Surprise: Recovery.gov Has a Credibility Problem
by Kristina RasmussenRecovery.gov has a vast and challenging mandate: “to allow taxpayers to see precisely what entities receive [stimulus] money in addition to how and where the money is spent.” To its credit, Recovery.gov offers a fascinating look into how government goes about spending $787 billion.

However, the website is troubled with inaccuracies, and these problems are undermining its credibility. Wisconsin Democrat Rep. Dave Obey agrees: “The inaccuracies on recovery.gov that have come to light are outrageous and the Administration owes itself, the Congress, and every American a commitment to work night and day to correct the ludicrous mistakes.”
Given that stimulus award recipients are responsible for providing much of the information you see on Recovery.gov, it’s reasonable to expect some errors in the reporting process. Alas, some of the information seems to come out of thin air.
Phantom Congressional Districts.
Picking up on a story from ABC News about stimulus jobs created in phantom congressional districts, I found jobs/awards reported for the following Illinois “districts”: 0, 20th, 21st, 22nd, 28th, 33rd, 34th, 42nd, 44th, 53rd, and 59th. Or as Stephen Colbert would say, “the fightin’ 59th.” Too bad Colbert couldn’t “better know these districts,” because they don’t exist. Notes the St. Louis Post-Dispatch, “the federal government is attributing about $6.5 million in stimulus spending to non-existent congressional districts in Illinois.”
Counting Irregularities.
Recovery.gov touts state-by-state totals for jobs “created or saved.” Some of the counts are little more than guesses. For example, the Illinois Institute of Technology was awarded $97,900 to “purchase a high performance computer cluster” and related software. One job was counted created/saved; the related entry surmised: “I think the vendor of the computer equipment can retain about one job for this amount of purchase.” That’s totally unsubstantiated. Still, it was added to Illinois’s statewide jobs tally.
For some projects, the descriptive “job creation” information does not match the numerical “number of jobs” entry. One entry for Head Start in Illinois noted they would use $169,279 to “hire 2 additional staff and increase compensation of staff through a COLA to improve overall quality of program.” Yet under “number of jobs” they listed 63.65 positions, which counted toward the statewide jobs total.
Misallocation of Job Counts.
Recovery.gov breaks down the jobs created/saved by the stimulus by congressional district. For Illinois, the vast majority of jobs were supposedly created/saved in the 18th congressional district. With 16,996 jobs created/saved in the 18th district (the next largest jobs total is 3,444 in the 7th district). A closer look at the details shows that 14,233 of those central Illinois jobs came from the Illinois State Office of Elementary and Secondary Education, which is located in state capital of Springfield. The State Office counted education jobs saved across the state, yet all were allocated to the 18th district. If the designers of Recovery.gov hope to sway future congressional votes with the district-by-district job numbers, they’re need to present credible information.
Where are the Private Sector Jobs?
You’ll remember that back in January 2009 President Barack Obama promised that 90 percent of the jobs saved or created by the stimulus would be in the private sector. So far, that’s not the case. If the 90 percent promise held up, 22,003 of the 24,448 Illinois jobs would be in the private sector. But looking at the data, the big job saver is a government entity, otherwise known as “Illinois, State of.” Some 14,233 jobs were saved in public education. The “Chicago Transit Authority” is another big job saver and/or creator, accounting for 2,071 jobs. Seen in this light, the stimulus was more of a state and local government bailout than a private-sector engine starter.
But are these state government numbers even trustworthy? The Chicago Tribune’s Watchdog took a closer look at the education job claims, and they found that “those statistics, compiled initially by the Illinois State Board of Education, appear riddled with anomalies that raise questions about their validity.” Some schools were credited with saving more jobs than are on payroll. Authorities are now revising the numbers.
Don’t get me wrong – I’m a big fan of government spending transparency at the federal, state, and local level. Then-Senator Barack Obama deserves props for working with Oklahoma Senator Tom Coburn (R) to pass federal transparency legislation into law in 2006. Even so, the Obama Administration needs to do a better job of getting the numbers right if they don’t want to damage the nascent concept of government transparency.

Recovery? What Recovery! Smoke and Mirrors folks! These people are lying and they certainly are not working in the best interest of the American People. Stimulus: What a Joke. In the words of Hussein, "It's needed now so that unemployment does not go over 8%." Last time I was in math class 8 comes before 10 so again, these people are lying. It's ALL smoke & mirrors. My wife works for a non-profit that helps manage a State Employment Commission "One Stop"…part of the workforce initiative. They have a summer youth program every year where recent high school (or GED) graduates are paired with employers. The employers pay the potential employee out of their own pocket and the kid may or may not become full time.
This year, the employers were reimbursed with stimulus money and the jobs were counted as CREATED…moreover, because my wife helped with the program, HER job was counted as SAVED (even though she was never in danger of losing her job in the first place). In total, this program counted 98 jobs created or saved (the 97 kids as created and my wife's as saved).
Guess how many of these kids reached full time employment and are still employed.

My forgiving self says. ok so you can't run a website but that doesn't for one stinkin moment mean you could not run the health care system. It does however mean I and nearly every honest American have had enough hope and change. It is now " God please Change the entire administration.

The quality of the data on recovery.gov isn't the only story. See this article (The Vegetarian Rattlesnake) which details how it took $37 million for the feds to put up two web sites to produce the garbage data. The beat goes on!
No one could be this stupid and still stay in business. Unless, of course, it's the government. This administration must be deliberately trying to confuse people because our Treasury is being looted.

Ok, so 18 mil for a website? To be fair, it's a lot more than just slapping up a web page and displaying pretty pictures. There are people to be hired needlessly, hundreds of unproductive meetings to be held, thousands of worthless documents and redundant procedures to be created and followed, hundreds of databases to link that can't talk to each other, followed by thousands of hours of trying to debug and fix the worthless monstrosity. It's a typical bureaucratic nightmare.
Even still, I would think 18 million is extremely expensive even for that level of bureaucracy. Welcome to gubment health care!

The website is 84 cents. Relatively speaking. They couldn't even get that right though. How do you create a web interface that writes to a database and not make a state-by-state drop down selection tool for your congressional district? Instead users type in a number. Only people in the political class know their congressional district by number. Why is the website jacked up? Sheer laziness.
There are a variety of ways to enter data into a database via web interface. You can type it into a field, and restrict the field to certain values or a number of characters. This appears to be the method used on the website. You can also offer a drop down list of values, and you can cause the drop down list to vary based on other values placed in drop down entries that have already been put in. For $84 million they could have gone a step further and provided the tools to automatically fill out your congressional district based on the address of the business in question. Yes, there are some two hundred or so congressional districts, but we have the technology to lay them out on a map. We also have the technology to pinpoint any location by address. Combining these two technologies would automate the congressional district entry and prevent user error. The $84 million dollar website failed to implement these steps. People are right to suspect that this incompetence is a result of the website being a government funded crony contract.

$3,000,000 was spent to create 5 jobs in Florida Congressional District 86.
That is $600,000 per job.
To make matters worse, Florida only has 25 congressional districts.
It's not a credibility problem – it's a criminality problem.
It is more sinister than 'reporting errors'. These bogus entries account for money being funneled elsewhere, to places like Organizing for America, ACORN and the SEIU.

In Missouri, only 20% of stimulus money ever enters the private sector. The vast majority is spent on public Universities, public works departments, and small 'community organizing' units within the state.
Upon a closer look at many locations within Missouri, certain inaccuracies become apparent: $10 million which saved 27 jobs in a housing project which only has 5 employees, $5 million to an old homeless shelter which is closed down.
These inaccuracies, being so widespread, cannot be mistakes. They are the bona fide truth. It is a systemic scam of taxpayer money.

And so far, no one is able to find out what the original cost of creating this website was. At least this is according to congressional persons trying to get the facts to check. Heh, even more hyperbole and spin; of course no one said the "opposition" (as you put it) created all of the bad data. Point is that folks don't tend to think (or perhaps care) about the trickle up of the data they provide. Unfortunately, you can't force everyone to report accurate data and it would likely take a lot more tax payer dollars spent just to go back and check that everyone completed their forms correctly. The site provides a facility for folks to report inaccuracies they find so that they can be corrected, as well as to report fraud, waste, and abuse. The sad fact is that more people would like to simply complain about or form conspiracy theories about the data than help correct it.

Why can't they just put a list of spending together, like you do in your checkbook. Then they can use the computer to sort it in different categories and way. I spent just a few minutes looking at this website and can not tell heads or tails about any detail how the money is being spent. Things are just vague in the website. Probably that way on purpose.
