Guaranteed Income (Part II): A Real End to Illegal Immigration
by Morgan WarstlerIn my last post, I explained the best way to end unemployment is an Ebay / Paypal style solution to auction off the “Man Weeks” of our unemployed:
- All registered workers are guaranteed an income of $10,400 per year, at least $6 per hour. The minimum bid is $1, and the government uses current Unemployment Insurance I monies to add up to $5.
- Current UI ends after 90 days. To receive any extra aid of any kind (food stamps, Section 8, energy assistance, etc.) able bodied workers must register in this system. They receive a Debit Card where their pay is deposited every Friday. They can choose to earn less, but they cannot decline to work and get GI.
- We are all allowed to bid on any worker’s Man Week, as long as we have first deposited the money to cover the bid in the system; no credit will be extended. This bid covers employer taxes, workers compensation, everything soup-to-nuts.
Below you will find the pay schedule I’m suggesting, but first I want to talk about a gorgeous side effect of this plan: it ends illegal immigration. In fact, it actually causes current illegals to deport themselves.
The reason is simple: When farmers can bid $4.00 per hour to have unemployed American citizens pick the grape crop, they will no longer hire illegals. You get the drift? Immediately, there will be no jobs open to illegal immigrants. Since (in this $4 case) the government is adding $3.50 per hour, the US citizen is earning $7.50 ($15,600 per year).
We’ll leverage the extra pay provided by the government (money we spend anyway) to end demand for non-citizen workers.
Notice that we don’t need to staff up the Immigration Department to chase down coyotes; we don’t need to raid companies looking for illegal immigrants; we don’t need to build a wall across Mexico; we don’t need to waste time passing harsh laws.
To solve illegal immigration we just need to do two things:
- Admit that many of our own fellow citizens have skill sets worth only a couple of bucks per hour.
- Accept that these fellow citizens are due a level of income beyond what they are able to earn in the free market, and we will help those who help themselves.
When I wrote the last post, I was gladdened to see that many of those who commented were comfortable with the political reality of #2. And yet there were some who still screamed, “No!”
I understand your indignation that people would be given something they did not earn. But you are not recognizing how far we are from your utopia. This is far better than half a loaf. If you just relent and accept a Guaranteed Income replacement for Minimum Wage and Unemployment Insurance (now past 99 weeks), in return we receive:
- 100% employment for our citizens overnight.
- Less overall spending by the government; this saves money compared to current programs in real dollars.
- Lower costs of services to make you more productive – cleaning, lawn care, child care, etc.
- A far smaller trade deficit – we keep the cheap jobs here, instead of losing them to India and China.
- An end to illegal immigration.
- The Fed no longer has any reason to print money, as we have solved completely for one side of their dual mandate (Unemployment).
One of the heroes of modern conservatism, Milton Friedman (perhaps my favorite economist after Robert Mundell), once proposed a Negative Income Tax. In order to end all other forms of aid, we just guarantee a level of income and send them an IRS check if they made less than the minimum.
I’m sure that in the modern age of the Internet, Friedman would prefer my solution.
Bidding on Man Weeks of the unemployed means that all of us are constantly combing through the database looking at resumes, reading feedback from past employers, looking for a good deal; workers who we bid a bit more on because we think we’ll gain more from them than the next employer will. The more we bid, the less the government spends.
In an Ebay model, both sides give feedback, so both employers and employees gain reputations that each side can use when bidding / accepting work.
Employees who shine in multiple jobs will find more employers bidding on them, so they earn more while the government gives them less money.
We can investigate those who keep getting fired and threaten to end all types of aid they receive if they do not start to perform suitably. Employers who are abusive or break the basic rules of the system can be barred from participating.
Keeping the incentives lined up on a pay schedule was easy. Here’s what I came up with:

With all dues respect, I wonder if the author ever worked for a living? Ever picked the grapes he refers to in the article? Ever worked at a minimum wage job, or toiled at menial manual labor.
Personally, in my opinion, this thread reads like intellectual hypothesis. A thesis from an academia. Theory seldom works in the real world.
Intellectual hypothesis,theories that have failed to work, is what has gotten US into this mess to start with.
Where are you going to find employers?
Obama's war on wealth, coupled with the lousy ROI for any kind of savings, means most employers are sitting it out.
How do you encourage them?
Or we could just unionize all illegals making their wages no longer attractive to employers. Americans can then fill these jobs by working and being paid under the table. Without the burden of taxes their hourly rate would be reasonable. Thus ending the illegal and the unemployment problem. People are double dipping (getting unemployment while working off the books) now anyway. Just a little sarc here.
Can't buy into your scheme Morgan…Why? Because we have immigration laws already on the books, all that's needed, is to enforce them. Next, love or hate them, we also have labor laws on other books. What you're asking for Morgan, is to somehow forgo current legislation, and opt to experiment, or in other words, tinker with social engineering. I give yer plan a thumbs down.

Also, you all are supposed to support the ideals of the Founding Fathers. They thought America needed migrants to thrive. They wrote this in the Declaration of Independence:
"He [King George III] has endeavored to prevent the population of these states; for that purpose obstructing the laws for naturalization of foreigners; refusing to pass others to ENCOURAGE their migration hither, and raising the conditions of new appropriations of lands." (Capitalization added)
but you fail to recognize we do not need to have the government enter into any employee-employer contracts. we do not need unemployment compensation. why are lousy workers entitled to recieve money paid partially from the employer who fired them? if somebody does not posess the basic skills to get a job, and everybody knows the horrors of somebody reduced to living in the streets, perhaps they may spend the time learning how read and write during thier free school they get now. government is never the solution to anything except incompetence, they can't even handle that. how about stop using money in government to buy votes, and no handing out cash to anything not allowed in the constitution?

At the level of policy mechanics, I grant that this plan would seem an at-least-functional alternative to the current unemployment scheme. Maybe it would prove superior. Maybe it wouldn't. I am willing to concede that it might be cheaper than the current system.
But, I think there a few things worth pointing out.
1) It is naive to think the Fed will ease off quantitative easing merely because the unemployment rate drops.
2) In a down economy, assuming productivity gains even materialize, there is a critical distinction between "productivity" gains and more production. I doubt we would see any of the latter.
3) I seriously doubt that the trade deficit would in any material way be affected by this. Most overseas jobs are factory jobs, not service jobs. There are service jobs aplenty here. Thus, any reduction in domestic service costs might actually lead to a higher trade deficit as American consumers spend less on cheaper domestic services and MORE foreign produced goods.
Lastly, a discussion of the mechanics probably misses the first principles point: we can justify almost anything if our only guide post is efficiency. What do our first principles (the rule of law, the Constitution, our national conscience, etc.) require us to do?

Here's an idea. We have an EXISTING Federal Immigration Law that states that if you are in the U.S. Illegaly that you are in violation of Fed law, and will be deported immediately. – - SO, enforce our Federal Immigration Law!
Clean sweep; and close up the borders at the same time! . Solid walls with narrow Guarded entries all the way across the four States! . Our economy will grow, our crime will drop and we will be safe and secure once again!

Morgan I appreciate outside the box thinking. This however seems quite complex. I support the notion of a garaunteed income for citizens at a POOR sustenance level, but you get to keep everything else you earn as a replacement for all social programs. As others have noted where is the constitutional mandate where does the authority come for redistribution of wealth.
I believe taxes should be raised at the point of individual consumption ONLY (Sales Tax). No export tax, no import tax no income tax no social security tax.Tax on retail sales only.
My preference on imigration policy is self deportation encouragement, cutting off benefits and employment and a fast path to legal imigration for our neighbors to the south, but no line jumping.
My plan also has a flaw without the feedback of individual tax returns how would we enforce employer restrictions on employing illegals.

I guess by having public money paying for most of the wages. You, as the employer pay a dollar an hour and the government chips in $5, so obviously you fire all your $6/hour guys and rehire the unemployed at $1 an hour.
Income is not a right, it is a privilege, nor does this Federal government have the Constitutional authority to even be providing it. I say enough of these half-baked regressive solutions. Just get the government out of the way of the private sector by cutting taxes for all income brackets, relaxing burdensome regulations, etc., so they can be given an incentive to create the necessary number of jobs that this country desperately needs right now, while at the same time deploying a fully armed National Guard – with the authority to apprehend individuals suspected of entering the country illegally – to the borders to keep illegal aliens, drug-runners and other such undesirables out. Also, cut off all means of subsistence for illegals like jobs, welfare, food stamps, free education, etc., and they will have no other choice but to self-deport themselves along with their familes once they realize they can no longer make a living here. If you just try enforcing the immigration laws that are already on the books for a change, it won't be long before you start seeing real results.
As Thomas Jefferson famously said, "government is not the solution, they are the problem". (I couldn't agree more.) The last thing we need to do is to create yet another bloated government entitlement program that will only make people more reliant on government.

I worked construction and maintenance jobs making anywhere from 12-14 bucks an hour. Now I make 8-10 bucks an hour. All pro-amnesty people have never been affected by illegals standing in front of Home Depot. It's the egalitarian bourgeoisie on both sides who seem to be so fond of people who break the law, cost us billions in health care, who get free food and clothing and fill 1/3 of our prisons.

The descendants of recipients of Spanish and Mexican land grants want state lawmakers to pay them unclaimed royalties from the mineral rights to their ancestral land, which eventually became Texas. The descendants' lawyers estimate the value is at least $200 million.
The 500 descendants want state lawmakers to amend the state Unclaimed Property Act to give them access to unclaimed royalty proceeds from those ancestral lands. The descendants and their legal teams met Sunday in San Antonio to plan their strategy for righting what they regard as an injustice dating back more than a century and a half.
The royalties originally paid by oil companies have been sitting unclaimed in the Texas comptroller's office, the San Antonio Express-News reported in its Sunday edition. Attorneys for descendants say the comptroller has at least $200 million in unclaimed royalties, but information they have obtained through the state Freedom of Information Act show more than $561 million is unclaimed, the newspaper reported.

That was then, this is now! The problem now is that minorities don't practice birth control, so we have too many people to support. We don't need illegals, we have enough unemployed people as it is. Welfare reform is a must for us to get out of debt. The corruption is amazing. I have an employee that works part time. She has 4 kids and has never been married. She gets complete govt assistance. She just got her tax refund. She paid a total of $800 in taxes last year and got $6000.00 plus back. Did she put the money away for her bills or her children? Hell no! She bought $4000.00 dollars worth of rims and tires for her SUV! Do you see a problem there, or are you one of the corrupt abusers of the welfare system? My point is if you reform welfare and put these people to work so they live within their means, the country would be a better place!

In regard to the illegals working here, it is simple; as an employer, if you hire one, prepare to lose your business. The employer will be forced to hire either folks with green card/temp work visas or pay a market based wage to encourage those who would rather sit on the sofa and wait for the welfare check in the mail.

What you suggest is what is actually coming: an underground economy. When tax rates explode to insane levels at the same time the Dollar becomes worthless because the Obama Regime has diluted it into nothing, who is going to want to work for money? Especially money that can be tracked and taxed.
The most basic form of exchange, goods or services in kind for other goods and services, ie: the barter system, is the oldest and still among the most effective forms of commerce there is, and it will make a comeback. It also is unique in that it is a currency that always holds it's value. If you can do something or make something that other people need, you always have an intrinsic value.

My idea for solving the unemployment and Welfare program problem goes like this. Have any of you ever worked with Labor Ready? It goes like this: you show up to the Labor Ready office, you prove your legal citizenship, and then you show up every day early in the morning when you need work. Employers pay Labor Ready for your labor, who then pays you on a per week basis. The government could implement a system like this for Welfare and Unemployment. Some might argue that this would keep some people, like the disabled or single mothers, from getting benefits. That's not true. Even a blind, deaf, or legless person is capable of producing something of value, right from their own home. Same goes for single mothers. My point is, if the government is going to be paying out compensation and benefits, there's already a system in place for the government to get something of value in return. It doesn't require great changes, just new thinking. Of course, Demoncats would fight this tooth and nail, they hate the idea of production and mutual exchange.

Maybe I don’t know immigration law but it would seem to me that if they were brought here as children and have lived here all this time that they would certainly be eligible for citizenship – all they would have to do would be follow the rules, complete the requirements, and become citizens.

Wishful thinking I know that if illegal immigrants stopped coming the only ones out in the desert in the middle of the night would be smugglers. How long do you think Columbia would allow us to send criminals and/or other undesirables to their country?
How long do you think the world would allow us to do something like that? What you are proposing is what other countries are doing to us. We can't demand our own Sovereignty, while underminig our neighbors or other countries.
Interesting thoughts, but incompatible with reality. What we don't need is a new Govt bureaucracy to handle workers-illegal or legal-in the free market. The answer is simple. Have you ever wondered why illegal immigration isn't a big issue in Canada? It isn't a crisis because illegal aliens get nothing from the Canadian tax payer. Don't take my opinion as an endorsement of Canada's ever increasing Statist form of governance; however, on this issue they are correct.
You can be illegal in Canada, without fear of deportation; but as an illegal you and your children receive zero government assistance. Furthermore, you can never be a citizen and there is no birthright citizenship. The problem with American is that we give away free stuff and as long as this carrot is dangling, illegal immigrants will continue to invade. If I were a poor Mexican, I'd make it my top priority to sneak into America.
If we instituted Canada's immigration schematic, immediately we'd save close to a trillion dollars annually in Medicaid costs alone. Private Charities can support and pay illegal aliens at their discretion, but spending American citizen tax dollars to improve the lives of illegal aliens is antithetical to a free society. Cutting off all Government giveaways would immediately curtail the flow of illegal entries and force large numbers of illegal aliens to self deport. In addition, this strategy would eliminate the costs associated with hunting down illegal aliens and monitoring the businesses which hire them. Again, free market principles could solve this problem quickly. Accordingly, we could then more effectively direct resources to securing the border and combating the criminals/terrorists who enter out Country to cause harm.
Solutions..we must start somewhere. Bitching and moaning isn't working. If a bong hit gives you a positive idea, it's still better than what we have in place now.

I see there are a lot of negative responses here… I like the idea on how you looked at this problem outside the box. I must say that it is a better system than the one we have now and I would have thought it would be a compromise that possibly could get some Republican and Democrat support. Maybe not… Assuming that we must continue paying these unemployed and the indegent or 5% that won't work in a booming economy I think this is a good way to get some people out from the point of no return (dissenfranchised, bitter, depressed) It would save our government a ton of money and would really bite into the "under the table" or black market. Once a bid is won the person would have to work.
How would the system accomidate short term employment? My main worry would be that these jobs would mostly be short term, like a week or two. That would really muck up this system and maybe create loopholes. But Ebay is pretty efficient and could react quick enough to accomidate this influx using a system like that. How about all the employer requirements? Would the government be providing health, insurance, business taxes on each employee till they graduate from the system? That too would reward companies which use it and not penalize them when they just need a helper for the short term… Better than temporary employment agencies for sure. There is a lobby that would hate this idea

What Constitutional Authority does government claim to take private property away from one in order to give it to another? I submit the power to tax is not the power to redistribute wealth.
With all due respect, this piece looks like something written by the Obama administration itself. Quasi government public/private partnerships are one of the roots of the problem, they are not the solutions to them. Further blurring the line between public and private will only make matters worse.
The solutions rest in personal responsibility and accountability that come along with Liberty itself.

The room is full of workers and he wants to let them all know he means business, and wasting time on the clock is not acceptable.
The CEO walks up to the guy and asks, "And how much money do you make a week?"
A little surprised, the young fellow looks at him and replies, "I make $300.00 a week. Why?"
The CEO reaches into his wallet, hands the guy $1,200 in cash, and screams, "Here's four weeks pay, now GET OUT and don't come back!"
Feeling pretty good about his first firing, the CEO looks around the room and asks, "Does anyone want to tell me what that goof-off did here aside from standing around?"
With a sheepish grin, one of the other workers mutters, "That guy delivered our pizza."
