Taking On the Chicago Machine: An Interview With Candidate Tom Tresser

I first met up with Tom Tresser when I went to my first Olympics townhall event in the summer. Tresser lead the citizen activist group, No Games Chicago. They opposed the bid, as most have probably figured out. Tresser represented No Games, and their position, in the forum. Here’s how I described Tresser’s best argument that night:
Tresser, on at least five occasions, referred to Daley by the moniker corrupt. No one supporting the bid ever challenged this characterization. Instead, their defense was that the bid was a private non profit effort that is separate from the mayor’s office
The corruption in Chicago’s City Hall was the number one reason to oppose the Olympics coming to this city. While the Olympics aren’t going to be here, the corruption is a major reason, the corruption hasn’t gone away with it. In fact, it’s a part of daily political life in the city of Chicago, the County of Cook, and the state of Illinois in its entirety.
Tresser announced his candidacy for Cook County Board President back in October. With several scandals hanging over the head of Todd Stroger, the current County Board President, the issue of corruption was going to be a major part of the campaign. It is, however, the central part of Tresser’s campaign. In fact, Tresser first made a name for himself, politically, here in Chicago fighting against privatization. Privatization and corruption are now mentioned in the same breath here in Chicago ever since the parking meter debacle. It was this debacle that gave all Chicagoans a first hand taste of the corrosive power of government privatization. Back in 2007, privatization was still being done at the margins. That was when the Chicago Park District tried to give away one of its parks to the private Latin High School. Tresser lead a group of citizen activists to stop this and he succeeded. He also got a first hand taste of Chicago corruption.
As such, I sat down with Tom Tresser recently for a sweeping interview all about Cook County corruption, its roots, and what a politician dedicated to ending it could do. To understand how serious Tresser, who’s running under the Green Party ticket, takes corruption, you only needed to look at the table we had the interview on. On this table lay three manilla folders stuffed with paper work: folder 1) Chicago corruption folder two 2)Cook County corruption and folder 3) Illinois corruption.
I first asked Tresser how Chicago’s city hall machine is connected to the machine at the County level. Tresser first pointed out that John Stroger, the father of current Cook County Board President Todd Stroger, got his own political muscle when he supported then candidate Richard M. Daley for mayor over then Mayor Harold Washington in the mid 1980’s. That would have been something near scandalous then since both Stroger and Washington are African American and Daley is white. Second, Tresser pointed out that the most powerful Cook County Commissioner is John Daley, the brother of Richard M. Daley. Daley heads the finance committee on the Cook County Board. Through this chairmanship, John Daley is able to wield all sorts of power.
The connection between the Chicago machine and the machine of Cook County needs to be viewed through much of the levers of both its powers: patronage and contracts. Patronage refers to the cushy jobs that those in the machine get. Contracts are doled out by the billions and tens of billions by the city, county and state government in Chicago, Cook, and Springfield. So, if you’re a patronage worker, you can count on a cushy job not only with the city, but with the county if an opportunity arises. Furthermore, a business ally of Mayor Daley can not only count on the city getting them a sweetheart contract, but one with the county. As an example, Tresser showed me this article from the Sun Times:
A consulting firm headed by former Illinois Senate President Emil Jones Jr.’s stepson John Sterling has been paid more than $787,000 under a Cook County contract funded by the U.S. Department of Homeland Security, despite failing to provide required weekly reports — for 21 months.
That’s the key finding of a Chicago Sun-Times and NBC5 News investigation of the contract for the troubled Project Shield program, a $40 million federal initiative born of the Sept. 11, 2001, terror attacks.
Sterling’s company, Synch-Solutions, was hired by Cook County in March 2008 to maintain quality assurance for the program, which aims to place enough video cameras in police cars and at stationary locations throughout the county to be able to provide a web of live video to a central command in case of disaster, attack or other emergency.
Emil Jones is the former President of the Illinois Senate. This story details how his step son got a sweetheart contract from the County and the step son’s company appears to have done no work. Jones was a part of the state government in Springfield. Yet, he’s able to use his clout to give his stepson a sweetheart deal with the County government. That’s how all three operate because all three are littered with corruption.
The other reality is patronage. That’s the process by which machine activists, cronies if you will, get cushy jobs. Tresser told me that he volunteered for Dick Simpson’s campaign in the early 1990’s when he ran against Dan Rostenkowski for the U.S. Congress. Tresser visited a handful of polling stations as part of his volunteer work. At each station there were a handful of Rostenkowski “volunteers”. In fact, they weren’t volunteers at all. These were government workers, from Chicago’s city hall or some County office, that were out campaigning for Rostenkowski. So, county workers are often asked to help out the campaigns of the machine on any level of government.
To put the corruption on the county level into context, Tresser next opened up the minutes to a recent Cook County Board meeting held on December 2nd. The major news out of this meeting was the roll back of a sales tax increase. What was of interest to Tresser was found in the first fifteen minutes of the meeting. According to the minutes, there was an approval of settlements of no less than eleven different court cases against the county.
Five of these settlements had to do with Shakman suits. What are Shakman suits? They’re named after Michael Shakman. Shakman fought a vicious battle in the 1960’s to make sure that city hiring and firing wasn’t politically motivated. There was little explanation of the settlements in these five cases but we can assume that someone was passed over for a crony of the machine, they sued, and this is the settlement. The other six settlements were for injuries that were job related. In one case, an individual received $1000 for spilling coffee on himself. Because John Daley runs the Finance Committee, he has great power in authorizing these settlements. When Cook County Commissioners Tony Peraica and Bridget Gainor each asked for explanations of these settlements, they were quickly summarized in two minutes and the meeting moved on.
This too is symptomatic of Cook County. Because hiring is often done with patronage, Shakman suits are a part of political life. We can all assume that there’s exponentially more patronage hiring than there are suits to stop such hiring. So, if five were settled in this one meeting, we can all only imagine how much patronage hiring there is. In fact, just in the city of Chicago, the city settled $136 million worth of lawsuits last year.
What is the end result of having a series of patronage workers in the County government? Tresser showed me this report from the local Fox affiliate:
In the report, one County worker was caught napping. Another roads supervisor was followed and for three hours the supervisor never actually stopped to inspect any of the highway workers he’s supposed to supervise. Who is the government worker caught napping? His name is Alex Moreno and his brother is Cook County Commissioner Joseph Mario Moreno. In fact, according to the report, there’s 137 employees of the highway department that are “pushing paper” in the downtown office.
Finally, there’s the issue of TIF’s, tax increment financing. This is the method by which Mayor Daley, especially, is able to create a slush fund for his political needs. TIFs were originally meant for development in low and moderate income areas, but Daley has created them in such places as the posh South Loop area of the city. They’re now simply a means of securing financing for contracts for friends of Daley and to hide the money.
So, that’s how the corrupt city, county and state governments function, in a nutshell. How does Tresser propose to fix things? He would start with a forensic audit of the entire county government to see where each and every penny is going. That’s the only way to root out each and every corrupt contract. Next, Tresser would order a desk audit. By this he means that he would order a review of all the employees of the Cook County government. He would start with the top level managers, those making six figures. In the second year, he would look at the middle managers and in the third year he’d look at the “line employees”, the plumbers, construction workers, and contractors. Only with such an audit, in Tresser’s estimation, can the government root out the cronies, waste, and inefficiencies in hiring. The cronies would be replaced, the fut cut, and the inefficiencies combined. That’s a process that would take up to three years.
From there, the County government would look at strategic planning for the future. Once the waste and corruption were rooted out, Tresser would look to set goals for the government so that it’s again functioning on behalf of the people. He would implement simple things like a suggestion box and the so called secret shopper. The secret shopper is used by businesses who send in spies to check out their retailers to see how the staff provides service. Tresser would do the same thing only these “secret shoppers” would attempt to get property tax information, stamps, and other county related services. Tresser would also beef up the Inspector General’s office and give that office more support. Tresser would also use the so called power of the purse to lean on other departments of the county government. For instance, Democratic nominee for Cook County Board President Dorothy Brown is currently the Clerk of the Circuit Court. The Cook County Board President can’t force the Clerk to do a similar audit of their department, but the President can withhold funds from any other lever of the county government that they believe isn’t functioning properly. That’s what Tresser told me he intends to do.
Finally, I asked him what an honest and truly anti-corruption crusading Cook County Board President could do to disrupt the power of the Chicago machine. Tresser said that there would be no more sweetheart contracts to Daley’s friends. Furthermore, Daley wouldn’t have the county workers to count on to do campaign work. Not only would this starve the Daley machine of its power to line their friends pockets, but this could open up much of city hall to challenges from insurgent candidates. Furthermore, if Daley is no longer to be counted on to deliver the votes to an ally, his own power diminishes.
Finally, we talked about some of Tresser’s potential opponents in the general election. We didn’t speak about Stroger since Stroger’s reputation preceeds him. Dorothy Brown is the current leader in the Democratic primary polling. Brown has made a name for herself in opposing Stroger, but in Tresser’s view, she’s still a part of the machine. She’s had her own taints of corruption. Another individual making a name for themselves is Toni Preckwinkle. Preckwinkle has made a name for herself taking on Daley. Tresser pointed out that Preckwinkle supported the Olympics after first opposing it. Furthermore, Tresser said that he knows of no TIF that Preckwinkle has opposed.
The candidate that Tresser thinks will come out of the Democratic primary is Terry O’Brien. O’Brien is currently head of Chicago’s Water Reclamation District. He also runs a private consultancy on environmental issues. Here’s how Andy Shaw of the Better Government Association explained this conflict of interest:
It’s an outrageous conflict of interest and a dereliction of duty for the head of an agency responsible for ensuring that we have clean water to drink and play in, to work for a company that protects the polluters. It’s ‘dirty’ politics, literally and figuratively.
O’Brien has promised to divest himself from the company if he’s elected Cook County Board President, but doesn’t see his current dual role as a conflict. Tresser scoffed at this notion. Tresser said he didn’t know any of the Republican candidates and didn’t give them much chance to win. Given the Republicans track record recently in Cook County, his assessment has historical backing.
Tresser ended the interview by pointing out what he feels is an inherent conflict of interest of Cook County politicians taking money from PACs and corporations. For instance, Todd Stroger received several thousand dollars from Ariel Capital LLC. How much, Tresser asked rhetorically, did Ariel receive in contracts from the county? Tresser pledged to take money only from individuals. This puts him at a decided disadvantage compared to the other candidates. He also pointed out that refusing to take corporate and PAC contributions is also a platform of the Green Party. In Tresser’s view, the only way to serve the people and not the special interests is not to take money from the special interests.

Not just in Chicago, in my experience a state or county worker thinks 30 hours a week is a death march, using vehicles for personal dalliances, sleeping on the job, taking 4 hour lunch breaks. That pretty much sums up the majority of them I have known.
The only person that is less motivated to work than a union slacker is a government union slacker.
Once again thank-you Michael for good shoe leather journalism. I can always count on your articles to be clear concise. You let the interviews speak for them self without the layering of personal opinions. It is interesting to get another view on privatization. There is no doubt that government is an inefficient provider of service. It is just as obvious that privatization based on fixed bids, cronyism, graft and no oversight can be even worse. It is easy to become mesmerized with the bumper sticker arguments of either side of the issue. What truly matters are the facts on the ground. The process Mr. Tresser outlines seems to be a straight forward approach to at least exposing the depth of the problem, Can he disable the machine this way, I'm not in Chicago but I am guessing that machine will not go easy into its good night. Mr. Tresser will need a food taster I think. I have not voted for a Green candidate since Barry Commoner (for my BG friends please forgive me I was 20, afraid of RayGun and disgusted with JC) but just maybe anyone with the cajones to take on Daley is worthy of a vote. Then of course, the river would probably never be green again on St Patties Day.

It's hard to beat the machine. They have all, or most of the
city workers under their thumb. The city workers depend on the
machine to keep them on the job, they feel that if a Republican
gets in, they'll lose their jobs, so they not only vote for the
Dem, they get their family and friends to vote that way too.
(I remember when I was a kid, they had at least 5 working on the
garbage trucks, 2 would run into my mothers tavern, sit and have
a few beers, and 2 would work.) It was a joke! I think that practice
has ceased a long time ago, or at least I hope it did. A lot of
people in my neighborhood had city jobs, and the machine would try
to place you in a job if you went to them with your hand-out.
With the economy the way it is, they might not be able to do that
anymore.
Having lived here all my life – the graft, corruption and greed that is Illinois politics is like nowhere else. Cook County and the City of Chicago are the worst but State Government is run by the Chicago "Mob" cronies as well. It is a truly sad state of affairs.
The whole Chcagoland seems to take pride in their corruption and the little municipalities that do try to stay clean are looked down upon like they're some kind of freak show.
Cook Co. S.D., CPD & all of the little villages P.D.s will do very, very little, getting paid to ignoring it is part of their take home pay.
The prosecutors, will do even less, they like breathing, unless they get permission from Daley's office, every once in a while they give up a sacrificial lamb.
Side note to those that may come under investigation: if they do go after you, stop dumping the investigators bodies in Indiana, we're tired of finding them in our fields during spring planting. (I'm not joking about that, you've been doing it for over 80yrs)

It is one of those things that people would have to see to believe. I truly can not find the words to describe the mess. It is astonishing the blatancy & openness of the corruption.

There is a man running for Illinois State Senate in 2010 that must be stopped. His name is Mark Kirk, Republican. He is nothing but a piece of corrupt trash spread out by the Illinois Republican combine and a man I know Emmanuel, Jarrett and Obama would love to see take the Senate seat being vacated by Burris. His competition is Attorney Andy Martin, a true Conservative who has fought the corruption in Illinois and Chicago for a very long time. Back Andy Martin and shun Mark Kirk. It makes me sick when I hear only Kirk's name as the candidate most likely to win the Senatorial election next year come out of the mouth of Karl Rove and even Hannity. I grew up in the heart of the beast. My father was a Democrat Princinct Capt. and all of my brothers and sisters got those cushy patronage jobs every summer. I fondly remeber the days of my youth during election season. All six of us kids and my mom and dad sitting around the dinning table each equipped with several different colored pens, phone books and election petitions. We would have wonderful contest to see who could fill out the most petitions. Oh yes, those were the days. I even remember the present mayor daley as a teenager stumbling out of a mobsters beach home in Michigan with two yard glasses filled with beer, stumbling and smashing them as he fell over drunk. Oh yes, those were the days. I remember them well. In Chicago, fraud and corruption are simply a way of life, as normal as breathing, always has been, always will be. I just wish it did not rise the the White House.

America Imported in 2006 mainly from China, Mexico, Japan and India well over $760 Billion Dollars more than we exported in 2006.
The $760 billion dollar import number that I am quoting includes Oil Imports which is something that America cannot change over night therefore must be subtracted out of total import number. The total U.S. crude oil imported during 2006 amounted to: $309.4 billion dollars of crude oil in 2006.
So, $760 billion minus $309.4 billion = $450.6 billion dollars worth of Manufactured Goods that could have and should have been produced right here in America.
Based on conventional wisdom in job creation, if you take $450.6 billion dollars worth of imported goods / $30 billion to create one million jobs = 15.02 million jobs would be automatically created almost over night.

However, I am sure many countries will still export many items from the USA because they will be forced too. That would create even more jobs gained than I have estimated.
USA would absolutely gain 63.41 million Jobs from IMPORTS.
So, 63.41 minus 48.39 = 15.02 million NET JOBS GAIN. (An increase of 31% over export jobs)
My calculation means an ABSOLUTE 15.02 million Jobs gained if the rest of the world did not buy one penny of USA EXPORTS

But, instead the Washington Politicians with all their Infinite Wisdom elected to move all of that manufactured goods off shore to China. Even as America has up-ward of 16% unemployment rate and climbing.
Then to make things even worse the Federal Government must borrow money from China and Japan to purchase back these very products as they are being brought back into America.
I think we are witnessing the Federal Government in the process of transferring all the America Assets off shore to Communist China on a silver platter.
Why would the American Government sit on their hands and watch as all the Manufacturing Base and all our high Technology are being shipped off shore to a Communistic Country like China?
Make no mistake about it China is still a Communistic Country.
We are handing all of the American Military Defenses and our entire manufacturing base over to China on a silver platter.

(Buddy Finley) Circuit Court Clerk? My Grandmother lived next door to him.
In our neighborhood, he was called Daley's right hand man. He ended up
going to jail for some corruption that at the moment I can't remember, but
the word going around was he took the "hit" for Daley.
I remember our Precinct Captain coming to Grandma's door with a fist
full of dollars, and telling her to make sure her kids went and voted
"Democrati" when they got home from work, then he would hand her a
Five Dollar Bill and be on his way to the next neighbor that didn't cast
their vote yet. It indeed, was quite an education and interesting experience
to grow up there.
Point of Information. The Latin School field was actually a good idea. Latin was going to pay for a field that the public could use. The existing site was a weed patch. Useless to everyone. After the lawsuit, the Chicago Public Park District paid for the field in the exact spot. The same rules that would have applied before the lawsuit, apply after the lawsuit. So, what really happened was government spent a lot of money for the same outcome.
I wish Latin would redo the other soccer and baseball fields in the same park. They are in decrepit shape. They ought to build a tennis court down there while they are at it.
Does Latin have a tennis team now?
They always practiced various different sports in Lincoln Park, long before that spot was cleaned up, anyway.
There must have been someone on the Board who got to someone in government, to swing that deal, otherwise they would have paid for it………………..maybe.
With all the nepotism going on (everywhere), it's no wonder the corruption cannot ever be cleaned up…the people are not willing to fight the 'mob' style politics…shame!
Be interesting to see what Chicago and Cook County "Law Enforcement" does if someone tries to clean out the corruption. Any bets as to which way they'd fall?
I don't think that Tom Tresser will be the Democratic version of "Howard Dean;" the "Chicago Mob" has no tolerance for turncoats! The "Mob" have been around a little longer than the mob-controlled "Democratic Party!"

I live in Chicago and detest the corruption at the City and County.
The sad thing is… whatever racket Daley has been running for the past two decades is going to be viewed as a long ago time of civility, purity and innocence compared to the corruption that is coming after he is out of office.

Anyone willing to take on King Richard II capos and the fiefdoms run by the feudal alderman, more power to ya. If Chicago didn't write the book on patronage, they wrote the definitive college text. If your not union, get used to "makin' 'em my way." If your not union and connected, forget higher level promotion. The only difference between Capone and the pols is, Capone skipped out on less taxes. I still have a lot of family in the area –my parents still live in the burbs–that were born downtown like myself. They will gripe and complain about all this all the time.
And they do nothing about it.
For all the corruption, graft, patronage and political grifting, Chicago works and has a nice area, downtown. It would work even better cleaned out but, you can't tell them that. Status quo. Don't talk about the deplorable public schools, or the ridiculous union stranglehold, or the murder rate, or the constant road work (often not necessary), or the pathetic employee work ethic, or the mob ties, etc, etc, etc……..
Chicago has a nice downtown and the skyline is nice.

You're right. The 'Chicago machine' began in the 1920s when Al Capone was selling influence and protection. Anton Cermak is considered to be the first Mayor of Chicago elected by the corrupt quasi-political machine in 1931. He was assassinated in 1933 in Florida, although it was made to appear that the assassin was shooting at the President, FDR, himself a socialist crook (but that's another story).
The proof of the machine conspiracy was sustained in 1960, when JFK won IL by only 9,000 votes, but won Cook County by over 450,000 votes. JFK owed his presidency to Richard J. Daley and the ever stronger Chicago machine. Today they run unions (SEIU), community organizations (like ACORN, but many, many more), and a huge patronage government that now extends all the way to the White House.
Otis McDonald is fighting the corruption that is the "City Hall" Chicago machine…. and he is going to win. While his effort and success will not directly address the cronyism, slush fund creation or on the job napping, it will be a wake up call to Chicago and Illinois governments. Both are about to be told, in no uncertain terms, that even the mighty Chicago political machine has to obey and relent to the demands of the Federal Constitution.
One reason corruption is rampant in Illinois is because Illinois lawmakers, at both the State and Local levels, have it in their heads that they are not bound by the tenets of the Constitution. Supreme Court precedent supports this position and has been employed to allow even the most blatant corruption to fester uninhibited.
That precedent is about to change in a drastic way and it will be the undoing of the political thuggery that takes place in Chicago and greater Illinois. To be sure, this decision is not the end, for it is only the beginning, but it is a giant leap forward in the right direction toward removing tools used to augment the corruption we all see so plainly.

When those American tech etc jobs are moved overseas, the brilliant guy who thought he was headed for the big $ time gets psyched/forced O U T himself. See, the MEGA$ people don't want evidence sitting around to show what and how they "outsourced" – and who doesn't know a lot about that stuff now… It is GOOD to see the sneaks who stabbed Americans in the back lose their own jobs, and their jaws drop. RobertoK, I agree that Mark Kirk would be bad news — his vote for the Cap & Stab garbage alone disqualifies him in my view, and there's no way I'd vote for him. I know almost nothing about Andy Martin (which makes him a better candidate than Kirk as far as I'm concerned), but if you're involved with Martin's campaign, please let him (his PR team) know that his current radio spot is really not a winner and could be a complete 'turn off'" to the under-35 crowd. "Anti" ads and commercials that detail specific "wrong doing," ie., graft, conflicts-of-interest, illegal activity, etc., are one thing, but his spots merely allege that Kirk is associated with homosexuals. That, by itself, unless there's more to it, comes across as little more than "hate mongering," particularly to younger people. As I said, I'll vote for (almost) anyone but Kirk; but most voters don't pay close attention to anything not on network news and/or 'lamestream' media.
The Vatican needs to tend its own garden. Their global activities have always been off balance. World is not flat, Mexicans and Latinos do not get the fence lifted to enter the USA ILLEGALLY which is what the Vatican is promoting. As a true Catholic, I understand these guys have to be sat down and talked to directly and frequently and with the good ol' Freedom of Speech WE espouse but they have probs with.
