An Industry by Industry Look at the Stimulus Failure
by Morgen RichmondYou are probably familiar by now with this infamous graph published by the White House in January 2009 highlighting their expectations for the impact of the Recovery Act on the rate of unemployment. Far from leveling off at 8% and then declining, the actual unemployment rate ran up to 10% by the end of 2009 and has declined only slightly since to 9.5%, largely due to a decline in labor force participation. This in spite of the rapid passage of the massive $787 billion stimulus bill in February 2009. (Geoff at the Innocent Bystanders blog deserves everlasting credit for being the first to point out this disconnect.)
With the White House and other Democrats resolutely sticking to their claim that the stimulus bill “saved or created” 3-4 million jobs, I thought it might be worthwhile to point out that the very same January 2009 White House report also included an industry by industry forecast of where these 3-4 million jobs would come from. Here it is:
Thanks to the inclination of economists to model verifiable data (even when they are pulling numbers out of the sky), these industry categories happen to align perfectly with employment data tracked by the Bureau of Labor Statistics. Thus we can easily compare the actual changes in employment to the figures forecast by the White House. In the table below, I’ve calculated the net change in employment by industry from February 2009, when the stimulus bill was passed, to July 2010, using the latest data available from the BLS. (Click row headings for data source.)

The figures speaks for themselves, but note that the difference between the total number of jobs the White House forecast would be “created” and the actual number of jobs lost represents an astounding delta of over 6 million jobs. Six million! Where are the jobs, indeed.
Remarkably, even the total number of government jobs dropped, I imagine due to job losses at the state and local levels. And how can the Recovery Act be considered anything other than a complete and utter failure with over 1.5 million fewer construction jobs than forecasted? In spite of endless propaganda over shovel-ready projects, and the nation littered with roadside signs touting Recovery Act projects.
Most damning of all I think is that the job losses I’ve highlighted occurred after President Obama assumed office, and by and large after the stimulus bill was passed and the money began to flow. These are not “inherited” job losses by any stretch.
Defenders of the White House argue that the economy was in more dire shape than they realized at the time, and that the employment situation would be worse without the stimulus bill. This may be the case, but it doesn’t change the fact that the Administration and their allies in Congress rammed through an unprecedented $787 billion in spending – much of it having little to do with economic stimulus – based on flawed assumptions and overly optimistic forecasts.
It’s simply irrefutable that the Recovery Act has not had the beneficial impact projected by the White House. In fact, based on the data alone it’s arguable that the net impact has been detrimental to the economy, especially in combination with other legislation and policy changes enacted by the Administration and the Democrat-led Congress.
While Democrats would like to blame their declining political fortunes on a climate of fear stirred up by the GOP and conservative media, mainstream America recognizes incompetence and mismanagement when they see it. Saddling our children and grandchildren with $787 billion of debt (plus interest), while presiding over the loss of millions of more jobs – and yet brazenly claiming that they somehow “saved or created” 3-4 million jobs – is a disgraceful legacy of failure and deceit from which there is no escape. November is coming.

Wow..the only growth was for Teachers Union employees and Health Care. Go figure. Be Warned: Democrats will dismiss this as lies, damn lies and statistics. This needs to be printed, distributed and read to every citizen in the United States.

I think that the scariest thing is that even with all of the number crunching, some people will continue to push more stimulus spending…Obama's approval number is hovering around 42%…why isn't it in the teens? Why are people – especially smart, educated people still supporting him? Can't we as a country admit that this was a poor idea and go back to what we know works? (Innovative industry, hard work, and freedom!)
I work in manufacturing and in the last 3 years I've had to watch a lot of my friends get sent to the unemployment line. Its one thing to see it on paper its a different picture when you see hard working people with families getting marched to the office one by one and given a pink slip. And the ones of us who are left are expected to work twice as hard so the company can still fill its orders. And then we have to watch our government bail out the problem (A bloated government and unions that can't pay their overpriced salaries and retirement) This whole thing stinks and I for one have had enough.
The Stimulus Failure?

The last republican budget in 2006 had a deficit of 167 billion and unemployment at 4.6. Then when democrats took over the budgets in 2007 unemployment began to rise. In 2008 the deficit also began to rise. Bush never even SAW the 2009 budget because congress hid the vote until after the election. But we know how the deficit jumped to almost two trillion dollars this year and real unemployment is at 16% (and more like 40% in democrat strongholds like Detroit and Baltimore. The democrats own this budget because this si the fourth year they have written the budget and they also own the Community Re-Investment Act which created the recession via the artificial housing bubble. Bush, McCain and many others spoke in 2000, 2003, 2005, 2007 about the housing market collapso but democrats, namely Dodd and Frank, refused to discuss any problems until after the recession hit. Now Frank says we should shut down Freddie and Fannie.
Democrats own this economy. They did not inherit it from anyone. They built it brick by brick.
Democrats simply don't understand how to make money; they only know how to spend it.

I heard on Fox this morning that 10 years ago, America was the best place to get a job in the world. Now, we are the worst. Also, college grads can not find a job period and are having to move back home with mom and dad. Many of this age group voted for Obama and are now realizing that the Hopey Changey thingy has ruined their future.
America will hemorrhage even more jobs if the Tax Cuts are left to expire and many of the new HC taxes and fees start going into effect on January 1, 2011.
What their argument does, is essentially admit that they're completely incompetent on the economy …

I'd really like to know where the money actually went. Did it pay for more arts and crafts teacher? Gay advocacy seminars? Field trips to the birthplaces of America's enemies? Bail out gov't pensions? Where exactly did the money go?
Tax Credits.
Everyone is yammering about tax credits.
I have enough NOL's (Net Operating Losses) and Loss CarryForwards to last the rest of my life, and several more. People do not need tax credits, business does not need tax credits, nor do we need incentives. What we do need is cash, and access to capital. The capital markets are still frozen. That is the Big Lie. I can't go to the feed mill and buy a laod of feed with a tax credit, any more than Joe Sixpack can go to the beer distributor and buy beer with a tax credit.

We can't all just sit back with a sigh of relief after the elections and "hope" the R's get things back together. Jobs Recovery, Stimulus, Porkulous …whatever you want to call it has done more for Union Thug Leaders and Government Employees than anyone else. The Tampa Bay area has an official unemployment rate of over 12%, unofficially it is about 20%. When are people going to realize that the more government gets involved, the worse it becomes.

An Administration that doesn't understand the difference between an incentivizing tax-cut and targeted stimulus is beyond stupid. Think about it. I cut your taxes and you get an immediate benefit, but, the real benefit is for those who will decide to take the risk of increasing their efforts to make more–to take advantaage of the additional that they can make–in the future. The future and taking risk is the key. Targeted Government money on the other hand is temporary–it comes, and then goes. What businessman worth a crap doesn't take into account that ia government gift is going to be gone–in the future? This is not rocket science. What extraordinary dummies.

This article should be required reading for every college level economics class – a primer on the fallacy of Keynesian economics and what happens when you are willing to believe anything in order to sustain the idea that stealing money (under the color of government authority) is sustainable economic policy.
The news only gets worse when you look under the hood. The entirety of the idea of government spending is challenged with this one program. The proponents of the Stimulus told us this would be spent on "shovel ready" projects and would be efficient, yet we say their estimates of construction jobs fall short by 1.5 million – a complete and total policy failure. In fact, it is one that could be forecast from the outset if the Republicans had any real ability to analyze the proposal (or were not enamored with their own corruptions and greed). The bill claims to spend $787 billion to create or save 3.675 million jobs – that's a cost of more than $214,000 per job IF EVERY SINGLE ONE OF THOSE SO-CALLED "JOBS" IS IN FACT CREATED AND NOT "SAVED". This is more than three (3) times the cost of creating a job in the private-sector economy. In other words, in terms of efficiencies, the private-sector economy's ability to produce jobs (as measured by this bill) was more than three (3) times more efficient than the government's ability. What does this mean? It means it cannot be made to work.
This settles the argument once and for all as to which stakeholder in the economy is most efficient at creating jobs – it's the private-sector economy and not the government. As is always the case, had the government not spent the money at all, we would have had seen unemployment dip to less than 7% and Obama would be a hero.
Now you know why our recovery and ability to end unemployment won't start until Obama and his minions join the unemployment lines (or begin their prison terms).

I noticed that the obvious reason is figures don't lie, but liars figure. Remember economics is a discipline(not an exact science) based on probability, statistics, and computer modeling. That's for the whiz kids who play with computers and attempt to change a WAG into a SWAG. For the rest of us "little" people Supply and Demand and the law of Diminishing Returns will suffice. The following assumes that we hopefully have some surplus of cash available after all the monthly bills are paid. The important thing is what we do with that "surplus". Right now folks are stuffing it under the bed, placing it in a sock, or just leaving it in the bank as a reserve against the unknown. And that may not be such a bad idea in this time of uncertainty.

However, in this case assume we have some extra cash and the market is OK. Already I'm setting constraints. That's how it works with the whiz kids also. Anyway we have a few bucks leftover, and we wanna spend it. It's burning a big hole in our pocket. How do do we do it? Anyone who has run a household or small business knows exactly what I'm talking about. We make a choice based on desire or necessity. Assume again that there's plenty of food in the pantry and refrigerator, house is in good state of repair, car's working fine, etc(more constraints). We write out a list or juggle mentally what we wish to do, want to do vs can do. OK, we both wish or want to buy that new 72" hi def, slim TV with all that nifty surround sound equipment that will rock the neighbors to sleep every night. Well, such an expenditure will cost about 7,000 big ones(conservative estimate for the sake of argument), but we only have 200.00 bucks right now. Well we make a decision to save up the cash or we choose to continue to use the 32" TV we already have.

That individual choice affects the supply and demand curve for the TV which also affects employment regarding the folks who make it, the folks who transport it, the folks who sell it, and the flow of your cash back into the market place. Interesting isn't it that such a small decision can affect such a large market.
The Law of diminishing returns refers to the number of people necessary to do a job balanced against efficiency and profitability. Excellent case in point is the best number of people required to harvest tomatoes in a one acre field(example purposes only). If we put one person there, we may lose some of the crop due to rot based on underemployment of resources(people in this case) and will more than likely not earn enough to pay wages or get seed stock for next year. It's a lose lose situation – we're out of business. OK we keep adding folks to the task until we can productively clear the crop, pay the workers, put it on the market, sell it, earn enough to buy next years seed, pay our bills, and hopefully have some left over to call profit. All is good. On the flip side,

If we have added to many workers, they begin to get in each other's way, crush or bruise crop, delay picking time,etc which drives up cost, reduces the net revenue to buy seed, buy food, pay bills, and have any profit to expand business or whatever else the owner of the field may wish to do.
Now about that first sentence: figures don't lie, but liars figure. Depending on the constraints or lack thereof, a curve can be formed exactly to show what one individual or a group wishes to show. It can lie. Perfect example is the true unemployment figures facing America today. Current govt figures do not include the folks who have fallen between the cracks or the underemployed. It is pure understatement – a lie.
Taxes added to the sale or resale is another subject for a different time. Just remember figures don't lie but liars can fudge with the figures, and they do.

Let's take time to give the Community Organizer a little credit here. He has done more for organizing our side than most of our leaders have be able to do so far.

Few believed that the GOP could take back the House again in 2010, and a filibuster-proof majority (or one easily achieved by cutting a few deals with the Mainiacs) might long endure. When I said that we need to focus on a strategy for taking back 100 seats in the House and winning a majority in the Senate, it seemed laughable.
The point is that I wasn't predicting such a victory, but was saying that we needed to get out there and work toward that goal. We might not achieve either objective this year, but we could certainly do better that way than by any RINO deal-making from an obvious position of complete weakness. If the GOP was to ever grow a spine again and do something useful to end this nightmare, it would have to start with the people at the grassroots level rather than the leadership in DC. The curve of delusion from Romer about stimulus job creation was intuitively absurd. There was no time to lose. Thank you to everyone who got involved, whether in the Tea Party movement or in other ways, to stop this.

1-Defense, 3Million employees, (2009) $651Billion (Ok add in Vet Admin = 3,235 Million @ $750Billion)
2-"The pig trough" that would be, Health&Human Services, and Education and HUD, 82,000 (yes thousand)employees @ (hold your hat) $965 Billion.
3- Are we underfunding our soldiers or what?????

I always wondered "Left Behind What?" My tradesman father who was the smartest person I've ever known? That one always just pissed me off, the last nail in the coffin of "real" workers in this country. The first one was getting rid of "tracking" in Junior and High School. Some people really don't need "Progressive Lit Indoctrination" if they are going into the trades. What, everybody is supposed to be a Dr, Lawyer, Indian Chief? Just get real.

I believe the 42% are either socialist/ultra-liberals/union members, those on the receiving end of all that government money (welfare, food stamps, "free" health care, bail out funds) and those who support only him because of his race, i.e. racists.
But the unions did pretty good.
