Coburn: Senate Votes to Prioritize Pork Over National Defense

(WASHINGTON, D.C.) – U.S. Senator Tom Coburn, M.D. (R-OK) today released the following statement after the Senate rejected Coburn amendments that would have forced Congress to shift earmark funds back toward vital operations and maintenance. By a vote of 25 to 73, the Senate rejected an amendment offered by Dr. Coburn that would have restored to the troops $165 million earmarked within the Defense appropriations bill’s maintenance and operations accounts for congressional earmarks.
“In a time of war it is unconscionable for members of Congress to divert funds from vital operations to less-than-vital parochial pork projects. I regret the Senate voted today to protect their pet projects at the expense of our troops,” Dr. Coburn said.
The Pentagon has also expressed concern over the excessive amount of earmarks Congress has requested:
“Every dollar that we are forced to spend on things which we do not need requires us to take money from things which we do need. And the people who lose in that trade-off are our troops and the taxpayers,” said Geoff Morrell, the Pentagon spokesman.
The operations and maintenance (O&M) accounts ensure military readiness by providing much needed funds for training troops for combat and for maintaining tanks, airplanes, ships, and related equipment such as the purchase of spare parts. O&M accounts also fund a wide range of activities such as civilian personnel management and payments, transportation expenses, health care, and child care. In May 2009, the U.S. Navy ran out of O&M funding and had to reduce training hours for carrier air wings and at-sea time for some ships. The earmarks funded in the 2010 Defense appropriations bill raid these accounts that are essential to the protection of our troops and our nation’s defense to pay for $165 million or earmarks not requested by the military.
“The Senate is putting favorable headlines back home above our men and women fighting on the front lines. American families are prioritizing and eliminating waste in their own budgets, it is a disgrace that Congress has refused this common sense approach to spending taxpayer dollars,” said Dr. Coburn.
Coburn amendments to the bill included:
Amendment 2566 — To restore over $165 million in operations and maintenance funding to members of the Armed Forces to prepare for and conduct combat operations by prohibiting funding of earmarks from operations and maintenance accounts, defeated by a vote of 25 to 73.
Amendment 2565 — To require the National Guard and Reserve Component to submit their modernization priorities to the entire Congress, and seek input from Secretary of Defense Gates, defeated by a vote of 28 to 70.
Coburn amendments accepted:
Amendment 2563— To require all reports authorized in this bill be publicized and accessible to the public once completed.
Amendment number 2585 — To restore $100 million in operations and maintenance funding to members of the Armed Forces to prepare for and conduct combat operations by accounting for the August 2009 Congressional Budget Office economic assumptions and reducing funding for low-priority research and development earmarks.

Our right to have Transparency and a well funded Defense Dept have been over shadowed for those dastardly mice, pig, and wind mills.
I can conclude only 1 thing at this point: Obama and friends are what we would call "conscious observer." That my friends weakens us not only as American People but as a Nation.
Boy oh boy this shows just how much these people care about us the the troops trying to protect our freedom.
Since this congress is taking away all of our freedom I guess it really doesn't matter anymore.
It's time for term limits. We vote these people in and then they build their little thiefdoms, just say no to incumbents.
If a foreigner asked to have our congress described to them I would say imagine you have a business with 15 employees that you trust and have even given some keys to the establishment. Normally you're at a different location but one day you go see the 15 employees and find them looting the store, urinating on the furniture, using a jackhammer on the safe and giving themselves raises by splitting the money in the cash register. Turns out they were doing this everyday.
PLEASE post the voting records…too many 'republicans' voted the wrong way. I, and many others, would like to see which senators opposed the legislation. Why wouldn't you think to add these statistics to the story?

Definately need to clean house in 2010! It has been estimated that the Democrats could lose approximately 20 seats in 2010 due to the loss of jobs. However, if things start to turn around a little next Fall they may gain an edge. We all need to stay focused on cleaning house regardless or we will still see the spending!

Piracy on Treasure Island: Congressional land grab for developers?
Politicians with ties to land developers are trying to force the Navy to hand over one of the most valuable pieces of property in the country for free. The House version of the 2010 Defense authorization bill scheduled for conference today contains language that would speed the transfer of Naval Station Treasure Island to the city of San Francisco at no cost.

I think it's time we have another tea party. This is aboslutely shameful to leave our troops high and dry like this. Even if we weren't at war right now, does anybody on capitol hill realize that we have 10 TRILLION DOLLARS in debt!?! This money should be used to pay off these people who we are indebted to. There's no way a regular person would be allowed to go into this much debt and continue this kind of spending. Why should it be any different with those who work in the House of Representatives?
Term limits are a band-aid for the severed arm that is our corrupt government. Honorable men would follow the example of our first president and limit themselves. You can't convince me that their replacement would somehow be a different breed. Until the average person educates themselves with a thorough knowledge of history and pays attention to what is happening every day in the nations capital, things will continue along the status quo. Until then I fear the only thing that can shock the average citizen into a healthy understanding of their loss of liberty is a crisis that makes their next loaf of bread $10.

As a veteran of Iraq, I am ashamed to see our legislature acting in direct opposition to our troops in Afghanistan. This is not a question of politics. The lack of funding and reinforcements is atrocious insult to the men who have given their lives in prosecution of a war that their government declared. How do they think this looks to the families of our killed and injured soldiers? Oh, thanks for your sacrifice, but politics are more important than the cause they fought and died for. This is why people are losing respect for this country.

I am from Texas and on Amendment 2565 both Cornyn & Hutchison voted Nay, Amendment 2566 (to me the most IMPORTANT one) Cornyn voted Yah & Hutchison voted Nay. Can you believe the hubris of "OUR" elected officals, putting PORK above the safety of our TROOPS!!!
How is it POSSIBLE for any member of Congress or the Senate not to vote for troop supplies and needs. Where is the conscience of these ELECTED people ? And its up to each and every citizen to be informed and vote in elections to make sure we don't elect the kind of morons, criminals, and power hungry people we currently have in Congress and the White House. The American citizen, in general, has been asleep for far too long. Meanwhile, the forces of socialism and corruption have been laying a groundwork to infect every facet of our society, which will ultimately be our demise… unless we wake the rest of our citizens. We have to stay active, engaged, involved and INFORMED.

On one hand, I'd like the Senators to see first hand the results of their actions, drawn out to the logical conclusion. But on the other hand, I don't really want America to be attacked again.
If that plane had flown into the Capitol instead of the Pentagon, I wonder if things would be proceeding a bit differently.
My take is that Senators and Congressmen can serve as long as they want, but in two-consecutive-term chunks. They must take one term off before running again, and while they are not in office, they must live the full term in their state/district.
Make them live under the rules they impose, and see how much they like it.
People wonder why the military is in shambles, and it's because of the Federal government! Our troops get little money, yet the Pentagon is blamed for eating a large portion of the budget. At least with the military, it's for DEFENSE, and not a failed project like SS and Medicare.

After reading this article, I am SICK of the way OUR government is acting. They don't care about our troops so why should they be concerned about their constituents??? They need to be voted out next election cycle. I wish I knoew who voted for all the pork so I could call and write their office to express my disgust. This country has been going the wrong way for a long time and it's time WED THE PEOPLE took it back. Disgust isn't a strong enough word for how I feel.

You are quite right but, I have to agree with Sen. Coburn; why should we give $20mil to a memorial for Ted Kennedy? Just what did he do that's so great? I think Sen. Kerry should be removed for adding that pork to this bill.
Believe me, this article is important to Demostrat the Volume of Collective Ineptness that is surrounding 535 members of Congress. My greatest hope is that we have a Wide Sweeping Overturn in 2010 to regain our Dignity as a Nation as well as to our Allies (Not the Dictators of the World).

What a slap to the Military for not properly funding the Defense Budget. One can only draw a simple conclusion: all those who voted Nay actually voted Yea for our Military Personal to be used as TARGET PRACTICE. Gee what's next, charging the deceased for the transportation and burial expenses?
That aught to cover any shortfalls in the Obama, Pelosi, Reid Budget. But hey, those Mice, Pigs, and MSM have to be well funded.
