Employee misconduct investigations, often involving workers accessing pornography from their government computers, grew sixfold last year inside the taxpayer-funded foundation that doles out billions of dollars of scientific research grants, according to budget documents and other records obtained by The Washington Times.
The problems at the National Science Foundation (NSF) were so pervasive they swamped the agency’s inspector general and forced the internal watchdog to cut back on its primary mission of investigating grant fraud and recovering misspent tax dollars.
”To manage this dramatic increase without an increase in staff required us to significantly reduce our efforts to investigate grant fraud,” the inspector general recently told Congress in a budget request. “We anticipate a significant decline in investigative recoveries and prosecutions in coming years as a direct result.”

We've fired a few over cases like this but being a government employee. I'm sure they get counceling, then time off, then some vacation because they are probably just stressed out….
We usually just confront the user and when they deny we push the evidence in front of them….

Why would you even investigate a porn surfer? All you have to do is fire them? How long does it take fire someone? WTF Ya'll?
It takes a LOOOONG time; and if it is a State or Federal or Union employee, it takes forever.
Well, for one I assume the computer you use belongs to a private company, not the taxpayers. The owner of your computer may not care, and that is their right. But I suspect that the vast majority of the people who own the NSF computers would not approve of them being used that way. And it is not merely the use of the computer, it is also paying for the electricity to run it and the infrastructure to house it, etc.
As to whether it is effecting job performance, if the employee spends one minute of paid time doing it, then it affects job performance.
Well, some investigation is needed to determine that they ARE a porn-surfer. Then you fire them.
All you have to do is check the history on the server and what port it was. Takes 5 minutes to verify the employee was or was not there.
If it were an actual company they'd be likely gone the first time but with government they don't get fired because there is never any accountability or punishment.It's the new white house ghetto rules.Mind your business,look the other way,don't ask-don't tell,etc.Seems clear nearly everyone has their hands in the cookie jar these days.Whether it be lying,stealing,being unproductive,etc.

I didn't say that the investigation had to take very long. But that is an "investigation". The point being that when they complain, you are able to say that those were the results of the investigation. You can't say that they were summarily dismissed, because that would violate their "rights". You might think it merely a matter of semantics. I prefer to look at it as a matter of building a foundation.
well i guess being on this site in the middle of the work day would also effect job performance, and by the looks of how many people are commenting on the various posts here its safe to assume alot of people use thier work computer for un-work related web browsing.

Perhaps. And to the extent that they are employed by private employers, then it is between them and their employer. If they are a public -sector employee, then they have no business being here on the taxpayer dime. If you are trying to make some snide comment about me, you have no idea who I am, what I do and whether I am here on my, or someone else's time. So you can save your gratuitous condescension for someone else.
On the other hand, there may be some federal agencies where if their employees spent all day watching porn instead of working we'd all be better off.

I have a friend who is a contract System Administrator. When he interviewed for a contract maintaining systems at the Social Security Administration, one of the questions he was asked was:
"How do you feel about going to work as a contractor in an office where most of the employees sit around all day playing computer games?"
I can only assume the games included a good dose of the X-rated variety.
"They have been disciplined."
Yeah. Sure. Does this "discipline" include firing for cause?
And why am I not, as a public employer (I pay taxes), docking their pay?
