Political Alchemy, Part I: Turning Spending Increases into Tax Cuts
by Dan MitchellPoliticians in Washington have come up with something far more impressive than turning lead into gold or water into wine. Using self-serving budget rules, they can increase the burden of government spending and say they are cutting taxes instead.

This bit of legerdemain is made possible, thanks to the convolutions of the personal income tax, by adopting or expanding refundable tax credits. But in this case, “refundable” does not mean the government is returning money to taxpayers. Instead, it means that money is being redistributed to people who do not earn enough to be subject to the income tax.
This is hardly a trivial issue. According to the Congressional Budget Office, the amount of income redistribution being laundered through the tax code is now so large that the bottom 40 percent of the population has a negative “effective” income tax rate. In simple terms (though perhaps with profound political implications), the income tax is a revenue generator for a big share of the population.
And the problem is going to get worse if the President’s budget is approved. Buried in the fine print, on pages 188-189 of the Analytical Perspective of the Budget, you will see that the President is proposing to increase this hidden form of spending by more than $152 billion over the next ten years.
It is worth noting that proponents argue that it is okay to classify this new spending as tax cuts because it somehow offsets other tax payments, especially the payroll tax. I’m sympathetic to lower taxes on everybody, including the poor, but surely it is better to be honest and simply cut the taxes that people pay. The current methodology, by contrast, is open to abuse. Heck, I’m surprised politicians don’t classify other forms of spending as tax cuts. Maybe corporate welfare can be reclassified as a corporate tax cut (I better stop lest I give the political class any ideas).
Defenders also assert that some so-called refundable tax credits, particularly the earned income tax credit, are designed to encourage work. That is partly true, but credits like the EITC are withdrawn as income climbs, and this means poor people face punitive marginal tax rates, so the overall effect on hours worked may be negligible.
The right approach, of course, is to get the federal government out of the racket of redistributing income. And without “refundable” tax credits, it would be easier to adopt real tax reform, such as a flat tax or national sales tax.

This is just another way, alhough a huge one, of buying votes for democrats. Getting close to thinking the only citizens that vote should be those that actually pay income taxes. Maybe one needs to "earn" the right to vote. I don't know, but it's getting way out hand.

I think it's fair to say that we have much more to worry about than just the redistribution of wealth if the President's budget is approved. It's interesting to learn that as much as 40% of the population has a negative effect on the tax code. That wouldn't be by design now would it? The nonsensical, cumbersome, and convoluted tax code we have now is beyond unbelievable. I'm pretty sure even a Harvard Prof. like Barack Obama would not be able to grasp all the complexities and loop holes that are rampant in the code now. Like "Health Care Reform", the tax code needs a reset button. Of course, their are many extenuating circumstances that would have to be considered first, but it's a goal that must be kept in mind. I also think that it's fair to say that the majority of hard working Americans do not have an issue with paying taxes. We are smart individuals that understand the big picture, and know that things aren't free.
I don't know, ICE has some very low standards now.
Well…We would see certain taxes disappearing like Rolaids at an Obama speech if that was the case. If it wouldn't exclude the elderly, and those that have never worked (i.e. housewives), and people of that nature, I would say it's a good idea.
It's as good as Obamas plan to cut the deficit, just increase spending x 3, completely sane if your the king with no clothes

The only way I see this huge debt going away is when the USA goes away and splits up into smaller countries that start over "debt free"….I don't know how well this would go over with the international bamkers that we owe money to, but…
I used to do my own taxes, but when I opened a small business 5 years ago, realized that I had no way of knowing how to do them. So I hired an accountant at a cost of several thousands of dollars a year. Now my accountant is telling me that he's barely able to keep up with all the changes in the tax laws. It should not be this hard to be a law abiding, tax paying citizen!!!
Its like the Federal criminal statutes. basically, just about every citiczen is subject to prosecution or fines because no one can keep up with all the comvoluted crap that is passed year after year. Nice control mechanism. Now start ratting out your neighbors will be the next push. Welcome to the Gulag….
i am for low income earners getting some sort of a break, but i am not for low income earners actually getting more money back than they paid in. i had some people who used to work for me, the woman, and her "husband" were never married, so she could claim her kids, and in return, she made a killing come tax time. not only do low income earners not pay, they seem to figure out all the loopholes to scam free money from their neighbors. and then business owners, and high income earners need to hire the best tax people thay can, so they can manage to pay only what they actually owe, and not a penny more. high income earners don't even get some basic deductions. this is a bad system, we need to remove thousands of pages from the tax code.
If only Mel Brooks could make a movie on this alchemy….

Hmm, i actually quite like the flat tax/sales tax idea because it would allow states more control on how it wants to pursue people of varying degrees of wealth. I also think it leads to more streamlined tax system.
Want to go after rich bankers? Add high sales tax to yachts. Want to make poor/middle class better? Remove sales tax on food. Pay your tax when you buy something (houses) and remove claimable tax breaks (kids, mortgage payments etc).

they did the yacht tax, it put all the yacht employees on the unemployment lines. the more you tax anything, the less of it you get. keep over taxing income, and instantly, incomes will start to fall. i do say 100% tax on politician pay, and the politicians tax applies to all of their minions as well.

Let's divide the country into two. Conservatives in one half and liberals in the other. Each half can come up with their own rules. In ten years, we see who is doing better and the other side admits their way does not work.

That's a typical story Peteee, sad to say. How many of us personally know people who are raping the system? I am embarassed to admit I know several. It is so easy for these people to do, if you have the conscience to 'steal', which apparently they do. All the waste that is spoken of, ie. save the turtles, climate change, study ants etc etc., I say fund a real agency to uncover all the freakin fraud, they would be rolling in money. They could make a huge dent just starting in Chicago – can you imagine the amount of waste?!

Overturn a couple of longstanding errant case decisions combined with one stand alone tax and this country would boom, in economic activity and thus prosperity, more than any of us have seen in our lifetimes.

To stimulate lending and the economy, Fed loans money to banks at artificially low rates. Banks have a better idea. Loan the money back to the federal government at higher rates to fund the spending spree. Pocket the difference.

1redcent, I do respect your opinion regarding most everything. I've been considering buying and reading this book, I just haven't gotten by the book store yet.
Now you've got me wondering weather it's worth my time, and or money. I hate lousy unreadable books.
I'll have to look into it further before parting with my cash. I'm also very interested in Jonah Goldbergs "Liberal Fascism: The Secret History of the American Left, from Mussolini to the Politics of Meaning".
I'm thinking drawn and quartered myself.
I do not like paying taxes. I do not like wealth redistribution. I really hate the fact that the government sucks more than 20% of what I do pay for a bloated bunch of incompetent, overpaid, mis-management with outstanding benefits and little real work along with paid snow days!
This is true. My wife has 5 part time employees who don't pay any taxes yet recieve 4 to 5 thousand $ in income tax credt . (not whitholding!)

OTOH, almost EVERYTHING that Rand wrote is unreadable; as far as I'm concerned, with ATLAS SHRUGGED being THE most unreadable! If you like pontifical, pompous, boring, hectoring lecturing soliloquies that go on for pages, then it's something you'll "enjoy". If not, and you're like me, your eyes will just glaze over and you'll shut the book.
Yes, yes, yes, I am fully prepared to be flamed by the Randians here, but this book and Rand's "philosophy" is not applicable to real life now and never was. She was also a lousy writer who needed a strong editor.
I remember thinking at the Bush Stimulus plan (the 2008 version) that it was Conservatives thinking "We need to cut taxes to spur growth" and Libs using that to concoct the "tax credit" plan – Libs like it because it is Govt spending (and, as I saw clearer last year – redistributionist), and Republicans figured it was close enough to be a tax cut. Version '09 showed how wrong they were… and in retrospect, revealed that major flaw at the center of version '09. Now, how can we avoid version 2010? And '11? And '12? Yuck.
And Obama/the MSM wonders why "bipartisonship" has died… Stim '08 sounded like the best bipartison bill in a while – bitter pill of govt spending, but get something like a tax cut. Now I understand how different a "tax credit" is from a "tax cut".
I totally agree. I know of a couple of people who are hermits, eating themselves to poor health and not even lifting a finger to make better health choices … all the while collecting "disability" checks! I would like to see more accountability … if you are "disabled" because of your excessive weight … then here is your check, but at the same time you need to enroll in a health class … or something to this effect. I simply do not understand why government makes it soooo attractive to sit on your behind and do nothing while collecting taxpayer money from those who work very hard! Outrageous … where is the reform?

Those of us who are hard working conservatives would of course love your idea because we know we are the producers and if we didn't have to pay for the welfare left we would all see our lives and wallets improve substantially. The left of course are lazy and dependant on stealing the fruits of our hard labor. They blame everything on the rich, but if you spoke to them off the record they would admit that they know that the rich and middle class pay for their very existence for without our subsidizing them they would either die…..or worse, have to actually work to support themselves.
