Do Layoffs Mean the WI Teachers Union Is on the Financial Ropes?
by Kyle OlsonBefore the Republican takeover of state government, the leaders of the Wisconsin Education Association Council were very influential people who wielded a great deal of political power.
They were extremely well funded by a system that forced schools to deduct union dues from individual teachers, whether they wanted to be members or not. And they used a big chunk of that wealth to pressure state lawmakers into passing union-friendly policies.
Notice we didn’t say “education friendly policies.” Education has very little to do with the teachers union’s agenda. Its main function is to constantly angle for a bigger piece of the taxpayer pie, and WEAC did that very effectively prior to 2011.

All of that became clearer this week when the Wisconsin Government Accountability Board released a report showing that WEAC spent more than any other organization on lobbying state government in 2009-10.
The union spent a total of $2.5 million in those years to wine, dine and twist arms in Madison, according to the Associated Press. That amount was on top of the millions of dollars in campaign contributions WEAC hands out to friendly legislative candidates.
All of that money will buy a lot of influence, particularly when union-friendly Democrats are in power.
What did the union use its influence for? More money to spend on student books, computers and learning programs? Nope.
WEAC lobbyists fought successfully to eliminate the cap on the percentage of raises that teachers could bargain for during contract negotiations, despite the obvious harm that would do to pinched school budgets.
Union lobbyists also fought hard to clip their competition by demanding increased “accountability” for charter schools. That means the union wants to impose more bureaucratic red tape on charter schools, so they won’t be as innovative and successful, and won’t attract as many regular public school students.
Not surprisingly, WEAC lobbyists did more than a third of their work in 2009 during state budget deliberations. Lawmakers were figuring how to spend tax dollars, and the union wanted to make sure schools got enough to cover the cost of their raises, overpriced WEA Trust health insurance and benefits.
Overall, WEAC lobbyists spent 12,364 hours on the job in Madison in 2009-10, according to the newspaper. That averages out to 17 hours per day, every day, over a two-year period.
WEAC was never an education association, despite its deceptive name. It’s a political association designed to gain wealth and power.
Has the revenue stopped flowing?
Suddenly the union’s wealth and political clout may be in danger, due to changes imposed by Act 10.
The biggest difference is that the new law bans public schools from deducting union membership dues from teachers’ paychecks. That means WEAC has to count on loyal members to pay dues voluntarily.
It’s a measurement of how much rank-and-file teachers really support their union.
Thus far things don’t seem to be going well. WEAC announced Monday that it will be laying off 42 employees, or about 40 percent of its workforce, according to the Milwaukee Journal Sentinel.
That’s a sign that teachers are not very eager to voluntarily pay dues, and the union treasury may be running a bit dry. With only a percentage of its former revenue coming in, it’s difficult to picture WEAC spending big money on future lobbying efforts.
Suddenly the big spending political bully seems like a toothless shadow of its former self.
WEAC Executive Director Dan Burkhalter blamed the Walker administration and it’s “union-busting legislation” for the lack of revenue and layoffs.
That’s ridiculous.
If the union has anyone to blame, it has to be its rank-and-file members. Teachers have apparently been slow to provide WEAC with bank account information for direct dues payments, despite the teams of “home visitors” that have been dispatched to pressure members over the summer.
That situation says more about the union than it does about Walker or state government. If teachers really supported their union, they would pay their dues. If they don’t support their union, should they be forced to be members and pay dues?
If the union is not an organization of willing participants, does it really deserve to have a major influence in Madison? The suspicion is that WEAC is really nothing more than a small group of radical leaders who have been forcing captive members to finance their agenda for years.
Of course it’s too early to tell how many local unions will survive union recertification votes, and how many teachers will eventually voluntarily pay dues. The flow of union dollars will surely increase to some degree when school starts and teachers are back to work.
That’s when we will learn more definitively if WEAC is truly an organization that represents the majority of state teachers. If that’s not the case, then it should not play a significant role in shaping state education policy. And with a lack of revenue, it will no longer be able to afford to purchase that type of political influence, anyway.
The teachers in most Wisconsin public schools are now basically free agents. It will be fascinating to see whether they choose to unite willingly under the WEAC banner, or if the union as we know it is destined to fade into the history books.

If the political fight is still worth fighting, other national organizations will fund WEAC.
The unions have no one to blame but themselves. Their downfall came when they reached for greed, and power, and education became second and third. Wisconsin may get real change now.

The Wisconsin State Journal reported in this morning's paper that the "Teachers Assistant Union" (The TA) did not get enough votes to be recertified & recognized. They are a U. of Wisconsin Union.

I predicted many weeks ago that the same tactic the union bosses used on managment and business owners would be employed against their members once the payroll deduction gig came to an end. They already started by spamming government union workers concerning their dues…………..bad move fellas, see there are federal rules about contacting people at the workplace concerning debts. This is going to play hard on the unions. Those who think they can recoup from the loss they just suffered haven't grasped the fact millions of dollars came from out of state unions trying to overturn Gov. Walker and the legislature as well as trying to get rid of a State Supreme court judge………..with the money spigot turned off and information comeing in that city and school budget have gone form red ink to black is not helping the unions position. When they cry wolf and boogie man yet neither appear, the intimidation factor drops.

Well, this will be the catalyst that drives unions out of business. How many people would voluntarily pay taxes, if it were an option? Certainly not at the same levels we all enjoy right now…….
Teachers evidently don't want to support these parasites, and the "home visit" aspect of their involvement
will be the next flash-point in the entire fight. As they threaten, and eventually commit acts of vandalism,
even violence against sweet Miss Smith, the first grade teacher,, WE THE PEOPLE of TEA must be ready
to spring into action to defend the brave teachers who have the nerve to tell the commUNIONists NO!!!
If we fail to follow up, all our work thus far could be lost.. This is not a time for us to celebrate and rest on
our laurels, we must actively seek to help the teachers who need our support.
The masks dropped during the ugly fiasco in Madison and the radicals lost public support as they defaced the capitol, whined about contributing LESS than taxpayers have to for benefits and snarled at the representatives ….reminds me of the illegals marching in California carrying Mexican flags…worked really well didn't it?
I have predicted in pretty much every story about Wisconsin that the union would next turn on the teachers themselves who elected to NOT pay dues. This parasite isn't going to go down without a fight. After all, what is at stake here are the high salaries and platinum benefits of union fat cats!
And there WILL be violence. Unfortunately. These "home visits" practically invite it. Next thing Wisconsin needs is a "castle doctrine" law.

I see, so when FAUX News PAC, for example, decides to make a political contribution to the Republican Governors Association, they contact their rank and file shareholders for permission? With the recent cut backs in educational spending in Wisconsin and the corresponding reduction in teachers' salaries and reduced benefits, it is hardly surprising their union is seeing a reduction in the dues they collect. I hope the people in Wisconsin are happy. The only thing separating this country from the rest of the world is our public education system. Do the names Warren Buffett or Steve Jobs ring a bell? I guess you must believe, by reducing teachers' salaries and benefits, we will attract better teachers. I am proud to say the public school system where I received my education and the one I currently reside have never, ever rejected a bond issue. We appreciate the value of an education. Based upon the recent elections is Wisconsin, I would say a majority of their citizens do, too.

What, ultimately, destroys the unions is the unwillingness of the taxpayers to carry them, the realization by the members that their union is more likely to destroy their work than preserve it, the members realizing that they can, as a group, accomplish better deals than the union can without destroying the company, the history of the unions- Marxism and thuggery- and state right-to-work laws.

I fortunately live in a rtw state (VA) but I do hope the tea party groups will stand by these people in other places. I know I would if it happened here.

I've maintained for YEARS that, if we want to do away with the federal/state income taxes, do away with "withholding." When people are required to write a check to the government every payday, the income tax won't last a complete election cycle.

Based on recent elections in WI? The Republicans maintained a majority despite the millions poured in by unions and other far-left organizations.
Try to focus, Bo. The shareholders of Fox News PAC (whatever THAT is) are NOT forced to make contributions to the PAC regardless of their political philosophy and the money they DO contribute can be withdrawn on the merest whim–including if they disapprove of those contributions. First of all, there have been NO "reduction in teachers' salaries" OR "reduced benefits." All the new, reorganization has done is require the teachers pay a modest 6% or so of the cost of their health care and retirement. What's reduced the dues collected by the union is STOPPING the practice of automatic deductions from their paychecks so the money can be funneled to the union. When people aren't FORCED to pay dues, a pretty good proportion of them simply WON'T.

thinking we need to ban together to organize some sort of security for these brave teachers.
No matter where we live we could support that with our donations, much as the UNIONS did
sending cash from all over the nation into Wisconsin to fight Gov Walker, and his brave citizen
base. I could see no better use of my hard-earned cash, than to make sure a teacher was
protected with security from UNION GOONS on her way to and from work, with emergency help
made available with a phone call.
You and I are on the same page; back in early 1997, before the Reform Party became the Official Opposition in Canada, I went for coffee with one of the candidates (later elected that year and still serving in Ottawa) and said "if you want to demolish the welfare state in about 15 seconds–and if you are a Reformer then that should be your primary objective–all you have to do is abolish withholding," for the very reason you cite and what we see happening in Wisconsin now.

Walk into the IT Department of any bank or insurance company in New Jersey and will it be filled with people from India or Camden High School graduates?
This article doesn't mention the second hit WEAC took as the school districts were no longer bound to purchase health benefits through the union and were free to take competitive bids saving millions of dollars for the taxpayers.
The only people I hear crying about this is the unions and those school districts that were bullied into signing new contracts. Everyone else is happy about the projected savings instead of the projected deficits.

While were at it, why not throw a few beheadings and some genital mutilation in there–That would probably further your "sharia' agenda?
No, it could be that they have high expectations of their children, and don't teach down to the lowest common denominator, and probably aren't afraid to administer some level of corporal punishment when a student gets out of line. Oh, and more often than not, I would expect that the parents side with the teacher and administration, and probably would never consider suing the school district over some silly infraction.
There is a lot wrong in America with the expectations we have of our students. Funny, though, most home schooled kids are ahead of the curve. And the home school parents pay out of pocket for books and supplies, and comply with local and state education requirements, yet still fund their local, failing public schools through their tax dollars. I don't think it's a question of cost or pay, but one of motive and desire. Good public school teachers deserve to get paid for merit. That's when things will change. Until then, no passion goes unpunished for the motivated teacher.

Not only that, but Fox contributes through their profits, which they can spend as they and their shareholders desire. Public unions fund political activities using our dollars, because they don't actually provide a service that is needed for business. They claim to, but they do not.

I have no problem with that. We need to tie some of their pay to performance. I also believe the teachers should be required to pass licensing examinations for the classes they teach.

Well here's one, ship all our students to India to get educated. It would be a hell of a lot cheaper for us all, and apparently they might actually learn something.
No, it is about reality. What has separated America from the rest of the world is we do not have a permanent underclass due to education. This education has allowed us to succeed and prosper. If you doubt it, look at what the GI Bill of Rights did after World War II. Prior to this time, very few Americans were able to attend college.

If they want to be considered as professionals, then treat them as such. Most professions do not require a recertification exam once you have passed the original exam. However, they require certain amounts of continuing education. I have no problem with that.
Talk about ignorant. The Republicans are just jumping for joy because they have confidence there will not be further recalls and Walker will continue on with his merry ways. That is why they are attempting to change the recall laws. OOOPS. Do you get tired of making a fool out of yourself?
