‘Gulf Officials Hope Obama Speech Can Help Finish Katrina Repairs.’ Really?

President Obama should use the anniversary of Hurricane Katrina to inject new energy into the unfinished task of repairing New Orleans, according to officials from the region.
Obama will deliver a speech here Sunday to mark five years to the day that Katrina made landfall, devastating the city and tarnishing the presidency of George W. Bush.
Showcasing the progress in New Orleans under his administration could also help boost the president’s sagging approval ratings, and with it the fortunes of his party in November. His speech, officials say, should offer a way to find balance between further oil exploration and protecting the region’s sensitive coastline.
“We’re also going to impress upon him how difficult this recovery is going to be,” Sen. Mary Landrieu (D-La.) told The Hill. “We’re going to remind him about the importance of coastal restoration and accelerating revenue sharing.”
But more importantly, Louisiana’s congressional delegation – Democrats and Republicans – want the president to lift the moratorium on offshore oil drilling his administration imposed in the wake of the BP spill.
“We’re also going to mention to him that this moratorium that is in place – this blanket moratorium is causing severe economic damage to small businesses as well as to the oil and gas companies, large and small, independent, as well,” she said. “So this is a lot of what he’s going to hear when he’s here.”
Obama is now saddled with helping the region recover from both disasters — a responsibility fraught with political risk.
As a presidential candidate, Obama gained traction by criticizing his predecessor for his response to the disaster and for failing to instill a sense of urgency in the recovery effort in the wake of the storm.
“There is not a sense of urgency in this administration to get this done,” Obama said of the recovery effort in January 2007. “You get a sense that will has been lacking in the last several months.”
But two years into his administration, New Orleans is still being rebuilt. The city’s population is now about 100,000 less than it was before the storm, according to some estimates. And hard-hit areas like the Lower Ninth Ward are still dotted with hundreds of vacant, decaying buildings.

I worked in NO for FEMA twice and HUD once: Katrina was in many ways a good thing in that it got rid of a lot of buildings that were suffering from decades of deferred maintenance and were not feasible to repair. They also got to demolish the old housing projects, which were abject pits of despair. I hated having to work in them.
I strongly urge you to see Spike Lee's, "God Willing and the Creek Don't Rise." Yeah, it's a Lee joint, so there is a leftist slant, but not nearly as much as you probably think. The big surprise for me is how much of a genuine hero Brad Pitt comes off as. Seriously. he's put his money where his mouth usually resides and rebuilt over 50 homes so far with new efficient units. I had no idea.
Still, everything is blamed on FEMA and nothing on the local government. I hate it when they do that because FEMA is NOT a first-responder agency.

But Barry was gonna lower the sea levels? No one need fear in the Chocolate City, their messiah will simply raise his hands and New Orleans will be completely restored. If another Cat. 5 hurricane comes he’ll simply raise his hands again sending the hurricane away, blessed be our Barry!
The same level of flooding in the poorer sections of the city occurred in the 60's with Hurricane Betsy. One reason that certain areas are lacking in rebuilding is that the property owners had put their rental properties into Section 8 housing and were not getting a good return due constant damages. After Katrina many property owners opted not to rebuild in certain neighborhoods since it would have been a very bad investment.
How soon we forget that the mayor of New Orleans and the governor of Louisiana were the true culprits in the Katrina nightmare. But that's OK. Just blame Bush. It's so much easier than actually digging into the facts and placing the blame where it belongs. And, yes, it will happen again. The city itself is slowly sinking into the muck it was originally built upon.

The damage is all self-inflicted. I was part of the team of commercial finance specialists who came to NOLA after Katrina (and it was hard living there, let me tell you) to help jump start new commercial real estate development and get the financing going.
The people there only cared about when they would get another round of FEMA checks. That was always the topic of conversation on the street. When will we get more federal money?
After the initial survey we realized that the Lower Ninth Ward was an environmental disaster and would have to be scraped clean and rebuilt. Most of it was already gone anyway and there was no utility service down there at all. At night it was scary. Not a sound but the distant traffic and no lights and few people. It was/is a Third World war zone. We knew this, but we went forward anyway. I put together the package and due diligence on "New City" – the proposal to build an entirely new kind of city in the Ninth Ward. We were going to scrape it clean, put the new utilities on top of the ground and then fill in on top of that until we were 12' out of the flood plain. Then we would build the new development – towers, retail, housing complexes, gaming venues, the whole nine yards. A complete 10-year plan of development that would be largely done in the first 5 years and the people who lived there before the storm would have the opportunity for real housing and opportunity afterwards. Almost $8 billion in new commercial income-producing property and housing development. We estimated it would sustain 30,000 jobs in a city that had double-digit unemployment and the nightlife that consisted of listening to crickets.
Of the $8 billion only $500 million was taxpayer money – the rest was all private investment we would raise through Wall Street.
What did the denizens of NOLA say? They told us to take a hike. We wouldn't let them control the process or the money so they didn't see any opportunities to steal money.
What do we see today? The same blown up neighborhood I walked away from in 2007 and said never again would I return.
It's time to move on. NOLA will only be a wound for suckers. They just want you to feel bad and toss them some money.
They will be putting hope in the TOTUS.

I kinda gave Pitt a pass with what he said about the death sentence thing a couple of weeks ago, only because I know he has been in N.O. working his a$$ off helping the people in the area build homes with his own money.
I honestly don't know all his politics and havn't really heard much from him in the past. I think what he said stems from frustration of having to deal with all the red tape he has to fight to get anything done and the genuine emotional investment he has with the area. Dur the recent Haiti earthquake, an NBC reporter quoted an alleged Haitian man-in-the-street in a ramshackle refugee encampment beseeching her with the following question (paraphrased) without the slightest irony, shame, nor prompting: "When is the world going to come save us?" New Orleans was/is no different. When indeed! NOLA is a third world cesspool inhabited by, well, our very own fellow Americans. All the other coastal areas hard hit by Katrina are well on their way to recovery. It seems that if you actually get your a$$ away from the X-Box and start doing something yourself, instead of waiting for someone else to do it for you, a recovery begins to appear. Strange concept I know.

New Orleans is a wonderful city, full of amazing people who bring character and joy to much of the rest of the nation. I surely hope your hometown never faces any sort of large scale disaster. As someone who was born and raised in Detroit, lives on the MS gulf coast and visits NOLA as much as possible, you have some valid points but you shouldnt condemn these entire cities because of a few Idiots waiting for handouts. I would bet there are plenty in your town. You do have to wonder why MS is mostly rebuilt and NOLA still looks like a war zone. Detroit and MI in general are just a good example of what libs and their union buddies can do to a once great state and industry.

There are success stories in NOLA. The Vietnamese community got back in and totally rebuilt without the Government. They shared housing and took care of the elders and worked a house and then a block at a time. All while working for a living and raising families. They re-built in something like 2 years as I recall. In this country there are 2 distinct groups. Those who do for themselves and those who want it done for them. I tend to be in the second group by choice and PAY with MY MONEY to have it done for me. I wish all those who want it done for them were the same.

Hold up rain… uhm.. I'm a bit confused here.. you do realize the 9th ward was almost entirely residential. (Yes, it was a slum for the most part).. but your plan was to change it almost in it's entirely to a business district (I only see one mention of Housing complexes in your post)?
Dont' get me wrong, as I know a lot about the corruption behind the scenes in New Orleans, but outside of along the Industrial Canal itself, the 9th ward is almost strictly residential purposes. But I'd say that in that case, I would have probably had said "take a hike' there as well to the same offer, albeit for entirely different reasons.

Wow.. I hate doing this… but I'm defending NOLA time and time again today.. YOu do realize that New Orleans is MORE than the 9th ward and the CBD? Right? Yes, there are horrible parts of the city I wouldn't be caught dead in.. but that's the truth of any major metro city (trust me, I have parts of St. Louis I don't go out in, even when it's midday and the light is bright as can be!) but there are areas that are so much more than those two districts.
You're taking what the media is feeding you (NO = 9th district and the Central business district)… and completely bypassing the rest of the city.

That couldn't be farther from the truth. What I would simply like to do is remind people that those camera hungry money grubbers made famous by CNN are nor an adequate representation of New Orleans. The tax paying citizenry left during the storm and many returned to nothing.Unfortunately, paying taxes is not necessary to vote. Many people spent their life savings on home repairs-insurance does not cover everything, just in case you were wondering- , paying for temporary housing, etc. It amazes me that on websites such as this, that are primarily centered around showcasing the liberal bias in the media and the mass amount of mis-information that is out there, so many people are quick to assume that everything they see on the news regarding New Orleans is correct. Ironic, perhaps? Or just plain stupid. If you were to visit New Orleans, you would see that the areas that have come back have done so without the aid of the government. The parts that aren't are the areas that the government sent the highest number of checks to pre-Katrina. Do your homework. Attack the Levee Board and the ACoE, but to level a blanket attack on the entire city is completely childish and ignorant, and does nothing to further your credibility in future attacks on problems within the welfare state. The atmospherics that surround this guy are biblical and even almost "Koranish." It occurs to me on occasion when I hear him speak words that are so obviously in conflict with reality that I wonder if he borrows from the directives in that alleged "holy writ" that grant absolution to those who use falsehoods and subterfuge to bring confusion to the infidel.
The last 19 months have been a confluence of so much BS, hallucination, delusion, willful ignorance of the facts, and what appears to be deliberate sabotage of what works in a free market that it makes the head swim, so to speak.
History shows us.
When the government promises to "take care of You" from "The Cradle to the Grave", mostly, you just get the
