Executive Temperament in Evidence: Mitch Daniels
by Paul A. RaheEarlier this month, I posted a piece documenting Barack Obama’s incapacity as an executive. I followed up with a brief examination of Bobby Jindal’s record as Governor of Louisiana and, then, with a short discussion of a display of vigor and dispatch on the part of Chris Christie, Governor of New Jersey – both of whom nicely illustrate what Alexander Hamilton had in mind when he wrote in The Federalist that “energy in the executive is a leading character in the definition of good government.” Today, I will take a brief look at Mitch Daniels, Governor of Indiana.

Daniels is an accomplished man with considerable and varied experience in both the public and the private sectors.
On his father’s side, Daniel’s grandparents were Syrian Christians, and he has been honored by the Arab-American Institute for the work that he has done on behalf of Arab community in this country. He was himself born in Monangahela, Pennsylvania, where his paternal grandfather ran a pool hall and, on the sly, reportedly made book. As a child, he lived not only in Pennsylvania, but in Georgia, Tennessee, and Indiana, where his parents settled when he was ten. After graduating from a public high school in Indianapolis, he attended Princeton University. There, for a time, this straight arrow appears to have succumbed to the Zeitgeist In 1970, he spent two nights in a New Jersey jail after being arrested for marijuana possession. Nine years later, however, he was awarded a law degree by the Georgetown University Law Center in DC.
Daniels got his start in politics working for Richard Lugar – initially when Lugar was mayor in Indianapolis and later when that worthy was elected to the U.S. Senate. For a long time, Daniels was Lugar’s right-hand man. He ran the latter’s first three senatorial campaigns; and, from 1977 to 1982, he served as his chief of staff. In 1983, when Lugar was elected chairman of the National Republican Senatorial Committee, Daniels became its executive director.
In 1985, Daniels left Lugar to join the presidential administration of Ronald Reagan, where in time he succeeded Haley Barbour as chief political advisor and liaison. When he returned to Indiana in 1987, Daniels did so as chief operating officer of the Hudson Institute, a conservative think-tank then in financial trouble; and three years later, after having put Hudson on a sound footing, he went to work for Eli Lilly, where he soon became President of North American Operations and eventually Senior Vice-President for Corporate Strategy and Policy.
In January, 2001, Daniels went back to Washington, DC to become George W. Bush’s Director of the Office of Management and Budget, which made him an ex officio member of the National Security Council and, when it was set up, of the Homeland Security Council. At the time, he was known as an advocate of fiscal restraint, and Bush, who was not as profligate at first as he later became, described Daniels in public as “The Blade” and referred to him in private as “My Man Mitch.”
Daniels’ resume up to this point is impressive, but it would not be of paramount interest had he not returned to Indiana in the summer of 2003 to launch a gubernatorial campaign aimed at ousting the Democratic incumbent. Indiana’s budget at the time was deep in the red, and Daniels, who was elected in November 2004 with 53% of the vote, vowed to bring it into balance.
This “The Blade” accomplished in short order. Upon election, he created an Office of Management and Budget for the state, and then, under his direction, the men with the green eyeshades went to work. Within a year, they had turned a $600 million deficit into a $300 million surplus, and Daniels had begun paying down Indiana’s enormous debt. Four years later, the state was running surplus of $1.3 billion; and, in 2008, Indiana’s Governor ushered through the legislature a bill cutting property taxes on the average house by more than 30%.
Along the way, Daniels decertified the public service unions, reduced the number of those employed by the state by 14% to a level last seen in 1982, shifted most state employees to health savings accounts, introduced a pay-for-performance plan within the bureaucracy, reorganized the Bureau of Motor Vehicles, brought an end to social promotion within Indiana schools, and leased the interstate turnpike stretching across the northern reaches of the state between Ohio and Illinois to outside investors for a cool $3.9 billion, which was immediately sequestered in an escrow account, where it is used for road construction elsewhere in the state (and nothing else).
In November 2008 – when Barack Obama defeated John McCain and the Democrats took the state house and senate in Indiana – Daniels bucked the trend and was re-elected Governor by an 18% margin. In the process, he picked up 20% of the African American vote, and he won a majority among younger voters.
These days, Daniels’ approval rating oscillates between 60 and 70% – which is remarkable given that he is a balding, mild-mannered, unassuming man inclined to travel through the state on a Harley, stop at a diner, and sit down to chat with the patrons. His political success may have something to do with Daniels’ mastery of the technology of communications. His personal version of Reality TV – which is called MitchTV – is a local hit. But his popularity has even more to do with his achievements.
Mitch Daniels may have the demeanor of a staffer, and he has, indeed, done a great deal of work in that capacity. But – like Bobby Jindal, who is 39, and Chris Christie, who is 47 – “The Blade,” who is 61, is a man of executive temperament ready, willing, and able to take charge. Thanks to his stewardship, Indiana is solvent, and it is one of the nine American states with a triple-A bond rating. Moreover, it has begun attracting venture capital; for the first time in decades, people are moving into state; and, though it has only 2% of the national population, Indiana can boast that it garnered 7% of the new jobs created in the United States in the last year.
I cannot say whether any of the governors I have looked at in the last two weeks would make a suitable presidential candidate. But this much is clear. In the great crisis we now face, we are saddled with a President more inclined to dither, play golf, party with celebrities, and punt than to take charge and display energy, vigor, and dispatch when confronted with emergencies requiring decisions on his part. Whatever defects they may possess – and each is no doubt defective in some way – Jindal, Christie, and Daniels would not dither or punt. Each in his way exemplifies responsibility – the virtue singled out in The Federalist as distinctively American — which is no small thing.

I will say though that in his campaign ads, he has pledged not to run for any office other than Governor, so he is not a candidate for higher office, and if he ran, I could not vote for him because he would be breaking his pledge.
I know this will tweak the lefty trolls, but only when you have competent CONSERVATIVE administrations are the ADULTS in charge. Leftist politicians kick and scream like 5 year olds over ice cream.

Mitch is a great governor, he is pro-business and a pay as you go type. Also he understands real education reform. Early on I had some issues since he pledged no new taxes and then raised cigarette taxes, and also, he tried to some toll roads, something I am highly opposed to.

It is clear to all, that this crisis is great. It is the beginning of a crisis of confidence.
The Afghanistan War and the McChrystal event, the now double dip Recession verging on a Depression, and especially the BP Blowout in the Gulf are all Black Swan Events. They are the UFO's (UnForseen Occurrences) that catch all politicians flatfooted.
Our current Leader has demonstrated that he is not capable, or competent to lead anyone, anywhere. He has been caught flat footed; he is fickle, feckless and a ditherer; all qualities we do not need at this current time in history. He can no longer Blame Bush, Obama owns it.

Mitch Daniels is a brilliant man that knows how to get the job done. However in the presidential beauty pageant, he lacks the arousal gap, and is a bland orator (reading teleprompter). Some would even say, he’s too damn smart to become president? Think of firing 14% of all federal workers, hmmm…
As the evidence comes in on McChrystal, I am seeing his departure as a needed change. His policies on engaging the enemy were crippling our efforts and costing lives. I think Petraeus will be able to get us on the right track again, and he has a lot of capital with Oblunder right about now.
I'm surprised the lefties haven't bad mouthed Petraeus like they did under Bush. I guess it just goes to show, that whatever oblahma does is fine by them.
Just don't ask Jar Jar Biden to lower your taxes on it.
I did not think I would like him as governor. did not vote for him. but he is a GREAT governor. He says what he means and carries through. He does the right thing, he has principles and character and would make a good President. He might not have 'charisma' enough to grab voters who are not thinkers, but for those of us who like intelligence in government and straightforward honesty. He's the man. His promise was NOT to leave his job as Governor to run for another office while his term was not up.

Speaking of men who would run, I heard Chris Christie on the radio say he flat-out won't run in 2012 because a) he is a governor and wants to fulfill his obligation, and b) he's just not ready. Sad news to me, because of all the people on our side right now, he acts and sounds the most Presidential. Now THERE'S a man who would go to Washington and kick some serious a*s, starting with Obumma's!
He is a very good governor,but given the shallow age we live in ,how is a short,bald man going to go over with American Idol generation.
He's quietly principled and not wishy washy. He has saved Indiana from disaster due to diligent money moves early on. Where other states are in a state of chaos, we have been pretty calm here. Obama could learn a lot from an adult like Mitch. Everybody is suffering from Obama's petulance and Marxist thuggery, but our governor has softened the blows.
Further, your state of Indiana is a relatively conservative state, with conservative values. The agrarian mindset is certainly a stable one, and cultivates character throughout its citizenry. States with a large ag base, are historically more stable.
I suppose your next article will be on Jeb Bush? The republicans version of camelot (Kennedy clan) may have a glimmer for 2012.

The left have themselves boxed into a corner. They badmouthed General Petraeus under Bush, but now that Obamas mammary is in the wringer, Petraeus is the only game left in town for them. They are speechless. General Petraeus is a brilliant strategist; Obama is known for throwing everyone under the bus to further his own interests.
When push comes to shove, it will be great high drama to see who gets thrown under the bus first, and who gets run over. Petraeus did not go into this wioth his eyes closed. He knows full well that at the first sign of trouble, HE will be the first casualty. It will be interesting to see what type of exit strategy he plans, to extracate himself from the clutches of Obama.
I strongly disagreee with your post, and your tone. I'd like to suggest that the next article Mr. Rahe does on "Executive Temperment" be focused on Al Gore. There are volumes that could be filled on that topic.
It is the showcasing of these types of people that is the real story, not whether or not they will run for higher office. Those decisions can wait for after Nov. 2nd. The real issue is what the POLICIES of these individuals bring to the table. Strong, sound conservative principles are the guiding light out of our current problems.
As we know, the LSM would never write a piece on the success of anybody on the right anymore than BHO will allow any good press for any gulf governor by using their suggestions to solve the oil spill crisis. Thank you, Mr. Rahe for doing the job that the LSM "just won't do".
I think Mitch Daniels would be a great President. He's got the gift of "action with thought" He is a REAL American. He enforces the Constitution, and can be trusted. What a change! We wouldn't have to be fearing our Govt. every day!
I would feel safe if Daniels were President. He has a set of American minded values. He would kick some Union butt, like he did in his State, which would be a big relief!
He probably would even enforce our"Federal Immigration Law" Imagine that! and Clean Out America and remove the 40Million burdens on U.S. that obama wants to keep here for himself for a VOTING BLOCK, by forcing the Illegals into Unions! in exchange for Votes for obama and Dems forever! Daniels has the "chops" to stop that kind of Anti-American Agenda.
He also has the Executive Experience to Repeal &Reverse the Marxist llegislation of the obama-Commie Administration.
I have said it before, I'll say it again, rep score is not something I care about. I use it as an indicator of how blinded by ideology some people are. This is why I made my comments about points being a false idol to my detractors, they obviously care a lot about it. I appreciate that you are not a hypocrite.

What don't you like about toll roads? Somehow the idea of "if you use it you pay for it" seems to be a reasonable thing rather than "if you use it, I pay for it."
Gov. Daniels is the sort of conservative we need more–less talk and more action. May many take note.
Obama couldn't learn a thing from an adult like Mitch, because he is committed to doing maximum damage and living like an adolescent drama queen. If he COULD learn Mitch would be a good role model, but he is unteachable.

Really. Decertifying all public unions should be a national priority. Completely illogical for them to exist at all except as cesspools of corruption.
He also passed a new law so that any unused school (recently closed because of budget cut) will be turned into charter schools.

Daniels has the chops for the Pres. job. He has real experience leading a government from the red to the black. He has experience swimming with the sharks in DC. He is everything Obama isn't–and that could be his best selling point. Flash and charisma are not substitutes for real leadership. If the RNC chooses a loser like Romney over Daniels, we're toast.
Whatever happens, I hope we don't get the same old crop in 2012..
I'm a fan of Mitch Daniels and have been since he was in the Bush administration. I can see Mitch Daniels on a Harley stopping at a cafe to chat with the 'folks'. Just try an imagine Barack Obama riding a chopper wearing one of those nazi helmets with a spike on it. I don't care who you are, that's funny.
Unfortunately, Indiana has one of the hardest hit industries in the nation–recreational vehicles. It's one of the few manufacturing sectors that's very American and from the look to the future it's going to be down for years to come. Thanks for nothing Obama.

Let's hope before Nov we can get more folks like Mitch Daniels in the spot light. 2012 is just around the corner, and we need to start getting folks around the country familiar with the Chris Christie's, Mitch Daniels, and Allen Wests of this country. A Romney or even a Jeb Bush is an acceptable alternative to govern the country – too much political baggage. We need fresh leaders without that DC stink.
The repugnut, old boy's machine, is as bad as the dims, so it is up to the tea party folks and other concerned citizens to bring Daniels forward or at a minimum folks like him.
I only have one question for all candidates: Will you enforce existing immigration laws and secure our sourthern border? We don't need and overhaul of immigration law; we need enforcement of existing law from the top down.
As a Hoosier, I greatly appreciate Mitch's strong fiscal conservatism. He has done an excellent job making our state fiscally sound and able to withstand a terrible economic climate. His recent comments on social conservatism give pause, however. Conservatism rests on a three legged stool – fiscal, social and foreign policy/defense. Mitch is very strong on fiscal, and has voted correctly on social, but does not lead there.
I would like to see a similar report on front-running Governor Mike Huckabee. IN 2008, as a complete unknown, he nearly gained the Republican nomination for President. Now he is well known. His fiscal credentials are well established by looking at his record in Arkansas after the disastrous run of Democrat governors. He quickly balanced the budget, met Federal mandates and then repeatedly reduced taxes. He also has impeccable social credentials that are well documented. I think we will see him in 2012, and would like to see a good objective bio like this one.
I know there are many of us women folk out here who appreciate bald men!
After graduating from Indiana University in 1964 and returning to my native southwest, leaving in-laws back in Indiana, I was able to keep up with Indiana politics until I returned here in 2003. As a Texas Expatriate involuntarily located in Indiana, let me make a couple of points. The first: when Daniels left Lugar, Lugar began his slide to Statist (and finally senile American traitor). My second point: Daniels is the most effective Governor Indiana has had during my lifetime. He is an accomplished executive.
He makes me proud to be a Hoosier… (Well, a Boilermaker anyways…)

Huckabee was not running for McCain. And he could say Romney kept him form getting the nomination from McCain. The same could be said for several others vying for the nomination. But Huckabee had the 2nd largest delegate count, a fiscally conservative campaign that ended in the black, and a lot of new supporters after the campaign. And his delegates were won in primaries, not caucuses. Romney was already well known. My point is, he was a creditable candidate in his own right, not simply a spoiler against Romney.
So I would like to see a thorough biographical article on Huckebee here in the future.

Sorry I'm late at replying to this. I had trouble getting to some of these threads yesterday for some reason.
I agree, points don't matter to me either, but the only reason I brought that up is I didn't want you to think I gave you that zero because of a conversation we had on another thread. I'm not like that, but it's easy to accuse. Just know in the future… I go by what people say in their posts at that given time, usually if I don't agree I move right along. As I said before you write many good posts, it very healthy to agree to disagree at times! Have a nice day!
Daniels may not run . . .but beyond those who are dishonest about their 'will to power' – and they are recognizable – there are honest men for whom history has a way of intruding upon and requiring of them, necessary altruistic rewrites, whereby 'serving one's Country' expands America's landscape for the better. I would hope if Daniels' were our candidate that you would choose to recognize the gift – and responsibility of good choice for our Country – and the ramifications if you do not . Christie has basically offered that he is a committed Governor as well; but who knows; a Country in need; requires talented, competent, ''good faith' and patriotic individuals to meet those needs. That said, am not at all confident, however; that our Repub Party will make the right decisions per recognizing our 'highest needs' and our best 'human resources'.
Let me ask you this though, how do you feel about Charlie "I'm running as a Republican" Crist?
Democrats have not had control of the indiana senate since 1976, and did not take it back in 2008. Indeed, republicans enjoy a 33 to 17 vote advantage in the Senate.
