Runaway Census Cost Is Frightening Preview of True Obamacare Price Tag
by Gregg OpelkaFriday’s May jobs figure is vastly skewed because of the hundreds of thousands of temporary census employees—approximately 411,000—hired to perform the decennial enumeration of the U.S. population and gather concomitant vital information. In the coming days, economists will be assessing the distorting effect the addition of these temporary public sector workers has on the restoration or creation of employment and the overall strength or weakness of the economic recovery.

A few non-economists like myself, however, will be asking a very different question.
Namely—what can the history of the cost of performing the once-a-decade head count reveal about how government-run health care costs will behave? Will Obamacare be the exception to the runaway cost rule? Let’s use the census as a yardstick.
To keep this analysis at its most simple, let us compare the rate at which the population increased with the rate at which the cost of counting it (the decennial census) increased. That sounds sensical enough.
According to Appendix A-1 of Jason Gauthier’s 2002 study entitled Measuring America: The Decennial Censuses from 1790 to 2000, the cost to perform the census has risen over the decades at a rate staggeringly higher than the rate of the growth of the population itself. What does this mean? Simply put, that bureaucracy is obese. Morbidly obese.
Whatever the opposite of efficiency is, the cost of taking the census epitomizes it.
Consider this chart from Gauthier’s study:

Now let’s add three more columns, (1) the average cost per person counted along with (2) the year-on-year rate of growth of the population and (3) the year-on-year rate of increases in the census costs. That chart looks like this:

You don’t need to hold an MBA from the Harvard Business School to recognize fiscal management run amok. Not only is no one minding the store—they’re giving it away.
Look at one short example from the above table: taking the census cost a little more than 60 cents per person in 1950 ($91.4 million). It is projected to cost nearly $47 per person in 2010 ($14.5 billion). That’s a whopping 7822% increase in cost per person. During the same time, the population rose by 100% (i.e., doubled) from 150 million to over 300 million. But the overall cost of counting it (the census) rose by 15,800%. This is fiscal discipline only Greece could be proud of.
Counting heads is a relatively simple procedure. Especially when compared to much more complex endeavors such as curing cancers, treating pain, setting fractured bones, diagnosing illnesses, providing emergency treatment and the like.
If the costs of a relatively simple administrative procedure like taking the decennial census have a history of spiraling wildly out of control, what is the graph of runaway Obamacare costs going to look like? Imagine the price tag of having the government in charge of keeping Americans healthy—compared to just counting their noses.
The CBO was merely a pawn used by the Obama administration to lend a much-needed imprimatur to its incredible claims of lowered health care costs in order to hoodwink legislators into passing and the public into accepting this massive entitlement. But as one economic wag described the validity of the CBO’s projections a month or so ago on Kudlow and Company: “Fantasy in, fantasy out.” FIFO. The public has shown itself less gullible than the lawmakers—it still widely supports repeal by a 63% majority according to a recent Rasmussen poll of 1000 likely voters.
If you think Obamacare looks expensive now, just massage the CBO’s risibly unrealistic projections with a little reality from the census’s actual costs over the decades. The census cost spiral demonstrates that in no time at all Obamacare will grow so obese it’ll have to be pushed around in a wheelchair.
That is, unless enough educated dissenters vote this wrong-headed law’s supporters out of office in November and begin the long hard uphill push to repeal. Then and only then will Obamacare have a chance of winding up where it really belongs–not in a wheelchair, but on a gurney.

My husband has lived in the same location for 25+ years and I've been with him for 10 and yet, we have yet to receive a census form, phone call or visitor concerning the census.
why is anybody surprised by this, the scary thing should be the 2020 censes, does anybody think a private company could do this for less, and also be more accurate? i don't see why the 2000 census, also done by a democrat bill clinton, could have been done for so much less than obama? walter e williams brings up another point, the constitution does not fix the number of congressmen, and perhaps we should increase the number of representatives in the house. this will make buying votes even more expensive, and increase the accountability of members in the house.

this is a grossly unfair comparison. once upon a time, the purpose of the census was to actually COUNT CITIZENS. now however, it is charged with multiple tasks such as legitimizing the presence of illegal aliens, propping up job numbers in a failing economy, justifying indefensible pork, skewing data for congressional representation, etc., etc., etc., etc. the author has just written another obviously right-wing hit piece…

I wonder if there are other explanations for increased costs. Did they always do the fingerprinting and FBI background checks of census workers they do now? Did they always have to chase people who are hiding from census takers because they have irrational fears of responding to the census? These actions are necessary because a lot of the right wing scare stories out there about the census, but they cost a lot of money to appease these concerns.
When you consider that 72 percent of the population was counted by sending in the census forms. Where the cost per person should be the cost of the form, and postage two ways + plus a small amount to run the form through a optical reader. That leaves the cost of counting eye to eye more like $166 per person instead of $47.00

You seem to be missing something. Of course the census was designed to be a head count of each citizen, and by doing that, it alone already knows who is and who isnt a citizen. As for the job numbers, its only tempory government work, and jobs will fall again whenever the census is done. There is no justifying indefensible pork, and the census has nothing to do with that. As for scewing data, politicians do that all the time and will always scew the numbers into their favor.
It doesnt matter if it is the left or the right, the census is just an overblown excuse for the government to spend more of our money. The census needs to be simplied once more, and drop all the unneeded crap thats in there, and no more census workers either, just mail the damn thing.

i live on a street with only 39 houses, i have a census guy who has been working my block for two weeks, and i don't think he is done yet. the house next to me is empty, i have told the guy three times, yet he keeps asking who lived there april first. he id determined to have a empty box tell him the house is empty.

Your study would be more statistically valid if you used constant dollars instead of raw dollars., especially because you're talking about such a long time period. Still, the whopping increase in cost of 2010 over 2000 is staggering and proves once again my thinking that Obama isn't interested in any program unless he can throw a few billion at it.

Those advertising expenses were peanuts compared to the overall budget.

I also agree that It would have been more useful if "constant" dollars were used for comparison purposes. I worked a 30 day employment duty for the Census in March. They took one day just to hire me plus the background check, fingerprints (not done digitally), and all the paperwork. The second day was for paid training. It reminded me of how we use to do paperwork in the early 1970s those those block spaces where you enter the information in all CAPS. Then later someone has to enter the data, correct mistakes, etc. Amazing; they didn't use any end-user input technology at all.
It was clear to me that the objective of the census this time around was to count non-citizens any way possible.
I would be willing to do the 2020 Census for 1/2 of what they are spending today. Just have a Web-form with verification and pay folks to complete them; perhaps giving them a $50 savings bond per household (which of course doesn't cost the government $50 but far lesss). This sould make everyone fairly happy, free money, government gets their information already entered into their system and participation would be well over 80% I suspect while the government saves a lot of money. Just a thought.

that said, the 14.5 billion price tag is ridiculous, and the census eliminated the long form, and their collection systems should be much more automated than 10 years ago
clearly, watchdogs need to audit this process, to really get at why the cost is what it is, and also to make sure the Census does not attempt to doctor the results. Congressional seats are at stake, so the forces of political economy are prone to manipulate the numbers. Recall that Obamas Chief of Staff attempted to make himself the census Czar and run the operation out of the White House.
Republicans are also prone to politics, which is why they wanted to keep Puerto Rico from being a state and adding 5 democrafts to congress. The census needs to be based on objective science, and the politicians and political hacks need to be keep well away from it.

Well, the total number of seats are set: 435 for the US House and 100 for the Senate. What the census numbers affect is the redistricting and which states gain seats and which states lose seats. If Article The First had been ratified way back when The Constitution was first written, then more seats would be possible as the result of a census. (The number "435" is not in the US Constitution. It was not selected by the founders as a method of representation. It was never ratified by the 50 states. Instead, it was created by an act of the 70th Congress in 1929.)
Just be patient. I think it may happen. The corrupt administration ever.

Which of you, besides medicare or medicade recipients, are enrolled in a Govt. run health care system that you were not enrolled in last year? I do not know anyone who has been forced to change any of their health care choices as a result of the health insurance reforms passed by Congress. I have not seen any increase in my taxes since this was passed or since Pres. Obama took office I actually got a bigger refund this year than last.

I am not one for boycotting the census, the only thing I will write on there is just the head count and nothing else. After the head count, one can leave the rest blank.
As for the ones actually boycotting it, unless you have proof otherwise, I think they are boycotting everything after the headcount, if not, then they are idiots to. of course there were increased costs. take the letter sent 2 weeks ahead of the census form telling you there was going to be a census. that was a nice chunk of change wasted and it helped fill some land fills.
you don't need to adjust for inflation. the table is used to show a cost per person analysis and upward percentage growth. you can't show upward percentage growth if the numbers from the beginning are adjusted for inflation.

as far as tax goes….you would see it as some object or service costing a little more…like say an afternoon at a tanning salon. they are already hit with a 10% tax on their service.
i think everyone else is aware of the rigging of the cbo numbers by the amount of info put in (and left out) of the bill. if you missed it, might be a good time to find out how much MORE the hcr is going to cost than initially computed for propaganda purposes.

Let's do some "ballpark" math. If there are 350 million people in the country — including illegals and others — and there are (conservative estimate) 650,000 census workers, then that's one census worker per 538.46 citizens/residents. I think most any of us could count and collect data on 534 people in about a week — even with all those generous lunch breaks and training days.

I like the article and feel that the cost has increased too much, however, I feel that inflation should be included in the chart. To say that the cost in 1790 was 1.13 cents and the cost in 2000 was $15.99 sounds bad. But if one thinks about inflation it makes the change not seem as large. For example, a gallon of milk cost 31 cents in 1907 and in 2000 it cost $2.75, an almost 900% increase. It would be nice if the numbers were given in the same (year) dollars.

Interestingly, the census form asks far more than the basic number of occupants/residents in a home required by the Constitution of the United States of America. Number of residents is all they got from me, no race, age, color, job, nothing. That is all they are entitled to and all I am required to provide per the Constitution.
something not taken into account on unemployment is the number of people no longer eligible for it because they've been unemployed for longer than the benefits can be collected.
since they don't actually "earn" any money, is it any wonder that they just spend it like they do?

I totally agree with the concern over the runaway cost of this edition of the Census, but there are some misconceptions on some of the reason for spiraling expense. One of the simplest ways to cut Census cost would be if everyone mailed back the form they originally got in the mail. That would eliminate the $50 cost per Census form to have someone personally go out and find the household and conduct the interview. The cost spirals higher when you consider that often the residents are not home and multiple visits are required. It continues to spiral when you have folks that won't give Census info so more visits and looking for someone cooperative is needed. With the current climate of dissatisfaction with the administration, many people are not cooperating with the Census and this just drives the cost up more.
