More Stimulus Math: Cooking the Books on Stimulus Jobs
by Doug O'BrienEarlier this year the federal government sent $3 billion tax dollars to the state of Illinois to provide financial support for education as part of the American Recovery and Investment Act of 2009, a.k.a. “the stimulus,”. Not for building schools, mind you. There is money for that elsewhere in the $787 billion spend-a-thon. This is for good old-fashioned reading, writing and arithmetic. Of course, there are many reasons this is antithetical to the temporary economic jump-start concept behind the stimulus, but that is not the point here.

The State of Illinois dutifully began doling out this newfound largess to boost funding for low income schools under the Title 1 program, and to fund special education under the IDEA Part A program. One can see the rationalization to increase funding for schools in poor areas in a recession, but it’s a bit of a stretch to see how the economic downturn has increased demand for special education. But, again, that is not the subject of this piece.
As the Obama Administration has ramped up its efforts to portray the stimulus as an unqualified success that has rescued us from certain doom, they have resorted to the kinds of shoddy claims that smack of political desperation.
Reports by the Associated Press, the Wall Street Journal and others questioned the veracity of the administration’s claim that 650,000 jobs were created or saved thus far by the stimulus. The response from the White House stimulus czar, Ed DeSeve, was to essentially admit that the numbers they were shouting from the rooftops were inaccurate. But DeSeve noted that the stimulus was enacted, “to create jobs, not count them.” Nor, one might remind his czarness, was it enacted so that the administration could just make up job numbers from thin air.
One of the more telling media reports on the stimulus appeared in the Chicago Tribune which studied the administration’s claim that stimulus spending saved or created over 14,000 education jobs in Illinois. They were able to do a more precise analysis since school districts were instructed to report exactly how many jobs were preserved by new federal funding and how many new positions were funded by the stimulus and the results were compiled by the always trustworthy Illinois state government.
The results, in some instances, were nothing short of astounding—defying the very laws of mathematics and economics. One school district that employs a total of 290 teachers was listed as saving 473 teaching jobs thanks to the Obama administration, all for only $4.7 million tax dollars. Another district saved 665 jobs with stimulus money, even though a district official told the Tribune that their entire headcount is only 600 workers. And in a feat that Doug Henning would appreciate the state reported that the Wilmette Public Schools saved 166 jobs while the district superintendent told the Tribune that “the number should be zero.”
The Tribune does report that the Chicago Public Schools did not submit any stimulus job claims to the State Board of Education, which admittedly could represent a large number of potential layoffs prevented by the $293 million the city received from the stimulus. But this also indicates the overall unreliability of the numbers that the State of Illinois compiled and, thus, the dubious nature of the administration’s overall claims.
The White House asked the administration of Governor Pat Quinn to compile these numbers for the feds. Quinn’s people gave the task to the State Board of Education. Along the way, it would appear that one of two things happened.
It could be that in dealing with an unprecedented task the attempts made by the state to capture this data went horribly awry, resulting in completely unreliable numbers that must be summarily dismissed. In which case the state should seek independent auditors to develop a methodology to calculate more accurate data and it should be scrupulously reviewed and verified prior to its being released.
On the other hand, the political operatives who run the White House may just be engaged in wanton misrepresentation and will conspire with their allies to put forth any number they feel like to try to justify what increasingly appears to be a failed stimulus package. They are asking states, most of which are politically aligned with them, to produce numbers justifying the expenditure of billions. The states, as well as all the other stimulus recipients, have skin in this game too. This possibility is all too plausible given the track record of the players involved and it makes it all the more important that the people demand a thorough examination by independent reviewers of the way these numbers were calculated and how the entire effort was directed.
Either way, incompetence or malfeasance, the administration has put forth fictitious data to try and gain political advantage and this White House has further eroded the trust it asked for from the American people. Another example of the change we were all hoping for.

To use false numbers to tout what any idiot can plainly see is dumb and short-sighted. There will eventually be a recovery. It will be impossible to tell if any government program helped or hindered it, and Obama and the rest of the privileged incumbency will take credit for it anyway. No one wants to be in the position of rooting against economic prosperity. But we all know that in election time, either they'll all be taking credit for it or if it is late in coming will simply remind us "they inherited the worst recession since the fall of the Roman Empire".
You will find this kind of outright lying & deception all over the country. This administration has one set of goals in mind & they will do anything to make it possible. They are in the business of attack politics & I think they believe the American people can't even tie their shoes. While this may be true in California or some other liberal bastion, us here in "fly over country" know what your doing. I believe what this government is doing is Social terrorism. They are the liberal version of the Taliban & it needs to stop. President Bush was such a liar huh? Look in the mirror libs because your either lying to the American people, yourself or maybe both.

It simply hearkens back to the 2000 Election. Anyone remember the illustrious Mr. Gore, with his "Fuzzy Math" and his "Lock Box"? When it comes to Government numbers, there is only ONE guarantee: It all boild down to a mathematical equation. Figures lie, and liars figure.

There is no such thing as a "saved job". That is a figment of fuzzy math. If the Obama Administration wants to really create some majikal wizzardry, I'd like to see them create jobs. Further and beyone that, I would defy them, and challange them to CREATE ONE JOB.

Everyone with an ounce of intelligence knows that the "stimulus" bill was nothing but a pay-out to special interests. We could have created 6 million jobs for $150 billion simply by giving a $25,000 tax credit to any business who wanted to hire people and kept them employed for a year. We'd have seen an immediate jobs recover the like of which the country has never seen. We'd have been able to cut unemployment spending (6 million fewer people needing it) and increased the tax revenue from the taxes paid by those people now employed, the tax revenue from the products sold as a result of those people, etc., etc.
But no. The Democrats hand over massive chunks of money to people who do nothing with it.

If Obama had exercised common sense his union buddies, the true beneficiaries of the stimulus money, would have been left standing. the infrastructure money went only to union shops, more went to the pension funds of the unions, the money to education went to the teachers union, do you see a pattern here? He knew from day one that this would not create jobs because he does not want jobs created. He needs to dramatically ramp up the number of people beholding to welfare as that is his only sure shot to stay in office.

They can run the math anyway they like but it won't change the laws of physics (or any other natural law for that matter). If a job is created with stimulus money then it is NOT a bellwether for economic growth. It just means that the rightful owner of the funds (i.e.- taxpayer that had his money confiscated) did not get to choose where to invest the cash. As such, the stimulus job is not sustainable and does not equal growth…

I suspect though that the economy will continue to falter or stay flat right through 2010, the danger is ironically that Obama starts becoming fiscally conservative, or that we keep enough pressure on that it gets even a little better.
It's a real catch 22 for conservatives and liberatarians, if we succeed we may be helping Obama in the short term, if the GOP can control it's members and lay the blame squarely at the feet of the authors of the coming disaster it won't matter what they say, some people are drones for either party, but their are not enough of them to count in an election, assuming there is an election
Another point, if you buy the "Saved" jobs argument then by their own accounting these jobs are 99% government jobs.
Government jobs are non self sustaining, they require continued tax dollars to exist, so if the argument is that the stimulus is a "Temporary Revenue" for the government then the jobs themselves are "Temporary"
Cost if you buy there numbers is x2 versus what the supposed outlay of cash per job was, the Presstitues are little better saying x4, simple math says more like x8 but since it's all made up non-sense I suppose it's pointess to even try and reason it out.

Let it be known that the bulk of the stimulus spent so far has gone to those who supported Obama. Period. The rest of the nation has been left to fend for itself while Obama's "friends" are rewarded for their loyalty. The "Stimulus" was supposed to CREATE jobs, not just save jobs. Rather than bragging about success they are by all rights trying now to justify the spending which has done little to "stimulate" growth and done more to enhance the lives of Obama fans.
Stimulas math sounds about rigt, aftre all they got lots of practice with the Freddie MAc and Fannie Mae Math that was so good as to allow Barney Frank and Chris Dodd to get huge campaign bribes while the agncies ran into the ground and they claimed it was running perfectly well. So well infact that the guy that was running the mess is now an Obama advicor adn he made a ten million dollar bonus for himself for doing such a good job running Fannie Mae. Man I sure wish I could get a ten million dollar bonus for destorying the company and the country at the same time. Wake Up america! we ned tp prosecyte these Washington *&*^$$^% and take back our country from them. They are all corrupt and they are trying to steal us blind. The entire "recession" (from 9/08 on) might have been orchestrated to give Obama the win. In Sept. '08, he was losing by 3 points. This was to be the Dems' October surprise, but was done a month early because they panicked when Palin came on board. So they had to demonize her and then do the run on the banks in mid-Sept. within 3 hours (probably conducted by Soros and a few of his Commie cronies). Fannie and Freddie were cooking the books and the Dems refuse to allow them to be investigated/audited.
Obumble used to train Acorn's unwashed in how to conduct sit-ins of banks and mortgage companies. Shakedowns.
The guy who ran Fannie is Franklin Raines and he walked away with a $90M bonus. Notice how Obumble isn't going after him to get the money back? I'm sure Raines will make a nice sizeable donation to Obumble's reelection campaign, funds which inexplicably never seem to be accounted for. BTW, Raines was rewarded for his disastrous stewardship of Fannie by being put in charge of TARP by our Dear Reader.
