The Unemployment Benefit Black Card
by J.C. ArenasTuesday, the U.S. Senate passed another Democratic multi-billion dollar legislative handout designed to temporarily alleviate the continuous financial burden hanging over the nation’s unemployed and fiscally irresponsible states.
Democrats—with six Republicans tagging along for the spending spree—swiped the nation’s Centurion Card to the tune of $140 billion, and went home with bags overflowing with goodies: subsides for health insurance, funds to prevent states from laying off public service employees, extensions of unemployment benefits, etc.
Senator Chuck Schumer—apparently now worried about the chattering class—patted himself on the back for a day’s work and proclaimed, “While our Republican colleagues on healthcare have been stonewall[ing], on jobs they know that they block us at their own political peril … and substantive peril as well.”
New York’s senior senator is entitled to his own opinion, but not his own facts.
This initiative can’t possibly be touted as a jobs bill when nearly 90% of the funds appropriated are unrelated to job-creation. Moreover, the Republicans who did cross party lines to support this measure, supported—what amounted to—another spending bill, and they might be doing that at their own political peril.
A Fox News poll from late February revealed nearly 80% of Americans believe government spending is out of control, and, earlier this month, Conservatives rallied behind Kentucky Senator Jim Bunning for exposing PAYGO as a fraud while Liberals plotted to borrow more money to extend unemployment benefits as opposed to using already available funds.
Granted, despite the public sentiment, many politicians don’t want to be associated with keeping food off their constituents’ tables, but, the unemployment benefit—along with home ownership and college education—has made its way onto the list of American entitlements.
While most people would prefer to have jobs instead of an allowance from Big Brother, they have become dependent upon the handout. Jerome Boyd, a 48 year-old father of four from Arlington, Virginia, recently stated, “I depend on this money. I’m wondering every other week if it is going to keep coming in or not. It’s stressful, and especially when you’re trying to look for a job, too.”
Rather than concentrating solely on job-creation, legislators have debated a manufactured-crisis and ignored the nation’s employment and economic problems for over the past year. Their only accomplishment on the jobs front has been the conversion of a once temporary benefit into charity that can be relied on for nearly two years.
How long can this last?
Neither the receivers of the benefits nor the legislators who continue to provide them seem to be aware of the states’ inability to fund this charity.
The Treasury Department’s 2009 Financial Report discloses the use of the Unemployment Benefit Black Card. The report not only shows that the ratio of unemployment fund cash outflow to cash inflow is 2:1, but also reveals that a number of states fail to meet the department’s standard of a minimum solvency ratio of 1—which determines each state’s ability to fund unemployment benefits. According to Chart 15 in the report (shown below), 21 states possessed insolvent unemployment funds, and 16 states had less than a year’s worth of benefits remaining in its coffers as of September 30th, 2009.

This picture told a story that is now nearly seven months old, and we have no idea how much worse that story reads now.
Apparently, with the continued expectations of the unemployed and Tuesday’s vote, nobody cares.

NOVEMBER TO REMEMBER will be here shortly and congress will be emptied out to seat conservative majority. Progressive's PUNISHMENT will last for DECADES!!!
"How long can this last?"
Only until we head into a full blown depression in less than two to five years….
Liberals say altruisticly "I'd gladly pay more in taxes", then when it comes time to pay taxes, they do a geitner or a daschle
When this money fuse hits the end of the line…
it will be Epic!
There will be many people wishing for the Great Depression when this puppy kicks off. Hold on, and I hope everyone survives what is coming.
Unless a Conservative Party (that puts AMERICA first, not bankers and not Israel) is formed…..like maybe yesterday, it will never happen. The primaries have already passed. So it will be more of the same.
Surely you aren't thinking Republicans will be better? That sounds almost as stupid as the ones that voted for Obama expecting him to be different.
If true, will you support cutting off Israel? You claim to be loyal to America (despite flying the flag of those who murdered Americans on the USS Liberty) but I have some doubts about that…..
99 weeks…
Monica, grab my pole! We are going fishing; Cabo here i come! YeeeeHaaaaaa! Pass me a few ice-cold Caronas!
Caught me a troll…..you got anything else in that there bag o tricks Prog? Dhassel? Sounds like you! Fonz? You are a pathetic excuse for a human being…..
The punishment will effect not only "Progressives" (who ever said bankruptcy was a sign of progress?), but everyone else as we pay the price for economic disaster for decades. Even if Obamacare doesn't pass and another entitlement program is averted, we've still got tens of trillions of unfunded, off-the-books liabilities from our existing entitlements. The problem is not parasitic, myopic politicians who can't see past the next election cycle, it's the Kumbaya MSM who are supposed to be acting as a watchdog. This website, and this story in particular are an example of what true journalism is all about…not the vermin over at the NYT!
Amen brother! It will be like none other I am afraid!
this is not rocket science…
you cannot spend money you don't have.
One has to wonder if they will all be filing come november and that is why they are funneling money's in there now?
remind me again why I am working?? I can have a two year holiday if I lose my job? This is sick!!! Unemployment was supposed to be a few weeks, like 6 weeks….whats 93 added on?
But wait! Obama is going to outlaw fishing in the USA!! Then what are we going to eat!!??
This is how the Democratic socialists get people hooked into entitlement programs!!! Take away the employers that would hire people (tax them out of the U.S.) and people have no choice but to rely on government entitlements!! FIGHT!!!
This is how the government keeps the public sector hooked on government programs! Run off the employers (raising taxes) and the people have no choice but to depend on the entitlement garbage the government hands out!!!
blah blah blah hate Jews blah blah blah hate Jews blah blah blah. Get some new material or go back to the Nazi sites where you are welcomed.
Reagan had a 10% unemployment, his economic plan was to cut taxes, reduce govt. oversight of private business and he froze fereral spending…his plan created 7 million jobs in the private sector. Now compare that with Obama's economic plan of taxing and spending…0 jobs, but saved govt bureaucrat jobs
It is one thing to continually rape the Treasury. Sun Tzu wrote of it, yet these clowns have sodomized it. They are on the verge of killing the goose that laid the golden eggs.
Ewwww….Dhasselhoff TROLL….!!!
Hit it with Matzoh Balls….!!!
Better yet, hit it with Floor Cheeseburgers…!!!!
And 80's Trans Ams……!!!!!
Looks like the heavy union states are faring the worst! Coincidence?
Dhassel…could you find a very busy freeway to play on with your rubber ball…??
Back to a barter economy….
This is INSANE! This dude will not GIVE IT UP, and you know why? It's because he is a Narcissist! He wants too go down in history as being the one to nationalize our USA Health Care system, He wants too go into the History books like George Washington, Abe Lincoln, Martin Luther King, Etc! He will not give it up! This is why they keep extending un-employment insurance, they want everyone to be on the Government Titty, but it will not last forever, as we already know this from HISTORY!
I can't wait till the SCOTUS strikes this bill down as being UN-CONSTITUTIONAL, because it is!!!! I mean they are not even going to VOTE on it, just use the Slaughter Solution, NOT VOTING is BREAKING THE LAW!
schummer is a nebish and a obamasoros lackey.
Whar's the old line? The problem with socialism is it runs out of other people's money to spend.
And then these same marxist, socialist, union weenies who rammed through all this crap that cannot be paid for even if you taxed the top 50% at a 100% of what they make, are the first to organize protests ( witness the "education" protests last week) to stop ANY corrective measures to attempt to reduce the deficits.
Quote,"While most people would prefer to have jobs instead of an allowance from Big Brother, they have become dependent upon the handout. " Yep, that's the 'new communism' for ya.Communism was formed to protect the factory workers;now in a country with out factories, communism is doing what????
Yeah, it'll work itself out.The CALpers and CALstar union funds in CA are going down in flames.Soon these state workers and teachers will have the same retirement I have–Nothing!
My "Victory Garden" will be planted in the next couple of weeks….until that is outlawed too!

To my own thoughts the unemployment extensions have always been the Democrats' means of fracturing the conservative movement. If you can breed resentment between the jobless conservatives and those who "work" you can easily kill the buzz surrounding the Tea Party. Talk about all-fashioned, divide and conquer politics! I find it sad how too many right-of-center folks fall for it. Both the liberals and conservatives misunderstood Bunning the other day when the man had attempted to FUND this jobs bill, not cut it. Yet you hear these folks on the right celebrating the notion he instead sought to cut the jobless benefits. But if the country is "broke" as some folks tend to think, then why does anybody owe us these inane welfare payments inappropriately called "tax returns"? Conservative strategist and former Clinton advisor Dick Morris raises the issue in his last book, though in my own case I take it a lot further.
Today I heard the tax returns in some states have been delayed for about five months. Would you call it vindication for all those among the 21% jobless who felt betrayed by the Tea Party movement? These cursed Democrats in Congress know fully well they lost our votes and all they need to win again in 2012 is to ensure the other guy (or gal) loses his own constituents. Another article this afternoon claims to describe a rift between conservative Christians and the Tea Party movement–whether this be true or not, the Democrats have shifted gears in the hopes of resurrecting themselves by locating the seams and severing the proverbial fabric. Currently the Tea Party consists of diverse elements driven to coexist in response to this Barack simpleton, and it takes quite a little of nothing to drive these elements apart once again.
Harassing the jobless while using the jobless numbers to justify an anti-Obama campaign is dire politics and bound to fail. When you see the party of no jobs on the left and the party of no jobless benefits on the right, it spells for some folks THIRD PARTY. Meantime these wretched Marquis de Sade characters in Congress (Pelosi, etc.) know it and laugh. Still the nation rightly expects fiscal responsibility from its elected leaders–let us have it then and cut these hysterical tax returns for all Americans! Bunning had reason. If only his own constituents knew precisely why.
The same fiasco occurred while the immigration debate had raged in the final years of President Bush. The citizens, while possessing a just and reasonable argument for the enforcement of existing laws, had oftentimes chosen their words poorly and alienated quite a good many legal citizens. The nation's most favored talk-radio star Larry Elder had expressed his disgust with folks (John and Ken?) for going overboard regarding the issue. In essence you can be correct and still make an arse of yourself, and if the conservatives fail to articulate conservative principles without doing so, then I hate to say it: "Let them have a king…." Paul Ryan articulates these principles rather decently and does it without contempt.
Meantime the Democrats continue to rape Lady Liberty straight up her derriere; would you consider it necessary for the conservative opposition to rape her in the face also? A disturbance in the force I can sense, and my fellow conservatives–agreed or otherwise on particular issues–should keep their eyes open while these liars still run amok in congress. With the Democrats, absolutely anything goes, alongside the aforementioned 'pornucopia'. Our Lord had commanded that His followers adopt a particular dovish innocence alongside a particular serpentine wisdom. Conservative principles come to naught without votes; for those you need to fight and be aware at all times, and precisely that when you all know the proverbial Devil is thrashing about in throes of death. Conservatives can afford a little disagreement on some issues–just try not to alienate diversity. Within reason, mind you.
am unemployed at 49 years of age. I am looking for a job and am a staunch conservative. The Government and all of the clowns who have voted for progressives and liberals for decades are the ones who destroyed the economy over the housing crisis. I am disheartened at all of the people on this issue that call it an entitlement. I owned my own business and paid my workers well(they didn't appreciate it). I exhausted my savings trying to keep them employed thinking that the housing market would come back. Now that my business is gone, I have to draw my measley unemployment check until I finish school or retrain or something. Attacking the unemployed is only dividing the people. I attended the tea parties when I still had my business. What am I to do? Be careful who you criticize, it could soon be you.
If you don't spend you are just digging yourself into a deeper hole. If you come across Japan, it took them more than 15 yrs to dig themselves out of the whole for the simple fact they are trying to tighten their belt.
If you look closely, the goose has been goorged.
To my own thoughts the unemployment extensions have always been the Democrats' means of fracturing the conservative movement. If you can breed resentment between the jobless conservatives and those who "work" you can easily kill the buzz surrounding the Tea Party. Talk about old-fashioned, divide and conquer politics! I find it sad how too many right-of-center folks fall for it. Both the liberals and conservatives misunderstood Bunning the other day when the man had attempted to FUND this jobs bill, not cut it. Yet you hear these folks on the right celebrating the incorrect notion he instead sought to cut the jobless benefits. But if the country is "broke" as some folks tend to think, then why does anybody owe us these inane welfare payments inappropriately called "tax returns"? Conservative strategist and former Clinton advisor Dick Morris raises the issue in his last book, though in my own case I take it a lot further. To use the current 21% unemployment level to justify an anti-Obama campaign while harassing the jobless is dire politics and bound to fail in time. With the party of no jobs to the left, and the party of no jobless benefits on the right, to some observers it spells THIRD PARTY. The same fiasco occurred in President Bush's final years while the immigration debate exploded in our faces, when the citizens had justly sought to enforce the existing laws, whereas a poor choice in words from particular conservatives only served to alienate the legal citizens. The nation's most favored talk-radio star Larry Elder had confronted these John and Ken types for going overboard with the issue back in the day and I applauded the man for it. In any case this Barack simpleton won in 2008 after so many conservatives made arses of themselves over the whole thing. I blame the rightist stupidity about as much as the leftist stupidity for Obama's election victory. Now the Tea Party wants to alienate 1/5th of voters for the mere fact of being jobless. I say good luck to ye!
Absolutely. For the Tea Party to use the 21% jobless level to justify its anti-Obama campaign while harassing the jobless is downright incompetent. I expected a measure of class from these folks.
I believe the american people will survive….just without our current politicians…..
politicians………..except blarney fwank………….
I'll trade you a bag a potatoes for that sheep…….sarcasm on!
I think they are now raping the goose too………..
Fortunately Uncle Sam delayed the 2010 tax returns for another five months in particular states, or at least they reported it during the afternoon. We can hardly afford those, either.
I wish I could believe that, but the last Great Depression is what led to the progressive cluster that we are currently in…
I wish I was wrong but my gut tells me that this is leading to plumbum in the air.

Hey JC screw you. You cherry pick some lazy bum and use him as an example for all the unemployed. Right now I am working a contract job and making money. But I have been in and out of work since 2007 when I was canned because some ahole penny pincher who ran a company in the ground broomed all the people that had any years in and made money to try and balance the books from his screw ups. I look for steady work EVERY DAY. If not for the unemployment money between my jobs I would have lost my house. And so what if we are spending money on our own people for once. This country throws enough dough down the shit hole helping everyone else in the world. How about we cut off everyone's money. There families start to starve as we all know the job scene sucks. people grab there weapons and come to YOUR House and take your money and food. That's what would happen pie chart propeller head. People will NOT let there families starve. Get out of theory world jerk.
Run off the employers (raising taxes) and the people have no choice but to depend on the entitlement garbage the government hand
Totally agree. I would much rather have steady work then all this temp crap.Obama is doing this on purpose. But I will not let my family starve WHATEVER it takes…
I'm quite educated
I am glad you are impressed with yourself. At least there is one person who admires you.
informed about such matters
I do hope you get the real world experience soon of unemployment. I think it would enhance your already vast knowledge on the subject.
but you are either a participant or you are in denial.
Not at the moment I am blessed to have work at the moment. But have been unemployed on and off the since 2007 due to cut backs and lay offs. Not fun. And having to read the crap aholes like you post who think they know what they are talking about but have no idea just makes me want to smack you upside you bloated head. And no people out of work are not doing OK.
Ewww…I'd rather eat bugs! …..:)
I am amazed that people complain about extending unemployment benefits……..
The Bush/Paulson team handed the bankers 100's of BILLIONS of our tax money, then Obama/Geithner doubled down on Bush's rich boy bail out.
Now we have families losing homes, wondering how they will feed their children and the bankers are passing out multi million dollar bonuses.
Time to smell the coffee.

This is how most government programs get started because of horseshit logic like yours.
What you leave out of the equation is the abililty for a person to not spend himself to the point of living one paycheck away from dependency.
What you also leave out of the equation is the fact that charity and families can kick in to help people.
I'm not saying people don't sometimes need help, but having the government administer the helping is bad policy.
Good Luck.
Sure you can, as long as somebody is willing to loan the money.
It's not attacking the unemployed, but rather the policy of unemployment benefits.
It's like being against the nation building in Afghanastan, but not against the troops (troops don't make the policy)
Well, depending on your situation, it might be more productive in the long run to go to work Monday and do everything in your ability to get fired!

"Talk about old-fashioned, divide and conquer politics!" . . .and, as you see here, its seems to be working.
When unemployment is extended as long as it has been, people start refusing jobs that they would otherwise take. I saw an article some months ago talking about the "funemployed", people who collect unemployment and take vacations! This compounds our problems and makes people more reliant on a system that cannot sustain itself.
Its a terrible cunnundrum: I am a conservative, and I dont want to add to the deficit. I am unemployed and without benefits I cant keep a roof over my head or food on the table. I have been out of work for over a year and I have really looked for work, not just hit and miss a few places to satisfy my unemployment requirements. Three interviews in the last 12 months. I have used my severance pay, my retirement funds, and my personal savings. If there was work for me to do, I would MUCH rather do that than cash an unemployment check. I know the standard perspective is that unemployment encourages unemployment, but not for everyone. Some of us are looking hard for something to do that will let us earn a living wage and return to the ranks of responsible tax paying individuals. I live in KY and I supported Sen Bunning's quest to pay for the benefits. It could have been done. We send billions overseas but we can't fund our own unemployment? Jeez. I'm sorry he wasn't successful. I'm even more sorry that I am part of the drain on my country right now. It doesn't stop me from looking for work though. Don't assume we are all slackers.

Indeed.
I wish some really good constitutional attorneys would represent the citizens with a class action suit against some of these new laws, particularly Obamacare! There has to be a few honest lawyers out there!
Cmcm , You cant be real, you have to be a phony , you dont make sense!
The article Was NOT attacking the unemployed but, rather the political people in charge that willfully ignore the high cost of having a prolonged high amount of unemployed and how best to provide for it. People like Chuck Schumer would rather keep it on the back burner and hope that republicans would attempt to say something that could be made to look bad.
And not everyone is calling it an entitlement, but they are concerned that it is being made into a entitlement.
Your perception is skewed!
Besides how is it that you are qualified to collect unemployment benefits if you were a business owner and self employed?
Tinseltownsmen, I haven't seen nor heard any Tea Party people harass the jobless!
You are a Tard!
Your brain is full of mush!
Harley2002, Your perception is skewed!
Cynthia , The article was not about people like you that are unemployed!
It was about the political people that are in charge and treat the jobless problem with such a low priority when it should be the highest priority!
Back in Realityland I seem to recall the mortgage borrowers/lenders had caused the present economic crisis which led to widespread joblessness, whereas the current administration tipped the economic scales in favor of outright disaster, most notably as you might tell from the current 21% rate of unemployment overall. Traditionally unemployment levels have served as reasonable indicators for an economy's health; or in other words the economic situation created the jobless–not the other way around. Fiscal responsibility all across the spectrum–not just harassing the peasants for this or that peccadillo–will undoubtedly restore the republic to its former glory. While I scarcely need to rely on any jobless benefits given my own privileged state of affairs, the question of whether or not our fellow Americans invested enough time in pursuit of jobs is none of my business and quite frankly none of yours. Instead a guy can wonder how particular writers on these Breitbart joints merited being published when an erudite and vigorous intellectual as Yours Truly is stuck in this cerebral winter minus a well-deserved column–oh, the chill. I earned a f**king column by now. This JC Arenas? Not so much.

It is an incredibly uncomfortable thing to be a conservative and be unemployed. I have been looking for work for over a year. And I do mean looking for work, not just applying around where there are no jobs to satisfy my unemployment requirements. Thank goodness my husband has a job. We are not wealthy and barely qualified as middle class when I had a job. Its a very difficult thing to try to determine how much we can live without. Finding a job is turning out to be the single most frustrating thing I have ever done. At first, I wanted a position. That's what I had before, what I had trained for, and I wanted to continue to make a difference in whatever company I worked in. Now I would take a job. There is not even McD's or Walmart jobs here now. It breaks my heart to accept that check every 2 weeks but we would either have a house with no utilities or food, or have food and gasoline but no place to live. That is my reality. I worked for decades, paid into unemployment, and would give about anything to not have to use it. In a year, I have had 3 interviews out of hundreds of resumes. We spend on nothing we can do without (except the internet, not really a necessity but close), I raise a garden to take some of the load off the grocery bill, we don't eat out or lay around eating chips and watching soap operas. I have a special needs child who has dr appts, and pharmacy bills. We have insurance, so its not as bad as it could be, but its still plenty expensive. This bill that was passed does add to the deficit, and I don't want anything to do that. But in the grand scheme of things, its pennies on the dollar compared to all the other deficit spending that Obama has given us. I live in Kentucky, and I supported Sen. Bunning's quest to find a way to pay for this bill. While he hasn't always been a model senator, in this he was absolutely correct–at this point we shouldn't pass anything we cant find money to pay for. Maybe some of that much touted govt waste could have been used? Anyway, its great to call the unemployed slackers, and some probably are, not all of us are milking the govt for all its worth. We just need to survive until there is a job for us to do.
God said to Israel: " I WILL BLESS THOSE WHO BLESS YOU AND I WILL CURSE THOSE WHO CURSE YOU" Guess what side you have chosen ?? Goodbye for all eternity………..
the only divide and conquer politics has been by the Republican party. They were in power for 20 of 28 years got all the massive tax breaks they wanted, created the first spoiled brat multi-generational aristocracy, turned health care that was focused on the health of the people to profit at all costs. They've made a living lying to and misleading Christians when they don't give a darn about the first Christian principle. FDR brought this country back from the Republican created Great Depression, put record unemployed back to work, and laid the foundation for the foundation for the greatest middle class in the history of the world….only to see a bunch of neo-con crooks methodically dismantle it. We should go back to the 90% tax bracket on excessive incomes. Now the spoiled brat, greed mongering, fear monger, elitist cry socialism and redistribution if the tax bracket approaches 35%. Most industrialized countries, including the United States a long time, considered CEO salaries of 20-30 times common workers more than sufficient. Now in the US, its 500 times. There is no CEO worth a yearly income equal to the working lifetime earnings of 10 employees. That's whats wrong with this country. No one should have enough money to have the ability to bribe every member of congress with millions and still have plenty to not compromise lifestyle. The Neo-con Republican party are nothing but pure unadulterated fascists who don't give a damn about the middle class. When they reference the American people, they mean the wealthy elite aristocrats and corporations (who are now considered as having human rights -what a slap in the face to the Jefferson and the Constitution). A wise man once said, "Fascism will come to America waving a flag and wearing a cross." That pretty much sums its up.
the administrator is a common fascist censor. I said nothing vulgar or out of line…just an opposing and truthful statement.
The people who criticize the unemployed make me sick. i was forced out of manufacuturing 20 years ago and retrained in IT. now i have been forced out of IT by indians. the american people should be putting blame where the real problem lies. the greety corporations and politicians caused the problems in the country. attacking your fellow american is just wrong and unamerican. there are just no jobs out there to be had!!! we need to rebuild the country with american workers not workers from china or india. i have been making less money for the last ten years as jobs were outsourced. now that it has affected many in the country people are starting to wake up. don't attack your fellow american you may be in the same situation soon. start attacking the greety politicians and corportations who have sold american workers out for a dollar. power to the people
hey macnvettes
you're so wrong and out of touch with the reality of what is going on in the country. unemployment is barely enough to buy food and pay rent. the average unemployment is about 300 a week. most people earn much more than that. i hope you are unemployed some day and suffer like the unemployed have… being unemployment is not fun by any means. it's Aholes like you who destroy the country. grown up and get a clue…. you must be employed but yet have nothing better to do than criticize your fellow american. get a life….
And money in the pockets of his puppetmasters.
I meant money in the pockets of Obama's puppetmasters. Obie is a frontman only.

Donaburd, the legal action is coming- nothing can be done until it becomes law. If you think the legislative fight over ObamaCare is bad, just wait until it moves into the jurisprudence realm. It seems the dems and Dear Leader are inclined to try to do anything they want regardless of constitutionality because they understand that it will take much time, effort and persistence to challenge and unwind all of the BS. What they "misunderestimate" is that Americans who love their country are much more persistent than a small group of derainged Castro worshipers.
