Nearly 4 million Americans will have to pay a penalty if they fail to get health insurance when that element of President Barack Obama’s health care overhaul law kicks in, according to congressional projections released Thursday.
The penalties will average a little more than $1,000 apiece in 2016, the Congressional Budget Office said in a report.
The vast majority of people paying the fine will be middle class, which would violate Obama’s 2008 campaign pledge not to raise taxes on individuals making less than $200,000 a year and couples making less than $250,000.
Republicans have criticized the penalties, even though the idea for a mandate was originally proposed by Republicans in the 1990s and is part of the Massachusetts health care plan signed into law by then Gov. Mitt Romney, a Republican, in 2006. Attorneys general in more than a dozen states are working to challenge the mandate in federal court as unconstitutional.
Democrats argue the mandate and the penalties are a necessary part of a massive overhaul designed to expand coverage to millions who now lack it. They point out that getting young, healthy Americans in the insurance pool will reduce costs for others.
Americans who don’t get qualified health insurance will be required to pay penalties starting in 2014, unless they are exempt because of low income, religious beliefs, or because they are members of American Indian tribes. The penalties will be fully phased in by 2016.

Of course these reports aren't published until after the vote on the bill "that we have to vote it through to see what's in it" is done.
Just like the congresswoman on the budget comittee just now saying that they actually have no idea how much the high risk pool will cost in taxpayer money, though she admitted it will likely be much higher than projected in the CBO score.

If I were a betting man (and I am), I would say that the 4M estimate is incredibly low. When there is no restriction on pre-existing conditions, it makes no sense for anyone to have insurance unless they have a condition. Once people catch onto this, the insurance rolls will fall off of a cliff, the rates will have to skyrocket, and this will lead to companies going out of business and a single-payer system being implemented out of necessity. Our only hope is to get this bill de-funded and repealed!
Ahhh, the elusive Obama 'promise' has changed. He's not crowing that he promised no more "Income Taxes", not other new and innovative taxes!!
So passes another promise, whose expiration date has arrived not even two years into the current regime.
I think some folks are confused because the IRS is involved.
This isn't a tax.
It is a method employed to gently coax folks into assuming responsibility for providing for themselves.
Certainly, Mr. Obama would be more than happy NOT to have to enforce this equivalent to a parental scolding on anyone. But, if he didn't deploy a means of assuring folks took responsibility for their health care; we'd be in a pretty bad situation and costs would REALLY soar.
It's kind of like your Dad telling you, 'if you don't clean your room, you aren't getting dessert after dinner.'
If you want dessert, clean your room. If you don't care, don't.
But, don't say no one is not trying to hold you to the great American tradition of personal accountability and responsibility for self.
Those values are a mainstay in this program.
I believe they're counting on us to rebel and not take the Insurance…Giving powers to the I.R.S. to confiscate tax returns is key , They can take what ever amount they want and S L O W L Y refund you the difference…

Our tax money will pay for the lowest income earners insurance, so the companies will at least see some offset, but the middle class people that don't need it til their sick have no reason to have insurance if they can't be turned away and can't be made to pay a higher price. Healthy middle class people are the ones who offset the truly sick and elderly in the new plan, and many will be handing the govt. a fine instead of paying crazy insurance rates.
The $4 Million is probably WAY low.

The great American tradition of personal accountability and responsibility for self is just that. You are responsible for yourself, and if you do not manage that you fail. A pretty amazing country has been built from that ideal among others. It's one of the prices of Freedom.
Having the government FORCE you to adhere to what they deem is "responsible" is actually the antithesis of that, and is the antithesis of Freedom. If a healthy person does not want health insurance, they should be free to choose not to.

It would be like imposing a fine on them for not using free speech.
Where as a responsbility is different. We fine people for not following through on the responsibility to pay taxes. So, the precedent to fine for not being responsible is clear.

Health insurance is NOT a responsibility. It's something that entire generations of Americans did without, and they lived long enough to have children, or we wouldn't be here.
Please explain to me why it's the government's business to FORCE me to participate in commerce or pay a fine.
And explain why, if they FORCE me, under penalty of a fine, to buy insurance, why can't they FORCE me to buy a car or pay a fine, or FORCE me to buy any damn thing they want or pay a fine?
