Los Angeles: Tyranny of a Bankrupt City
by Lawrence MeyersThe City of Los Angeles – you will never find a more wretched hive of scum and villainy. Slowly, ever since the departure of Mayor Richard Riordan in 2001, the parade of inept mayors and spineless city councils have dragged the city into a morass.
Mayor Antonio Villaraigosa has always been an empty suit, a smirking, glad-handing fool of epic proportions with a history of questionable ethics. Besides successfully lobbying President Clinton to commute the sentence of a convicted cocaine trafficker, Villaraigosa pulled a John Edwards by allegedly fooling around while his spouse was undergoing cancer treatment. Add to this the L.A Times report that the Los Angeles Ethics Commission accused him of 31 violations of campaign finance and disclosure laws during his 2003 City Council campaign. Toss in the report that Villaraigosa was a member of MECha, a Hispanic separatist organization, while at UCLA, and attended an unaccredited law school in Los Angeles that allegedly promoted illegal alien causes (He failed the bar exam four times).
This is the Mayor of Los Angeles, and Angelenos have gotten what they deserve. They re-elected a man who has shown absolutely no leadership in times of crisis. His inability to use the bully pulpit has contributed to the dismal record of the Los Angeles Unified School District. LAUSD is falling apart, unable to manage its budget, unable to fire teachers due to outrageous union rules, and increasing class sizes. This is not surprising. A report by the LA Weekly, an alternative newspaper usually known for supporting left-wing causes, did some strong investigative work into Villaraigosa’s schedule. During one period, the Mayor spent only 11% of his time working on city business. He has refused to direct LAPD to repeal Special Order 40 – which does not permit officers from asking about someone’s immigration status.
So even in circumstances where an officer sees a KNOWN ILLEGAL IMMIGRANT that he himself helped deport following a prior arrest, he cannot report this individual to I.C.E. This outrageous policy by the Mayor and City Council resulted in the shooting death of a young man named Jamiel Shaw.
However, the most egregious lack of leadership Villaraigosa demonstrates is occurring right now.
The City is $500 million in the red. Rather than do what is necessary – cut expenses and show leadership – Villaraigosa and the spineless City Council has taken to terrorizing the city’s residents by slamming them with fees. This includes sharp increases in fines for parking and directives to the LAPD to “increase traffic enforcement”.
With respect to fees, in a recent controversy involving the LA Department of Water and Power (LADWP), Villaraigosa attempted to strong-arm the City Council into approving a 37% rate increase. He has tripled the city’s trash collection fees, and supports ballot measures to increase other taxes on city residents, including additional property tax surcharges.
In another terrific piece by the L.A. Weekly, reporter Michael Goldstein notes that, despite 13% unemployment, Villaraigosa and his hacks have instituted these regressive taxes with no regard for the citizenry. Rather than include his staff of 205 in budget cuts, Villaraigosa saw fit to raise parking ticket fines. The city plans to double the number of red-light cameras by next year – despite mounting evidence that they contribute to accidents rather than prevent them. This, while he and the City Council drive free cars with free gas, are exempt from parking tickets, and make 4 times the median income of LA residents, according to Mr. Goldstein.
Sources have informed me that the LAPD has been told to increase traffic enforcement. While never overtly stated, this is obviously intended to help bridge Villaraigosa’s irresponsible budget gap. Last week, I observed four times as many traffic stops in the San Fernando Valley than I normally do. I won’t fault LAPD for this. I support LAPD in their community service. However, they have been made pawns in this budget nightmare. If they don’t do their part to close the budget gap, guess whose budget gets cut? There are many purposes to traffic tickets. However, citing my 72-year-old mother, who allegedly slow-rolled a stop sign at an empty intersection, does not seem to serve much purpose. Deterrence and education can be valuable tools. Adding a monetary component to some traffic stops is simply unnecessary.
Now, however, the City has moved to illegal means in which to reap additional revenue. This past week, I observed three separate Parking Enforcement Officers videotaping cars parked in 15-minute or loading zones, around three elementary schools. This videotaping occurred during school pick-up hours, as kids leave to be reunited with their parents – who will receive tickets by mail in a few days.
This, however, is an illegal method under California law by which parking tickets may be delivered. The 2010 California Vehicle Code, Division 17, Article 3.5, Sec. 40202(a,b,d) explicitly states: “40202. (a) If a vehicle is unattended during the time of the violation, the peace officer or person authorized to enforce parking laws and regulations shall securely attach to the vehicle a notice of parking violation setting forth the violation… (b) The notice of parking violation shall be served by attaching it to the vehicle either under the windshield wiper or in another conspicuous place… (d) If…the vehicle is driven away prior to attaching the notice to the vehicle, the issuing officer shall file the notice with the processing agency…and mail a copy of the notice to the registered owner.”
The Code says nothing about videotaping a parked car and serving the notice by mail at a later date. A retired traffic court judge I spoke to said any ticket issued in this manner should be “dismissed unconditionally…the City should be ashamed of itself”.
Take heed, Angelenos. If you are a victim of this scam, the law is on your side. Here’s how you can fight it.
At some point, I can only hope that Angelenos wise up and toss the bums out. They’ve willingly handed their city, and pocketbooks, over to a group of circus freaks who are not acting in their interest. If you are a voter, and you vote for an idiot, then don’t complain about those fines and fees.

LA City is not that large, and consist of a whole lot of elitist and entitled sheeps. Most small communities in LA County became their own cities with their own mayors that no one's ever heard of, and are more conservative by comparison.

Unfortunately, the ways things are going here he will be re elected based on the fact he has an Hispanic surname, created when he merged/morphed his last name and that of his ex-wife. This is a man that from day one was running for the next office. His logs/appt books show that he conducts actual rubber meets the road city business for less than one hour a day. From the financial mismanagement to the constant campaigning at press events, he never met a plant a million trees (more like a few thousand), claim of filling a million potholes (self stated pothole king) that was grossly exaggerated/undocumented, to the constant ribbon cutting, it has been a disaster.
The Telemundo Anchor Babe affair shows what he is all about. He was criticized for taking a private Ameriquest Corporate jet to Rosa Park's funeral. He stated he had to take the jet since his schedule attending to city business that day prevented him from using a commerical flight. There were not only ethical questions of using the jet, but incorrect statements by the mayor on how he would declare income based on a first class airfare. Later we find out that the city business was monkey business, having dinner with a Telemundo Babe that prevented taking the commerical flight. Not only was he cheating on his wife, but he had a improper relationship with a member of the press that his administration had granted preferential treatment (scoops) over other media outlets. Note: the Telemundo Babe was demoted/fired, he has since thrown her off, in favor or another Spanish Media Babe and his wife divorced him for his ethical breaches. What a scum.
It's a shame what has become of Calif. and it's major cities. It used to be a favorite place to vacation and pass through on road trips. Now we will go out of our way to avoid it. We will bypass the golden state while on our way visit Ariz.
As a California native who has seen Los Angeles deteriorate over the past 20 years, all I can say is that these groups are responsible for Villar:
1. The wealthy on the Westside who contribute large sums to his campaigns.
2. Union employees of the city who tend to be persons protected under Affirmative Action.
3. Hollywood film industry types, including actors and actresses who conform to political correctness out of fear for their careers.
4. The massive numbers of voters who vote not on issues but on whether or not those in authority "look like me".

The mayor's firebrand speeches at the May Day "immigrant" rallies, "We Clean Your Toilets!"- "Viva La Raza"-"Si, Se Puede!", it is quite clear where he stands. It has led to a Berlin style LA. Parts of North West LA and the SF Valley have nothing in common with East LA and South Central. (Note in case you think So Central is a black community think again, it is Hispanic with Black flight to Palmdale, Fontana, and the Inland Empire). Eventually, if things continue, the SF valley will secede from the city.
Guys like Si Se Puede with La Raza, Aztlan beliefs will only bring our city down to the level of Mexico. Where you need to bribe everyone to get anything done, and organized crime-gangs victimize law abiding citizens to the point of collapse. Mexico has left a clear record of failure legally, socially and economically that we should do everything in our power not to import or emulate. The members of the city council are in violation of California Code Section 834b. This law requires every law enforcement agency in the state to attempt to verify the legal status of arrested persons. It further prohibits any local governmental agency to prohibit the enforcement of the law.

As a survivor of the LA Unified School District I concur with what has already been stated and then some…… I grew up in the LA Basin in the 70’s it was the Chicano(s) verses anyone not Chicano i.e. you’d get your butt jumped because you were a surfer, or black.. It was a norm at school to have locker raids (for weapons and drugs). It has only gotten worse and will continue to rot like week old garbage in hundred deg. Heat. I heard the argument over and over… they are good hard working people who have come here to work… blah blah blah…. Some did but that was over 30 years ago and things changed. Now it’s just a steamroller over the American taxpayer and what used to be called the American dream.
The only reason villar is mayor is because of tokenism. The leftest-socialists, who have become the voice of LA (homosexuals, UTLA, SEIU, and other inskilled labor unions), don't care about the character of a person they just see Democrat opening the store house so they can rob the citizens. I lived in LA less than two years ago , and some of the local rags were saying the same thing about his schedule, however, %11 of his schedule spent on ciity business is being overly generous. He spent alot of time shaking hands and having his picture taken, in addition to taking credit for the work done by others. As I left with everything collapsing behind me, the idiot mayor was talking about soaking the remaining producers in LA for $ 5 billion for low income housing. Everyone knew it was for the illegals drawn to their sanctuary city. As far as the reconquista movement is concerned, perhaps we give them Kalifornia AFTER WE BUILD A FENCE AROUND IT. In regards to unfair traffic tickets, other cities are also harassing the good citizens. An acquaintance was riding his bicylcle and made a right hand turn with out stopping in San Clemente, California. The bike rider was stopped and cited for the following: failure to stop at a stop sign, wearing an ear bud in each ear listening to his i-pod(evidently you are allowed to only have an ear bud in one ear) and failure to have his identification on his person.
Ditto this. I also went to High School in a burb of Los Angeles during '70's. We had several of our basketball and baseball games stopped because us "rich" kids were beaten the snot out of the other team and the parents would start to riot. I remember leaving the court, running to the bus and having rocks being thrown at us as we got the hell out of there.

As a former Clevelander, I feel sorry for LA if it should end up that way! But as proof, progressive democrats continue to bring cities DOWN. What used to be well maintained ethnic neighborhoods where everyone got along have now become neighborhoods of decay – violence, drug houses, boarded up homes, homes demolished (my childhood home included) and "there is obviously no RESPECT for HOME OWNERSHIP. If people DO NOT TAKE PRIDE in their homes and neighborhoods, then they deserve what they get. Until more minorities wake up and take PRIDE & RESPONSIBILITY in owning a home, INCLUDING the maintenance that is required, they will continue to live in "decaying cities".

A friend of mine grew up in NorCal and used to tell me the same things. He also said that NorCal hated SoCal, SoCal hated HorCal and they both hated San Francisco. I'm sure that still stands today but he sure had some interesting stories from the land of fruits and nuts.

You forgot something else LA City Council is considering: Forcing home owners to pay for sidewalk repairs in front of their homes and if they do not, they are liable for any damages should someone trip/slip/fall. The city has always covered the sidewalk repairs since their trees cause all of the damage but the bloated union budget is forcing them to start shifting the financial liability on to the public so their budget may remain untouched. In a nutshell, LA City council and the various unions have drawn the line in the sand and they have chosen themselves over the residents. They will continue to gouge and take as much as they can to serve themselves. Party of the people huh?

The second issue with the LA City Council is how they use the Department of Water & Power as a tax revenue generating entity. Whenever the city experiences a budget shortfall, funds from the LA DWP are transferred to the city for its union workers budget instead of fixing the source of the problem. The reason why they would rather raise electric rates then transfer the funds to the city is the politicians serve the unions and would dare not anger them by eliminating xxxx number of positions. How do the environmentalists expect DWP to invest in clean energy when all of the surplus revenues are handed over to the city for pet projects and budget shortfalls?
The 37% increase was supposed to be for clean energy but that was just a sham. Within a day of the City Council approving a rate increase, millions were transferred from DWP to the City. In short, the city wanted cash, dwp told them how, city council voted yes on the increase, dwp turns around and hands them a check.
This is what happens when the state owns things; it constantly raises rates to continue feeding itself and the bloated budget. The budget only grows larger, more new departments, agencies and regulations instead of shrinking things down to a sustainable level. This is not sustainable so it's only a matter of time.

I personally don't think Diamond's theories are sound in some aspects, but they are worth arguing. I'm a firm believer in culture being the arbiter of success or failure, both at the individual level and for a civilization. Look at the Greeks. Greece was not known for being rich in resources, nor was the land itself particularly suited for an advanced, urban civilization. But the culture that sprang up there created just that.
The right culture can transform an unaccomplished, barbaric land (Germany, up to the Dark Ages) into a scientific and literary powerhouse that produced some of our greatest scientists, musicians and philosophers. Had Germany and the Teutonic peoples not been slowly Hellenized by the advance of Rome and Christianity, then we would not have had Brahms, Mozart, Hegel, Kierkegaard, von Braun or Einstein (who also would not have existed had the Ashkenazi Jews not come to Germany).
