Obama Stimulus Numbers: The Return of Enron-Style Accounting
by Mike FlynnThe Sarbanes-Oxley Law was rushed through Congress in the wake of an enormous corporate accounting scandal that shook Wall Street and investors across the country. CEO’s and officers at several large companies were found to have “cooked the books”; i.e. knowingly falsified earnings statements to maintain stock prices or propel them higher. The practice came to be known as, Enron-Style Accounting.

The new law had many provisions, but one of its more sweeping was the requirement that corporate officers and executives assume personal responsibility for the accuracy and completeness of financial reports. In some cases, corporate officers could face civil or even criminal penalties if the numbers they reported to the public turned out to be inaccurate.
If only the law applied to politicians.
On October 30th, senior Administration officials went on a full-court media blitz to crow that, to date, the stimulus bill spending had “saved or created” over 600,000 jobs.The numbers were based on reports filed with Recovery.gov, the government’s clearinghouse for stimulus spending.
The Associated Press cautioned that the data was preliminary and reminded readers that a previous Administration report on “jobs saved or created” had overstated the data by several thousand jobs.
Vice-President responded by saying that the latest report “showed the stimulus bill was operating as advertised” and on target to reach Obama’s goals.
No doubt the Administration was in a hurry to get ahead of the October jobs report to be released by its Labor Department the following week. And no wonder, that report showed that the number of unemployed persons increased by more than 500,000 in October and the unemployment rate edged up to at least 10.2%.
By convincing the press, the public and, even, Congress that its stimulus spending had “saved or created” 650,000 jobs, the Administration hoped to obscure the fact that lots of people were still losing their job. At the very least, they could argue that the jobs situation would be a lot worse without the stimulus.
Kind of like, to pick a random example, a company might issue some good future earnings guidance to dull the impact of an analyst’s bad call on a stock.
It turns out the Administration’s media blitz about saving or creating over 600,000 was duct-taped together with some pretty flimsy data. Not to put too fine a point on it, but they seem to have just made up numbers.
Consider:
- The Franklin Center recently reported that, according to Recovery.gov, $6.4 billion in stimulus funds were spent in Congressional Districts that don’t exist. Specifically, 440 Districts that don’t exist. There are only 435 Districts to begin with. A occasional data-entry error is understandable, but 100% more districts than exist?
- GAO reported Wednesday that almost 10% of the jobs the administration said were “saved or created” were in projects were no stimulus money has been spent. It also found that 10,000 projects had spent almost $1 billion and hadn’t created or saved any jobs.
- Ed Pounds, Communications Director for Recovery.gov, told a newspaper today that, “We’re not certifying the accuracy of the information.” Asked why recipients would enter Congressional Districts that don’t exist, he replied “who knows, man, who really knows. There are 130,000 reports out there.”
- Even in Congressional Districts that do exist, the date seems sketchy. Big Government contributor Kristina Rasmussen delved into Illinois’ data and found lots of inconsistencies.
Yes, with the number of records pouring into Recovery.gov there are certain to be some problems. And, not every human being knows their Congressional District and may not know how to accurately estimate jobs “saved,” since there actually is no way to do so.
Still, remember, a couple weeks ago Administration officials used this very same data to take to the nation’s airwaves and proclaim success for their initiative. They reviewed this data and said that over 600,000 jobs had definitely been “saved or created.” That so many problems with the data have been exposed so quickly underscores how irresponsible the Administration’s press blitz was. Even if they were confident Big Media would never hold them accountable for running ahead of the data, the general public does remember these things.
The government requires corporate officers to be personally accountable for all financial information released to the public. Having tens of thousand of employees making hundreds of thousands of separate reports doesn’t absolve them of final responsibility on the numbers. Neither does a need to get out in front of some impending bad news.
A few years ago, politicians passed a law to hold accountable corporate officers who mislead the public. If only politicians were held to the same standards they wrote.
Until his dying day, Ken Lay, former CEO of Enron, professed his innocence, saying be believed the numbers he reported and had been misled by his employees. We didn’t give him a pass. Why should we give one to Biden.

The government has always done this style of accounting regardless of administration. Some administrations were/are much worse than others at doing it. I'm not excusing it here, just pointing out a fact that it is nothing new.
If all of the taxpayers truly understood how wasteful our government really is, there would be a revolt on the order of the Civil War. Just the cost alone of all the needless paper shuffling for all the products, services, programs and other items the government uses or funds is staggering. The waste we the public see highlighted from time to time amounts to a snowflake on top of an iceberg. The government accounting shell-game works well to keep most of us confused as to the true waste in government.

Very good point in this article. Businesses struggle every day under the onerous provisions of Sarbanes-Oxley. Yet, some loudmouthed politician like SluggBiden or ThuggObama can lie their sorry asses off, without consequence.

You are right, and at the end of the day it still boils down to honor and integrity. If at the beginning of the day, they all began with the premise that 1+1 must always = 2, and applied ethics and morals throughout their day, we wouldn't be in this mess. It is unsustainable.

Biggest crime of the century. If we follow the money on this one, the jig could be up for this administration. Trouble is, the democrats have created an incredible teflon coating with the press and they will cover up, no matter what. Smoking guns aside, what could possibly bring the people of this country to action. Will they yawn when confronted with the proof of a 600 billion swindle ?
Good points made in this article. Bernie Madoff created a billion dollar Ponzi scheme and is now paying the ultimate price, but what about our gubment that has created the largest Ponzi scheme ever devised (Social Security) and nobody bats an eye. I just don't understand how these politicians can sleep at night.
i remember back in the '70s there was some minor scandal about govt employees taking really long lunches, wasting time, etc. my dad made the observation that the country would be better off and money ahead if we just paid all those bureaucrats their full salaries just to stay home and leave us the hell alone. somehow i doubt things have improved since.

Other than that, the article is 1,000% on point. If there were ANY real success stories from the Stimulus money it would be on 1 hour specials on MSNBC and in every Presidential speech.
Also, if we increased GDP 3% with $2 Billion in Cash for clunkers money, how has the 100's of Billions of dollars in stimulus money not put us in double digit growth? Because government money doesn't move in the economy, they are short term hits and short term "jobs". What you have on the stimulus package is all of the pet projects and spending items that your congressman or Senator had in his filing cabinet for years that would have never passed in a normal budget cycle. None of these types of items were designed to create jobs. They are payoffs and pay backs. Not job-creaters.
How do you think the bill was written and passed so quickly, because these spending items and "earmarks" had been on their radar screen for a long time.
Enron was found to have liabilities that were hidden from the accountants. Enron manipulated data. Enron started the wind farms which are now GE core business. Enron began the trading schemes for SO2, CO2 and other "pollutants"

The numbers have eclipsed the comprehension of even the most intelligent accountants. It is beyond mind boggling. People have become so desensitized, that it no longer matters. When I was young, a million was a big number. Then it became a billion. Now it is in the trillions. Those type numbers are not only incalculable, they are unsustainable. That is a fact.
We, as a Nation cannot maintain our debt service. It is in the process of imploding, and anything that is currently done, are merely stop-gap measures, an attempt to soften the landing. Our Nation will be reudced to Third World status. The dollar will be devalued and be worthless, and then a new currency will be introduced.
We have hundreds of trillions of dollars in unfunded liabilities. From where? Entitlements. Ponzi lives.

Enron was the master at off balance sheet accounting. Only to be surpassed by Uncle Sam.
You are totally correct about Enron. I was down there in Houston and had occasion to visit their offices many times in the 90's. You never saw so much hype, so much arm waving, so many smoke and mirrors. The sad part was, "they" believed it. You are dead on when you make the point that Enron originated the schemes for intangible trading. The monster still lives today. Enron sold Goldman Sachs on the idea. Goldman Sachs bought it and ran with it, now we are stuck with it……….
We really need to look at the $6.4 Billion that went to phantom districts, were is that money? Dollar by dollar accounting is needed, I will bet that when you follow that money you'll find a bunch of SEIU projects. A FL congresswoman just exposed that the Recovery.org website was contracted "Just for an UPDATE" that cost $18M! OMB said they could have done entire website for $600K. I worked in the Corp world for some of the worlds largest companies and they don't have any $18M websites. No business would invest that much money for that type (recovery.org) website build. Well since you have the recovery.gov site making up new congressional districts to show jobs created and stimulus money spent to create them can you really be surprised to that they just make up these numbers too? Just like when Pelosi said that if we didnt pass the stimulus we would loose 500 million jobs, even though there is less than 300 million Americans.

Don't forget, socialism was created by bankers for the purpose of unjustly enriching bankers. It's working exactly the way it was designed to operate. The same thing happened in 1980. It's a lot easier to "get" money than to "earn" it. Anyone remember the "World Conservation Bank" fiasco?

We really didn't increase GDP 3% with Cash for Clunkers money. Cash for Clunkers cost this country a fortune; not only was the real cost $22,000 per car, but there was an enormous amount of resources destroyed by scrapping "clunkers." Each one of the used cars that was junked cost a salesman his commission, a mechanic his paycheck, and person who can't afford a new car his means of transportation. It also cost the state governments money on sales tax from potential used car sales and property tax.
Foreign Minister Avigdor Lieberman is planning to tap veteran Israeli diplomat Alon Pinkas for the crucial ambassadorship to the United Nations in New York.
The appointment is raising some eyebrows in the ministry, since Pinkas was a senior diplomatic advisor to a series of senior political figures on the Left, including former foreign minister Shlomo Ben-Ami, President Shimon Peres during his term as foreign minister from March 2001 to November 2002 and Defense Minister Ehud Barak during his premiership from 1999 to 2001.
In making the appointment, Lieberman "is using one of the [traditional positions given to] political appointees, but instead putting in place a consummate professional," said a source close to Lieberman.
"The United Nations slot requires a professional because it's one of the most critical arenas for Israeli diplomacy," the official added.

This isn't accurate or fair. The fact that it was reported that stimulus funds were spent in 440 Districts that don't exist, when there are only 435 Districts to begin with, does not equate to a "more than 100% error rate." The error rate would be determined by how many reports were incorrect divided by the total number of reports (130,000 or so).
I understand your intention with your statement; you're saying that there are over 100% more phantom Districts than real, actual Districts. However, I hope you'll change your last sentence of that bulletpoint; in an article about fudging numbers, it will really undermine the veracity of your argument if your numbers appear to be fudged.

Perhaps someone should investigate a few Chicago-style politicians. After all, the most brilliant man in the world failed in his attempt to win the Olympics for his Chicago cronies to sweeten their wallets while we would be left footing the bill. How to make it up to them?
I'm more interested in who was paid $18 million for updating the website and who gave them the reports. Follow the money.
Was the money doled out to the states and phoney numbers given to justify it? Or was the money never doled out and certain someones in Washington (Chicago) are making out like bandits?
I'm sure there'll be plenty of room in that $300 million facility in IL that will accommodate the insurgents. Another payoff to IL for losing the Olympics.

The real problem with this administration, which goes back to Obama's style and personality, is that it just talks too much. In doing so it over promises and under delivers, whether on foreign policy, setting red lines and deadlines with Iran, Israel and Honduras, for example, or with the stimulus. Much better, especially under current conditions and with such sensitive issues, to be broad and somewhat vague, but I think they are so enamored of themselves, and until recently so certain that the media would simply report whatever it is they were told, that some degree of myopia set in.
The big question now is whether Obama can recalibrate and attempt to move toward the middle, not just in rhetoric but in policy and action. Republicans are only benefiting by the extremism of the left that is turning off much of the public, just as Democrats gained by missteps by Republicans. Neither side currently has any great or original ideas and both seem somewhat inept at anything other than in their criticism of the other side. It's really disheartening at a moment in our history when we need to find consensus on at least a few big issues, the economy most especially.
Unfortunately yes. The apathy in this country is hurting us more than anything. The typical Y generation person, especially if they're liberal could care less what goes on in government. As long as they can afford a laptop all is well with the world. Billions of dollars of stimulus and taxpayers subsidies have gone to a huge slumlord by the name of Forest City Enterprises. The Ratner group from this same company is also behind the hold up of the ACORN investigation. So what's the typical liberal say? "If you don't like it, just don't live there."
Anyway we did a couple of websites so that taxpayers can see what they're getting for their billions. All the pictures here were just taken from one of their Chicago properties. Brooklyn will be next.

Remember, the Obama team has been hailed as the smart guys. Weren't the Enron guys the Smartest Guys In The Room? Of course they were. There was even a book.
Seven Million missing jobs, all thanks to your government’s expansion.
My back of the napkin calculations after three sudsy beverages shows that the extreme growth of government spending as a percent of GDP may have cost the U.S. taxpayer 7.5 million jobs from 1993 until 2008.
But, of course, the solution to our economic woes is more government spending. I mean, as a percent of GDP it will only be 45% of GDP this year when you count federal, state, and local largesse. I just saw an image of Fidel Castro in the head of my beer, I think I might faint.
