This is the first thing we find in vol. 1 of the United States Code and vol. 1 of the statutes of any State.   The U.S. Constitution is not a &quot;beginning&quot;, but the reaffirmation of the English common-law principals that this country was founded upon.   When a correct &quot;interpretation&quot; of a constitutional principal is at issue, the entire &quot;organic law&quot; is necessarily under consideration.   Of course there is no more common-law here, which is to say there is no more &quot;Americanism&quot;.   Only State governments exersized &quot;common-law&quot;.  The federal government exersizes &quot;international law&quot;.  The 14th.
