Freedom is a Right, and Any Health Care Bill That Takes Away Americans’ Freedom is Wrong

John Boehner (R-OH)After the conclusion of yesterday’s nationally-televised health care “summit” hosted by President Obama, in a video for YouTube’s Citizen Tube I answered five health care questions submitted and voted on by the You Tube community. The questions posed on You Tube are the same questions and concerns I hear from Americans across the country. They want to us scrap the current bill and start over with common-sense, step-by-step measures that lower health care costs. And they want to know why Congress insists on passing massive bills that no one in America has time to read or understand. My Republican colleagues and I agree a different approach is needed – not just to health care reform, but to the way Congress works on every issue.
In the video, I respond to citizens’ questions about health care reform. On one question, for example, about whether I believe that health care is a right, I said that, “I believe that freedom is a right, and that any health care bill that takes away Americans’ freedom is wrong.” I also answered questions about my support for health care reforms aimed at lowering Americans’ health care costs, such as medical liability reform and allowing Americans to purchase health insurance across state lines, and pledged I will insist on smaller, simpler bills and implement a mandatory 72-hour online reading period for all bills if Republicans are entrusted with the majority.
Over the past year, Republicans have used new media tools to interact directly with the American people. Whether on Twitter, where House Republicans outnumber their Democratic counterparts two-to-one, or YouTube, where eight of the top 10 most-viewed and most-subscribed YouTube channels in Congress are from the GOP, House Republicans are listening to and learning from the American people. Below is full text of my answers to You Tube:

“First let me thank the YouTube community for submitting some very thoughtful questions and comments. My colleagues and I believe the best ideas come from you, not from bureaucrats here in Washington. This effort is just one more example of that.
“Before I get into your questions, I want to also make sure you know this isn’t the only chance you have to weigh in on the issues that are important to you and your family. “The first submission is from ‘Blinn’ in Illinois. Blinn says ‘All people voting on these bills should be required to personally read the entire bill before being allowed to vote on it. It is ridiculous that these bills are thousands of pages long. Bills should be written in clear language.’
“Blinn, Americans have the right to know what is in these massive bills before Congress votes on them, and if I become Speaker of the House, we’ll run the House differently – differently from the current majority and from past Republican ones. And if I become speaker, there will be a 72 hour reading period before any bill is brought to the floor. It’s part of our congressional transparency Initiative – you can check it out at GOPLeader.gov/ReadTheBill.
“But in addition to that, we don’t need to have these really big bills. We can keep these bills smaller, more targeted, so that people actually can read them and understand what they’re voting on before they come to the floor.
“Next, ‘C. Rodgers’ from Lincoln, Nebraska asks ‘Why not quit artificially limiting the market? Stop tying health insurance to employers and increase the market dramatically. Allow insurance providers to sell across state lines and increase it even more. The larger the market the lower the price.’
“This is really one of the centerpieces of our Republican health care proposal. Marsha Blackburn talked about it today at the summit. Democrats claim they’ve included it in their bill, but they really haven’t.
What they really are trying to do is say, we’ve got the same thing – buying across state lines – but only if you go to a government–run exchange with a government mandated health insurance policy that’s going to be designed by the government as well.
“Republicans believe that you should be able to buy any insurance policy across state lines and you can decide for yourself fits the needs for you and your family.
“Up next we have Pat from Chicago who asks ‘Thompson Reuters had performed a study in which they concluded that 40% of healthcare waste was from unnecessary care. Unnecessary care is primarily a result of a fear of being sued, aka malpractice. What is being done to address malpractice?’
“Well Pat, you heard today that medical malpractice is really important. And it’s not just that we reform this so that we’re not driving doctors out of states and out of communities, it’s also because of the defensive medicine that doctors practice.
“You know it was brought up today a number of times, but we never really got into the numbers. The Congressional Budget Office says that we would save $54 billion over the next ten years in the government-run programs if we had medical malpractice reform. PricewaterhouseCoopers issued a report in 2006 that said that we would save up to $125 billion over the next ten years.
“And we’ve got other reports. One that came out was a Gallup study that was done just six weeks ago, and they interviewed doctors all across the country, and a majority of doctors claimed that 26 percent of the care they give is defensive medicine. We know that if we can eliminate all of this defensive medicine that’s going on, we can dramatically lower the cost of health insurance around the country.
“Brian, a student, asks: ‘Do you believe that healthcare is a right, or that health insurance is a right?’
“We all know that if you have a health emergency in America, you have a right to be treated. It’s as clear as that. Health insurance – I’m not quite sure I’d call it a right – but we would clearly like to make health insurance affordable for more Americans. And the way to do that is to drive down costs in the current system.
“I believe freedom is a right, and any health care bill that takes away Americans’ freedom is wrong. I think Americans should have the freedom to choose their own health care, and that the government shouldn’t choose it for them.
“Finally, the number one question based on your votes comes from Chris at the University of Florida. Chris says: ‘What is the explicit reasoning behind mandating the purchase of healthcare services?’
“Well, Chris, liberals believe mandating health care coverage will lower costs. I believe that mandating coverage like this for everyone is unconstitutional. And I think there are better things we can do to lower the cost of health care and make it more affordable for all Americans.

To the Editor:
Submarines have always fascinated me. Their role in the last century cannot be overstated. From the simple man powered submarines of the civil war to the USS Nautilus’s journey under the North Pole to the modern submarines that form a critical part of the US nuclear deterrent. As over engineered as these ships are, when a torpedo hits, decisions have to be made to save the ship. Sometimes those decisions have to be made under extreme stress, and the result of the orders leads to the death of fellow crew mates. As one space fills with water, pulling the ship inexorably to the bottom, a sailor in the dry space must close the hatch to save the ship.
The United States is analogous to a submarine wounded by enemy action. Instead of an enemy firing a torpedo, we, via all of our poor political leadership have fired one upon ourselves. The political classes collective record, how ever well intentioned, has lead us here, through massive spending, borrowing, and making promises to citizens that cannot be met. Character at a point of pressure is the most important asset a leader, officer, or soldier possesses. Why? Because sometimes it is necessary to close the hatch to save the ship. The question to my mind is which party possesses the capacity to do that now.
While the collusion of both parties are to blame for our sinking ship. It is the Republican party that is desperately trying to close the hatch and save the ship. The Republican party is standing against three pieces of legislation that will forever resign this nation to a continual decline and eventual ruin. The first is commonly understood to be “health care,” this legislation will forever alter a citizens relationship to their government. If it passes medical attention will become a right that must be met by force of law. As the saying goes, if you want to make something expensive, make it free. The failure of this solution to meeting the medical needs of people is deeply felt by those who lost loved ones because the English or the Canadian governments denied vital care. Liberal Democrats have another scheme to launch on the American people this one is called “Cap and Trade” – essentially this nightmare would allow the federal government to tax a citizen when they drive, breath or turn on the light switch. Kirsten Gillibrand has personally advocated for it in the editorial page of the Wall Street Journal, I assume Senator Gillibrand expects that by creating the next Wall Street scam will lead to voluminous campaign contributions on the back of the American taxpayer. Finally, there is “Card Check,” this gem would eliminate the secret ballot from the process by which a business goes from being a non-union to a union shop. Thus, the Union leadership would be in a position to put massive pressure on those who voted “no.” Republicans have stood, and are standing against all of this – in fact on the “Cap and Trade” front Republicans have earned bipartisan opposition to it.
All the while the water is rushing into our ship and the choice must be made in nine months; will the citizens of this great nation choose to stand with the leadership of the liberal democratic party, that is trying to keep the hatch open, so we all go down, or will the American people choose to stand with the Republican party, that is trying to close the hatch? I have confidence that the American people are ready to not only support the Republican party, but help close the hatch and save the ship. America is ready to sacrifice all but our liberty and our economic freedom – this has, and will always be true, and has happened in the past, it is “We The People” leading the charge. Right now the only organized political party that has the capacity to close the hatch is the Republican party.

I was shocked when I heard my congressman say that the Dem's did not allow one single MD on their side to have a voice in that bill. Furthermore that only 25-30 year old aides had anything to do with it being drafted (the House version that is).

When will you own up to the fact that you have enemies within your own party that are trying to undermine the freedom you speak about?
You have Progressives in your ranks that need to be removed from their offices. When I see some contrition and an acknowledgement that your party engaged and still engages in the same nonsense the Democrats, who have been hijacked by those same Progressives, then your words will have weight. As such, they fall on deaf ears. People will vote for you to get rid of Obama, but not to solve the problem.

I applaud Maximum Leader Boehner for his courageous stance against the dreaded prospect of a facisto-socialist health care system. Well now Congressman Boehner: Yesterday I called your office on behalf of the SBA (Susan B Anthony List) it took awhile to get through, but I did. Then I waited for you to speak at the HC summit, because as you know we were told that you were going to talk about the abortion issue. And when you did finally get the chance to speak, you were blown off by obama. In my opinion you were NOT forceful enough to make our concerns about abortion relevent. I am very dismayed about this, as i'm sure the many members of the SBA are also!!!!!

I'll make it simple for you to answer the question of whether or not health care is a right.
If it imposes an obligation on someone else in order for you to have it, it isn't a basic right. You have every right to do whatever you can to keep yourself healthy, but when you start seeking treatment, you are seeking a service provided by a professional. You have no inherent right to demand that service from another. To say that you do is tantamount to allowing slavery to exist in our nation again as no one who provides a right to others could ever truly be free again.
It long past the time where we stop putting our heads in the sand and think that the 2 party system can continue without balance. It's idiocy and insanity not to see that they mimick each other. Conservatives do not control the Republican party anymore. John McCain is just a glaring example of this, and there are others of his ilk that are in the party and are undermining progress.
Amen. I think that as this whole debacle moves forward, we will see who in the Republican Party is still worthy of the title and who is not. We need to base our decision on not only what they are doing now, but also upon the record of what they have done in the past. Given that information, I fully trust that the American people are wise and fair enough to make the right choices come November. Here is my question John: If it is known by all that there is egregious waste and fraud in the Medicare and Medicaid healthcare systems, why do we need a bill to start to correct the problem? This is "crime" and the violators should have been pursued and punished all along. This makes no sense and why we don't believe government.

This will be worked out in the primary process – McCain has a good shot at losing. Hayworth has the communication skills, and the voting record, little light on money but he is gaining. The "tea party" is best expressed at primary time – not at election time – it only serve to elect the liberal candidate if deployed then. Think this through a bit, if used as the weapon it is it can serve as one hell of a political force.

Here's another response. Allow health insurance to be sold interstate as long as there is uniform national regulation.
Here's another response. Eliminate health care insurers, which spend as much as 30% of the premium dollar for things other than health care, and you automatically achieve substantial savings.

You are right in the sense that we have to exercise our votes. We have no disagreement. Identify and remove those from power who are Progressives, and take them out of the political picture.

Tort reform in TX has led to doctors flooding the state and subsequently increasing our access to health care. I watched first hand one of my own clients, a doctor, medical malpractice insurance cut in half. And to suggest we can buy health insurance across state lines is not only ill informed but arrogant. Well, Joe. Having read your initial post, I think we are on the same page. While it was a little long-winded, it did seem to be pretty spot on. The Republicans are the Spartans trying to hold back the Persian hordes (the proglib faction of the Democrat Party) at the gates. **For the less mentally nimble among us, you will notice I did not paint the entire Democrat Party with my "proglib" brush.

If you only consider lawsuit insurance. You conveniently ignore all the tests ordered to avoid lawsuits.
When the government writes the policies, sets the prices, the government is running health care.
I would agree with this last one. We should carry health insurance only against catastrophic illness: sudden major trauma, cancer and other major diseases, ruinously expensive medications, etc. All other coverage (routine check-ups, routine medications, minor illness and injury, etc.) should be paid for out of pocket and via expanded HSAs. You're right that there would be big savings. But the Obama bill doesn't do that.

I'd like to thank you for your defense of ending defensive medicine and state mandates that restrict policies people can purchase. Tax deductions on individuals to buy healthcare is great too. One question:
Since the government has severely increased the cost of healthcare paperwork, do you believe this bill "helps" in any real way to secure patient privacy? Would you favor revising or repealing HIPAA and other expensive government healthcare compliance bills that run up costs? Or is "HIPAA" just too popular with people who think it gives something for nothing?

As for personal attacks, your original post on this thread was a personal attack against me and my beliefs. I, also will not let such a slander go unchallenged. The difference between us is that I do not use embellishments and gross over-exaggerations to make my case. As far as I am concerned, a 3rd party would be just as destructive to our form of government as the Progressives are.

COBRA, which like many bills is a long bill that says much and costs much and provides little to the public.
Certainly, keeping insurance after losing a job is something the individual mandate would accomplish better, cheaper, and using less regulations. As a contractor, I received dozens of mis-printed cobra coverage sheets which were perfectly useless to me as the insurance rates were much higher and not tax-free. I simply had to find another job quickly, and pay out of pocket until then.
If the leadership of the parties refuse to solve the problem, then the party needs to be put on notice that they are going down with the wrong ship.
I blame the parties for not taking care of this cancer sooner, because they are complicit in habouring them. The Republicans are not taking care of the problem in their own party. The Dermocrats have been taken over by the Progressives, and the Republican party will too, if they do not root these people out, in advance of our votes. They run the risk of losing their seats if they don't.

Health care insurers spends as mush as 30% of the premium dollar on the people they employ, buildings which they work in, and equipment they use. If the government can do all of that too, at a much hihger cost with less efficiency.

It is not up to the party leadership to fix this problem. It is up to the voter's to solve it. The RNC and the DNC are nothing but intermediaries between the people and the legislators who represent them. The Caucus' job is nothing more or less than to pass along the constituents wishes and to maintain the wording of the party's principles. If a legislator does not live up to those principles, it is up to the People, not the Caucus, to deal with them. If anyone has not been doing their job in all of this, it is We The People who have been slacking.

When you are ready to get serious about tort reform, insurance portability, buying insurance across state lines, and coverage for illegals among other things come on over to the hill and we'll have a discussion.
