I agree. Never liked PIcard from when he surrendered his ship on the first mission all the way up to when he had to go to Kirk to defeat Soren. I always thought that TNG Enterprise was sort of a nancy-boy group of touchy feely types that couldn't really get the job done without agonizing over it. After a while, that got old. I much preferred Kirk's Enterprise.

Picard tended to be a little on the mushy side to me. It was only when he was pissed off that he really shined. Even with that, Obama could not have sat second chair on his ship.
