Amazingly, Congress is trying to Force Union Contract Rules like this onto States and Localities
The New York – New Jersey Port Authority (NYNJPA) union contract with the NYNJPA’s police union provides that officers suspended with and “without pay” will still be paid for unearned overtime during their suspension.
Amazingly, Harry Reid and congress are trying right now to force this type of workplace lunacy onto states and localities through the Police Fire Fighter Forced Unionism bills (S. 3194 & H.R. 413). If passed this will bring union officials one step closer toward mandating forced unionism for every state and local government employee. Take Action now and let congress know that you oppose this expansion of forced unionism through federal fiat.

Background regarding the NYNJPA No-Work Overtime Provision
The New York Posts’ Carl Campanile writes:
Port Authority cops have an unbelievable perk that other workers can only dream of — they can collect overtime for not working.
The bizarre benefit applies to officers suspected of misconduct who are suspended with pay and later cleared or found guilty of an infraction carrying a penalty that’s short of dismissal. Suspended officers can claim overtime if no formal charges are filed within 120 days.
The theoretical overtime these cops would have made during their suspensions is based on a formula in their union contract. [see video]
According to the contract, if an officer suspended with or without pay is not dismissed, then they will receive overtime for the period that they were suspended without pay using the formula below.
The Port Authority union contract overtime formula: 
where “a” is the average overtime earned per pay period by the suspended Police Officer during the seventy-eight (or the actual number if less than seventy-eight) pay periods immediately prior to the pay period during which his suspension commenced;
“b” is the average overtime earned per pay period per Police Officer during those seventy-eight (or the actual number if less than seventy-eight) pay periods at the Police Command to which the suspended Police Officer was assigned during that period. If the Police Officer was assigned to more than one Police Command during that period, then the average overtime for the period shall be determined by using average overtime earned per Police Officer at each Police Command to which the Police Officer was assigned during that period for the pay periods he was assigned to that Police Command;
“c” is the initial estimate of the Police Officer’s missed overtime earned per pay period to be determined, and
“d” is the average overtime earned per pay period per Police Officer at the Police Command to which the suspended Police Officer is assigned during the same pay periods of the Police Officer’s administrative suspension.
Upon determination of “c”, that amount shall be multiplied by the number of pay periods that the Police Officer was on administrative suspension, provided that any pay period during that suspension in which the Police Officer was absent due to sickness or injury incurred in the line of duty on at least half of his scheduled work days shall not be used in that multiplication. Then, from that amount shall be subtracted all overtime, if any, earned by the Police Officer during the suspension. The resulting balance shall be paid to the Police Officer as and for missed overtime.
If a Police Officer who is suspended without pay is changed to administrative suspension or returned to full duty he shall receive payment of his full pay for the period during which he was suspended without pay except payment for missed overtime opportunities. If such Police Officer is not dismissed from employment the calculation of missed overtime opportunities shall be made in accordance with the method set forth in paragraph j (ii), above, except that the period of suspension shall include the period during which the Police Officer was suspended without pay. [Emphasis added]

before you know it, the union contract will have to pay fired officers, based on what they would have made if they wouldn't have been convicted of a crime. then we will pay full benefits to officers laid off due to municipalities filing for bankruptcy. i want to also negotiate 100 paid days of vacation, for the four year period prior to actually being hired. also 100 sick days a year. and 100 family leave days per year. then cops would only work 65 days a year. that would be a great contract. then we could get union cops to protest at a state capital, raise taxes now! oh wait, they did that here in illinois, except it was teachers instead of cops.

(In my case I've written Sens Warner and Webb; Webb at least sometimes, occasionally does the right thing. Eric Cantor is a solid no in any case. Judge your own congresswhores and write if they're remotely swayable.)

I would like to know when the individual State's decide enough is enough, and petetion for redress by Article V, Constitution Convention, where laws like this and many others are made void for the fact they interfer with a States' right to regulate law and for the best interest of the public good of its citizens. Expecting 2/3 majority of the States to do this might be a pipe dream, but surely at some point you have to wonder.

I wonder why the States are having problems on many issues. Arizona on illegals, practically all the States on the death care bill, and where are the Attorney Generals? We have rights too, and I feel that's why we have our State constitution.

Don't know if there are enough governors with the DooDads to lose all of the Federal money their states get. It would take a citizens revolt of epic proportions to get that many governors attention. You could virtually guarantee that most all of the East and West Coast states wouldn't do it, too many Dems, and you still have a smattering of Democratic leaning states in flyover country. Probably enough to keep it from happening. Not trying to be pessimistic, just realistic!

This is a great example of how this administration is fighting to redistribute wealth and create a sociaIist country! They want to pay someone regardless of wehter or not they worked (earned it)… kinda like Soviet Russia tried, but failed at. The administration is setting the stage for justification of a federal standard income. From here they will work to pay everyone equally across the board (public) and set standards to what people can earn (private business)!

I'm certainly no Biblical expert, but I was always under the impression that one could not get in to Heaven by faith alone, nor by works alone. It takes a combination of faith and works. While we certainly need faith and hope, I don't think that alone is going to phase these Godless heatherns that have taken this country by storm since their anointed one has come to power. They see this as their opportunity to bring the Utopia to fruition, and they certainly are some ballsy SOB's, don't you think. Such people are not moved by acts of faith.
At some point in time the good people of this country will have to do the heavy lifting that will be required to rid our country of these parasites. First off, thanks for your sacrifice. I didn't have the opportunity to serve, I tried but found out through the physical that I had some unknown medical issues. Have many family and friends in the military, lost a few as well.
You guys are absolutely right about our duty to stand against the tyranny that these bastards are trying to cram down our throats. I keep preaching about education and having a wife and two daughters that teach in the public school system I hear my share of stories about the crap that is being done in the public schools today. If there is anything that I cannot tolerate is the brainwashing of innocent kids. The schools do their share to indoctrinate these kids but alot of the blame lies in the parents. Somewhere as a society we went terribly wrong with the entitlement mentality that is running rampant in the youth of today and that may well be our biggest challenge if we are to turn this around in the long term.

I am interested to see if the police unions back the Democrats or Republicans in this election cycle. We have seen the President and his minions blast the police officers in both Cambridge and Arizona. The police officers were called stupid and racist. Will they allow the Democrats to get away with this or take a stand and remove them from office? They're not called the Fraternial Order of Police for nothing. Only time will tell.

Nothing new here, and it is not limited to New York as far as police officers collecting for nothing, remember they are a state backed monopoly.
Unions have all kinds of crazy rules:
EXAMPLES
-overtime if they start before such and such an hour in the morning
-dinner break if they work so long into the evening
-an equipment operator can only go from equipment A to equipment B and back to A, any more switching and you have to hire two operators
-if driving pile you have to hire at a minimum a pile foreman and four pile bucks, no exceptions

He writes, "While I appreciate and fully recognize that collective bargaining efforts are primarily a state and local responsibility, I also believe public safety employees currently living in states that do not have formal labor negotiation guidelines are at a disadvantage."

It may explain home some of Port Authority sergeants make 245K a year. Someone did a math & an officer in question would have to work 19hrs a day, for 365 days straight to make that much . Clearly impossible feat. Perhaps 245K was reached by adding regular pay, actual OT & the imaginary one?
