I saw that the government is going to take $700 billion of the bailout money they borrowed and apply it to the deficit. A fine idea.
Now watch them declare that they have done fine work at reducing the deficit by a whopping $700 billion. Oh the cost cutting and hard decision making they had to do!

Dear Scott Z, Why ask why? because "sciency" pet projects are wasting tax dollars that could go to fund "Real Science" research like finding new treatments and cures for Childhood Cancer. If you can't see that a study of why kids ask why is robbing limited life saving research dollars, you might want to rethink your understanding of what human condition means.

I don't think they can do that directly, they can only apply the money to other debt. Borrow to pay another debt. Bad business, but we were already there.

They are not really borrowing anything, they are just shifting debt into the revenue column, then supposedly paying off other debt with that.
The 700 billion it is not real money, it does not exist except on paper, it's money they have to "find" which means print (as in weakening the dollar even further)
They wont even leave it at that, they will view it as more money to spend, probably stimulus II and let's not forget they have already promised or spent a lot of the 700 (but who knows, they refuse to even talk about what has or hasnt been spent or to whom it went)

See, where you are obfuscating here is pretty easy- above is a list of some examples of where money is being spent poorly. People comment on how it is being spent and you are trying to justify bad spending by insulting and covering (i.e. TWO WARS!! AND a MELT DOWN!!)
Sad fact is, bad spending is bad spending. Just because you have other expenses is no excuse to continue spending money hand over fist on pet projects.

NO.
the study itself was inexpensive, but the private funds available weren't enough to undertake it in full. SO… my logic is NOT that it required no gov't intervention, rather the logic is that the gov't intervention was very minimal and allowed the study to have been performed.
