New Government Programs Always Cost More Than Predicted
by Greg Knapp
It’s time to stop playing along with this ridiculous game called, “The government says the health care bill will cost…” It’s always wrong. And it’s always wrong by underestimating the cost. Why don’t the Republicans point this out? (Probably because they’ve been big government spenders, too.)
Look back at when Medicare was first created:
At its start, in 1966, Medicare cost $3 billion. The House Ways and Means Committee estimated that Medicare would cost only about $ 12 billion by 1990 (a figure that included an allowance for inflation). This was a supposedly “conservative” estimate. But in 1990 Medicare actually cost $107 billion.
In 2007, total Medicare spending was $431 billion! That isn’t even close to the costs predicted in 1965. Why do we act like the numbers coming out of Congress and the CBO have any basis in reality?
The predictions for Medicaid were just as wrong:
In 1987, Congress projected that Medicaid – the joint federal-state health care program for the poor – would make special relief payments to hospitals of less than $1 billion in 1992. Actual cost: $17 billion.
The list goes on. The 1993 cost of Medicare’s home care benefit was projected in 1988 to be $4 billion, but ended up at $10 billion. The State Children’s Health Insurance Program (SCHIP), which was created in 1997 and projected to cost $5 billion per year, has had to be supplemented with hundreds of millions of dollars annually by Congress.
Yet, Obama, Pelosi, etc. tell us with a straight face that this new plan won’t really cost as much as we think. That’s not even counting the smoke and mirrors they’re using on the CBO to come up with their happy deficit reduction numbers.
We don’t know enough to create adequate models to predict the outcomes, the models we do have are being fed flawed data, yet we continue to act like we know what will happen five, ten, twenty and 100 years from now.
Does anyone really believe that Congress can design a health care system that will provide the best care at the lowest cost?
Here is an example of how dumb some of our “leaders” are. Congresswoman Maxine Waters doesn’t even know the difference between the discount rate and the federal funds rate. Watch her make a fool of herself while questioning Ben Bernanke. By the way, she’s on the Financial Services Committee and is on the Subcommittee on Financial Institutions and Consumer Credit! God, help us.
How about getting government out of the way and letting us work this out with our doctors.
1) No mandates on insurance. I choose what I want.
2) I can buy any plan I want from any state.
3) I get the same tax breaks for insurance that my employer gets.
4) I can put as much as I want in my Health Savings Account – tax free – as long as I only spend it on health care.
5) I can pay for routine care out of my HSA and buy a catastrophic insurance plan only.
6) I buy health status insurance so I will always be insurable even if I develop a “pre-existing condition.”
No new government program is necessary. I just saved us a gazillion dollars. You’re welcome. Let’s roll.

When the government can balance the books, and demonstrate in good faith that they savvy simple math, I will believe them. Until then, they have relegated themselves to the role of irrelevant in my world. Their fuzzy math "AlGoreRhythm's" have no place in the real world I tend to live in.
I don't know how they do it in Oz, but for them to continue to lie to me, to US, is an insult to my intelligence.
Right.
Ya know? maybe if they took the graft crud and corruption out of medicare in their first 4 years and whittled it down to 40 50 billion, maybe just maybe people could believe universal health care could be run by the gov. HaHaHaHa. Aint never gonna happen that is not the goal. Bankrupting the country and destroying us, making us third world is the goal. Over my dead body if it has to be.
Like wars that are supposed to cost $30 billion ending up costing $1 trillion?
Don't worry your pretty little head, the adults are in charge. That's the last guy you're thinking about.
This new HC entitlement is going to break the bank that is already broke — when European socialism is already broke for the same thing.
Obama is trying to Greece America.
note to above pinhead…
Lying about budgets and cost overruns is considered fair sport in DC. They- both parties- intrinsincally know that people fret about how much is spent, so instead of trimming they just lie.
Both Republicans AND Democrats.
It's why people are SO pissed off…
No, were talking about Health Insurance…not wars. Stay on subject.
You can't help but throw in a comment and a jab at the man your still blaming even after Hope and Change has been in office for over a year.
No, the hopelessly lost in adolescence are in charge and their trying to rob the piggy banks of our children by bribing the American People with Public Funds.
Government is the new savior of the people. Unfortunately, the Government/Savior theory has been tried many times before and every time the people have paid the price for it. They pay with their freedom and with their self reliance.
So, you go ahead and be a child while "the adults are in charge". But, I don't need the overreaching arm of the nanny state. I'm self reliant!
The problem with healthcare costs is government. Before Medicare passed people paid for their own healtcare. It is govmt involvement that inflated costs. When providers realized they could bilk the govmt they also started bilking the public. I say do away with all of the govmt subsidies and healthcare will go back to it's pre-govmt involement pricing. Let the free market set pricing. If there are too many doctors prices will be low, if there are too few prices will rise. Govmt involvement artificially inflates prices. If the govmt is involved in the entire healthcare industry imagine the ballooning of prices.
USPS still running in the deep red and now wants to cut off Saturday delivery. When the government takes over health care will they eliminate weekend trips to the hospital? PRIVATE INDUSTRY is needed where you can fire people when things go wrong.
Government math SUCKS!
On a lighter note, I was albe to poke some fun at the health care summit on my web show. Check it out. http://www.youtube.com/watch?v=KhUdNzXtOIA
Medicare payments cut by 21%……I heard this on a
local radio program Friday…I would say, this puts
all on Medicare on shaky grounds, and than they
think we should accept their healthcare scheme….
People are fools if they think a new program would
be any better……

"No, we're talking about Health Insurance…not wars"
Obama care reduces the deficit, numbskull.
And I'm talking about just because Bush and the republican congress were incompetent does not mean Obama and the democrats are. You ever take a class in logic? I didn't think so.
God you people are stupid.
Let's see. Let me think,
"At its start, in 1966, Medicare cost $3 billion.
Why do we act like the numbers coming out of Congress and the CBO have any basis in reality?"
Oh yes, it was the last bastion of Liberalism, founder of the "Great Society", that jug-eared sumbitch Lyndon who came up with the Medicare Plan.
Every time we have a jug-eared President, things go to hell in a handbasket……..
Obamalogic:
Once our enslavement is complete we will have nothing to complain about. After all, what is there to complain about once you have nothing? See, now that was easy…
And please, anyone who wants to say the Bush Prescription program is an exception, don't. It will just encourage the lefty bastards to claim that they can get it right. No more "entitlements", I can't afford it…
"Obama care reduces the deficit" When has a Government regulation, Entitlement, or Mandate ever reduced the deficit?
Back up your theory with evidence not blind trust in a CBO report. Show me a Government entitlement, mandate and/or regulation that has either reduced the deficit or come close to its price estimate.
Although your ability to insult is impressive, you don't- nor do I think you can- back it up with facts.
The GOP controlled congress during the Clinton years- the Dems controlled Congress during the Bush years…
Excuse my logic, but it seems to me that you are saying the GOP was more powerful while Clinton was president because they controlled Congress and the GOP was more powerful during the Bush years because Bush was a Republican. Now that the Dems control Congress and a Democratic President is comfortably seated behind the Resolute Desk, why can't they get a "deficit reducing" Healthcare Plan through congress and signed by the President without using the Nuclear Option?
Now, who's calling who incompetent?
Thank you, anon, for actually proving the point made. Government projections on spending are ALWAYS off by many factors.
Any time any politician proposes a spending program, multiply their expected cost by 12. ObamaCare = $12 Trillion over 10 years.
Real fact = it is spending heavy on the back end. These proposals have all shown in Yr 10 costs what the maintenance fees will be (minus the standard factor you must apply) you're still ending up with about $200 Billion a year to "cover" up to 30 Million people – $6700 per person per year. What a bargain!
Wow Gregg, my head is spinning. You packed more common sense into one blog post than we've heard in this 8-month health care debate.
Obamacare does NOT reduce the deficit. DIdn't you hear what Paul Ryan was saying during the summit? That the Dems were double counting? The actual cost for the first 10 years is $2.3 trillion!
You see, unlike Obamao – whose handlers want you to think he's brilliant when he actually isn't – Paul Ryan actually is.
If you believe Obamacare **really** reduces the deficit (and we'll check back in 30 years and see then), then boy do I have a bag of goodies to sell you. Did you even read the Medicare/Medicaid projections above?
You think the Dems are competent? Let's see here…Obamao has outspent 8 years of Bush 4x over and he did it in just one year. He has outspent every president we've ever had from Washington to GWB collectively and did it all in one year with no end in sight. Now our credit rating is in danger and we're in the process of bankrupting ourselves, our kids and grandkids and you call this competency? Of course, if your goal is third world status for the US, then we're well on our way there.
PS – Logic and liberals/progressives is an oxymoron. Got it, moron?
OFF WITH THEIR EARS, I SAY……………. no?………sorry I got carried away.
why should a Pol care they have a money printing press
Obamao said that in the second 10 years, the deficit will be cut by an extra $1 trillion. What he neglected to mention is that Medicare will be cut by $1 trillion during that time in order to pay down the deficit. Obie's plan is to kill off the elderly and infirm as they've all outgrown their usefulness. They can save on social security benefits that way also. Besides, the SS money has already been spent.
"God you people are stupid"
Really? You're a f***ing moron.
This Health Care Hoax just cost a TRILLION DOLLARS.
How does adding a trillion dollars to the deficit reduce it.
Christ almighty, you must be using an AlGoreRhythm and an abacus for your math.
Mr Knapp,……… 6 good points,……….. seem adequate to cover the bases………..will you be running for
Congress? Of course not, you demonstrate common sense.
PRAY FOR GRIDLOCK !
That actually looked like a class in change the subject not logic. Especially when you factor in that progressives do not use common sense when proposing their agenda.
The good news deathcare will hasten the end. Then the parasites will cannibalize themselves (start with the politicians), leaving real America to “Re-Found” our great land.
The problem with Cloward-Piven is the worthless will still be worthless.
Hmmm.
Make necklaces?
The progressives wanted universal haelthcare since the 30's but WE THE PEOPLE were against it. In 1965 they finally realized they would have to piece meal it and came up with medicare. They said people over 65 needed help with catastrophic care and sold medicare as such. The dems had super majority and insisted it be debated behind closed doors ( sound familiar ). When it finally passed, there was NOT a single sentence about catastrophic care. Read about it here http://www.cato.org/pubs/journal/cj16n3/cj16n3-3….
"Obama care reduces the deficit, numbskull"____Holy Crap. And you call us stupid. You are an uneducated idiot with comments like this. How much do your leftist lords pay you to spew this drivel? Please call back under the rock you crawled out from under and don't come until you are ready to discuss with the adults. You continue to bring a knife to these gunfights and are really beginning to look pitiful.__
Hello "people are stupid" welfare queen. A class in logic? Logic class, is that what they call it in college now?
Oh how far we've fallen. In my day, just 25 years ago, it was called philosophy.
"Back up your theory with evidence not blind trust in a CBO report."
Yeah, right. The CBO has no credibility. Unless, of course, it supports your position. Like it or not the CBO is and has been the only voice of credibility. Both parties agree.
And you want me to explain it in more detail on a a message board post?
God you people are stupid.
Ruh roh,
From the wingnut rag NY Post yet to boot.
"The video that unleashed a firestorm of criticism on the activist group ACORN was a "heavily edited" splice job that only made it appear as though the organization's workers were advising a pimp and prostitute on how to get a mortgage, sources said yesterday.
The findings by the Brooklyn DA, following a 5½-month probe into the video, secretly recorded by conservative provocateurs James O'Keefe and Hannah Giles, means that no charges will be filed.
Many of the seemingly crime-encouraging answers were taken out of context so as to appear more sinister, sources said."
Things ain't looking so good for O'Keefe and the Bartster. It couldn't happen to a better couple of guys. It is so richly deserved.
First criminal charges. Next up a civil suit. And wouldn't that just be beautiful to see ACORN recover damages from these two vile racist pieces of scum?
Too funny!
You mean Jim Bunning?
We will see won't we.
Thank you for the response. Could not have said it better. I could have said it nastier, however, with the mood all this BS from BO and Co. is putting me in.
Your logic is unearring…….
That must be what they mean by "social justice."

anon told me to reply to you there Danny……..he said to tell you
oops.
You can take your charges of racism, the NY Post and your off topic comments and shove them up your ass. Dream on about anything happening to Andrew Breitbart. And things are looking better for James than you know.
Careful which pill you take blue or red
We hire a bunch of rich lawyers to fix our education issues, our health problems and even our stuck brake pedals and then ask some guys who think guns vs butter for a total cost?
Small wonder we are always disappointed.
I'd be very scared of someone who could actually put a correct number on anything the government does.
Constitutional spending only would help the problems with fuzzy math and slipping decimal places.
I sure wish more Reps and TV folks would put the spotlight on this extremely silly contention that……
THE BUDGET DEFICIT WILL GO DOWN (IN 10 YEARS) AS A RESULT OF THIS BILL
The only way I see this happening is not by a universal health care BILL,….. but rather by a….
UNIVERSAL DEATH PILL.

Greg Knapp ,
You truly are an unbelievable moron. Do you think at all about what you post?
You said.
"How about getting government out of the way and letting us work this out with our doctors.
1) No mandates on insurance. I choose what I want.
6) I buy health status insurance so I will always be insurable even if I develop a “pre-existing condition.”"
Greg, Greg, Greg. Now why wouldn't one wait until they got sick to buy insurance? Do ya think that might be a problem?
God you people are stupid. Unbelievable!
"We The People" Deserve better than what we have in office representing us now.

Vake,
Are you reall that stupid? Really?
1) No mandates on insurance. I choose what I want.
6) I buy health status insurance so I will always be insurable even if I develop a “pre-existing condition.”
Do ya think there might be a few who wait until they get sick to buy insurance? Do ya? Do ya think that might cause problems? Think buddy. Think. Ignorant is no way to go through life.
God you people are stupid.
Yes we will. Send money. The legal bills are adding as we speak.
And pass the popcorn.
I agree. I like my HSA. I've rolled extra money into it to take care of the back teeth that I keep grinding over my government.
Criminal charges against either would be a waste of a prosecutor. They didn't perform any illegal actions.
On what grounds would ACORN recover any damages?
Actually, it's the fingers on one hand. The other hand is busy.
If you act like an ass, don't get insulted when people ride you.
"don't get insulted when people ride you."
Who said anything about me feeling insulted? I like it here. You guys are easy. You make no sense. And you're stupid.
The findings by the Brooklyn DA, following a 5½-month probe into the video, secretly recorded by conservative provocateurs James O'Keefe and Hannah Giles, means that no charges will be filed.

Anon you are a stupid lilttle boy…
Obamacare WILL NOT reduce the deficit. Medicare and Medicaid currently provide coverage for less than 10% of the population and both of these programs run huge deficits. Are you telling me you can add another 270 Million people to the rolls and all of a sudden these programs will become miraculously more efficient? No way, no how. Socialized medicine does not work. The problem isn't the insurance industry, its the gamesmanship between the Doctors and Insurers. It will be even worse when you inject the Government into this. If the Government pays too little, medical facilities won't be able to stay afloat, and Doctors will abandon the field in droves to find profitable employment elsewhere. The second and third hand effects of this will be disastrous, ask any healthcare professional, they are terrified that this thing will pass.
Very true, have you ever tried to read a medical bill. It looks like a cell phone bill, all these incomprehensible entries, all designed to make it really difficult to figure out what anything really costs. They're written by lawyers to make it tough for an Insurance Auditor or a Government Lawyer to determine if they're being overcharged. It was very different when we all went to our family Doctor and paid in cash or wrote a check. You new EXACTLY what you were paying for: Quality Care. And if you didn't get it, you didn't pay.
wldbil,
You simple minded fool.
O'Keefe IS ALREADY RACING CRIMINAL CHARGES.
And my guess is ACORN will file a CIVIL SUIT against him.
And I believe it's likely that Breitbart gets to share in both them.
God you people are stupid.
O'Keefe IS ALREADY RACING CRIMINAL CHARGES.
hehehehehehehehehehehehehehehehehehehehe

Every American is an employer (Even the beggar is taxed, when the days gifts are spent)!!! We have hired the government to carry out our daily duties! Instead of carrying your neighbor a can of beans to keep them from starving, you have hired the government to take care of that for you!! The more you hire them to do for you, the more it will cost you! Soon there will be surcharges on Band-aids and gauze to help offset the cost of government Refereed health care!! Even though the majority of the people don't want to hire the government, the overbearing government has turned into a Beast, warning it will soon pounce upon it's servants who employ it!! Kind of like building a Robot and making it intellectually too powerful, soon it will be hard to control, it will want control, of the ones who must oil it and recharge it!!!
Let’s face it, any Health Care Bill will just be either another piece of welfare handout, or legislation that places mandates on how to run insurance. We don’t need either of these things. Here’s a novel concept; just get rid of limitations placed on insurance and hold insurance businesses accountable for fair business practices. I get tired of the sob stories of people who cannot afford health insurance. Get a better education and better job. We all have the same opportunities available to us; people that are too lazy to take advantage of the opportunities afforded them in this country should not become a financial burden on those who did. Government should not dictate what an insurance company can/should or can not/should not offer consumers. Government should not restrict where a consumer can buy insurance. In a free market the insurance company that offers the best product at the fairest price gets customers and survives; it’s that simple.
BO, the answer’s NO!
Humorous cartoon on the "fuzzy math" of Obama's healthcare bill at http://drawfortruth.wordpress.com/category/health...
NASA was able to put a man on the moon on time and on budget. Of course, the guy responsible for the budget took the original proposed budget and applied the 2X+10 factor to it, and stretched the original time frame out a couple of years, because he knew that's how government worked.
I'm with you cowboy… I really have a hard time giving them any more rope. And with the agenda that the current administration is trying to accomplish the last thing we should do is trust them. The sad truth is all they have done in the last few years is hurt the and take from the people.
Going clean back to LBJ and his farcical Great Society. It has all been downhill. One lie, one scam after another. Medicare, Vietnam, Watergate, Jimmah Carter, Bush I, Clinton, Bush II, Obama. They expect US to still believe in them, have trust in them?
I say not only no, but HELL NO!
In addition to always costing more, government programs always deliver less than promised.
The strange thing about government accountability of the public monies is simple: It is sorely lacking. At every level there is no longer a world of numbers which makes any sense simply because the dynamics of government spending keeps on changing the equasion from bad to the very worst. Republicans did not challenge CBO numbers as of yet. They use the same CBO slight of hand in passing their own legislation. But it is time to change those numbers, to where they reflect real world reality. At the health summit both Republicans and Democrats did this strange dance around the numbers, which in reality are much worse than either Republicans or Democrats want to readily admit. What really is the true cost of government? Ron Paul wants to open the Fed. Many billions of our tax payer dollars, without our consent, are sucked into the black holes of Fannie Mae and Freddie Mac, who bundled up bogus loans and sold them as security grade instruments. And then there is ACORN. This is disgusting. Everywhere there is corruption at its basest of levels, continuing to be paid for with our monies. They are squandering our rights as they squander our money. And we are paying the price. Don't Tread On Me!
Bait and switch, then blame Bush.
LOL you're so CUTE, Anon! I just want to pinch your rosey red cheeks! I know 10-year olds don't know what a CONTRACT is, but those are what would be used to set the terms of the sale. It IS entirely possible for someone to manage his/her own affairs without government help. Do you actually think things through before you post? Let me know what you think, you adorable little boy! By the way, since when does adding $1 trillion to the debt actually reduce the deficit?
For the longest time and even somewhat still today I give the benefit of the doubt to liberals as to the real source of their actions and tennets as eminating from simple misguided, misplaced and ill informed compassion for the under-priviledged. But now, after decades of evidence attesting to the utter failure and devastating consequences of The Great Society and the War on Poverty.
Even they should recognize by now the errors in their ways. The only other answer is that they know full well what they do and continue to do it intentionally. EFF the ALL.
Funny how the CBO numbers started improving for the Democrat Health Scare Bill AFTER the head of the CBO was called in for a "meeting" with The One.
anon you are a walking pre existing condition!!!! I don't really think you believe the stuff you spout. I'm of the opinion that you just like the attention. So many people like you will choose to take the easy way out of anything (lazy generation 0).
They are pathetic. They are content with nothing less than destroying this country. As Obama said the week prior to the election: "We are days away from fundamentally changing the face of America as we know it."

Again- no facts, just insults… Stupid people state an opinion and can offer no proof to support it.
Why bother replying to a message board if you won't even bother to take the time to back up your position with facts?
Mr. Knapp is absolutely right in his article but the truth is that isn't about the money, it isn't even about health care. IT IS ALL ABOUT POWER. Right now the Pelosi/Reid gang is trying to convince their fellow party members to fall on their sword and vote for this criminal law because it will give the government MORE POWER. This may even be the reason the Republicans don't seem to be upset by it, after all, they know they will have a turn at being the majority party and then they will be the ones with the power. How many Republicans do you hear saying how they will turn this back if they are the party in power after November? They use the excuse that it is written so that they can't. BS, all they have to do is not fund any of it and it is dead. Get ready, that is what we are going to have to push for.
I just love how conservatives claim they want government out of their lives and then ask for tax breaks and more deductions. That's called liberalism and is a huge cause for corruption.
Want the government out of the way? Get it the hell out of the way. Conservatism is flat tax on ALL income, no deductions. NONE. No more games. Get government out of mandating health care (that's probably the single biggest driver of costs and yet, no surprise, you advocate it! God I hate liberals masquerading as conservatives.)
Kiss it good bye politically correct America! And you, voted for it! At least our government-run progressive school system did it's job!
Worthless=Worthless.
Everything is equal now.
Excellent list at the end! The only problem is getting the irresponsible products of Liberalism to learn how to think and fend for themselves.

Thomas Sowell had a great article on this, I saw it today.
He says costs are based on current use of health care, not "free" health care.
If the government was "paying" for your care how would you use it?
