Is Medicare the Real Target of ‘Health Care Reform?’
by Dr. Jane OrientNobody outside the inner halls of Congress really knows what’s going on in the negotiations on health care “reform. Every now and then, someone emerges from the formerly smoke-filled rooms and throws another 2,000 or so page “bill” out into the public and then disappears to continue talks to carve up one-sixth of the nation’s economy.

But we do know some of the critical unforgiving numbers. And we have strong reason to suspect that radical changes to Medicare Part E (as in Medicare for Everybody) is the real endgame, whatever the interim steps are called: public option, cooperatives, or mandated Insurance Exchanges.
We have the unmentionable truth that Medicare is insolvent. And the common dogma that Medicare is efficient, popular, and impregnable. Is it a Hegelian thesis and antithesis? With the synthesis being to throw the whole rest of the system, which is also allegedly bankrupting the country, into Medicare?
Are our leaders stark, raving mad? Or diabolically clever?
The on-the-books public debt is around $12 trillion, and Congress needs to pass still another law to increase the debt limit. The annual deficit is close to, or even exceeds, 40% of expenditures, the point that some call the tipping point for hyperinflation.We’re not going to grow our way out of this, not with GDP already down 25%, compared to 2000, if calculated in euros.
Then there are the unfunded liabilities of Medicare and Social Security, about which former U.S. Comptroller General David Walker has been sounding the alarm for years. Estimates are as high as $100 trillion or more—orders of magnitude greater than any conceivable ability to pay.
So here we have a legal obligation to pay back the $12 trillion we have loaned out, much of it to Chinese, Saudis, and other overseas investors. And the moral obligation, backed by politicians’ full faith and credit, to soon-to-be-retiring Baby Boomers.
The Chinese and the Saudis have the industry and the oil we absolutely need to live. Not to mention the Chinese army, nuclear weapons, and missiles. American seniors have—the vote.
It is incontrovertibly true that seniors, especially of the Baby Boomer generation, have been taxed all their working lives to pay for their medical needs in retirement. Their money has gone—into the “lock box”? Wherever it is, it is in the form of IOUs. Whose IOUs will get paid first?
Americans have been robbed by the Medicare system, just like Bernie Madoff’s investors were, only in vastly greater amounts. And they are just as likely to get their full benefits from Medicare as investors are to get their money back from Madoff’s prison cell.
No politician, however, wants to default openly, not on his own watch. There’s the danger to his career, from a voter revolt. And when voting doesn’t work, and peaceful demonstrations don’t work, people could become very surly indeed—and worse possibilities loom.
So here’s the con: We put everybody into the comprehensively reformed system. We suck in huge amounts of new revenues, not called “taxes” but rather “premiums,” “penalties,” “fees,” “surcharges,” or “shared responsibility payments.” Since the thresholds aren’t indexed for inflation, the “responsibility” to “share” the load for other people’s needs migrates down the social scale as the dollar deteriorates. Remember, also, that current health care proposals envision the government collecting new revenue for several years before full benefits–i.e. costs–kick in. Its health care on a layaway plan. A neat trick to plug some budget holes without admitting it.
Now comes the allocation part. We make everybody dependent on the system: patients for their care, doctors for their livelihood, so everybody is in a cooperative mood. An inspiration from a consummate politician named Bismarck, also implemented by Lenin and Stalin. Is there any other way than promising “universal care” that politicians could get away with cutting hundreds of billions from expected Medicare expenditures?
We let politicians off the hook by delegating the key decisions to an appointed Federal Reserve-like agency.
We set up a “fair,” “evidence-based” system, with the apparently laudable goal of improving the overall health of society. No discrimination of course—“disparities” are to be eliminated.
Remember, however, that age discrimination is not “invidious.” Every 60-year-old was once 20. The “complete lives system” (a.k.a. “Reaper Curve”) favored by Ezekiel Emanuel is by this logic completely fair.
Here is what it means: people over age 65 would get 3.4 times less care than a 50-year-old. At present, however, spending on people over age 65 is about 3.1 times higher than for 50-year-olds (Uwe Reinhardt, Health Affairs November/December 2003). Under the Emanuel system, older people would get only about one-tenth as much care as they do now [1/(3.4 x 3.1)].
The elderly would not all be cut off at once. They would simply be placed in an overloaded boat with everybody else, with lower-priority people pitched overboard—one at a time.
No death panel is needed. The system simply ratchets down doctors’ pay to the minimum they will tolerate, then punishes those on the top end of the spending curve. It will know who they are because of intense electronic monitoring of everything. Rational rationing—“equitable redistribution”—will occur.
Key words include “universal” and “consensus.” With “everybody in, nobody out,” social hydraulics will occur. Pull one lever at the top, and everybody beneath it is complicit in the “hard” decisions.
Default? No, no. Just a change.

When they throw out the line about ‘denial of care’ none of them ever admit that Medicare has the highest percentage of denied claims, nearly double what private insurers do.
I am one of the seniors. I grew into senior-hood while working 60 hours a week, eating red meat and going to doctors of my choice and paying for them out of my pocket. Why shouldn't my grandkids get the same opportunity?
when water levels are low the govt. utilities water company enforces a rationing requirement on the citizens, the water company is a socialist enterprise, and their solutions to any problem is rationing. Close, but the sinister plot which is buried in the House bill is really to shocking for even Fox News to reveal. Note the $250,000 fine and/or 5 years in jail for failing to pay either premiums or the annual fine. The fines are collected via the IRS. If passed, this would require every adult, 18+ to file an income tax return, if nothing more than to pay the fine. This also gives Big Brother a track on everyone. But that aside, there are tens of millions who don’t file for hundreds of reasons, legal and illegal. By cross matching the Social Security index to the IRS database, the default letters will be generated by the millions and those $250,000 fines carried forward, attaching future earnings and eventually wiping out Social Security benefits and other future entitlements.
Just last week, a study says one in six Americans are going hungry. How are all these people, most who are under employed, going to pay the fine much less government mandated healthcare premiums. They are not! The average American is working 32 hours per week and millions are working part time jobs. This assures they will not get any benefits from their respective employers.
In my view, the true intent of healthcare overhaul is to void future Federal entitlements to untold millions of Americans. That is the real story here.
The USA is a giant pyramid scheme, that only stands with our consent. It’s time to remove our consent, boycott, the Cloward-Priven strategy in reverse.

Dr Orient's analysis of the implications of communist healthcare are spot on but I would like to add one more twist that few seem to be mentioning… if we are insolvent then our global influence and power is nullified. With that as a fact, will we even be in a position to decide our own destiny as a sovereign nation? Dr. Orient is right on with this accurate insightful analysis. Every socialized medicine scheme is based on the savings accrued when expensive patients die waiting for care that never materializes. Dying in line is how they keep the system afloat, and even then it doesn't work well. Watch for the D.C. experts to 'bend the cost curve' by denying care to the most expensive among us. Remeber: when attempting cradle to grave government health care, it behooves government to shorten the distance between the cradle and grave. Pre-terms and the elderly are at serious risk here. There will be promotion of abortion as we have never seen it because if we nip that baby before it's born we don't even have to pay for the well-baby visits. Evil, evil slope we're sliding down. early retirement is desireable to some folks. It was a procedural vote needed to move the legislation forward and avoid any hurdles the republicans could throw in the way to delay the bill, its a timing thing, the Libs have to get it done now because they fear the people dont want the bill and will vote their numbers down in 2010. So the Libs by their actions are showing that they are totally lying when they say the American people want the war on healthcare bill.
The 60 votes needed for cloture, to break a filibuster, is what makes the Senate a more difficult place to pass legislation. In times like these it will prove to be useful.
Medicare denies a lot, I know first hand. A big part of this kicks the Medicare debacle down the road, and turns it into Leviathan.
The key is getting people to wake up. Why is everyone so brainwashed?!?!?!

you articulated in a brilliant analysis what I have been sensing for some time…..their mission is to basically put healthcare on the precipice of bankruptcy, squeezing profits out of all Hospitals, Doctors, and healthcare providers to the minimums…..while also rewarding their future right hand arm for democrat re-elections, fostering the rapid expansion of the SEIU unionizing all healthcare workers. What a scary scenario.
This will force longer lines waiting for care, and the elderly waiting many months for critical exams, MRI's, surgeries….let alone the shift of priorities on extending ones life for dollars — based only on ones age????? and the expected rate of return on that investment in healthcare???? — basically destroying expensive care for anyone over 65 years of age…..and increasing death rates and lowering the average life expectancy for both males and females. Sounds like they want all of us to check out by 70 to 75…..as long as we don't require exepensive care, otherwise, we might not be able to get that breast exam or prostate exam at 45, and then we might die sooner from cancer because we didn't get that preventative checkup. Sounds great.

I am waiting for the more "honest" fix where standard Medicare does not kick in until you really retire after 65, when you stop working and collect full Social Security. Sure it sounds radical, but then I started working with the "promise" I would get my full SS at 65 and they changed that. Why not peg Medicare to SS, it has long been considered a package deal.
Part of that may be hidden in the bills, or was at some point. If employers are required to insure employees, and employers have employees who are 65 and older, does that make the employer-provided insurance "primary" thus Medicare might not see any charges, at all?
All this makes the "mixed messages" even harder to understand. Get rid of smoking, have people watch their diet and exercise, etc, for a longer healthier life? Once your retire you are "dead weight" to the system (SS and Medicare), so let people live as they want, die closer to 65, and the system saves money at the ending of those obligations. Does it make it "better" to have the system's bureaucrats determine your otherwise-healthy self does not qualify for a life-saving or -extending procedure, thus discharging themselves of the "burden" that way?

As one of the soon-to-be seniors with no cushy government retirement plan or union retirement health care, I will soon be dependent on the Medicare system I have paid into for my entire working life.
You can be sure that, as others of us wake up, the political force will be enormous. Unfortunately, the organs of propaganda are so strong that we may never be able to mobilize that force to prevent the dire circumstances predicted by this post from happening. We will be the abandoned generation.

I hope everyone realizes that the language of rationing is already in the House bill. Here is what you find starting at the bottom of page 29:
"(2) INSUFFICIENT FUNDS.—If the Secretary es-
timates for any fiscal year that the aggregate
amounts available for payment of expenses of the
high-risk pool will be less than the amount of the ex-
penses, the Secretary shall make such adjustments
as are necessary to eliminate such deficit, including
reducing benefits, increasing premiums, or
establishing waiting lists."
You know that once the government starts doing this in one program, it's only a matter of time before other programs adopt the same approach.
The first question to ask your Congresscritter: "How can you claim that everyone who participates will be assured 'quality affordable health care' when the language of the bill sets forth the kind of nightmare scenario they have in the U.K.?"
Oops there is a typo in my comment. The language quoted starts on page 25 of the House bill, not page 29.

This is what I've intuitively thought for a while. A very "sophisticated" way to avoid many problems in the future.
Not only in Medicare but also in Union retiree healthcare and Public Employees healthcare in the States. Also, having worked for a troubled company in the early 90s who was actively supporting Hillarycare, there are plenty of companies large and small who would happily unburden themselves with those obligations.
So, in some way (which is what the Left is partly arguing) universal healthcare will save the economy.
The first steps in this path were taken decades ago…and the push from the Left for single-payer has been inexorable.
So, even if the Left fails this time, they'll be back in 4 or 5 years with fixes. Hopefully some bright Republicans are thinking beyond this fight to the next fight and the one after that. With a chess board arrayed against them, it will be tough to re-shape the 100 year old paradigm that the Left works in.
Hopefully some Republican is thinking about the future of medicine. If we don't kill the goose first, 20 years from now healthcare may be much less expensive because of technology.

The politicians aren't diabolically clever – but the Systems Analysts are. They have been writing legislation and implementing a new system of "health care" since 1990. It is nearly complete – with the insurance piece and mandatory participation being yet one more phase of it. When the system is complete, researchers will be able to perform "live fire" genetic experimentation on the unsuspecting population. What is that you say? Doctors will notice? No they won't – because there will be few real doctors. The doctors will be replaced with 2nd tier providers with AI computer systems and connections to doctors via telecommunications if they deem necessary. Research it – and do it ASAP. Telemedicine.
Ezekiel J. Emanuel is in the same league with Rahm his brother. He thinks people spend far too much on "end of life" care on the elderly, and too much on the young, and not enough on people in the center, where and when they are productive. In other words, he really pushes for health care for those who are generally healthy, and drops both ends off, when your young and when you're old, as being less "productive" and therefore less worthy of care…
Which is congruent with a Socialist viewpoint. Got to keep the workers healthy…for the State…

Once this abomination is in place, I personally know a lot of doctors who WILL just retire, thus causing an even greater shortage of doctors of all stripes.
Rationing, "DEATH PANELS", and worse, are all in the pipeline of both Houses' Bills and once they comingle and add onto these Bills, to come up with just one Bill, things WILL get far worse.
Once the final version of the Bill passes, the government WILL have complete control of everyone's life ( what you may eat or not, what activities you may or may not engage in and when, what you must wear or not wear, etc. ) ; from cradle to grave.

paullette- we stop it by organizing, think 9-12-09 in d.c. that takes time, but the fact is we literally shut down the d.c. metro area and surrounding roads. we had a rally, we were peaceful, we went home- judging by the response from the left(lies, mockery) we scared the crap out of them. now consider the simple fact of what the outcome is if we do the same thing only we do not go home-we stay for a day or two. we coordinate the same scenario in all major cities at elected officials offices. it will take planning, it will take dedication, it will take sacrifice. Beck held a rally in florida last saturday, he asked to meet up in d.c. on august 28th 2010 – like his plan or not that sounds like a good date to me. want your country back? you got to be willing to take it. meanwhile – go to your local reps. & senators offices – don`t call or e-mail, go there! send registered letters – then send copies(registered)to your local media outlets-demand a response from both – publicly.politicians are like worms – they don`t like being out in the open-force them to respond in public – force them to go on record – they will come around or be removed.

One solution for the uninsured would be to temporarily expand Medicare. It would not be perfect. It would cost, but it would still be a good band-aid. For some reason nobody ever even mentions this as an option.
Too simple and it doesn't exert control over the maximum number of people. Government needs money to continue functioning. The health scare plan is just another way to grab your paycheck. Remember, the taxes start immediately. The "goodies" aren't scheduled to be delivered until 2014. By then the Government will have squandered all the taxes they collected and come begging for more. A pox on all their houses!

Great analysis, but I haven't seen anyone examine the impact of taxes kicking in immediately while coverage (such as it is) doesn't kick in until 2013-14…I know my family can't afford both our current healthcare premiums AND the higher taxes in either the House or Senate bills. Won't that put a lot of currently insured people in the position of having to let their current coverage go to afford the higher taxes? Could this be their plan to force even more of us into the government plan?
