The Scandal of Government Health Care: An Introduction to Dr. Anna Chacko
by Michael Volpe
Dr. Anna Chacko
Dr. Chacko spent six years at Lahey Clinic in the Boston suburb of Burlington. When she was fired from there, security had to forcibly carry her out all while Dr. Chacko screamed
Kiss my big Indian Ass
(Dr. Chacko is of Indian descent)
After Lahey Clinic, Dr. Chacko spent about a year at the Boston University until she was removed after complaints of sexual harrassment to the human resources department.
From there, Dr. Chacko moved to St. James Hospital in Butte, Mt. as head of radiology in July of 2007. Dr. Chacko replaced the three radiologists there. The three radiologists, Drs. William Driscoll, Jesse Cole, and Dennis Wright, had a combined 70 years of service to St. James. Prior to her arrival, St. James CEO, James Kiser, often referred to the radiology department as its “savior” because its consistent seven figure bottom line profitability almost single handedly kept the entire hospital profitable. Dr. Chacko left St. James fifteen months later in October of 2009, and she took all the new radiologists with her. In the interim, no less than four lawsuits were filed in which she was mentioned prominently. The radiology department, once the savior, was now deep in the red. In fact, the hospital was on the verge of collapse and they were about to default on lease payments for millions of dollars worth of radiology equipment that Dr. Chacko herself ordered.
Despite this, Dr. Chacko was able to land a plumb job as head of radiology at the Pittsbugh VA and started there in October of 2008.
Attached is a letter dated May 15th, 2009. The letter is from Congressman Brad Miller of North Carolina’s 13th district and it is addressed to General Eric Shinseki, the head of the Veteran’s Administration. The letter is regarding a personnel issue at the Pittsburgh VA about Dr. Anna Chacko. I have had this letter in my possession since the beginning of September. I have been under strict orders not to release it from the source that provided it until a couple days back. I’ve decided to release said letter onto Big Government and have it be the center piece of the first of what I plan on making a series of articles about Dr. Chacko here.
This letter, dated May 15, 2009, was sent by Congressman Miller on behalf of Dr. Anna Chacko. In March of this year, Dr. Chacko was put in front of an adminstrative investigative board at the Pittsburgh VA to determine if she should be removed from her post as head of the radiology department.
Dr. Chacko arrived at the Pittsburgh VA in October of 2008. Almost immediately, staff began making formal complaints about Dr. Chacko. One doctor, Dr. Tanuja Kanderi, complained that Dr. Chacko had called her other employer, the University of Pittsburgh Medical Center, and made disparaging statements about her to the administration there. Dr. Chacko routinely refused to do her required clinical work. Dr. Chacko went so far as to implement a rule that forbade “chit chat” and mandated that all members of the radiology department only be allowed to speak on matters related to their jobs.
Several members of the radiology department were recent legal resident aliens. Dr. Chacko would threaten them with calls to immigration if they “crossed her”. The environment described to me by a source in the radiology department was “the department was divided and at war with itself”
What I’ve just relayed was part of the sworn testimony at the administrative investigative board hearing that convened in March. In fact, the Pittsburgh VA was determined to remove Dr. Chacko and was in the final stages of doing so if fate, Congressman Brad Miller, and General Shinseki hadn’t stepped in.
In April, Dr. Chacko hired a lawyer. The lawyer determined that the investigative administrative board had failed to give Dr. Chacko her “due process” and the results were thrown out. The Pittsburgh VA was in the process of convening a Professional Standards Board. That was scheduled to convene on May 21, 2009. It also had the potential of removing Dr. Chacko. It never convened.
Instead, Dr. Chacko reached out to Congressman Miller. He sent said letter to General Shinseki. Then, within weeks, word came down from Shinseki’s office to the administration at the Pittsburgh VA to cease proceedings to remove Dr. Chacko and restore her as head of radiology.
Congressman Brad Miller is from North Carolina. The Pittsburgh VA is in Pittsburgh, Pennsylvania, of course. It’s not entirely clear what jurisdiction he had in this matter. He is a member of the House Science and Technology Committee, which has some oversight over the VA system, but that doesn’t give him any oversight into personnel matters at a VA hospital that isn’t even in his district. In fact, here’s how Miller begins his letter.
I do not ordinarily regard a personnel matter in the executive branch as a proper subject of congressional oversight
Congressman Miller and his staff haven’t responded to numerous contacts by me in regards to this matter, including a phone call and email yesterday to his office. In fact, he only verified writing the letter to Walter Roche Jr. of the Pittsburgh Tribune. He never did explain to Mr. Roche what his jurisdiction in this matter is.
In the letter, Congressman Miller immediately blames Dr. Mona Melham for the issues surrounding this matter. That’s not surprising. About a year prior, Congressman Miller lead an investigation into the same Pittsburgh VA regarding the willful destruction of a rare strand of legionella. (legionella is an interesting, if you will, disease) The conclusion of that investigation put much of the blame for this destruction upon Dr. Melham.
The tenor of the letter paints a picture of management at the Pittsburgh VA that is incompetent, corrupt, and chaotic. He points out that Dr. Chacko was the fourth head of radiology in five years. At one point, Miller says this.
there is something very wrong in the management of the VAPHS (VAPHS is the acronym for the hospital involved)
He accuses the management of having a myopic goal of getting rid of Dr. Chacko. In fact, Miller strongly encourages Shinseki to halt the Professional Standards Board immediately and instead launch an investigation into the management of the Pittsburgh VA.
Both sources that testified at the original board vehemently disagree with this characterization. They consider the legionella incident a smoke screen. Instead, they point to a pattern of behavior by Dr. Chacko that makes her an individual that’s simply unsuited to continue to work at the Pittsburgh VA.
Dr. Chacko was ordered to complete a management training course and then on August 1st, she came back to work. Her behavior became even more extreme following her return. She even more routinely refused to do her clinical work. In fact, often radiologists would have to involve the head of the Pittsburgh VA, Terri Wolfe, to force Dr. Chacko to do her clinical work.
According to a source in the department, Dr. Chacko also began to make a series of complaints about members of the staff. Almost always these same people were also making complaints about Dr. Chacko. Formal complaints against Dr. Chacko went as high as the office of the regional director of the VA that includes the Pittsburgh VA, Terry Moreland.
I wrote my first article about Dr. Chacko on September 7. The day following my eighth piece, Dr. Chacko was again put on indefinite administrative leave. I can confirm that an investigative administrative board was again held. Both of the same sources confirmed that they again testified and they both characterize the testimony as largely mirroring the original testimony in March. Neither Congressman Miller nor General Shinseki has returned repeated requests for information on this matter including most recently yesterday.
Because they haven’t, I don’t know how much either knew about Dr. Chacko before one wrote a letter on behalf and the other overrode the decision of a local hospital. A simple google search would have revealed plenty. There are four articles about Dr. Chacko from Butte, Mt., where she served as head of radiology at St. James Hospital from July 2007-September of 2008.
The first article recounts how two radiologists with a combined sixty years of service at St. James were let go to bring in Dr. Chacko to head the department. The second recounts how Dr. Chacko filed suit against another radiologist named Jesse Cole because she alleged he threatened her. A third story talks about a lawsuit by the former radiology manager at St. James, Kristi George, in which George claimed that Dr. Chacko lied about her, disparaged her to colleagues in an attempt to have George fired. The final article, from September of 2008, recounts how Dr. Chacko would be leaving St. James AND take all the radiologists in the department with her. Again, two radiologists with sixty years of combined service were removed so she could step in AND she was gone less than two years later. In my opinion, those articles should have been a major red flag.
Furthermore, Dr. Chacko, now 64, has worked at the Boston University Medical Center in Boston, St. James Hospital in Butte, Mt., and the Pittsburgh VA all since the end of 2006. That’s a peculiar work history for someone that age and should have been another red flag. Given the accusations against her, there should have been all sorts of red flags for both Miller and Shinseki before injected themselves into this matter.
Here’s how a source described my contribution to the story.
All of us are very grateful to you for what you have done. If it were not for your articles the senior VA adm in Washington would have not realized what she is
Besides an obvious attempt to stroke my ego, that statement also reveals that those in D.C. clearly didn’t do their homework before the injected themselves. I am not the head of H.R. at the VA. As such, it’s not my job to show the administration that their personnel decisions at the Pittsburgh VA were misguided.
By now, it should be clear to all that neither Congressman Miller, General Shinseki, or Dr. Anna Chacko ever wanted this letter to come to light. If they had their way, all of this would have occurred and no one in the general public would have known.
In fact, the story of how I received this letter adds the last layer to this story. Upon her return, Dr. Chacko showed this letter to an individual she thought she could trust. (I don’t know their identity) She couldn’t and eventually the letter wound up in my hands. I was under strict orders not to release because my source feared that Dr. Chacko would know who betrayed her and take reprisal. Dr. Chacko showed this letter to the individual in the context of a power play. According to a source, words to the effect of
see I can get a Congressman to write the head of the VA on my behalf so don’t cross me
were used. I don’t know how much responsibility Congressman Miller feels for writing the letter (since he refuses to speak to me), but he should know that this letter was used by Dr. Chacko as a tool of intimidation. Furthermore, because Dr. Chacko challenged the results of the original investigative board, she was given transcripts of all the testimony. As such, when she came back, she knew who in the department testified against her and of course, she treated them with an extra venom. (again, the same two sources confirmed that as well) I don’t know if General Shinseki had done the math on all of these calculations, however, by sending her back, he unwittingly gave her a tool that she used.
Mind you, Dr. Chacko is 64. Her career spans several decades and includes stints in the military, she reached the rank of Colonel. (Often she directed colleagues to call her Colonel) As I unfold this story on Big Government, it will add even more context to the decision by both Miller and Shinseki. In Chicago, we call this CLOUT. In Chicago, it means cronies getting cushy jobs in the water, parks, and sanitation department. In so doing, those that know what they’re doing are passed over and move on. Incompetents then become in charge of the city’s infrastructure, and that’s why the city is now falling apart. Dr. Chacko had clout and everyone else in the Pittsburgh VA didn’t. As such, she wasn’t removed and everyone else suffered. In fact, the Pittsburgh VA has suffered. I’ve been told that almost everyone in the department began to put their resume out there upon her return. It’s what happens when those in power misuse their power. It’s what happens when they inject themselves where they don’t belong without having all the facts.
I’m always amused when someone claims that our VA system is a model for government run health care. Dr. Chacko is the poster child of what happens in the VA. It’s this sort of clout that corrupts the system.

Thanks Mr. Volpe for following up on an important story. God knows we won't read about this in the legacy media. It's just another example of our corrupt government officials at work. Just another reason we need to clean house next November.

Is the reason that it was Congressman Miller because he is on a House Committee that has some oversight to the VA, specifically in PA? (I don't know the answer, but I see it as a possibility for jurisdictional claims). Is one of the reasons the letter was even sent was because he was probably only given partial information (very filtered and designed to make the parties look bad) about a situation he was fairly removed from. My two cents. It doesn't look good anyway.
However, I'm not sure it's fair to attribute this to "Government Run" health-care. There are examples of problems of abuse in any situation of power or influence.
I spend quite a bit of time around the V.A. I have no knowledge of the conflict at this level. I can verify that there is a lot of animosity within and between departments and staff at the V.A. Hospitals I have contact with. If I had employees that acted in the manner I have observed, they would no longer have a job with me. I would assume it is hard to get rid of the "Bad Apples" Government Health Care? Say it ain't so.
To the many, many dedicated V.A. Employees, Thank You and I am sorry if this reflects on you but, something must change.
I use the VA and if I didn't know more than the Dr's about how to stay healthy and my health they would have me taking 6 or 8 medicines and coming every 90 days for Costly "Check ups" . Instead I go once per year. Ihad to use My Congressman at one point because My Dr issued two prescriptions to me behind my back and without my knowledge or approval. There is never any discussion of alternative treatments such as excersise or sound nutrition intake etc.
I am not impressed. I go to the Hampton VA Medical Center in Virginia.
Wolfera the Chacko, walk by starlight. Wolfera the Chacko, stuck in the Land Of The Lost. Haha yeah Craziness git her! This wolf of a woman is still in the system? Absolutely ridiculous! As in the words of Gordon Ramsey(a?), “She’s absolutely BONKAS!!”. They need to put her arsch in Shady Acres permanantly!
I've a hunch that the reason she refused to do clinical work is because she's trying to conceal gross incompetence.
Men and women who've sworn and served to protect us all deserve far better than this piece of sewage and the idiot incompetents that protect her.
This kind of thing happens all of the time especially in the corporate world if they want to get rid of someone. They usually move them to other positions in the corporation though.
or fire them.
From India? She needs to have her previous incarnations checked. That is where the problem is.
Let me respond to Ben. I’ve spent a lot of time on Chacko. I can speculate about why he wrote the letter but that’s pointless. His committee has oversight over the VA. That doesn’t mean he has any business telling the head of the VA whether or not the head of radiology in the Pittsburgh VA should or should not be fired. If that became SOP, nothing would get done.
The bottom line is that Miller must explain himself. Period. No speculation. He must explain himself.
I hope to turn this into a series here. Most of it is on Chacko herself who did much worse things at Lahey Clinic and St. James, but this is all about CLOUT. A powerful Congressman helps someone and sticks his nose where it doesn’t belong. Why does Miller write a letter on behalf of Chacko? It’s because she has clout. It’s as cynical as politics gets. Now, he wants to hide and hopes this goes away. It really doesn’t get any more cynical.
Miller once told me that Congress can do anything it well pleases. He even had the audacity to tell me that Article 1 section 8 is not a limit on Congressional authority. He even went so far as saying that the 10th Amendment has no effect on Congress. (and I summarily blasted him as being Communist, which he didn’t flinch at)
I am ashamed of being in his district and you can rest assured I’ll be bringing this article to some friends in the press here locally.
From America? You need to have your hideous, childishly simplistic, ignorant ass SCHOOLED. That is where the problem is.
"If that became SOP, nothing would get done." That might be better than what is going on now with our Government at the present.
Part One of Two
Let me tell you about my personal experience at a local VA Hospital. I had a spot on my face about the size of a dime that's been with me for most of my life. After reading about skin cancer I was concerned enough to ask the local VA Dermatology Department to check it out for me. Their lab discovered that this same spot that's been with me most of my life contained cancerous cells. Although it caused no discomfort or any change in its size or shape, VA Dermatology Department decided to do a "simple" "spot incision" to get rid of this cancerous spot.
Well, I was referred to their "best" Dermatologist, according to their Dermatology Department. I may not be the handsomest veteran out there but I always considered myself a rather attractive American male. I have several ladies in my life to vouch for me.
Part Two of Two
So, there I sat in front of their "best" Dermatologist waiting for a "simple" and "painless" procedure on a tiny spot on my face that's been with me for most of my life. Well, without following what should have been a careful and systematic removal process, this supposedly "best" doctor butchered my face. This same doctor and his nurse laughed and said that with his master work, I would have to chase away women. That's the kind of treatment we get from VA Medical Centers.
Sure, I complained to the VA, and you know what, I got nowhere. This is the kind of service we get. Are you surprised? Well I am not. For my service to my country this is the kind of treatment I get.
So when I read your article about this incompetent VA doctor I was not at all surprised that this doctor continues to work for the VA medical center in Pittsburgh. God help us veterans who selflessly served our country when our country needed them.
First, she no longer works for the Pittsburgh VA. I will take some credit as my sources within the Pitt VA give it to me.
Second, here’s what I’ll say about the media.
As for the media, dozens of media know about this story and so far, only Wally Roche of the Pittsburgh Tribune has done anything with it. That includes several media in Miller’s district in NC. There’s absolutely no excuse for that media not to follow up. His constituents should know what he does for people outside his district when he thinks no one is looking.
Right now, there’s a major scandal at Lahey Clinic. A whistle blower was fired in a blatant attempt at retaliation. There’s media in Boston that know about Chacko. They know what she did while at Lahey. They’ve had this letter and other documents. Yet, they sit on the story.
Even the media in Butte. They did four story and never bothered to ask if anything else was going on. Surprise, surprise, St. James Hospital is a major advertiser in their media.
In fact, as you read this series, you’ll see that this is a pattern for decades and no one has investigated her until now. She’s literally gotten away with this and much worse and no one has bothered to investigate. Wait till you see the things she did at Lahey. None of the Boston media ever found out anything.
I heard about that dermatologist who is known as a joker because he likes joke about his work and always tells his patients they will have to chase off the ladies when he finishes….after he cuts them up, leaving ugly scars, especially on their faces. If I remember correctly the guy works at Cincinnati VA medical center and I'm sure his name was Dr. Gloster. I talked to a couple of his patients while I was waiting at the VA medical center to pick up my medicine and this doctor uses intimidation to keep his patients from complaining. It's a big shame.
Michael I am always amazed that when I get done reading your articles I have no questions left. Your writting is always methodical and technically well done. I myself can rarely avoid a trick, a cliche, or sarcasm to make my point. Instead you present your subject and slowly rotate them infront of the readers eyes. I would know this woman if I met her even without the photo the picture you create is enough. My hat is off to you
These stories need to be continuously publicized over and over so more and more people get fed-up and demand changes.
My brother works in the Chicago public school system. A new principal came in and immediately turned a decently functioning school upside-down. No department was untouched; teachers, support staff, maintenance, etc. She even abused school children. People who had been there for years began leaving.
When nothing was done through normal avenues for complaints, the people organized and put together a booklet, chronicling the numerous actions of the principal and took it to the most upper people of the Chicago Board of Education.
I knew the incidents involving my brother, but when I read this booklet with testimony after testimony, my jaw dropped. In my opinion, it was clear this woman was mentally/emotionally unstable.
Do you think they removed the principal? NO, instead they installed another principal to work along side her as co-principals.
I don't know what became of things because my brother had already moved to another school (due to the principal), but you can be assured that this is how things operate in public institutions.
Not the ones I've worked with. I've seen plenty of folks get the axe.
It's called the Dilbert Principle…
Get over yourself, ya internet wuss. A person who makes statements like yours without knowing anything whatsoever about the person to whom you are blathering is where the problem is.

Agree, excellent reporting. I wrote a response but it didn't compute and I don't have time to respond so fully again. Surfice to say – I thank the other hospitals and the VA for putting their patient's first over fear from being sued or outside interference. The latter is just a tinge of what's to come if this horrendous health bill is passed. I can only imagine what the folk at GM etc., are going through, they have my sympathy. Miller needs to explain himself. Did he inquire if any of the patients suffered because of this doctors obvious ineffectivness? That would have been my first question.
Patient safety and care first!
Military doctors are notoriously bad. I have a couple members of my family that are career military and they get referrals to civilian doctors whenever possible. My sister-in-law was literally told she was dying when it turned out she has a not-even-close-to-being-lethal virus. Scared the hell out of us. She's fine thanks to a non-alarmist civilian doctor. The idea of government sponsored health-care scared the crap out of me.
This sounds like a Dr. Whacko!! Something need to be done about this now!! I have heard more than one horror story about V.A hospitals…

Remember, bureaucracies do not make mistakes. Therefore hiring this person was not a mistake, she was ideal for the job. If she has problems doing her job, it is obvious the job is too much for one person alone!
As a Radiologist myself, I have never heard of Dr. Chacko nor I have I read any articles written by her in the literature. I did a search, and no references to achedemic articles come up with her name attached. This is quite unusual for someone heading achedemic departments. When a chairman is hired, an extensive search is done which reference checks and the like. When we hire a candidate, we look at their CV and follow their job record and tenure at their prior employment. Anyone with several short tenures (usually less than five years at one position) would be given a red flag and if they did make it to the interview process, would be questioned why these tenures were so short.
It seems to me that she knows people who are proping her up. A chairmanship is a big deal and most places take great effort and time to ensure they have chosen a proper fit. I wonder what is up here?
Um no, this does not happen especially in the corporate world. The corporate world lives on profit and for teh most part competence increases profit, incompetence will be found and addressed. That is not to say cronyism and favoritism and corruption are absent, but as a rule the degree will be far far less than in a government organization.
A government organization is driven by the need to preserve the status quo; there is no need promote productivity or excellence, only only conformity. As such the department that serves the welfare recipient has no interest in reducing the general need for welfare.
And the result is corruption, favoritism, excess and waste as we see here. All paid for by the producers.
Unfortunately,
I don’t know the story behind her being hired at the Pitt VA, yet. I have a much better handle on how she got hired at Lahey, St. James and BU. Of course, she has all sorts of political juice. That obviously goes without saying. You don’t get a Congressman from some random district to write to the head of the VA without juice. I have identified at least some of the source of the juice and it’s very high. I’ll leave that for another post.
In fact, there’s no question that each and everytime she was hired everywhere there was a total breakdown. I’ve seen her resume and she looks very impressive on paper. Of course, call any of her previous employer and there’s silence. That’s because there’s always a lawsuit and a settlement and silence is requirement. In other words, former employers aren’t allowed to speak freely about what Dr. Chacko did while an employee at their institution. It’s shocking to believe but after Dr. Chacko is fired, she sues, usually wins a cash settlement and also makes sure that former employers are silent as well.
The VA is everything we don't want in U.S. healthcare. Look at North Carolina — an R.N. charted that a veteran at a contract nursing home was doing fine, when it came out he had been dead for 3 weeks! The Government Union kept her from being fired when it came out that she visited none of the vets but charted that they were fine from her office. There was an investigation with Congressional input. Big deal! She had been put in this job after she falsely documented, as Director of the alcohol abuse program, that the veterans were sober. They were not. Always promote the incompetent and dangerous — in the Government!
Unfortunately,
there is no such video. I have confirmed that with several people, both who were there when it happened and had heard about it.
That is the same Anna Chacko and she gave to the other Montana Senator as well, Jon Tester. I believe she maxed out her donations to all three. Keep in mind that she lived in Montana at the time. According to a source, she met with at least one of the Senators in regards to a scheme for a company she owned to manufacture and supply a low grade radioactive material used in x rays called thallium. She was trying to receive government funding though she never did receive that funding. If you read the Roche article I linked. http://www.pittsburghlive.com/x/pittsburghtrib/news/pittsburgh/s_644686.html
That’s it again. If you read it, you’ll see that Chacko made a stink about how the Pitts. VA was putting patients in danger because they weren’t using thallium. In fact, in Miller’s letter, he mentions her complaints. The IG for the VA was even brought in to investigate and found no wrongdoing on the part of the hospital. I believe she was raising this stink as part of a ploy to become the supplier of thallium to the VA system. Such a contract could be worth hundreds of millions of dollars. Dr. Chacko also has a very cozy relationship with GE. That’s a story for another time.

I spent 20 years on active duty, and I can tell you a few things about the military medical system. (Let’s just say, it’s another good argument against the idea of universal government-run health care.)
I’ve heard it said that if a doctor spends more than eight years in the military, it’s just a sign that he or she is incompetent. The theory is that a competent doctor would be able to take advantage of the many more lucrative opportunities in the civilian world.
If the theory is correct, then the fact that Doctor Chacko stayed in the military for long enough to make colonel would tell me that she’s incompetent.
She was in the military about 20 years. She joined almost immediately after she arrived in America and retired in the late 1990’s. She has been described by more than one source as having less than capable medical skills but that’s not for me to judge. She also had no less than four fellowships while in the military. That’s also peculiar though it could mean all sorts of things.
I’m working on an angle of this story that, if true, would absolutely blow it wide open. It relates directly to her competence.
Its called the PETER PRINCIPLE, in her case its called affirmative action. Lived with that crap for 30 years.
Chacko has played both the Indian and woman card plenty. That said, her story is very complicated and can’t be wound down to one simple principle. She’s used all sorts of weaknesses in our system and culture. Hopefully, you’ll keep reading the series and not pre judge anything. There are many things that are involved in her story that are currently being debated.
What's scary is that this woman is exactly the type who would be in charge of public option health care. In the public sector she would be unstoppable. Nobody could complain or fire her ever again, no matter what she did.
Dear Mike:
As Medical Whistleblower I know of another case of a radiologist who set up a HMO in New Jersey and sold MRI radiology equipment who left the state of New Jersey with radioactive waste dump sites to clean up and defrauded patients out of millions of dollars of medical benefits.
Increasingly we are concerned that they are infiltrating our established organizations such as medical establishments. Consider the case of Dr. Magdy el-Amir and the American Preferred Provider Plan Inc., which was reported in August 2002 by NBC’s Dateline. Remember medical whistle blowers are necessary to bring Medicare fraud to the attention of the law enforcement authorities.
Dr. el-Amir, an Egyptian immigrant, started a storefront medical practice in Jersey City. Dr. el-Amir contributed generously to Republican candidates, nearly $18,000 in 1996. With no experience running a managed-care or health insurance company, Dr. el-Amir was granted a license for an Health Maintenance Organization or HMO and a lucrative contract that paid $6 million a month in taxpayers money. In 3 years Dr. el-Amir’s HMO, the American Preferred Provider Plan Inc., lay in financial ruins, its network doctors and hospitals were burdened with millions of dollars in unpaid claims.
Did officials know of Dr. el-Amir’s financial ties to terrorism?
It was known that Dr. el-Amir gave money to Sheik Omar Abdel Rahman, a conspirator in the 1993 World Trade Center Bombing. In 1998 a foreign intelligence report, given to Congressman Ben Gilman (House International Relations Committee), alleged that Dr. el-Amir in New Jersey was skimming money from the HMO to fund ‘terrorist activities. Dr. el-Amir’s own brother, Mohamed was caught on tape trying to buy tanks from Randy Glass, the con man-turned-undercover operative who helped the government break up an illegal weapons ring in Cairo.
Dr. el-Amir’s HMO has now been taken over by the state of New Jersey. More than $15 million is unaccounted for and probably ended up in offshore bank accounts. Now New Jersey state regulators are selling the assets of the American Preferred Provider Plan Inc., to salvage some money for doctors and hospitals. It is calculated that there has been more than $45 million in losses. The American Preferred Provider provided managed care plans which were supposed to control health care costs for 44,000 poor women and children in New Jersey.
Asst. Attorney General Michael Chertoff told the Senate Banking Committee which was supposed to be looking into the terrorists’ money trail in the aftermath of 9/11,
‘Frankly, we can’t differentiate between terrorism and organized crime and drug dealing,’ then- ‘These groups don’t hold themselves independently: They work with one another. Terrorists get engaged in drug activity. They have relationships with organized crime.’
According to The Bergen Record February 22, 2000,
"A year after a Medicaid HMO accused of misusing state and federal funds was dissolved by the state, its founder is still enjoying a millionaire's income while the hospitals and doctors who allegedly were defrauded delay programs for the poor and fight for restitution.”
Attorney Michael Chertoff (now DHS Homeland Security Chief) was Dr. el-Amir’s lawyer for this case. He protected his client well. Chertoff went on to head the U.S.'s investigation into the September 11th attack and become the DHS Homeland Security Chief. No criminal charges have been filed against Dr. Magdy el-Amir, Dr. el-Amir continues to practice in New Jersey and still operates a chain of MRI facilities in Newark, Irvington, and Paterson, and a medical management company.

I formerly sat on the hiring committee for our large physician group. Any more than one fellowship was a red flag. Four fellowships! Silence on the end of the phone line when talking to a former place of practice would speak volumes. Words would not be necessary.
This sounds like the closing scene of Atlas Shrugged painted in a medical context. It even includes the exodus of the competents. It's not in any bill, but this could indeed happen.
It's her military career that interests me. Retires after (about) 20 years in the military and achieving the rank of Colonel? Why? Four fellowships?? If she was board certified in four radiology sub-specialties, the military lost one of its 'Stars of Diversity'. I bet they renamed the medical school she attended after her upon graduation.
My sources for her military career are still not as developed as they are at Lahey, St. James, and the Pittsburgh VA. As such, I only have bits and pieces. She’s often referred to Lt. General James Peake, the head of the VA immediately prior to Shinseki, as the person most responsible for her advancement. In fact, she had a photo of Peake on her wall in her office at Lahey, St. James and the Pitt VA. Multiple people told me the rumor they heard was that she made a sex tape of Peake and has been using that tape to blackmail him since.
The VA system is only as good as the VA hospital near where one lives. I have used the VA Palo Alto system since 2004. I am 100% service related PTSD. I have recently been treated successfully Bladder Cancer. I was hospitalized for 2 operations, had multiple MRI's and cat scans- free.My immunizations current. My primary care Doctor sees me 2-3 times a year. All my medications are at no cost to me. I receive no charge dental care. My eyes are checked yearly and my glasses cost me nothing. I attend group therapy 5 times per month. I see a Stanford grad Psychiatrist twice per year. I have a 24 hour contact phone number for any medical condition that requires referral. I have NEVER met a VA Doctor that was not professional, skilled and caring. The VA system has it's problems. The VA in Palo Alto is not one of them. My thanks go out to the public taxpayer whose monies continue to contribute to my care 40 years after my honorable discharge from the Navy. The Doctors in Palo Alto might not make headlines but they sure do their jobs well.
" The radiology department, once the savior, was now deep in the red. In fact, the hospital was on the verge of collapse and they were about to default on lease payments for millions of dollars worth of radiology equipment that Dr. Chacko herself ordered."
She's got a habit of ordering very expensive hi-tech equipment:
LAHEY CLINIC SELECTS FUJI SYNAPSE®__Release Date: 10/09/2001
Dr. Anna Chacko Chooses Next-Generation, Integrated Web PACS __as Part of World-Class Radiology Re-engineering – contin:
http://www.lahey.org/PressReleases/D_Detail.asp
One would expect discussions with top management and sign-offs before ordering such expensive equipment. Perhaps Lahey and St James discovered something suspicious after the fact? Did she order from the same company at St James, as in Lahey? Is it coincidental that she's in two Radiology Depts., when the need for obscenely expensive hi-tech equipment becomes a need? Hospitals don't have money to burn. A Chair though, is a highly trusted positon, and could perhaps sway a medically inexperienced lay administration. One might wonder if she knows someone in the company? Anyway, mucho kickbacks in such purchases.
Radiology is isolated from the main hospital, therefore witness's in her unprofessionalism, lazy clinical service, etc., from outside that arena are unlikely. She can therefore accuse bias/collusion/conspiracy from the other members of the department.
I do find it puzzling though that she didn't have an initial Quality Assurance/Performance Improvement (QA/PI) interview. Highly ususual as there are routine steps that must be ahered to… No, I just can't see that happening unless she herself refused the QA/PI investigation.
It took Lahey six years to dump her butt, one can bet they have the goods on this lady, in one big fat file. This scenario, is some ways, reminds me of the Education Dept ..
FYI: The NYC VA ,according to my brother, is very efficent, caring, and administers excellent treatment in a timely manner, for those in the area. They're affiliated with NY Hospital. They do have a waiting list for surgeries though…two-three months for prostectomies…I don't know about others…
Where did she go to medical school and where did she do her training? I have heard that she was not
very good at looking at radiology examinations. Being an administrative doctor, especially in the Army for 20 years, tends to concentrate on bureaucracy management, not clinical patient care. Also, how much money was she paid in her private practice positions? It can sometimes be considered fraud if a doctor is paid a lot of money, especially if government funds are used, but does not do much actual work.
10 yrs. after I came home (2rounds) I had some real tough times in my head. The Va. shrink told me I hated my father and resented authority,he gave some pills that made fell like a zombie. That was IT. It was other vets that help me thru it and helped me understand what PTSD was. Vietnam vets were crap to the Va..
Buying radiology equipment is one thing that Dr. Chacko is very good at. Most of it is done with GE however I know the Fuji purchase you speak of and there’s a whole story behind that as well.
Dr. Chacko went to medical school in India.

@Michael – It's becoming more apparent to me that I need to pay attention to your forthcoming articles. The discussion here alone is very enlightening.
@StlDan – Actually nothing is getting done on the VA front in Philadelphia, and that's the problem. It would be great if the government side of things sat on their thumbs and did nothing, but that's not what the quote you made refers to in this case.
I also have done my 20, and more. We used to characterized military medical care as "Free, and worth every penny"
I've also had to deal with the VA since retiring. I have called them twice in the past week regarding my treatment. I get no answer at the clinic, just voice mail. I have left messages with all my required info and have yet to get a call back.
That's about par for them.
Ben, I really appreciate the kind words. Others have said the same thing and I want to thank all of you for all the kind words. The Anna Chacko story is only beginning here.
The reason doctors like this continue to exist is because people are afraid they'll get sued for reporting them. I reported a pain management doctor to the Texas Medical Board (TMB) and got SUED after testifying against him at a hearing! I'm out $20,000 and counting over his "SLAPP" suit and the TMB hasn't even disciplined him, even though it's a direct violation of the Texas Medical Practice Act for a physician to sue a complainant.
So, until anti-SLAPP laws are implemented in every state, anyone who "blows the whistle" on these doctors are putting themselves at risk for getting sued. Speech is NOT free in this country!
If this could be proven, then those big fat kickbacks could land her "big fat Indian ass" in a big fat jail cell!

The only thing missing from this glowing resume' is a board position at ACORN.
Hack Them before They Hack You."
This is soo typical playing the shell game and moving totally incompetent people from one place to another. Maybe it's also they are trying to be politically correct and move her around to get her out of their hair just to create havoc someplace else..Wait a minute I think I've heard this recently..ohh yess the Fort Hood shootings, luckily this doctor didn't shoot people but she did leave a wake of destruction when she left one hospital for another.
Someone sexually harassed Dr. Chacko? You have got to be KIDDING? Was he BLIND?
Good for you!
Next investigation….who is doing the propping? That ought to be interesting?
Concerned,
other way around. She, it was alleged at least, sexually harrassed others.
Sounds like a loose cannon. Get rid of her and report her to the State Medical Board. Let them deal with her.

VA Palo Alto is one of the best hospitals in the country. The doctors and management are well educated and competent. The Radiologists are exceptionally trained and are also part of the Stanford system. I am extremely satisfied by the Palo Alto VA.
