Connecticut Governor: Pass State Budget Without Union Concessions
by Dr. Susan BerryEven as other liberal states face the music of unfunded union pensions and benefits, Connecticut’s governor plans to do things his way. Democrat Governor Dannel Malloy, and his majority in the state legislature, have agreed on a budget that will represent the largest tax hike in the history of the state. The fact that the constitution of the state of Connecticut requires a balanced budget also seems a minor detail to Malloy, who initially said he would balance his two-year, $40 billion budget by obtaining $2 billion in concessions from the state’s unions. The only problem is that Malloy wants his leaders to pass their budget with no union concessions on the scene. And Governor Malloy wants it now.
Malloy’s governing philosophy is in stark contrast to that of neighboring New York governor, Andrew Cuomo, a liberal, but pragmatic Democrat, who insisted on a budget that did not raise taxes yet demanded, and received, union concessions. Similarly, fellow New England states, Massachusetts, which recently voted to restrict collective bargaining, and New Hampshire, likely to become the 23rd “Right to Work” state in the nation, are clearly moving in step with the rest of the country, by addressing the costs of unfunded public sector union pensions and benefits, as well as the conflict-ridden collective bargaining system.
Malloy, however, has openly bragged about his willingness to spend several weeks in packed town meetings, listening to irate citizens of the Constitution State complain about his budget plan. He and his majority party are clearly cut from the same Obama administration cloth that is inclined to ignore the will of taxpaying citizens, while it attempts to instill guilt with the all too familiar phrase, “shared sacrifice.” To them, “shared sacrifice” means that Connecticut’s taxpayers, already among the highest taxed in the nation, will be paying an average increase of $3,000 per family annually to their state. This amount represents tax increases on income, sales, gasoline- up 3 cents per gallon, alcohol- an increase of 20%, cigarettes, an “Amazon” internet sales tax, as well as a lowering of a $500 property tax credit to $300.
Businesses in Connecticut shouldn’t feel left out. The Malloy-Democrat plan doubles the surcharge on the corporation tax from 10 to 20%. The tax plan joins the new mandatory paid sick leave bill as reasons for Connecticut businesses to flee to other states, like New York and Rhode Island. Ironically, one of Malloy’s stated reasons for passing the budget ASAP is because the business community needs “certainty and clarity and transparency” about the state budget.
But what about the union concessions? Taking another cue from the “transparent” Obama Democrats, Malloy is reporting that he and union leaders are having “talks,” behind closed doors, the nature of which are allegedly unknown even to Democratic leaders of the legislature.
The lack of union concessions is not at all unexpected to many Republicans and conservatives in Connecticut, since Malloy only won his election by a narrow margin due to an outpouring of funds and support from the state’s unions. Malloy has openly admitted to the unions, “The reality is in many ways, I won this election because of you…And I’m proud of that.”
Although a bit late on the scene, Connecticut Republican leaders came forward with their own budget, which raised no taxes, cut spending, but still included the “phantom” union concessions. Like the Pelosi-Reid Democrats, however, Connecticut Democrats simply dismissed this budget, and now stand poised to push through an historic tax plan, with no known union concessions. Sounds like they want Connecticut taxpayers to let them pass the bill first, then see what’s in it.

When the government refuses to obey the laws, the only option left of it's people is war. Do they really believe that we will just sit back and take this crap, I guess so, we have been taking it for many, many years.
I have been to CT many times. It's not like it is any better than many other parts of the country. My question is, why in hell do the people stay? They are already so over taxed it is discusting. Now with this increase, people and businesses have to start pulling up anchor.

Cuomo did not include a tax cap of 2% in the budget because of NEA. We pay the highest property in the country. 75% above the national average. In upstate 60% of our property taxes go to education. In the town next door to where I live taxes were increased last year by 13%. No I did not forget the decimal point.
Cuomo didn't do anything pragmatic. He mearly pushed the burden down on to the localities. The NEA will still get its money and with no mess for Cuomo. And he doesn't care because in NYC where so much of the population resides property taxes don't matter. They rent. Stop acting like Andrew Cuomo deserves a slap on the back and an atta boy. Its freakin' annoying.

No teachers are “formally” on strike at this point. Seems they are busy getting their local contracts in order before the states can pass any limits on their bargaining ability with their school district.
Could it be any more clear why the governor was trying to limit the collective bargaining in a state bill. These individual districts have made contracts (for years ahead) that will bust the state’s budget. Teachers will be laid off.
One very large corporation in CT is Pfizer. I bet my bippy they'll move south within a year.
I have two cousins who live in CT. One is disabled and cared for by her big sister since their mom died a few years ago. They have their mom's house, but I don't know whether they can survive a $3K tax hike. Grr!
I grew up in Connecticut. I've seen it go down hill, partly thanks to illegal immigrants, but also the tax and spend policies coming out of the one-party town of Hartford.
I joined the military in 2002, but kept my Connecticut residency because I had planned to return when I got out. Not any longer. My most recent assignment brought me to Florida — no income tax! I changed my residency almost immediately!

There are 8 States that don't have an income tax. Also, in FL your Real Estate taxes are about 1/3 of what we have in WI.
One of these two groups provides a booklet of tax comparisons between the states.

Here's the scam going on in my State of WI:
The State Employee gets or has a Cadillac Health Insurance Package…ok for that.
The Health Insurance Company (Provider) is named WEA Trust Co, AND, it is owned by the Union. They charge about $28,000 per year for the family plan, ok for that.
Now, you go shop around for a Cadillac Plan in the Free Market and compare prices. I've found that Blue Cross/Blue Shield has a very good, similar plan for about $15,000 per year.
Do the math! WEA Trust, the union-owned company is scamming us taxpayers by $13,000 per year, for each and every State Employee and Teacher in our sSTATE.
Unions are tax-exempt as a body. I don't know if the union owned business is tax exempt or not.

Unless laws are different there (or perhaps I don't understand them) doesn't it still matter if people rent? If the buildings owner has to pay property tax, that will just be passed to the tenant. Am I missing something?

Once a reliably Red state that elected Jesse Helms NC has recently gone Blue due to the business friendly business climate attracting folks from the Northeast and other Lefty areas. Even TX is in danger. The moronic Lefties can't seem to make the connection between their votes for Liberal politicians and the destruction of their state economies. They should be prevented from voting.
If that passes, citizens of connecticut should refuse to pay the increase.

If you are going to raise taxes then just create the "union tax"; 90% on income, benefits and dues paid and see how they like it. I mean sharing the sacrifice is only fair right??
