House Reconciliation Bill-Full Text
by PubliusBelow is the just-released text of the House Reconciliation Bill. In the strange, ‘through the looking glass’ world that is the House Democrat Leadership, they will vote for these “fixes” to the Senate passed health care bill. In voting for these fixes, the House will ‘deem’ that the Senate Health Care bill is passed. See, the Democrats can vote for the fixes without having to vote for the bill that is being fixed.We already knew they don’t have to read bills to pass them. Now, they don’t have to vote for them either.
The Senate, then, will dutifully enact all of these “fixes,” by using elaborate procedural tricks and at least a couple votes to override the Senate Parliamentarian. Right, like that is going to happen.
For those keeping score at home, the whole idea of a reconciliation bill is simply to provide cover for House Democrats to pass the Senate Bill. The Senate will never take up reconciliation. The Senate bill will become the law of the land.

One thing that they did do, which I found was telling, is they added a motion to say, Let's put a new price control entity in this law. This is what President Obama is saying he wants to add to the Senate bill. Give the government, in addition to having one person, the Health and Human Services secretary, be the regulator of all health insurance in America, he wants to give that person the ability to price control
What that is another way of saying is that's basically the back door public option. It gives the government the ability to run insurance, private insurance, out of business so that the government is the only player left. They want to try and insert this language in this bill in the Rules Committee, at reconciliation.
VAN SUSTEREN: All right, if I'm correct, then to sum it up is that some Democrats (SIC) think that the reason why there's an adherence to the Senate language on abortion is because the Democrats want to sort of push federal funding into abortion, whether it's true or not. Is that partial thinking (ph)?
RYAN: That's right. That's right.
VAN SUSTEREN: All right. And those who are sort of concerned about the economic aspect to this bill think that what's happening is the Democrats are trying to sneak public option through the back door.
RYAN: That's right. That's right.

What cover? Does Congress think that we are really that dumb that we won't hold them responsible for this bill due to a technicality in procedure (an unconstitutional one at that)? Imagine the laughter/anger in a townhall meeting when Mr. Joe Democrat tries to pull a "don't blame me, I didn't vote for that bill."
The knife cuts both ways. In the long term no one will remember the procedural tricks that made Obamacare the law of the land. But in the short term, we will hold those who used these tricks responsible for their decisions.

It may be a new beginning. 2/3 of the States are preparing to sue. Remember that number 2/3. Also remember that it is the states that created the federal government – not the other way around.
I saw the cbo report for the 24 December Senate bill, all 'funds' will be raised through taxes and fines, and somehow magically cutting funding; although the scenario presented is highly suspect since they do not offer any information as to how they calculated the noted results.

It's closer to 75% 37/50 is a good number… I don't think this is the beginning, a stunt like this takes a certain level of tolerance before you can peacefully propose it, let alone attempt to deceive people… we're already on our way… : / doesn't mean we can change things!
I hope for the sake of the country they are doing this for the people. My fear is that the states may be doing this for political show and will cave to federal pressure. It may be a different story when they threaten to take away all that federal money.

Question- If the "deeming" legislation is in the reconciliation bill, and the reconciliation bill does not get passed by the senate, then how does the original senate bill become law?
We have just turned from a Democracy to a Dictatorship with Obama as our Dictator. Will you all just sit there? They will not listen to the people and they do not follow the law. Good thing this bill is only 153 pages, this way it can be read quickly and we will have all of the points on the news within a day.

What the hell is an "Amendment in the nature of a substitute"? A pretend substitute? Does that mean it's not really the bill that was already voted for? Also what do they mean by "strike all after enacting clause and insert the following"? Do they mean that after it becomes law they hereby modify those laws (clauses) to actually mean this or that? What gives? It's tantamount to re-writing the rules immediately after agreeing upon them. It's like giving us two versions of a bill but only allowing a vote on ONE of them. Their actions go far beyond insulting. It's a bait and switch without any of the expected slight of hand. They are doing it right to our faces and daring us to speak out about it.

Actually jJoe the last thing I read has it at 37 states, making about 75% of our states suing the Federal government.

If it is already law then we can simply skip right to amending it without even voting on the original language. It is as we have been hearing. They are basically making up the rules as they go without the slightest consideration for what the people think. It's all lawyer crap for "we'll tell you what this all means AFTER you're on the hook and WE decide what we REALLY want to do". Also a means for trying to convince us that we're not smart enough to understand something so "complex". As you, and many others have demonstrated, that is simply false.
I would support a Constitutional amendment requiring all future legislation be written in clear, understandable English, and all current law to be clarified in like manner. I can read "lawyer" and so can you, but we shouldn't have too.
Just so I understand this, in essentially 1 business day, the representatives need to merge an original document with this (anyone have a link?) , then review it to make a judgement call regarding the fate of the American people.
I think we need to ask our representatives to show thier work on this one.

My understanding is that the Byrd Amendment prohibits Reconciliation to be used to amend the Social Security Act. Since the Reconciliation bill IS being used here to amend the Soc Security Act, all representatives should be asked to explain how this is possible. It is a RUSE!

The halls of congress need to be literally filled with the citizens of this country. I wish someone would organize that very thing (peaceful of course). They don't understand how fed up the people in this country have become. Requesting a government issued permit to hold a protest doesn't seem to be cutting it anymore.

OK I just read through the whole bill of changes and nothing has really changed at all. Almost all of the changes are grammatical in nature really. In reading this there will be less deductions for medical issues you pay out of pocket if this passes which means not only do they get away with not paying for it by denying the coverage they also take your money away but not allowing you to take the deduction at the end of the year.
And all the talk of revamping medicare is bunk too they are going to GUT the program and totally screw those on the program now. Even more disturbing is IF this passes it will be years before anyone sees a benefit from it but will be paying for it immediately.
Again I have to say KILL THE BILL!!!!!!!!!!!!!!!!!!!!!!!!!

Does this reconsiliation bill out of the budget commitee now become null and void or is this eluded to in the substitute amendment IE deemed passed because this one is chocked full of goodies including the public option.
I love it: Section 102, page 1047 explains how the generous government ALLOWS me to keep my health care!!!
That is unless I don't have any by the time this bill is passed, change my coverage, or switch jobs. Then it requires you to buy government healthcare!
