most loyal to domestic automakers, while those in California and other West Coast communities are overwhelmingly import oriented.
The gap can be significant: in major Midwest markets, Detroit’s Big Two brands routinely capture more than two-thirds of new car sales, while three in four shoppers on the Left Coast turn to either Asian or European marques.

Of 50 metro communities tracked, Detroit and Saint Louis were the most “patriotic,” with buyers turning to domestic brands 67% of the time. Cleveland was close behind, at 59%, followed by Milwaukee, at 58%, and Tulsa, at 57%.
The only one of the Top 10 metro markets that might be considered “coastal” was eighth-ranked Pittsburgh, where domestic models accounted for 54%. In Pennsylvania’s other big urban market, Philadelphia, the figure fell to just 38%.
East Coast markets were decidedly less “loyal” than those in the Midwest, with only 40% of Atlantans opting for U.S. brands, with the figure at 35% in Miami, 33% in Boston and just 32% in New York.
But the real challenge for Detroit’s domestic makers comes from the West Coast, where Japanese imports first got a toe-hold and where foreign brands, in general, overwhelmingly dominate.
At the bottom of the list? Los Angeles, where 39% of buyers favor Asian marques, 34% go for European brands and Detroit’s Big Three pick up the remaining 27%.
San Francisco and San Diego were close behind, with a similar 27% figure for the domestics, but Asian marques garnering even bigger shares than in L.A.

I left California 15 years ago. I'm a native but I really don't recognize the state I grew up in. I remember in the 80's a huge influx of people from the East and Mid-West. People were moving to CA for the welfare benefits. I remember prop 187 and the props against same-sex marriage. California has been ruined by liberals.
Nearly every criticism here is valid, but I don't think you are reading the "special notice" correctly. In my case, the renewal notice sent to me was postmarked on 7/5 and my registration was due on 7/8. I didn't open it until 7/9. I was at least as angry as you are, however….when I went online to renew (on 7/9), I was not charged the late fee. As I understand it, no late fee is charged until 30 days after due. In your case, you can pay $111 right up until 8/11. After that, you'll have to pay $190, which is almost certainly still usury, but those interim late fees no longer apply.

I grew up in Santa Cruz, the Shangri la of California. California used to be a very conservative red state with hard working men and women. Agricultural, manufacturing and fisheries. What ruined California was Hollywood. Liberal progressives flock to southern California. A few years ago, I read a piece that said the greatest number of immigrants in Orange County were from New York. East coast liberals have ruined my once fair state. I was fifth generation. Now, I am in Nevada. Took 10 of my 25 employees with me too. When I registered my Expedition, it took me exactly 45 minutes. No waiting, no fuss. Got new plates, got a new license and got out of there for a third of the cost. Since then, I have always paid online and I get my tags in the mail in five days. Goodbye California.

I was talking about the property tax that I must pay at the start of the year.
Once July rolls around my plates expire and I must then pay another $23.50 for a new sticker.
I left that one off the list along with $20 every four years to renew my DL.
I know I'm going to seem like a skunk at a garden party for saying this, but it expires on 7/12/2011. If I recall correctly, from when I used to live in CA, the extra money covers the time in between the expiry and the payment. So if you pay on 7/25 the new registration starts on 7/25, and extra money covers between 7/12 and 7/25.
At least that's the way it worked when I was there. They may have changed it.

I paid more than $28 per $1000 of value for the privilege of making payments on something that I paid 7% sales tax on at the time of purchase. Talk about Winning The Future.
AND! thanks to my government "making homes affordable" dropping my home value to about 100K this past year I only had to pay about $1700 for the privilege of making house payments on a home that I may NEVER be able to sell, oh, and they now tell me that they can no longer afford the homestead exemption,It seems that the state government has run out of my money. WTF.

Shawn, your charges are off-base and would appear to indicate that you did not investigate the situation sufficiently before posting. I am no supporter of our Democratic masters, but in this case there is no malfeasance going on and no cause for outrage.
This whole matter derived from the uncertainty about the California budget, which prevented DMV from mailing out renewal notices for July and later on their normal schedule. In particular, the DMV could not calculate the proper charge because the vehicle license fee starting in July was scheduled to decrease unless the legislature acted to prevent that decrease (which is one of the topics of the bridge tax debate). As a result, due dates have been moved back such that your registration fee is not due until 30 days after your normal expiration date.
Now that the budget has been passed, all that seems to be going on is a transient change in the process until DMV can catch up and resume normal delivery process. Nothing nefarious here and certainly no attempt at loan sharking, as your license renewal fees would not be due until August 12th. The explanation on the green insert, however, seems to have been written by people who are quite inarticulate – but that's a different matter..

Changes Impacting Vehicle Registration Renewal Fees Due July 1, 2011 and Later:
DMV has resumed normal processing timeframes for July 1, 2011, and later registration renewals. Vehicle registrations due in July, August and September, can be renewed now using DMV's online renewal program without waiting for a billing notice from DMV.
Billing notices are being mailed out as quickly as possible. NOTE: The late payment penalty amounts described on the notices do not apply. Vehicle owners are being provided a 30-day grace period for the remainder of the year. A special insert (see image below) in the billing notice provides more information about the grace period.
Fee changes include:
Vehicle License Fee rate decreased from 1.15% to 0.65%, and,
A $12 increase in the registration fee (from $34 to $46).
Customers are encouraged to utilize the renewal by mail or online Internet renewal program to renew their registration. These alternative service delivery options will automatically waive late fees for first 30 days after expiration date. New registration cards and stickers will be issued as quickly as possible.
Law enforcement is aware and will not cite vehicles until the first day of the second month after the vehicle registration expires. For example: A vehicle with a registration expiration date of July 10th would not be cited for delinquent registration prior to September 1, 2011.
