Census Workers Blow Whistle on Hiring Fraud

You know the old saying: “Everyone loves a charade.” Well, it seems that the Census Bureau may be playing games.
Last week, one of the millions of workers hired by Census 2010 to parade around the country counting Americans blew the whistle on some statistical tricks.
The worker, Naomi Cohn, told The Post that she was hired and fired a number of times by Census. Each time she was hired back, it seems, Census was able to report the creation of a new job to the Labor Department.
Below, I have a couple more readers who worked for Census 2010 and have tales to tell.
But first, this much we know.
Each month Census gives Labor a figure on the number of workers it has hired. That figure goes into the closely followed monthly employment report Labor provides. For the past two months the hiring by Census has made up a good portion of the new jobs.
Labor doesn’t check the Census hiring figure or whether the jobs are actually new or recycled. It considers a new job to have been created if someone is hired to work at least one hour a month.
One hour! A month! So, if a worker is terminated after only one hour and another is hired in her place, then a second new job can apparently be reported to Labor . (I’ve been unable to get Census to explain this to me.)
Here’s a note from a Census worker — this one from Manhattan:
“John: I am on my fourth rehire with the 2010 Census.
“I have been hired, trained for a week, given a few hours of work, then laid off. So my unemployed self now counts for four new jobs.
“I have been paid more to train all four times than I have been paid to actually produce results. These are my tax dollars and your tax dollars at work.
“A few months ago I was trained for three days and offered five hours of work counting the homeless. Now, I am knocking (on) doors trying to find the people that have not returned their Census forms. I worked the 2000 Census. It was a far more organized venture.
“Have to run and meet my crew leader, even though with this rain I did not work today. So I can put in a pay sheet for the hour or hour and a half this meeting will take. Sincerely, C.M.”

Typical government b/s!! Nothing they do anymore makes even a little sense!! The American people need to get the reins of employment AWAY from the government! Everything they touch turns out to be a complete failure! They try to run everything, and they haven't even figured out how to manage themselves!
This person is exposing far more serious stuff than James O'Keefe did. She is a hero, and unlike O'Keefe, she will probably not have a future in television.
If all the Census stories were compiled in once place it would look very much like an epidemic and not just some mistakes by a few officials. There have been so many now.
Cheating at numbers and disregard for spending. That's what happens when you run a business with no regard for profit…which includes pretty much our whole government…
The census is not just playing a number game with their hiring, but with their gathering of information as well.
The census has become too politicized, and even worse under Obama's administration. They can't even run a statistical gathering operation ethically.
It's funny how the Obama administration strives to work the same logical way that the UN works. Next thing you know there will be terrorist defenders working in the justice department…….
I can't imagine this sort of mismanagement, with the Census operating so far under budg– oh, right.
This from the same people who thought hundreds of thousands blown on hipster commercials during football games was a worthwhile expense, and who sent out mailers saying "Your 2010 Census documents will be arriving soon" a week before sending the packet whose envelope reads "2010 Census Documents" in huge bold print. Phew, I would totally have missed that if not for the letter telling me it was on its way!
check out michelle malkin's site, she has been reporting on this for a while. workers were telling her they were told to work slow, and to pad their hours. now with james o'keefe's outstanding new video, it just prooves the case. he used his own name, and thanks to the idiots in the msm, these census workers in charge of him never heard of him. with all this false jobs reporting, how can anybody believe any numbers this whitehouse presents anymore?
and with the knowledge of this tom foolery on employment numbers, this means it is worse out there then they are reporting.
I think the U.S. Census Bureau should be renamed as U.S. Snafu Bureau.
Imagine how bad it would be if ACORN were still allowed to help run the census!

This is how stupid they think we are.
Try to look at this from another perspective. When I was hired by the Census last year, we were told that we would be working full time for 13 weeks. 3 weeks later, we were all out of work. The people working now, many of them were working then, including the supervisors. So when they say, work slow, what they're really saying is, we got screwed out of 10 weeks of work, because we all worked too well. We got the job done so fast, we all lost out. I understand it from a government waste perspective, I also understand it from the perspective of someone who got terminated due to lack of work, despite being promised 10 additional weeks.
Right now the NRFU operation is winding down. Not much left to it, so this will all be meaningless very soon, except that hopefully the people at the census, can set things up so that they run better 10 years from now.

From Oregon to Minnesota to Ohio, vandals trampled on Old Glory over the Memorial Day weekend. In one Ohio town alone, approximately 25 American flags were found set ablaze on Monday.
At least one national veterans group called for those responsible for the "shocking and reprehensible" acts of vandalism to be quickly arrested and prosecuted.
Police in Wooster, Ohio, were going door-to-door early Tuesday in search of the people who torched roughly 25 flags and flagpoles along Saunders Drive and Morgan Street, Capt. John Quicci said.
"They were set on fire," Quicci told FoxNews.com, adding that an investigation is ongoing.
No suspects or motives had been identified, according to Quicci, who was unable to estimate damages to the 3-by-5-foot flags and the 10-foot metal poles placed outside of residents' homes by the annual Wooster Rotary Parade of Flags project.
The people who torched the flags face charges of criminal damaging and arson, Quicci said.
n Minneapolis, a fire was set late last week to an American flag hanging outside a Marine veteran's home. The residence was spared and no injuries were reported, but the flag was destroyed.
Elizabeth Hawley said she found the ashes Thursday morning and called the act "very disturbing." She said her husband is keeping his feelings reserved, but she knows he's upset.
Hawley told the Minneapolis Star Tribune that she thinks the flag-burning was a random act of vandalism.
In Portland, Ore., Christian Ashby and his wife awoke Sunday to find their American flag torn down, covered in obscenities and burned outside their home, KPTV.com reported. Flying the flag has special meaning to his family, Ashby said.
"Well, we have some close relatives, especially my wife, who had a cousin who suffered from [post-traumatic stress disorder] and took his own life," Ashby told the website. "So, we have some very dedicated family to veterans of the United States services. So, it means a lot to us to fly the flag."
Ashby said a local man who served two tours in Vietnam loaned him another flag after posting news of the vandalism online.
Ryan Gallucci, a spokesman for AMVETS, a national organization representing 200,000 veterans, said he found the acts of vandalism "shocking and reprehensible," particularly on Memorial Day weekend.
"We absolutely condemn it," Gallucci told FoxNews.com. "Memorial Day is one of our country's most significant holidays and a chance to honor the men and women who sacrificed their lives for our freedom. For someone to desecrate the American flag on Memorial Day, it's unconscionable, it's unforgivable."
Gallucci called for quick closure to the ongoing investigations in at least three states.
"The people who are responsible for this need to be apprehended and held accountable for their actions," he said. "We shouldn't tolerate it, regardless of what the excuse is. We need to get to the bottom of it."
Because you *deserved* to work 13 weeks, even when there was only 3 weeks of work, right?

Not a matter of whether or not we deserved to work. We were told, indeed, promised we would be employed for 13 weeks. That we'd be required to work 40 hours a week during that period. Instead of this, we got 3 weeks. Who was guilty of fraud here? The workers for 'working slow' after this, or the government for promising an additional 10 weeks of work, and not delivering? Getting shafted out of a promised 6k, I know how I felt about it. And as I said before, after that, I don't blame people for saying 'work slow'.
You are in the wrong. Period. Your "working slow" defrauded the people of the United States, and nothing you are saying changes that. You're trying to make yourself feel better about it, but that merely goes to show that you know you are in the wrong, and you're trying to rationalize so you don't feel bad about it.
If you were promised additional work (by whom?), then you were wronged as well. That individual wronging you does not absolve you of responsibility for your own fraudulence.

How strange, this adminstration is usually so honest. If you've every looked at the bls.gov numbers on payrolls from the last 70 years, there are a few that have "(C)" next to them, indicating "Corrected." All of them are during our current President's tenure. You'd think with all the fancy computers and internet we have these days, they'd get accurate numbers. I was working at the census til this last Friday when they told me it would be my last day but I could re-apply for a position in a week. I'm not sure I will because I want a consistent full-time job. If this is fraud, could it be punishable in the courts? If so, who exactly gets punished? For all the talk by this administration about how they 'care' more about people than conservatives, I really don't appreciate my livelihood being used as a pawn to further their political facade.

I have worked for the 2010 Census off and on since March 2009. I have been hired and let go three times. I was hired once to do quality control work. I went to a three day class lasting a total of 24 class hours, then they had me do three hours of quality control work. My impression of the huge numbers of people being hired, trained, and then only doing a few hours work is that it's more due to incompetence in the Dept of Commerce and the Census Bureau by the permanent government employees. The Census Bureau, IMO, is where all the permanent employees who are too stupid and incompetent to be used anywhere important are placed. They have screwed up the 2010 Census beyond recognition.
The 2010 Census is a national disgrace. I have absolutely no confidence that the results of the census will accurately reflect our population. I am under the Atlanta regional census. The pressure on the temporary workers they hire is tremendous. Census enumerators, out of a sense of survival, often falsify data in order to turn in the required number of questionnaires to avoid being fired. Rumor is that Atlanta is in an informal competition with other regions to see who can finish first. So they place unreasonable demands on the temporary census workers to turn in completed work quickly, whether it is done correctly or not. Additionally, there is absolutely no accountability of census questionnaires. Census enumerators are given binders with about 40 questionnaires per binder. The questionnaires are supposed to stay with the binder until it is completed. But because Atlanta wants to be able to show immediate results, questionnaires are turned in even though the binder is not complete. So accountability of the questionnaires is lost and there is no way to tell if an address has been enumerated once, twice, or even five times. I have been to addresses where the occupants were openly hostile to me because the census had sent two, three or even four enumerators before me and had the occupant fill out the same form each time. They would shout at me to quit bothering them. There is a problem with going to the same house numerous times, because it means people can be counted numerous times. The census uses addresses to make sure people don't get double counted, but if census workers go to the same address, and different workers mistakenly record the address differently, such as Oak St, Oak, Dr, Oak Ave, Oak Ct, then that household gets counted numerous times in the final count. This would not have happened if the Census had not lost track of the original questionnaires by separating them from the original binders.
We just finished turning in all our questionnaires two days ago. Atlanta placed such pressure on our supervisors to finish immediately no matter what that we were instructed to complete the questionnaires contrary to census policy. For example, in the last two days if we couldn't reach an occupant in his house, we were told to get a neighbor to give whatever information they would give and to count that questionnaire as complete. The implication was to make assumptions. For example, if you could get a neighbor to say there were two people living in a house, then you would mark the population of the house as two, and if you were in a black neighborhood (or a white neighborhood) you were to make an assumption as to race and fill in the race block. The root of the problem is the Census regional headquarters in Atlanta. It is incompetently and unprofessionally managed. I don't know if other parts of the country are run as shoddily, but I find it disturbing that such a mess could occur in something as important as the Census.
