Federal amendments only apply to federal law unless the SC has incorporated it. For Mr. Root to say DC v. Heller "definitely" settles the debate shows that he does not know what he's talking about. DC is not part of any state and therefore is governed by the federal constitution for local law, unlike the states that must abide by the state constitution.
