As usual, the left is wondering whether corporations pay their “fair share.”  This time, it seems they may have a point.  As Time magazine reported yesterday, a recent Wall Street Journal study of Congressional Budget Office statistics showed that American corporations paid an effective tax rate of 12.1% last year.  That’s the lowest number in four decades, despite a nominal tax rate that runs 35%, second only to Japan’s 39.5%; if you include state corporate taxes, America is now number one in the world.

So why the low effective tax rate?  According to both the Journal and Time, it’s due to a corporate tax break set into the stimulus package, which allowed corporations to use an accounting trick: they could take write-offs on capital investments all at once rather than over time.  Typically, you take a tax write-off as the value of a good depreciates – if you buy a computer, it loses value over time, and you write that in your tax returns.  Under the stimulus package, you were allowed to basically write off the whole purchase.  The result was huge write-offs for corporations.

Now, normally, this wouldn’t be a bad thing.

Unless you are an inside-the-beltway campaign consultant or you have been living an oblivious life, you most likely stand with the rest of the American electorate in being increasingly disgusted with the negative tone that the Republican candidates for President have employed over the last few months. The opportunity for the GOP candidates to coalesce behind a common goal – the “de-transformation of the United States of America” – is slowly passing.

The opportunity for them to embrace a teachable moment so as to explain, in layman’s terms, why the country has suffered under the current administration’s policies, and why their proposed platforms bring relief to individuals and business owners across the political ideological divide, is slowly fading into the history books as “what could have been.” It doesn’t have to be this way, but, then, the proprietary minions of the inside-the-beltway GOP establishment don’t much care for the notions of we “fly-over” types. They know all about campaign strategy. Just ask them.

If avoiding the alienation of the electorate’s goodwill wasn’t enough of a reason not to go so personally and caustically negative, there is the notion that in doing so a great amount of damage would be done to each of the candidates, so much so – and for no other reason than to win the nomination at all cost – that the Obama campaign would be handed a full arsenal of negative talking-point ammunition for the General Election campaign. Armed with this free opposition research, already tested for its maximum destructive potency, and close to a $1 billion campaign war chest, David Axelrod, Valerie Jarrett, David Plouffe and Roberts Gibbs could get a mentally challenged three-toed tree sloth elected over the Republican challenger.

The 2013 budget being released Monday will propose public works spending while seeking tax increases on the wealthy and corporations to claim progress on the federal deficit in his upcoming budget. The spending plan projects a deficit for this year of $1.3 trillion, the fourth straight year of $1 trillion-plus deficits, and $901 billion next year.

Jacob Lew, the president’s chief of staff, said the new budget would put the country on track to achieve $4 trillion in deficit reductions over the next 10 years, achieved by raising taxes on the wealthy and trimming government spending. Lew said the president’s budget would cut spending by $2.50 for every $1 it raises in new taxes.

There simply is no other way to explain the statements of White House Chief of Staff Jacob Lew this morning on CNN’s State of the Union. Lew was asked by Candy Crawley about a recent statement by Senate Majority Leader Harry Reid indicating he would not be bringing a vote on the budget to the Senate floor.

CROWLEY: “I want to read for our viewers something that Sen. Harry Reid, the Democrat Majority Leader in the U.S. Senate, who said, ‘We do not need to bring a budget to the floor this year. It’s done, we don’t need to do it.’”

LEW: “He’s not saying that they shouldn’t pass a budget. But we also need to be honest. You can’t pass a budget in the Senate of the United States without 60 votes and you can’t get 60 votes without bipartisan support. So unless… unless Republicans are willing to work with Democrats in the Senate, Harry Reid is not going to be able to get a budget passed.”

This is patently false.

Washington (CNN) – Sarah Palin issued a warning to Mitt Romney Saturday, calling on the former Massachusetts governor to do a better job explaining his record to conservatives or risk dampening voter turnout in November if he wins the Republican presidential nomination.

In an interview with CNN and The New York Times before her speech to the Conservative Political Action Conference in Washington, Palin said she was confused by Romney’s declaration here on Friday that he was a “severely conservative Republican.”

When Sherrod Brown (D-OH) spoke at the Ohio Education Association Representative Assembly last spring, he had a receptive audience for his class warfare routine. Since Sherrod is the most extreme leftist in the U.S. Senate and must face Ohio voters this fall, the state’s public union fight was a perfect chance to remind Big Labor he’s their man.

At the same event where he told horror stories about privatization and the Republican scheme to ruin Medicare, Sherrod rolled the NEA affiliate’s war against union reform into a theme of conservative “attacks.”

By the end of his 40-second detour into the Progressive causes and glorious federal programs conservatives are attacking, Sherrod had built up a 9x attack multiplier! This sort of word power makes Sherrod Brown a rhetorical king, so long as no one ever asks how to pay for the bankrupt boondoggles he adores.

Similar to the speech where he slammed the faith of the governors on Big Labor’s enemies list, Sherrod gets so wound up talking about conservative attacks that he forgets to explain his alternative! It’s a shame, because Sherrod Brown has had decades in Congress to cook up the perfect tax-and-spend formula.

Following a somewhat vague initial response to President Obama’s “accommodation” to Catholic and other religious leaders’ objections to the ObamaCare mandate requiring religiously-affiliated charities, hospitals, and organizations to provide free contraception, sterilization, and abortion-inducing drugs to their employees, the United States Conference of Catholic Bishops (USCCB) has issued a much stronger statement regarding the “accommodation:”

…we note at the outset that the lack of clear protection for key stakeholders—for self-insured religious employers; for religious and secular for-profit employers; for secular non-profit employers; for religious insurers; and for individuals—is unacceptable and must be corrected. And in the case where the employee and insurer agree to add the objectionable coverage, that coverage is still provided as a part of the objecting employer’s plan, financed in the same way as the rest of the coverage offered by the objecting employer. This, too, raises serious moral concerns.

We just received information about this proposal for the first time this morning; we were not consulted in advance. Some information we have is in writing and some is oral. We will, of course, continue to press for the greatest conscience protection we can secure from the Executive Branch. But stepping away from the particulars, we note that today’s proposal continues to involve needless government intrusion in the internal governance of religious institutions, and to threaten government coercion of religious people and groups to violate their most deeply held convictions. In a nation dedicated to religious liberty as its first and founding principle, we should not be limited to negotiating within these parameters. The only complete solution to this religious liberty problem is for HHS to rescind the mandate of these objectionable services.

We will therefore continue—with no less vigor, no less sense of urgency—our efforts to correct this problem through the other two branches of government. For example, we renew our call on Congress to pass, and the Administration to sign, the Respect for Rights of Conscience Act. And we renew our call to the Catholic faithful, and to all our fellow Americans, to join together in this effort to protect religious liberty and freedom of conscience for all.

Indeed, the Wall Street Journal confirms that President Obama’s “accommodation” has simply made matters worse for him. An editorial sums up the lameness of his attempt at making his edict more politically tolerable:

Today, in 1999, President Bill Clinton was acquitted in his impeachment trial.

“The Occupy movement, if it weren’t so dangerous to the American ideal, would be comical,” says John Thompson, a Rick Santorum supporter who attended The Conservative Political Action Conference (CPAC), which kicked off in Washington, D.C. on Thursday, February 9th, 2012.

CPAC is the premier annual gathering of the conservative movement, but this year not all the action was inside the convention center. Occupy D.C. was joined by the AFL-CIO, SEIU, National Nurses United, Metro Labor Council, and OurDC for a demonstration right outside. The group says it was protesting a “gathering of bigots, media mouthpieces, corrupt politicians, and their 1 percent elite puppet masters.”

PORTLAND, Maine (AP) – Maine Republican Party Chairman Charlie Webster says Mitt Romney has won the Maine caucuses by a slim margin, giving him a much needed boost following losses in three other contests in the past week.

The former Massachusetts governor defeated Ron Paul, the only other GOP hopeful competing in the state. Rick Santorum and Newt Gingrich did not actively participate in the contest.

Mitt Romney won The Washington Times/CPAC Presidential Straw Poll on Saturday, and also nipped Rick Santorum as the top choice of conservatives nationwide, according to a new version of the poll conducted for the first time this year that suggests Mr. Romney retains strong support among self-identified conservatives.

Mr. Romney won 38 percent of the straw poll, which counted the votes of 3,408 activists gathered for the Conservative Political Action Conference, which ran from Thursday through Saturday at a hotel in Washington.

Mr. Santorum was second with 31 percent, Newt Gingrich was third with 15 percent and Rep. Ron Paul was fourth with 12 percent — far below his showing the last two years, when he won with 31 in 2010 and 30 percent in 2011.

In the national survey, meanwhile, Mr. Romney barely topped Mr. Santorum 27 percent to 25 percent, with Mr. Gingrich in third place at 20 percent and Mr. Paul again trailing at 8 percent. (more…)

In an absolutely shocking scandal at Miramonte Elementary school in Los Angeles, California, two teachers were arrested for lewdness involving their students.  One of the teachers taught third grade, where he allegedly forced children to eat his semen from a spoon over the course of five years.  The case widened yesterday when the police found 200 more photos of the teacher committing lewd acts, bringing the grand total to around 600.  The teacher also sent notes and CDs to students, who were all of nine or ten years old.

So what took so long for this pervert to be caught?  According to the Contra Costa Times, the school is heavily attended by illegal immigrants.  Their parents were afraid to report the situation to the authorities for fear of being arrested and sent back to their home countries.  Manuel Flores, one parent at the school, told the Times that he wouldn’t attend a parents’ meeting, since the school “was full of police.”  Said a lawyer for some of the victims’ families, “One little girl told me she doesn’t want to come forward because she’s afraid her parents will be deported.”

“A day in politics is like an eternity. A lot of recent events have altered the political landscape,” Adam Hasner told me by phone. Until last week was running for the U.S. Senate, but he is now running for the congressional seat vacated by Allen West.

Though Hasner hesitates to compare himself to West, the two have a lot in common. They are both principled, “minorities of minorities” who have to make  the case to groups not necessarily receptive to the conservative message. “When you are a black Republican or a Jewish Republican, you have to be even more firm in your beliefs and more principled,” Hasner explains.

Is it possible these days to be a new, active conservative running for Congress for the first time and not know who Andrew Breitbart is? Me, I’d reckon that an in-the-know, new candidate who claims to be conservative and a spokesman for Tea Partiers could not possibly be so isolated that he is unaware of conservative media-crusader Andrew Breitbart. But there is a candidate in Ohio who displayed right on his own campaign website just such a display of ignorance on Breitbartania, Breitbartism, or Breitbartness… whatever you want to call it, it just appears that this guy is stone-cold out of touch with the current conservative movement not to know thing one about Andrew Breitbart.

Now, don’t get me wrong, I am sure there are plenty of 90-year-old, Brahmin conservatives who get flummoxed at “the Facebookings.” I am sure there still exist out-of-touch, elder statesmen of the movement that just haven’t caught up with those newfangled Internet tubes that our friend Al Gore created. I am sure that there are more than a handful of aged establishment types shaking their fist at the Fox News and those darn websheets positive that they’ll never catch on, just as they were sure rock-n-roll was a passing fad. But can you be an up and comer in the conservative movement and be wholly unaware of one of the newest icons of conservatives everywhere?

I am here at CPAC this week and just ran into Joe “Joe the Plumber” Wurzelbacher who was telling me about his run for Congress in the 9th Congressional District. Joe made me aware of a hilarious little example of the abject cluelessness of his opponent. So let me introduce to you one Mr. Steve Kruas. Professional auctioneer actually licensed with the Ohio State Ag Department with well over 300 “successful” auctions under his belt. I guess you don’t need the Internets, talk radio and TV news shows to sell used farm equipment.

Anyhoo, the “strong fiscal conservative” is running in the 9th Congressional District GOP Primary against Wurzelbacher both of whom are vying to face Marcy Kaptur (D, OH) in the general election this year. Steve is a bit miffed that Joe isn’t giving him much notice at this point in the campaign.

Certainly, Kraus is happy to link himself with the Tea Party and even helped put on an event in Sandusky, Ohio where he set himself up as a spokesman for those venerable homegrown activists.

But it’s Kraus’ website where all the action is. There Kraus attacks Joe as a scurrilous sort of scoundrel. Why? Well, because Joe claims to be a limited government guy but he and all his friends work for BIG Government, darn it!

PORTLAND, Maine (AP) – Mitt Romney hoped to avoid a fourth straight election setback Saturday in the GOP presidential nomination race, but feisty Ron Paul could extend that losing streak with a victory in Maine’s caucuses.

Romney, the one-time front-runner, stepped up efforts to court Republicans in recent days, reflecting growing concern about the outcome of what has become a two-man race in Maine.

This has been a tough week for President Obama. He picked a fight with the Catholic Church, the largest charity in the world, and his poll numbers took a nose dive. And when he called for a compromise, most Catholics and Americans heard “uncle.” Today, Rasmussen released a poll showing that just 27% of the nation’s voters approve of Obama’s performance.  Thirty-seven percent strongly disapprove.

The Obama administration recently ruled that all insurance policies must offer contraceptive services with no co-payments required. In and of itself, that decision is neither positive nor negative. Forty-three percent of voters favor it, while 46 percent are opposed. Among Catholics, though, according to Scott Rasmussen, only 28% believe religious organizations should be required to implement rules that violate church teachings. Sixty-five percent are opposed, which is true even though many Catholics disagree with the Pope on this matter. The only Catholics that agree with Obama are those that already voted for him. Only 39% of Catholic voters approve of Obama’s job performance today, compared to 54% in November 2008.

For nearly a year now, House Oversight Committee Chair Darrell Issa (R=CA) and Attorney General Eric Holder have locked horns over Operation Fast and Furious.  Throughout this time we have seen heated exchanges between the two during Congressional hearings, watched the DOJ’s narrative change more than once, and wondered why Holder has thus far been allowed to dictate the speed at which the committee can investigate him.

As of late, when Holder dug in and simply refused to the turn over the documents the House Oversight Committee subpoenaed, the contest between he and Issa turned into nothing less than a battle of wills. And Issa upped the ante when he drew a line in the sand and gave Holder until 5 pm on February 9^th to comply with the subpoenas or face charges of contempt of congress.

And so they squared off, and for any of you who wondered which man would blink first the answer has been revealed—Issa blinked, and gave Holder & Co. a time extension for turning over the documents.
