Renewable Energy: The Myth of Germany’s “Grün Energie”
by Patrick TuoheyOn May 27, President Obama remarked to an audience gathered at Nellis Air Force Base in Nevada that Americans, “pioneered solar technology, but we’ve fallen behind countries like Germany and Japan in generating it, even though they get less sun than we do. They certainly get less sun than Nevada.” Today, Vice President Biden and a handful of Cabinet secretaries releases the Recovery through Retrofit report that will extol the virtues of green jobs and energy savings to be had if only the government had its way.

Observers of national policy may want to look at other countries’ experiences to see how they have fared with efforts to improve environmental policies. Previous research on green jobs policies in Spain showed that costs were high and benefits short-lived. But what of the President’s example of Germany?
The Rheinisch-Westfälisches Institut für Wirtschaftsforschung (RWI), an independent German economic policy think tank founded in 1926, has released its report on the matter entitled, “Economic impacts from the promotion of renewable energies: The German experience.” To readers hoping for a government solution to energy problems, page 4 delivers a devastating indictment of the German model:
German renewable energy policy, and in particular the adopted feed-in tariff scheme, has failed to harness the market incentives needed to ensure a viable and cost-effective introduction of renewable energies into the country’s energy portfolio. To the contrary, the government’s support mechanisms have in many respects subverted these incentives, resulting in massive expenditures that show little long-term promise for stimulating the economy, protecting the environment, or increasing energy security.
The German experience has resulted in plenty of government spending with little to show for it. Here are some of my schadenfreude favorites:
- “The amount of electricity produced through solar photovoltaics [or PV which are solar panels] was a negligible 0.6% despite being the most subsidized renewable energy, with a net cost of about 8.4 Bn € (US $12.4 Bn) for 2008″ (page 5).
- “The real net cost for all [solar panel] modules installed between 2000 and 2008 account for about 35 Bn € (US $ 48 Bn) (in prices of 2007). Future PV installations in 2009 and 2010 may cause further real cost worth 18.3 Bn € (US $ 25.5 Bn) (Table 4). Adding both figures yields a total of 53.3 Bn € (US $ 73.2 Bn) for PV alone” (page 15).
Nobody said adopting a new energy model would be cheap, and Americans have certainly taken on large and expensive new endeavors because of the subsequent economic payoff (e.g. the Interstate Highway System). Even if the cost is no object, the RWI study indicates that the benefit is no incentive. The report tells us that, “currently, the feed-in tariff for PV is more than eight times higher than the wholesale electricity price at the power exchange” (page 5, emphasis added). This is after years of government support of the solar power industry. “Even on-shore wind [energy], widely regarded as a mature technology, requires feed-in tariffs that exceed the per-kWh cost of conventional electricity by up to 300% to remain competitive” (page 5, emphasis added). In other words, even when green energy industries are up and running for a while, their costs remain several times higher than conventionally produced energy.
Page 9 of the RWI report addresses the German experience as far as it relates to job creation:
In the end, Germany’s PV promotion has become a subsidization regime that, on a per-worker basis, has reached a level that far exceeds average wages, with per worker subsidies as high as 175,000 € (US $ 240,000).
It is most likely that whatever jobs are created by renewable energy promotion would vanish as soon as government support is terminated, leaving only Germany’s export sector to benefit from the possible continuation of renewables support in other countries such as the US.
Furthermore, the report states that estimates of green job creation due to the German energy regime are flawed because they fail to account for any job losses at less-favored (and likely cheaper) forms of energy.
As Chinese manufacturers produce PV cells cheaper than Germans can, the subsidies end up as a giant transfer of wealth from German taxpayers to Chinese companies. Because of this, even Germany’s leading PV manufacturer is calling for the subsidies to be cut, both to make the industry more efficient and to reduce energy costs to consumers. That’s right, the Germans are concluding that reduced subsidies mean greater efficiencies and lower costs!
Lastly, die-hard environmentalists may say that green energy production is more important than the cost of energy or number of jobs it creates (or destroys). But even on its own merits as an environmental energy, solar is a failure. The report states on page 19:
PV is among the most expensive greenhouse gas abatement options: Given the net cost of 41.82 Cents (Cents 63.00 US $) per kWh for modules installed in 2008 (Table 4), and assuming that PV displaces conventional electricity generated from a mixture of gas and hard coal with an emissions factor of 0.584 kg carbon dioxide (CO2) per kWh (Nitsch et al. 2005:66), then dividing the two figures yields abatement costs that are as high as 716 € (1,050 US$) per tonne.
The European Emission Trading Scheme (ETS) is about 13.4€ per ton, or 53 times less than those for solar production. In other words, if you’re looking to be green with your greenback, solar energy production is the worst way to go.

Renewables, while in theory are commendable. They give the Environmental movement the "warm and fuzzies", but in reality they are ineffectual and uneconomic. They only benefit that makes them profitable, are the tax breaks, tax incentives and sometimes even the up front money that developers get from host governments. They have failed miserably in Denmark, Germany, Spain and a host of Eurpoean countries.
If an energy production method requires government subsidies to be competitive, it isn't viable. What about this is difficult to understand?

Even more important, at the high Northern latitude in which Germany resides, the amount of solar energy hitting the Earth makes PV solar panels unable to produce as much energy as it takes to produce, install, and maintain them.
In other words, you create more CO2 making the cells than they will ever offset in their lifetimes.
Not economic, not CO2 reducing, otherwise, they are A OK!
Another interesting set of numbers, are the numbers surrounding oil, gas and coal utilized to promote and generate the infrastructure needed for these "green" projects. It is cost prohibitive and economically not viable. Fuel conversion is not factored into these equations. The numbers are misleading, intentionally.
The Carbon Credits market has collapsed, as everyone in the Carbon Offset Trading Platform has seen through this sham.
Does anyone calculate the carbon consumed in mining iron ore and building windmills? The petrol in windmill blades is enormous. You can't recycle a 100 foot long windmill blade.

Just Wrong." and being an enviro…not the tree hugging type, I must say that after much study even on my own, I'm not sure I can believe anything coming from a leftie such as Gore. This entire meme reminds me of the 2008 election fraud Pelosi, Dean, Reid and Obama perpetrated to get 0's name on the ballot. That is, they tell tall tales to get us distracted, all the while they are executing their real plan. Gore distracts us w/Inconvenient Truth all the while quietly setting up the business that will manage CO2 credits while redistributing the people's money to line his and his pals pockets. Pelosi = silence. Sandler, DNC General Counsel when asked = silence. They couldn't tell us. Do you know why? B/c they didn't have any other documentation to demonstrate eligibility. All they had was the bogus COLB which proves nada and a "phantom" birth announcement. Oh, and of course Pelosi's gravitas. Who wouldn't believe the Speaker of the House? The Secretary's of state elections surely didn't question the certifications of nominations Pelosi signed. Why would they? She's to be trusted, yeah, just like we're suppose to trust Gore.
Give me a break! They are all in it up to their eyeballs. There isn't an honest bone in their bodies. It's all a sham to take our hard earned money to line their pockets. It's all a sham to get their candidate in the WH. It's a pattern.
Remember, the candidate and the party must demonstrate eligibility. Not we the people. Yet when asked they couldn't and didn't. Therefore, as of August 28, 2008 when Secretary's of the state board of elections received and accepted the DNC's Cert's of Nomination election fraud was committed. Pelosi signed certs, using her weight, that were fraudulent in many states. So, they overwhelmed and distracted the base while executing their real plan – to fraudulently place an ineligible candidates name on the general ballot. And they succeeded.

When is everyone going to wake up and smell the coffee? They change their opinions, morals, and beliefs to get our votes. They don't care about us, the environment, or anything else. All they care about is winning the next election.
If we limited all of our politicians to just ONE term, they might actually focus on the true issues while they are in office.
It's not about just winning the next election it's about money. Think of all of the Delegate and Senate offices as micro businesses that enrich themselves by towing the party line. Let the utilities develop their own methods for conversion. Maybe throw in some enhanced patent protection for breakthroughs in solar efficiency, something along those lines. Might actually give some real impetus for innovation.

In certain state codes the Party's are required to demonstrate eligibility. The state's accept the Cert of Nomination as evidence or proof that the candidate has been vetted. No federal or state actor is required by law to vet POTUS or VPOTUS nominees. It's all left up to the Party's.

No. It isn't the "party's" election. What's even sadder is no where in the Constitution does it even mention one or another party. None. So, all the state board of elections do is serve in a ministerial role, that is, they take the word of the Party and print their candidates name on the general ballot that we the people pay for. When the candidate is ineligible, as in 0's case, we the people were defrauded by the Party. Remember, we paid to have his name printed on the general election ballot. Thus, we the people must demand an investigation by our state AG's – the state's attorney. However, not all states require federal or constitutional requirements in their codes meaning it is not a one size fits all.
Each state has election code but one must first learn whether their state has federal/constitutional requirement language in it. If it does, join the other six states who have received Memorandum of Complaints requesting an immediate investigation into DNC and Pelosi or State Party election fraud. That simple. I'm having a solar system installed on my house, and the cost is about $6US per installed watt. That's without any subsidy whatsoever. Amortized over the life of the system, my cost will be about 12 cents per KWh. Not 63 cents. Of course that's the current value price without interest figured in, but that is the real cost without subsidy or incentive.
Not that I disagree with the rest of the article. Solar doesn't make sense without the subsidy, which we all pay for. Just pointing out a number that is off by a factor of five.

I believe what is difficult to understand in your statement (at least from the minds of the socialist elites) is the word "competitive". That word might as well be from an alien language to them.

The solution is simple and in the pipeline, make conventional energy production more costly
the article is off on the per watt cost. i paid $8.00 per watt installed. it was the three windspire wind mills that cost almost $20,000.00 each installed that are pricey. but the do produce enough free power to light up the exterior of my entire property and my shooting range. between the two i have dropped my utility bill from almost $550.00 a month to just over $225.00.

BOTTOM LINE ! Solar power or any other alternative source will NEVER EVER become reality unless it is subsidized for the simple fact it does not generate sufficient revenues and marginal profits. If the private sector saw market need it would be promoted, accepted and built to competitive specifications.
It's when GOVERNMENT gets involved in the project that it becomes a subsidy supported by the public… It's called TAXATION ! I still believe we have a free market and a mostly laissez-faire approach in the business cycle.
Al gore was a member of the US Senate, also know as the millionaires club. His Daddy was a Senator before him. He was worth a couple million before leaving the VP slot. He has parlayed that into about 100 million since leaving office. He has a direct line into US Government funding through grants like the one he just got for $529 million for Fiskar to design and build an electric car to be made where? Obama didn't even hide that during his campaign. He said that if someone wants to build a coal-fired power plant – fine. "We'll just tax them to the point that they can't afford to run it." And I know some otherwise-intelligent people who didn't even raise an eyebrow at that.
It's the whole "Nudge" principle in action. Just wait until Sunstein gets his feet under him, and starts using regulatory authority to circumvent our laws and even our Constitution. They aren't even warmed up yet.
You may be right. Solar may never become cost competitive with coal. But I hold out hope that some day some smart guy will figure a way to make solar panels by scraping rocks, or painting tiles, or printing on sheet metal, or some other super cheap method. Once solar panel costs drop to a buck a watt or less, we'd all be stupid not to cover our roofs with them. Mind you, we'll still have coal plants, oil plants, nuclear, etc. They'll just run at night.
Whoever figures this out will be a multi-billionare. And government doesn't even have to be involved. All they have to do is get out of our way.
