The Moral Hazard of Big Governments
by John LoudonIf you tried to buy a homeowners’ insurance policy for much more than the actual value of your home, no one would sell it to you. The reason is that having such a policy would enable one to prosper financially were the home somehow to be destroyed. This creates for you, what is called a “moral hazard“. You have a significant financial incentive to do something wrong. It is anathema for the insurance industry designed to protect against risk to enable such a risk.
So what if you were a government bureaucrat in possession of the power to help a business to prosper financially by doing something wrong? Imagine if you had the power to wave your pen and deliver one million new clients to a purveyor of a particular product. Some might say you have a moral hazard. Just as insurance companies have a duty not to create that risk, so do those in charge of taxpayer funds.

In New York, some public employees concerned about side effects, and their civil liberties, are protesting because Dr. Richard Daines, New York State health commissioner has mandated that they receive the h1n1 vaccines or be fired. Did the Governor order this? No, an unelected bureaucrat essentially placed the order with the vaccine manufacturers.
In Missouri, prior to 2002, all mandated vaccines were voted into law by Legislators. In that year, the appointed Director of the Department of Health added to the list of mandated vaccines, a compound against Chicken Pox. With one stroke of the pen, a single bureaucrat created a demand for fresh orders for hundreds of thousands of doses of the vaccine, annually. One can speculate about the profit in those orders.
In Texas, Governor Perry, usually a solid conservative got loopy over the Gardasil fervor and mandated that girls in his State receive the controversial vaccine against a sexually transmitted disease. Girls as young as nine years old now have the State forcing upon them conversations about promiscuity and sexually transmitted disease.
At least in the case of Perry, the moral hazard is mitigated somewhat, because voters have the recourse to oppose the elected office holder in his re-election or pursuit of higher office. What if he is term-limited and has no other aspirations? It is cliché’ to contemplate how many politicians take the revolving door into the lobbying or “consulting” industry. In the case of the bureaucrats in New York and Missouri and no doubt in hundreds of other political entities, the only check against the moral hazard is a serious legal investigation. Consider the moral hazard that was presented to Illinois Governor Rod Blagojevich. The power to appoint a US Senator was a “valuable thing” indeed. He stands accused of contemplating many options including personal enrichment. Indeed, it is axiomatic that power corrupts and absolute power corrupts absolutely. So why would we entrust a single bureaucrat or even a single Governor with such a moral hazard? Moreover, one of the greatest culprits feeding the voracious appetite of government is the effect when one bureaucrat seizing power becomes the envy of his or her counterparts. Even today, Health and Human Services Secretary Kathleen Sebelius urged Americans to get vaccinated declaring “we will push the vaccine out as quickly as we get it off the production lines.” Note the choice to use a personal pronoun. Is she an employee?
As a correlative axiom cautions, “We do not get the government we want, we get the government we deserve”. If we do not want to see our politicians and bureaucrats corrupted then it is up to us to ratchet their powers up or down according to common sense. For the first 190 years of Missouri history, lawmakers, just as in virtually every other State, debated and enacted vaccine mandates based on science and the severity of the threats. Now the Health Director has the power. Logic would dictate that it is far more difficult to corrupt scores of politicians simultaneously than it would be to corrupt one bureaucrat.
Maybe the word “corruption” is too strong. One can imagine that more than one health official has traveled to a conference at a warm clime at a nice hotel, with lots of corporate lobbyists hosting nice meals and displaying their latest products in the vendor spaces. The discerning official who expresses skepticism will always be less popular. The “go along Charlie” will continue to receive the best invitations. Is that corruption?
A wise man once told me that anytime anything happens in politics, you can know that someone planned it that way. Perhaps these moral hazards exist because there is an industry that profits from them. If we wish to avoid moral hazards in our government then we need to recognize them when we see them and demand lawmakers take action. More than a Governor or bureaucrat, the State Legislatures are the branch of government closest to the people. When the question is as important as deciding which compounds will be forced into our bodies, that power ought to reside with the people over whom we have the greatest control; the Legislators. Leaving such power with unelected bureaucrats creates a moral hazard. The act of undoing the risk belongs to us.

I know the Axiom that Power Corrupts but I do not believe this to be the actual case. Frank Herbert once said in an interview that Power, in and of itself, does not corrupt but attracts the corruptible. From my own limited experience I have seen this to be true. In my own case I have held positions of very substantial power but was not corrupted by said power. I let that power go when it was time and did not seek out the powerful position. I have been told to seek office by my friends and family but I do not crave such an appointment nor the power that is attained by such.
What I do see is that some people that will do ANYTHING to get and remain in a powerful position, These people are running our country into the ground. The corruptible are attracted to the position and see nothing wrong with what they do. Frank also posited in that same interview that a randomly selected individual from the general population would do a better job of governing that most of the people that hold office. I think I just might agree with him on that one.

Trust us, we're from the government and we are here to help. If "those people" on the Hill want to build public confidence and trust, perhaps they could all line up and receive their vaccinations first, from the Obama doctors in the white lab coats.
Until then it is as the article states, a moral hazard. Somewhere, someone stands to profit.

Being a recipient of the 1976 vaccine at the age of 17, I MYSELF am refusing this current vaccination. So far, your "lame" news papers have only said Guilliane Barre Syndrome is a temporary paralyzation. Not so! An informed decision is what everyone should have. Moral Hazard lends to the belief that those corrupted by power have morals. Nothing has persuaded me to think that anyone in this current administration had any morals before they were granted power. There seems to be no one with the moral fortitude or even the will to do the ethical thing that it takes to govern free people. When Barry ran his Hope and Change campaign it seems he left out the," Hope your dumb enough to Change into Communism." Why, even now when the truth is oozing out, do they still deny the agenda goose stepping forward? The fundamental change Obama seeks is nothing that the American people are able to make. We don't like being told what to do, how to work, where to give our money, how to give our time. The reason being that, Americans mostly, are moral and ethical people. We know the difference between right and wrong and are willing to do what it takes to advance our society. However, when we are forced to do what is perceived as immoral, unethical, we have a tendency to fight fiercely and without mercy. Our current government would do well to remember that about 'WE THE PEOPLE'. Our history shows that we defend our Liberty ruthlessly, morals and ethics be damned.

That's an excellent point, Chris. This is why the Founders set up a limited federal government, so that power would never be concentrated into a central authority. And this is why I keep saying that the rallying call of future campaigns from local to federal should include the word DECENTRALIZATION. We in this country don't tolerate monopolies in business. It's time we no longer tolerate the monopoly of governance.

What percent of the population is disabled? One percent? I really don't know. But look back years ago: every business had to be handicapped and wheel chair accessible. What a waste. All because of some misfired government missive. It was a joke, and still is.

Well, the anti vaccine people are out there but at least you picked some good examples. I'm not big on the chicken pox vaccine either. I wouldn't let my kid have it and the people in the doctor's office gave me the whole 'anti vaccination nut' full court press. Had to tell them to back off since they were not even listening to my concerns / addressing them (that it might wear off when my kid is 60+ and they could be killed by chicken pox…. not that I'm a nutter about vaccinations… weighing the risks it is safer for them to just get it as a kid)… Having these choices taken from me (a reasonable / rational adult) by the state is wrong.
Amen, but narcissists do not have a moral code. Their morals shift with the wind. If they can do something to get themselves more power and stroke their ego, they will convince themselves it is the right thing to do. Narcissism is an essential part of being a politician; that is how you get your followers to march with you to the gates of hell.
Lawyers sure do make a tidy profit off of ADA lawsuits, though. I wonder why they still keep it around.
And now we have the frenzy to nationalize health care so that a small percent of Americans, many of whom don't want insurance, will be covered. The game is always the same: find a poster victim group who will receive the crumbs while the pols, bureaucrats, and special interests eat at the big table
Swine Flu Martial Law Bill Clears Massachusetts Senate

It took corporate media swine flu hysteria to ram through a martial law bill in Massachusetts. S18 gives the Governor the power to authorize the deployment and use of force to distribute supplies and materials and local authorities will be allowed to enter private residences for investigation and to quarantine individuals.

(1) to require the owner or occupier of premises to permit entry into and investigation of the premises;
(2) to close, direct, and compel the evacuation of, or to decontaminate or cause to be decontaminated any building or facility, and to allow the reopening of the building or facility when the danger has ended;
(3) to decontaminate or cause to be decontaminated, or to destroy any material;
(4) to restrict or prohibit assemblages of persons;
(5) to require a health care facility to provide services or the use of its facility, or to transfer the management and supervision of the health care facility to the department or to a local public health authority;

The Associated Press reports:
The Massachusetts Senate has unanimously passed a pandemic flu preparation bill that has languished in the Legislature before the recent swine flu outbreak.
The 36-0 vote today sends the measure to the House. Both branches have taken it up in past years, but have not been able to agree on the details.
The new Senate version would allow the public health commissioner — in a public health emergency — to close or evacuate buildings, enter private property for investigations, and quarantine individuals.

Government itself does not have morals. That being said, it is those who move the machinations of government who effect the morality of that government.
If we elect leaders who posess morals and they pass good laws, all will be well.
However, when we elect the morally reprobate, those with a propensity to "move the bar" so to speak, we begin to run into trouble. This is the case now. For years, we all have elected some pretty repugnate people to these offices. These people then appoint their cronies to lifelong, non-elected positions inside the government.
These positions are unaccaountable to the voting public. This is where the real problem lies. We may be able to clean the house of those whom we elect, but what can we do to the immoral bureaucrats that infest the inner-workings of our government?
When Congress acts, by definition they are limiting liberty! That is why Congress must act with caution and care. Any Congressman that does NOT read the legislation they pass is not fit for the office.
When I say legislation, I mean just that… not the plain English interpretation of the legislation. This is where lawyers come in and CHANGE the meaning of words and phrases because of where a comma falls in the text.
First law of the new electorate: Elect NO LAWYERS!
It seems a safe bet that in 20 years (or less) vaccines will be viewed in a similar light to how antibiotics are viewed today; an invaluable tool that was grossly overused. Antibiotics are lifesavers, but over prescription for every ailment has left us with resistant bacterial strains and a host of intestinal tract ailments due to the reduction of “friendly” bacteria. Most physicians have wisely backed off and now only prescribe antibiotics for ailments known to be caused by infectious bacteria

36 separate shots, many of which (MMR for example) contain multiple live viruses. Doctor’s visits are expensive, so several shots are given in a single visit (it isn’t uncommon to receive 7 or more in a single visit!). Despite the posturing of the pediatrician’s lobby (the AAP), giving all these shots at once has never been shown to be safe. They claim they are safe because they have never been conclusively shown to be not safe. Even this state college graduate knows that isn’t the safe thing.
One that that has been conclusively shown is that having 36 mandatory vaccinations makes a lot of money for vaccine manufacturers.
I was born in 1961 and had shots for measles (the 10 day dangerous kind), polio, tetanus, and pertussis (whooping cough). I actually caught measles, chicken pox and mumps as a child as was no worse off for it. Some of those on the list (e.g. Rotavirus) are no worse than a common cold. Hep B is a nasty disease, but unless the mother has it, there is virtually no way an infant will catch it. In addition, it wears off in a few years and gives no protection by the time the child is a teenager and might actually need some protection. So why do we dump it into the bloodstream of an infant the day they are born? Two reasons; it makes lots of people money and it ensures the hospital doesn’t give your child hepatitis through sloppy hygiene. Pretty lousy reasons.
Full disclosure: my son regressed into autism after his vaccination, so I have an axe to grind. However, that doesn’t change the facts listed above. I’m not anti-vaccine, but they should be reserved for life threatening / debilitating illnesses (e.g. polio, 10 day measles, pertussis, etc.). I’m convinced that vaccinating kids for minor diseases (flu, chicken pox, rotavirus, etc.) will ultimately be seen as a serious error, if not a criminal act.

Follows? We had forced sterilizations before, it would be a return to "something that worked" in the past. Since we have a liberal government returning us to the "proven" policies of the Great Depression, and the eco-mentalists forcing through legislation while complaining about our "overcrowded" country and world, I would not be that surprised if they brought it back.
California, home of "for your own good" over-reaching government, accounted for one-third of the forced sterilizations? Should I be surprised?
According to our government:
The U.S. government has purchased 250 million doses of 2009 H1N1 vaccine…
Also by our government, the "resident population" (which includes "international migrants") is just past 307 million.
So they have expected practically every legal citizen will end up getting a dose, and have spent our tax money to buy accordingly.
Remember the really old days when such vaccines were normally bought privately, for those who wanted them, even in those circumstances where a government program ended up paying for them? Why, it seems like just last year…
Swine Flu Vaccines/Government Propaganda
Healthcare workers in hospitals, clinics and home care are mandated by state regulations to get flu vaccinations this year with the threat of being fired if they refuse to get one. Other employers are threatening their workers if they refuse to get the flu shot. It should be up to the individual, whether or not to get the vaccine and your livelihood should not be threatened.
Some people are saying no one has the right to refuse vaccination in a civilized society and risk the lives of others and their children. How is someone not taking the vaccine a risk to others or their children? If the OTHERS and their children received the flu shot they supposedly should not be at risk. History shows that sometimes the vaccine was worse than the flu. In 1976 the government’s propaganda about the swine flu caused more than 46 million people to receive the vaccine and more people were paralyzed and died from the vaccine than the actual flu……..
….We have been told that the vaccination is only effective if you get it before the start of the “flu season” which is usually around September-October. In 2004 there was a shortage of the flu vaccine and there were calls for the Federal and State governments to declare a state of emergency. Some people were panicked because the government had told them that 30000 people die from the flu each year. The government encouraged only those in high-risk areas, those over 50 and young children, get the flu shots due to the limited supply. However, after the flu season was over more vaccines became available and people were encouraged to get the vaccine. Why? They said the vaccine is effective if the person receives it prior to the start of the flu season, so why would the people be told to get the flu shot after it. Could it be because of money?……..
…..Kathlene Sebelius, the Health and Human Services Secretary encourages all Americans to get the swine flu vaccination and stated, “This is definitely a safe vaccine for people to get.” Does she know what is in the vaccine? The ingredients for the H1N1 vaccine are chicken embryos, formaldehyde, (embalming chemical) squalene adjuvant, polysorbate 80 (a carcinogenic preservative) aluminum, and thimerosal, a (mercury (poison) derivative). What is Sebelius’s definition of “safe?”
Data from two dozen peer-reviewed scientific papers, from 10 different labs in the United States, Europe, Asia and Australia claim squalene-based adjuvants can induce rheumatoid arthritis and can produce injury to the nervous system and brain. Mercury is a poison. Formaldehyde (an embalming chemical) and Polysorbate80 both are known carcinogens……
…..The government mandates the use of seatbelts when driving because they say it saves lives. However, the government does not tell us how many people died because they were wearing seatbelts. The seatbelt law generates revenue to the states because of the fines. So is it about the money? Is it about control?
People’s rights and freedoms are being eroded when Government and employers want to mandate that you receive a vaccination under penalty of law or the threat of being terminated. I say people need to “question authority.” It should be up to the people whether or not they get the vaccine.

The easy solution, and preferable lack of actually researching, is to blame the left or liberals as big government. But, those characterizations are not accurate. Both parties are now big government. In fact, very little has changed under Obama from the Bush administration. The point is, both sides are corrupt and they are pushing vaccines because they are getting paid, not because they are trying to control us. Don't be so silly.
