Questions About ACORN’s NOLA Contracts

Despite landing $625,000 worth of work with the city of New Orleans to develop or repair housing for poor people, an offshoot of the activist group ACORN appears to have done nothing to fulfill the contract, no longer has the specified office in New Orleans and no longer employs the director who signed the contracts.
Acorn Housing Corp. has received no city money in connection with the two contracts, city spokeswoman Ceeon Quiett told WDSU-TV recently. Neither Quiett nor her representatives responded to requests from The Pelican Institute to address other questions about the contracts, one of which expired Aug. 31.
Those questions include:
- How did Acorn Housing get the contracts, through competitive bid or otherwise?
- Why did no one with the city monitor the contract to ensure the city got what it expected?
- Is the money still available to help low-income residents of New Orleans?
- Do city officials expect the current contract, which expires Jan. 31, to provide any services?
- Will Acorn Housing continue to be included on the city’s list of designated non-profit Community Housing Development Organizations?
In response to a public-records request from The Pelican Institute seeking all documents associated with the contracts, the city law department could produce only the contracts themselves, and one of them lacked the attachments called for in the contract. No other records, such as required monthly progress reports nor necessary budget materials, were provided by the city.
“That’s all we have,” said Sarah Garrett of the law department.
A receptionist at the ACORN offices on Canal Street said the man who signed the contracts, Acorn Housing Director Gerald Cloud, no longer was an employee, adding that he left months ago. She said the current director, Martin Shalloo, was not available and referred further questions to Acorn Housing representatives in Washington, D.C., who did not return calls seeking comment.
The contracts say the administrative offices of Acorn Housing are at 1015 Frenchmen Street. That’s now an empty lot that shares a property line with the former ACORN headquarters on Elysian Fields. However, relatively new above-ground sewage lines indicate a trailer was there recently, and an undated image from Google Maps shows an office-style trailer on the lot. An Acorn Services van and two trailers sit amid piles of trash in the rear of the lot.
The address does not show up in the online database maintained by the Orleans Parish Assessor’s Office. However, 1017 Frenchmen is described as a vacant lot owned by Elysian Fields Corp., which IRS forms refer to as an “alter ego” of ACORN. Indeed, the Louisiana Secretary of State’s corporate database shows the same officers control both entities.
The first city contract, signed Sept. 1, 2008, would have provided $375,000 for Acorn Housing to develop 18 homes for low-income residents. It was to be part of an ambitious $20 million program by Acorn Housing. In the end, the agency wanted to develop 150 homes in the Lower 9th Ward, combining “100 adjudicated properties from the city of New Orleans and an additional 50 lots that we plan to acquire,” according to a project description attached to the contract. It said work would start in September 2008.
The 18 homes financed through the city contract were to be the first phase.
The second contract, signed Feb. 1, would reimburse Acorn Housing for up to $20,000 in “minor home repairs” to each of 10 low-income residents. The agency was also expected to train contractors and solicit beneficiaries through advertising.

IF the Chicago bid wins, I can only hope ACORN is helping! It is just a matter of time before decent big business (I know oxy-moron decent big business) starts to flee to cities that are not corrupt. Chicago will be another Detroit in 10 to 20 years thanks to the corruption of the MACHINE AND OBAMA THUGS.

Seeing as noone but concerned citizens groups and Fox news are the only people doing any investigating into this criminal enterprise (ACORN/SEIU), they'll just keep moving the shells around to hide the corruption. It's time for us to start putting pressure on the "drive-by" media to start doing their job investigating gov't corruption.
Based on recent interviews of Hannah Giles & Andrew Breitbart, they have NOT been served with a lawsuit from ACORN. Yes, ACORN is in the news for supposedly "suing" Breitbart and the heroic undercover "pimp & hooker" but in the legal world, if the defendant is NOT served (but is available for service, that is, not hiding or avoiding service), the lawsuit dies/expires after 30 days. Hannah's attorney was on Fox News and he said they haven't been served. So the ACORN lawsuit appears to be nothing but a PR stunt. ACORN is way too dirty/corrupt to want any court case started because it would force them to destroy all their records first, or go down in flames.

Back in the early 2000's – pre-Katrina – I was a housing inspector for FEMA and HUD. I did a LOT of work in New Orleans on multiple occasions for both FEMA and HUD – I've been into literally thousands of homes there – and YOU WOULD NOT BELIEVE the level of corruption. I don't care how wide you open that particular dumpster, or how deep you dig, you'll never in a lifetime be able to do more than scratch the surface.
IOW, there is no way for me to accurately express how surprised I'm not. This is SOP for NOLA.

FEMA should not have just given ACORN a big contract.
You have to think that law enforcement is just building a case….a herculean-sized case. Right? The Bureau does still provide taxpayers with investigative services. Right?
And this is why we are not seeing a nationwide search and seizure in dozens of cities. Right? Because they a just building a stronger case so no acorn is left unturned. Right?
Bittersweet. It would be wonderful if they didn't have to worry about some baseless lawsuit, on the other hand the possibilty of discovery would have been da bomb!

Why is it that ACORN supposedly has all of the answers for helping the poor, and after getting the money, (from the American Taxpayers to do this "good work", no less), have no answers to any questions about what happened to this money, or what they have actually done to alleviate the suffering of the poor that they are supposedly serving?
Not only should ACORN be held accountable for these actions, but also our democratically elected "leaders" who are responsible for funding these illegal activities. The very foundations of our democracy are being corrupted by these actions. In view of these circumstances does anyone wonder why many of our citizens are becoming "uncivil". These "leaders" do not deserve civility. They only deserve contempt.

I just read a more recent article about APORN closing its offices in New Orleans? This was pure fraud. Where's the press? Where's the outrage? I can't even think of a nasty enough expletive to voice my disgust. It's the govt' officials giving these people this money too.
I'm still apprehensive about the possibility of the elite of ACORN escaping their just rewards, and finding a new "coop" from which to launch their greedy attack on America. Can you provide a list of the leadership? We can keep an eye out in our local areas for a new incursion into community organizing, under a new name.

Of any "new organizations" that pop up, investigate. What is their stated purpose? Are the words justice, organizing, social, and union in their description? If so, keep an eye on them. Join with them to get the inside scoop. Make all findings public. If they are honest, and actually do help people in need, give them blessing. If they are ACORN like, take them down.
