Reconciliation Is a Deceptive Distraction from the True Intentions
by SusanAnne HillerBuilding on a previous post exposing that Harry Reid took the existing House-passed bill, H.R. 3590, entitled the Service Members Home Ownership Tax Act of 2009 and replaced the existing bill language, via an amendment, with the Senate’s version of the healthcare bill–creating a new H.R. 3590–the Patient Protection and Affordable Care Act (Engrossed Amendment as Agreed to by Senate).
I stand by my assertion that Reid took H.R. 3590–knowing that all bills that raise revenue must originate in the House per the Constitution–as evidenced by the actual bill text dated December 24, 2009 seen here in a screen shot and his trick:
This further confirms that the March 18th House healthcare vote is the final vote for passage; however, there are still many pundits who just don’t comprehend this fact.
And here is the code red alert and why this warning should be taken seriously. As written:
After a measure passes in the House, it goes to the Senate for consideration. A bill must pass both bodies in the same form before it can be presented to the President for signature into law. If the Senate changes the language of the measure, it must return to the House for concurrence or additional changes. After a measure has been passed in identical form by both the House and Senate, it is considered “enrolled.” It is sent to the President who may sign the measure into law, veto it and return it to Congress, let it become law without signature, or at the end of a session, pocket-veto it. emphasis mine
Reid gutted H.R. 3590’s original language and replaced it with healh care bill, so the bill must go back to the House. But, does anyone think if Obama has healthcare legislation that has passed both the House and Senate in identical form that he would not sign it? Furthermore, why would the reconciliation process even come into play–except to be used as the bait for passage by the House. The talk of reconciliation is the deceptive diversion to create outrage, deflect the true intentions, and hide the Reid trick from the American people.
As I’ve stated before, Americans need to understand the devastating significance of the House vote on the Senate healthcare bill set for March 18th. The Democrats have–by design–created the perfect storm to take over the US healthcare system, while providing an ideal distraction–reconciliation.
These deceptive practices, which may seem like everyday occurrences in Congress, can be summed up as the ultimate betrayal by the Democrats against the American people in order to ram through their progressive, socialistic, freedom-stripping policies–all for the Holy Grail of healthcare and the prize of total control of the American people. Healthcare is the basic necessity that will cause Americans to kneel at the almighty throne of the federal government and become completely fearful of not getting proper care, referrals, testing, surgery, and prescriptions, among others.
In addition, I don’t think that the House will hold the bill to work out differences between the two chambers as is being floated. While it may be an optional maneuver, the Democrats need the tax increases to take effect now so they can offset some of their rabid spending. And will the Democrats make good on the promise to fix the problems in the bill as the House and Senate appear to have an inherent distrust?
The House Democrats have a difficult choice of party politics or the will of the American people. The American people have made their will known–kill the bill.

Even if the Republicans sweep the House and Senate, Obama will still be able to veto any repeal motion until 2013. By then, the "benefits" will kick in and you'll never be able to repeal it then. Is common for the senate to remove unrelated bill language from a house bill and insert language of a bill already passed by the senate and send it back to the house for a vote? Is this done as a simplified measure to avoid conference committees? Or, more tellingly, was this "special" procedure done ONLY on the current health care legislation? If so, then you are right, the president has every intention of signing the bill into law once passed by the House and reconciliation is merely a smokescreen. If not, then this just seems to be typical parliamentary procedure.

Virginia is already voting on a bill that excludes them from any federally mandated health insurance. If you recall, Virginia was the first state to separate from the Union and start the Civil War. At least from what I read. History repeating itself? There is no Constitutional basis for this bill. Congress needs to reconcile their bills with the Constitution before even considering reconciliation with each other.

Is it deceptive to put a bill before the House and ask for a vote? There is no secret about how bills become law. All talk of reconciliation is of future intent. We all know how circumstances tend to affect the future.

This is not a typical parliamentary procedure since aborting all the language of the original bill, I believe, would mean that essentially the Senate rewrote the entire legislation retaining only the original bill number H.R. 3590. This means that the bill was not originated in the House per the Constitution but by an Unconstitutional maneuver by the Senate in that they did not amend the bill per se but substituted their own bill using only the same House Bill number.
I wonder what the Supreme Court would say about the legality of such tactics.
An after thought would be could the Supreme Court strike down the Law on that basis.

You do understand that changing the majority in the house and senate does not mean that we can overturn this bill correct? If this passes there is very little chance of us ever getting rid of it, although it is not impossible.

Health Care Reform is Easy
The republicans have used reconciliation on health care before plenty of times – heck they created the whole CHIP program – via reconciliation. Dear lord stop swallowing the kool-aid – this isn't a sporting event my side versus your side (do you think the status quo might be aware of the concept of divide and conquer – don't be such dupes)
People, people, people – this is about getting our dollars back from the richest 1% that hoard them at the top (there is no such thing as trickle down) or For Profit insurance wouldn't be killing the middle class, driving people with health insurance into bankruptcy, and tying a dead weight around small business and even the bigger national corporations – this has to get done – our politicians are playing games to get elected….
They are not "governing" but manipulating voter sentiment to whip up turn out to try and win elections – not based on any specific philosophy of governing but for plain old self interest.
Actual governing takes a huge back seat to "will I get re-elected" – the easiest way to solve the health care debacle of for profit health care is simple – but handing a success to the other party – isn't how the political "game" is played.
Unfortunately our lives are caught in the cross fire of their STUPID GAME. And because of game playing we deregulated everything and created the global financial meltdown – ooppps – maybe proper management would have prevented that – but politics has never been about properly managing our resources – its about GETTING RE-ELECTED.

In my town if you are on Medicare, and are new to town, you can't get in with a doctor. No one is taking new patients. You have to wait for someone to die or move out of town. I wish I could take what I have to pay now, and get private insurance. Did you know that I can't have a blood test for diabetes unless I'm having symtoms of the decease, yet there isn't always symtems until it's progressed? How's that for good health care. Give me a break.

What is so unusual is that their Republican colleagues did nothing to challenge the bill concerning this very important unconstitutional irregularity. Who really is going to successfully challenge this blatent usurpation of our constitutional rights and protect the rights of the American People? We have became so abandoned and unprotected of our rights, as our representatives have become so unprincipled as to ignore our voices, our well being and our democratic institituions.
