Greek Disease in the House
by Larry KudlowOne day Team Obama announces a plan for enhanced rescission authority to impound wasteful spending, and the next day the House surfaces a plan for $200 billion in “stimulus” spending on transfer payments for welfare, even more unemployment compensation, still more Medicaid, and a bunch of special-interest subsidies.

So are we to believe that Obama will rescind the excess appropriations? Hardly. And since pay-go is dead, most of this new spending will not be offset. It will add to deficits and debt.
It’s the Greek disease. The welfare state run amok. Right here at home.
And in true class-warfare style, a small portion of the $200 billion is supposed to be offset by jacking up capital-gains taxes for investment partnerships. If passed, this would reduce investment, jobs, and economic growth, and enlarge the deficit. Higher spending and investment taxing is a true austerity trap.
This business of raising the tax rate on investment partnerships would be a particularly onerous burden on American entrepreneurs. And it would put this country at a decided disadvantage to our competitors in China and elsewhere in Asia (outside of Japan).
Increasing the tax rate on the investment portion of these partnerships (i.e., the capital gains) would boost the penalty rate from 15 percent to 38 percent — and that includes the Obamacare payroll tax on investment scheduled for 2013.
So, instead of keeping 85 cents on the extra dollar earned from high-risk investment, the House proposal would drop the return to only 62 cents — a whopping 27 percent incentive rollback. And by the same amount, it would raise the cost of new capital, draining investment liquidity from the private sector in order to finance government transfer payments.
Nothing could be worse. This is spread-the-wealth in its most crass form.
And if all that weren’t bad enough, the House proposal would tax the so-called enterprise value of these firms by applying the same penalty-rate structure on the sale of all or part of an investment partnership. In other words, it would make real-estate, venture-capital, and private-equity firms the only businesses in the country that are ineligible for long-term capital-gains treatment when they are sold in full or part.
One private-equity partner tells me that this would “tear apart the incentives for innovation that have been at the foundation of American enterprise since 1921, when the capital-gains differential vis-à-vis ordinary personal tax rates was first created.”
Compounding matters, we read in USA Today this week that private-sector personal incomes are at an all-time low, while government benefits as a share of income stand at an all-time high. I believe this is called redistribution.
And then comes a study from the Harvard Business School that states: “Stimulus Surprise: Companies Retrench When Government Spends.” What a shocker. (Hat tip to economist Don Luskin.)
House Democrats apparently don’t read newspapers from Greece or the United States. And they sure don’t read Harvard B-School studies.

Each time is like a trojan horse containing a deadly surprise. Our own Greek drama continues to unfold. Enough!
The commies in d.c. are trying to reduce systemic risk… what they are too un-learned to see is that everything they are doing is making our nation a greater risk. Greater risk for capital… so it flees; greater risk to business… so they flee; greater risk to liberty… so people that don't like too many rules flee.
What are we left with in America? A new class of people called morons: too stupid to take care of themselves and too stupid to even understand why that's a problem. Welcome Greek union thugs!!

What is the translation from Washingtonese to English of "transfer payments for welfare payments'?
It is hard to believe anybody in the administration bothering to read a news paper when they repeatedly write and pass massive laws without fully understanding the content of the legislation.
They won't even bother to read a ten page state law in Arizona prior to demonizing it and demanding its repeal in order to stir up racial hatred for political gain.
I don't trust these guys to tell me what's in a box of cereal let alone any of the laws they pass or prematurely judge.

In the 24 short months since he has taken office, the Middle East has gone nuclear, North and South Vietnam are at the brink of conflict with China openly considering supporting the North. We have been all but estranged from our allies and our economy is about to implode. Meanwhile, our Gulf Coast fills fast with sludge, as if reflecting the grave state of the Union–all while this Administration willfully turns a blind eye to all of it.
Let's face facts. This charlatan's only apparent talent seems to be in creating chaos and his only job is to set us up for a fall.
And tonight, for our special entertainment we will be watching "Dancing with the Czars" We will see them do the twist, while they shimmy and shake the foundation of our constitution.

I know the polls don't look good right now Mr. Kudlow, Schumer seems to have a somewhat comfortable generic lead, but don't trust the polls this year. Schumer is in for the fight of his life and he knows it, but he's only in trouble if the Republicans wake up and realize it as well.
As an anecdotal note, I graduated from a SUNY school six years ago. I groaned when I learned that Schumer would be the surprise commencement speaker. However, I gave him credit for keeping it utterly non-political, just some lines about his kids going to college and stuff like that, and this as he's facing reelection and a presidential race was heating up. Now fast forward to this year. A coworker just went to her sister's graduation, surprise commencement speaker? Senator Schumer. I asked her if he said anything political and she said the whole thing was one pander after another of all the great things he's done for these poor, young, soon to be unemployed, souls. Blood is in the water Mr. Kudlow, polls don't measure these things.
The key to a statewide election in New York is NYC. You've already got most of upstate as a Republican, you just need to squeak out a majority in the place you're already a heavyweight, NYC. You have the inherent advantage this year of a mid-term election which will keep the turnout on the side of enthusiasm, we just need someone that the young dopey Manhattanites running around on Wall Street can get behind. You are that candidate Mr. Kudlow.
I'm not saying it's a given you can win or that it would be an easy fight, but I am confident that your results will be somewhere between narrow defeat to rout depending on how things go in the next 5 months. I know you're comfortable in your current job, but hey, if you run a good campaign and lose you could always get yourself a show on Fox with far more income, viewers, and relevancy. But no matter what New Yorkers and Americans all need Larry Kudlow to defeat the embarrassment that is Chuck Schumer and help us to make the right, prudent decisions we'll need if we're to make it through the dark financial waters ahead.
You think any UN troop would stand a chance against a REAL Law abiding American gun owner? Even the ones not in the Military have more gonads and knowledge on how to use firearms.

Unfortunately, I have come to the conclusion you may be riight. I read recently that even if the spending stopped completely today we are so screwed we have no way of paying the bill absent hyperinflation or major austerity measures. With the pouty babies in the unions running this country we have no way to avoid major social unrest. And wait until 2011 when most of the pain of all the Obama crap really kicks in. Unemployment at 20% not out of th realm of possiobility. Its going to get ugly.

When it comes to Capital Gains I'm going Galt on this and won't give the looters one red cent worth for my future talent or judgement. I think its time for a little capital investment closer home than in tracked market vehicles. My capital gains will be based on sweat and effort not recorded, not required to be reported, and therefore legal under the law, but thankfully deny these thieving ba….rds that which they hope to gain. Was listening to Arthur Laffer the other day, think it was on Glenn Beck, and he brought up a study by another economist that no matter what you do with taxes, raise or lower, you are still only going to collect 19% of GDP. So the deal was to craft policies that increase GDP. Raising taxes and over regulating business suppresses GDP; lowering taxes and reducing regulation on business increases GDP. The only reason to raise taxes on the rich is to punish them somehow. All you do then is cut off your nose to spite your face.
