The Idea of the ‘Fair Share’
by Frank SalvatoWe’re hearing an awful lot about the “wealthy” paying “their fair share” where taxes are concerned. Pres. Obama and his Progressive and liberal Democrat brethren have perfectly coordinated their talking points to affect a campaign of undefined and reckless class warfare against the productive class, doing so for the sole purpose of political gain. Expectedly, Mr. Obama presents a Janus face: denying out of one mouth that he is utilizing class warfare; demonizing the producers out of the other.
In announcing his new, but all too familiar, deficit reduction plan on September 19th, Mr. Obama said:
“This is not class warfare, it is math…All I’m saying is that those who have done well, including me, should pay their fair share in taxes…We can’t just cut our way out of this hole… It is only right we ask everyone to pay their fair share…We can’t afford these special lower rates for the wealthy. We can’t afford them when we are running these big deficits… Middle class taxpayers shouldn’t pay higher taxes than millionaires and billionaires. That’s pretty straightforward. It’s hard to argue against that…”
Of course, an honest man would admit that the federal government is spending way, way, way beyond its means. An honest man would admit that the federal government has gone far, far, far beyond its constitutional mandate in providing special interest programs that would be better suited for private sector benevolence organizations. An honest man would acknowledge the fact – the fact – that the federal government, now hijacked by the political correctness of Progressivism, has ventured into social engineering via its “social justice” campaign and departed, to a great degree, from the vision of federal government established by our Founders and Framers.
But, that would be an honest man and honest men. We, here today, are dealing with opportunistic politicians, whose primary goals are to retain power (and by any means possible) and to “fundamentally transform the United States of America.”
Which brings me back the points I want to address: What is anyone’s “fair share” of taxes when our tax code is not only a progressive tax code (oh, the irony), but rife with special interest exemptions, limitations and write-offs? Who decides what constitutes someone’s “fair share”? And for that matter, who defines who is “wealthy” or “middle class” or “working class” or “poor”?
In reality, determining someone’s “fair share” tax burden should be a simple matter. First one determines a percentage at which any American should be taxed. Then that amount should be adjusted for basic necessities and those who exist below an agreed upon poverty line. Then that percentage should be applied to all Americans…period. This is about as fair as it gets. Ten percent of an income is ten percent of an income, regardless of whether that income is $32,000, $150,000, $500,000 or $1,000,000,000. This approach is known as the Flat Tax approach, which would completely replace the tax system as we know it. Undeniably, it treats everyone equally. It is blind to success or failure, race, gender, religion and political affiliation, among other things.
Then there is the notion of scrapping the current tax system and establishing a system based on consumption. As we are a consumption-based society, this seems the most beneficial system where gleaning government funding is concerned. The idea is to eliminate payroll tax deductions and, instead, assess a consumption tax – or national sales tax – on everything that is sold. For argument’s sake, let’s say a 20 percent national sales tax was assessed on everything that we buy, minus a stipend for basic necessities and those below the poverty line. Regardless of what is purchased – or who was purchasing it – 20 percent would go to the federal government. If someone who makes $32,000 a year buys a television, 20 percent goes to Uncle Sam. If a billionaire decides to buy a yacht, 20 percent goes to the feds. Each is taxed an established percentage on his or her purchases. Everyone is treated equitably.
The consumption tax is an attractive alternative to the special interest manipulated progressive tax system in that one doesn’t need to be a US citizen to pay into the system. People who are here illegally – as well as those doing business in the United States, those traveling across America on tourist visas or those here on the infamous student visas, they all pay into the system, thus, we have more people than just the citizenry paying into the system. It brings a twist to the issue of illegal immigration, but that’s another topic.
Here, from an actuarial novice, are two more equitable ways than the special interest friendly progressive tax system to assess taxation in the United States; two ways to more equitably determine a “fair share,” where taxation in the United States is concerned.
But, when one removes the ability for politicians to manipulate the status quo for their political benefactors, especially where finances are concerned; when the system is purged of procedures and loopholes that allow for the legislated manipulation of finances for special interest groups, well, the inside the beltway establishment – on both sides of the aisle – simply cannot have that.
As Andrew C. McCarthy writes in The National Review:
“What I’d like to home in on is the single number the president and his diminishing ranks studiously ignore – the ‘x’ in the equation that never quite gets a value assigned. ‘Fair share’ – what is it?
“Want to make a cable-news Democratic party-strategist squirm? Ask her what she means by the ‘fair share’ that must be paid by the rich. (No point further tarrying over what she means by ‘the rich,’ since we already know they are billionaires and millionaires who jump about in corporate jets while somehow making only $200,000 a year.) In response to the ‘fair share’ question, you will hear how Bush single-handedly destroyed the economy. You will hear about the diabolical Republican plan to desert the elderly, starve the young, and exploit everyone in between. You will hear a vague concession that ‘the rich’ must be allowed to keep some semblance of their wealth – enough, at least, to keep them in the game of ‘paying it forward’ to future generations of government wards. But what you won’t hear is a number.
“This week, I had the pleasure of watching the Fox Business Network’s Stuart Varney expertly press the Obama Left’s glib evaders on the subject. How much is a ‘fair share,’ he doggedly inquired? A quarter? A third? Should the rich have to split their take 50-50 with Leviathan? Or is their success such a blight on social justice that the government (and the Teamsters, and the teachers’ unions, and the basket-case blue states) should get something much closer to all of it?
“No answer. They cannot answer it.”
When one takes into consideration that an estimated 47 percent of Americans pay no federal income tax at all (they are subject to states taxes, sales taxes etc., a degree of taxation much less than the federal income tax) the issue of determining “fair share” is aggravated to a new level.
According to a 2010 report by the Tax Policy Center, a non-partisan Washington DC research organization:
“About 47 percent will pay no federal income taxes at all for 2009. Either their incomes were too low, or they qualified for enough credits, deductions and exemptions to eliminate their liability.”
And a separate analysis by the consulting firm Deloitte Tax indicates that:
“In recent years, credits for low- and middle-income families have grown so much that a family of four making as much as $50,000 will owe no federal income tax for 2009, as long as there are two children younger than 17.”
Then there is the matter of the wealthy and super wealthy paying a graduated amount of taxes, both in personal income tax, as small business and corporation owners and in capital gains taxes.
Via a 2010 report by the Associated Press:
“It is a system in which the top 10 percent of earners – households making an average of $366,400 in 2006 – paid about 73 percent of the income taxes collected by the federal government.
“The bottom 40 percent, on average, makes a profit from the federal income tax, meaning they get more money in tax credits than they would otherwise owe in taxes. For those people, the government sends them a payment.
“‘We have 50 percent of people who are getting something for nothing,’ said Curtis Dubay, senior tax policy analyst at the Heritage Foundation.”
Yet, with all of these points taken into consideration, we have a president and the leaders of the Progressive faction of the Democrat Party insisting that “we can’t just cut our way out of this hole” and that “it is only right we ask everyone to pay their fair share”; we have Progressive elitists at the reins of power who are seeking to divide the electorate into so-called “haves” and “have nots,” simply for political gain and to the detriment to the country.
How, with a straight face, can Mr. Obama and his Progressive spendthrifts deny the fact that they are executing a class warfare propaganda campaign against not only the wealthiest among us, but the moderately successful, given their claim that anyone amassing an income in excess of $200,00 annually is “wealthy.” There is a gigantic gulf between a small business owner who makes $200,000 a year and Warren Buffett or Jeffery Immelt.
Atlas is shrugging…and he is disgusted.
It is time to ask, “Who is John Galt?”

What provision in his tax bill that he calls a "jobs bill" has anything to do with creating jobs? What provisions will improve the business environment? Since when is equal percentage taxation equal? At 10% a million dollar income guy is paying the govt $100,000
while the guy whose income is $50,000 is paying only 1/20th as much – $5,000. What's fair about that? The rich guy isn't getting anything more in return than the other guy, so exactly why do you think this is fair? We don't pay any other taxes this way – the millionaire isn't being charged $100 in tax for a candy bar, or more property taxes than anyone else living in a house worth the same. The huge advantage of a flat tax is that it can simplify this extremely costly-to-maintain and use tax system that we are burdened with. Just exactly how much does this country flush down the toilet doing nothing more than figuring out how much tax we owe?
I like no income tax at all – just a sales or consumption tax. That's the fairest of them all!

A sales, or consumption tax give more control The rich will still pay much more. They'll continue to buy the expensive car, private jet, etc. I'll still buy the small car with only room for "my a$$ and a gallon of gas!"
Maybe if we knocked some sense into Washington and forced them to stop the spending, we would have less of a reason to be raising or adding taxes in the freaking first place. And to have to write a check on april 15th while others are unpacking big-screen tv's is not what I call a "Fair Share".

The 47 percent of the Adult Population who pay no Tax to the Federal Government must start to do their fair share in the Nation, or they must be moved out of the United States of America, past the 12 mile limit and dropped off.

Want to be successful in the markets? Do as Warren, George and the rest of the cabal. Cause the value of another to become suspect and play off of the fallout. As others distance themselves to prevent association with the same weakness and all that entails, get along side and under the cover of lending aid board and secure. After a rousing time playing privateer in the corporate waters however, one must never forget to share the booty with your crew or president for that matter. Mutiny isn't good for business.
the real problem is finding an honest man in washington d.c. i do notice how obama never actually says what that fair share is. we all know a flat tax is fair, everything else is just politics. we also know nobody ever says what is too much spending. prior to the 1920's 3% gdp ran the government, today that figure is closer to 29%, and it is climbing. so we need to cut 90% of spending to get us back to what ran our government from it's founding til 1920's.

I'm guessing he's been in a position to pay "his fair share", whatever that may be, for quite some time now. If he's so altruistic, why does he have so much retained and how is it possible he wasn't able to GIVE MORE when he obviously has had so much more? Sure he's watching his P's and Q's now but older returns are speaking volumes and none of it match what he's selling today one bit. I know they're trying hard to sell his current tax return as something ultra laudable but while the new figures is of 14% to donations with an election looming large in the rear view mirror, that 5.8% when he wasn't concerned too much with public scrutiny is looking mighty paltry.

Actually I prefer a flat tax with one major adjustment as to its collection – no withholding. Everyone writes a check or M.O 4 times yearly. Anyone who has had employees and has explained what all the deductions are to them knows that they are really only aware of their net, for the most part. It's essentially painless to pay – unfortunately the same is true with the Fair Tax – it just becomes part of the purchase price-hence, no perceived pain. However, we who are self-employed are acutely aware of writing that check quarterly and the pain involved. If the majority of Americans experienced taxation in this way – I think torches and pitchforks around the state houses and the Capitol would become the reality the next time a Solyndra style giveaway was proposed. The howl that would unleash at pork-barrel spending and waste would be awesome.

If Obama gets his "fair share" tax hikes, what will the gov't do with the money ? I know what they won't do – lower the deficit. Obama will crank up the usual spending priorities (more gov't), the rich will continue to shelter their money, and the deficit will continue to grow.

The rich don't pay their fair share? When 10% of the people pay most of the taxes how can that possibly be construed as not paying their fair share? By that token they should receive 70% of all government programs, no?
Zero also likes to talk about having "skin in the game". What skin does 47% of the population have in the game, exactly? Hell, if it were up to me, anyone not paying federal taxes shouldn't be allowed to vote in a federal election! How is allowing folks who do not contribute to the welfare of the state and, in fact, are paid by the state in many cases via credits, welfare or food stamps, the ability to determine the outcome of their governance any different from a public sector union?.

What is fair? It is easier too define what is unfair. Gov't was never interested in being fair, Nor is the EPA interested in the Enviroment. The debate must continue in order for the job/ agency too grow and exsist. Solve the problem and you kill that agency/ branch of Gov't. The talking point that “rich people” not paying their fair share of taxes is only viable because we have created a populace that is unable to manage budgets, logic, or simple arithmetic. Most recently Russel Simmons (net worth $340M) has said that every one of his employees pays more taxes than he does. Let’s do the math on that. If we assume that half of that $340M is tied up in things he needs to live – houses, cars, wardrobe, etc., then he has $170M to invest. Although things are pretty tough these days, it is not unreasonable to expect a well managed portfolio to earn 5% per annum. 5% of $170M works out to a gain of $8.5 million. Suppose, for the sake of argument, that Mr. Simmons gets to use the criminally low capital gains tax rate (15%) on that gain, then his tax bill is $1,275,000. How many of his employees are paying more taxes than that? I would suggest that Mr. Simmons was making a political statement, not a factual statement.

The nice thing about a flat tax or a federal sales tax (absent income tax) is that the freeloaders (49%) who do not currently pay income tax can pay their fair share!
the fairest thing possible is to eliminate all taxes, and install a flat 10% income tax, or consumption tax. no loopholes, no deductions if you buy a $0.10 piece of gum, there is a penny of tax. buy a $100,000 car, $10,000 added in tax.
or for the income side, make a buck, pay $0.10, make $100,000 pay $10,000. Again, no loopholes or deductions. either way, it would cut one of the biggest welfare programs (the IRS) by a good 70%
The other thing that needs to happen for it to be "fair" is that no state should get more federal money than it sent to the crooks in Washington. State taxes need to be abolished also, there are many states with no income tax, the other states need to figure out how they did it, and copy it.

The pretense that someone who creates a business now OWES society MORE (as if they DIDN'T pay taxes already) because he uses roads, is secured by law enforcement and hires people educated (debatable) by the public education system is easily countered by asking:
If business success is profoundly reliant on government provisions. And government provisions are openly available to all: Then if you haven't founded a successful business, it's your OWN fault.
The logical conclusion to Warren's homily should really be that those who haven't taken advantage of opportunity are the ones that OWE society something.

From reading comments at my local papers website I have deduced that "fair share" is whatever amount it takes for underachievers, losers, and freeloaders to no longer feel envious of people that are better than them in nearly every way possible.
Funny how "fair share" always means more taxes for some group. It never mean lowering taxes for anyone who might be paying more than their "fair share."
Let's be clear on something:
"Fair" is a word you read all the time in whatever the UN publishes.
"Free" is the word that applies to the US.
Remember that distinction. "Fair" is deployed by socialists every time they want to dig further into your pockets. "Free" is what helps us keep their grasping claws out of our hard-earned dollars.

the 47% are like stray dogs dependant on their masters for food they will follow you anywhere why else would the democrats deliberately keep them dependant rather than help them be self suficient??
when the democrats have an ever-growing pack of stray dogs to feed(47%that pay no taxes,feed off others),with a limited money pot to dip into because of over-spending/handouts,crashing the economy,they naturally have to mug those who still have a little left in their pockets,the spoiled dogs are getting hungrier,they'll probably mug the salvation army bell ringers next for cash???
Formal education is not an indicator of intelligence, competency or income. In the real world we value an HVAC tech when our a/c is out or a mechanic when our car won’t run more than a prof. who can opine on existentialism.

Simply put, a conservative thinks everyone is paying their fair share when they pay the SAME PERCENT. Want to earn more money, work harder/smarter.
Liberals think everyone is paying their fair share when everyone has the same income, regardless of how much/little they work.
The social democrats have combined the poor and middle class to form the "Dependent" class. Dependent on the largeness and philanthropy of a Big Government.

Yes! Finally, it is said out loud!
We all keep hearing how 47% of Americans pay no federal taxes at all! What no one dares say is that a large portion of those non-payers actually RECEIVE A PAYMENT from the IRS. Tax "credits" for the "poor" are so generous, that many end up with a negative balance on their tax returns. Somewhere along the way, Dems managed to translate that into meaning we OWE them money. Voila! We write them a check, most likely on top of the other subsidies they are already getting.
"Fair Share" has to mean fair for everyone. If you refuse to scrutinize all taxpayers (tax receivers), you can't legitimately argue about what's fair.
