Nice. You have a couple of good points The issue with law is that it doesn't always work for you. It is a system failure and needs to be revised.

Lol, so much hyperbole! So clean a clean diesel ad ....... <magical number of unrealistic steps>..... = Fascist Eco State? Bottom line is as resources go scarce, you either will pay more for things like garbage service or see programs like composting designed to reduce landfill waste.

As for SF, what you are complaining about is one extra green bin to put out on trash day. The bin will contain compost materials, and residents are not required to actually compost, just throw compostables into a green bin. No fines until June 2011, and only for egregious cases. In terms of a Fascist "slippery slope", i would direct you to things like the Patriot Act and FISA. I guess we are all free to fantasize about an Eco Fascist State, but there is actually other real stuff to be concerned about.

Even if they are not recycled, our landfill can handle them. Disposal safety is not a good reason to stop using florescent bulbs.

And there is your real issue... you don't want to see conservation. The mercury is a red herring.

OK, but that's dependant on people actually bringing them in to be recycled. Radio Shack collects batteries, Home Depot/Lowes collects CFLs...that's all fine & well. But what about all of the broken bulbs (and there will be many)? I think most people won't be bothered with proper clean up.
My point is that this isn't all that necessary. Argon bulbs do not pose a toxic threat. They can be used with a dimmer, which admittedly doesn't save electricity (but could extend the life of the bulb), while 3-way bulbs can (while giving the consumer a choice of wattages for their need).
CFLs can't meet any of that criteria, while still containing one of the most toxic natural elements known. I still think that their usage will undo years of clean-up efforts.
If you think that cutting down on one's electrical demand will help 'save the planet', fine. Just TURN OFF the lights, TVs, PCs, etc that you don't need at the moment.
