ObamaCare Vs. The Hippocratic Oath

I will apply measures for the benefit of the sick according to my ability and judgment; I will keep them from harm and injustice.
I will neither give a deadly drug to anybody if asked for it, nor will I make a suggestion to this effect. In purity and holiness I will guard my life and my art.
I will not use the knife, not even on sufferers from stone, but will withdraw in favor of such men as are engaged in this work.
Whatever houses I may visit, I will come for the benefit of the sick, remaining free of all intentional injustice.

Those words, from The Hippocratic Oath written in 400 B.C., changed my life and the lives of the thousands of patients my classmates and I have touched over the past twenty-nine years.
Through my career, I have tried to add to that Oath my obligation “To PREVENT Harm”, through my work in Prevention and at The Institute For Preventative Sports Medicine. I keep this Oath as my foundation as I review the current proposals for Health Care Reform. Take all of the politics out of the latest versions authored by The Obama-Pelosi-Reid Administration, and it comes down to The Oath.
The sad fact is that the Obama-Pelosi-Reid Administration’s 1990 page health care reform bill (HR3962) and supplement(HR3961) violate The Oath by stripping freedom from every person, family and business in Our country . This 19 ½ pound pair of documents, entitled ”Affordable Health Care For Americans Act,” will cost taxpayers over $1.2 Trillion, will institute 13 tax increases totaling $740 Billion, will increase Medicare Premiums to Seniors by $70 Billion, will cost shift $34 Billion to State budgets, and will cut Medicare benefits to Seniors by $426 Billion over ten years.
This current version of a Federal Government takeover of the health care delivery system is a carbon copy of what Obama, Pelosi and Reid tried to “jam” through Congress in July, with a couple of “new” additions to strip every American of even more Freedoms. As Yogi Berra once said, “It’s deja vu all over again.”
This version gives the rationing board, already established through The Stimulus Bill (The Federal Coordinating Council For Comparative Effectiveness Research), additional funding to establish a “Center” to institute the rationing of care. Rationing is the heart and soul of this legislation. Rationing, as a method of “cost cutting,” is the most inhumane and unethical means of health care cost containment. By definition, these bureaucrats will overrule licensed doctors, and preside over the denial of health care.
This Bill also creates a government regulated insurance “Exchange,” which will include a government subsidized and run insurance company, funded by The Treasury Department for start up costs of $2 Billion of tax payer money. This “Exchange” will be overseen by a Federal bureaucrat given the title: “The Health Choices Commissioner.” The “Commissioner” will establish benefit standards for ALL members of the “Exchange,” not just the government-run company. In other words, this Government CEO-equivalent will set the rules for all private companies who are “in competition” with the Federal Government. How fair is that? Sorry, I should have realized. This is NOT about fair. It is about CONTROL. Too much government control is a recipe for disaster.
The most glaring difference between the Obama-Pelosi-Reid health care bill from July and this “new” version is the elimination of a very important sentence from the previous bill. The July Bill (HR 3200) provided for The Health Benefits Advisory Committee whose role is to make recommendations on minimum benefit standards and cost sharing standards. The July Bill charged this Committee with the mandate to “ensure that essential benefits coverage does NOT lead to rationing of health care.” The current Bill establishes the same Committee but ELIMINATES the prohibition on rationing care.
It is obvious. The “New” Obama-Pelosi-Reid Health Care Bill’s heart and soul is based on (1) rationing and denying care to cut costs, and (2) taxing every American in its path. The end result strips Freedom from every citizen. Then again, what would you expect from a document that uses the words “require” 118 times, “tax” 87 times, and “penalty” 113 times.
The Oath my classmates and I took 29 years ago was based on the premise “Do No Harm.” I cannot condone this legislation, which promises to HARM every person, family and business in our country. We need to reject rationing, and fight the loss of control of our health care lives.

Bureaucrats overrule doctors now; the entire argument about control applies to our current system as well. Insurance companies drive profits by denial of claims. The difference with government run insurance is that the bureaucrats will not have seven figure salaries.
I do not have a firm opinion either way, but I do think that the proposed health care system should be compared to how things are now, and not against an ideal standard that does not exist in practice.
Imagine being the doctors and nurses who screwed up the first abortion standing frozen in fear asking what does the government say about saving the life right before them.
I can imagine that the only thing the doctors and nurses could do at such point is to shove the life into a hospital closet hoping the life simply dies on its own.

It appears that the transparent government in Washington, does not want to hear any voice of opposition.
The government is essentially shutting people out of the Capital. Not allowing them to enter in an attempt to stifle them. Consequently, the government can then say "there were no opposing voices.". The government refused access to this group last week, after letting some in to deliver petitions. It is an abomination, and is an insult to our free form of government.

If the health reform monster passes, and doctors decide to leave the profession (as many of them have said they will do), creating a critical void in medical care, I can't help but wondering if this administration would forbid doctors to follow their consciences and leave the medical profession. Would doctors be punished for leaving? Or would they be mandated by the government to continue practicing and forced to follow the rules? Just a thought.

As a federal employee who is soon to be an ex-federal employee, let me tell you about control. I work for an agency that has gotten quite a bit of bad press in the past few years, that has resulted in micromanagement to the extreme from the central office in D.C.
In order to prevent potential mistakes that may result in either the inadvertent or intentional destruction of potentially important documents, or the disclosure of personally identifiable information, since fall 2008, this agency has placed a moratorium on shredding.
It is now agency policy, implemented by a political appointee and cabinet secretary of the U.S. government, that all documents, or for that matter, any paper, including sticky notes, phone messages, and yes, even napkins & fast food wrappers, "as long as they have no mustard or ketchup on them (the actual words used by management)," that are not retained in the personal file of an individual served by our agency, i.e., documents that would otherwise have been shredded and thrown away formerly, now must be "processed" according to a 3-page, 15-point SOP.
Unbelievably, this paper (which was formerly trash) must be stamped by us GS-12 "professionals" and certified as not containing any information or value, then each piece is signed and turned in to a supervisor, who must likewise certify and sign off of the "trash."
Now, in a "truth is stranger than fiction" scenario, at the end of the week, the "trash," which government bureaucrats in D.C. have determined that GS-12 "professionals" do not have the training or the knowledge to ascertain the difference between trash and non-trash, and which is produced by the entire office, is then boxed up and Fed-Exed to the regional office. This happens each week in every state in the nation, including territories, and former colonies like Puerto Rico and the Phillipines.
As you might guess, this is done at the expense of untold thousands of taxpayer dollars on a weekly basis, because this idiocy is carried out nationwide in our agency, as well as overseas. Now stay with me here, because this gets even more difficult to believe for those who have never worked for the federal government – once the trash arrives at the regional office, a "Division Records Management Officer (DRMO)," which is a euphemism, but for still another euphemism ! In other words, the DRMO is, in actuality, a santitation engineer, which is a euphemism for a "garbage man!"
Now, purportedly, this DRMO, who is, believe it or not, as GS-11 who "earns" over 50k per year, looks at each piece of trash individually to ensure there are no uncertified documents, or documentation of any value, in the "records," which is really just trash. He or she then individually shreds each piece in what must be an enormous, industrial sized, high-tech, cross-cutting shredder (this ensures that tiny, individual pieces of trash can then be put together, a la jigsaw puzzle, by an interested identity thief at the recycling facility.
You may now ask, why did I go to great pains to details this mind-numbing bureaucratic exercise in mega-stupidity? Merely because, the bureaucratization of national healthcare will eventually, but most certainly, equate to this same sort of stupidity, only on a massive scale ! The federal government should never be allowed to get between you and your physician ! The federal bureaucracy will unnecessarily complicate, bog down, and delay the business of determining whether you live or die, and it will do so in the most impersonal and frustrating way imaginable !

I think that has already been figured in. The shortage of doctors will lead to a "vital and necessary" scheme of giving future health professionals free-ride educations in return for so many years of service as government employees who will be dispatched to fill "critical vacancies." They will of course not have to buy malpractice insurance, and will actually do better financially than ordinary practitioners who have their college loans to pay back, even better when just considering the government-supplied benefits package. Do not forget the union-mandated shorter than normal working hours, at only 40 hours a week on a fixed schedule they will do fine.
Soon those who left will want back in as government employees, which the government shall graciously allow. After all the job market will be tough given the compete collapse of demand for "medical researchers." Then it won't be long after that when no practitioner could conceive of being anything but a government employee…
When fully deployed as planned government run medicine will be like private insurance managed care on steroids. Gigantic cost savings can and will be realized by the simple expedient of limiting choices and restricting services. There won't be any question of "over-ruling" because there will be nothing to overrule. Committees of government experts and federal bureaucrats will write cost-effective regulations and hand them to health care providers to carry out. What remains of the physician-patient relationship will be abolished. Physicians will be answerable to their federal employee bosses, not their patients. All possible choice will be removed from patients and their health care providers and cookbook treatment and management protocols will become mandatory. This will permit control of costs on a scale previously undreamt of. No control by patients and physicians = maximum control by government regulations. Disease A gets Treatment A-1 or, if criteria are met and forms completed and approval granted, in certain cases Treatment A-2. Treatments A-1 and A-2 are laid out in precise detail in the Federal Medical Manual and have the force of law. Everything will be much simpler and also much cheaper. Government experts will insist that their regulations for treatment are the only scientific ones and represent the best available care. No other choices will be available or permitted. Preventive and lifestyle modifications will be mandatory and supervised by government agencies using carrot and stick tools to modify and shape behavior of citizens much like members of a cattle herd are controlled.

A burn, car accident or gunshot victim could incur costs of around $300,000.00. Then there are the heart bypasses around $100,000.00. So, if we took away the profits of these evil insurance companies and made them work for free we could pay for 80,000 people's surgery at $100,000.00 each. Wowee. There are approximtely 500,000 heart bypass surgeries alone performed every year in the US.
Eliminating private insurance is not the answer and corporations are not evil.

People such as yourself are stepping forward, and stepping up; slowly, tentatively, with great trepidadtion at first, but I believe it will soon be a geound swell of opportunity. Slowly, a little trickle will come through the dyke, and eventually the dam will break and there will be a flood of people like you coming forth.

I will give a deadly drug to anybody based on the ruling of the bureaucrat of the state and will not criticize the decision. In honor of the government, I guard their sacred decisions on who is more valuable to live and who should die.
I will not try to keep the old from suffering. I will withdraw treatment thereby eliminating their life. Freeing up resources for a more deserving sole picked by the bureaucrat of the state is my ambition.
Whatever patients I may see, I will come for the benefit of the state, remaining indifferent to their suffering and reporting all to the bureaucrat of the state for their decision if the patient is worthy of treatment.

I live fifty miles from town. About fifteen years ago, my house DID burn down. By the time the local VOLUNTEER fire department got there, all that was left was the foundation. I lost everything. Did the government help me rebuild? No. I never asked, it is beyond my comprehension.
I am fifty, so in a while I will be sixty-five. I have paid my own insurance, all my life, out of my own pocket. I pay my way. I pay my bills. I employ people and pay my taxes. I have supplemental insurance. I have made preparations for my life, my death, and my estate. I have figured it out. I don't need you, or any other sorry sumbitch bureaucrat telling me what I need to do.
I cannot be the only person out of three hundrede million who is independent. The problem is, there are not enough of me, and too many like you, all seeking a handout………

Maybe I'm missing something, but how is national health care, even if it raises taxes, a violation of the Hippocratic Oath you took? Aren't you a surgeon? You're violating the oath you took every time you make an incision, by "using the knife". This clause is a hangover from the days when surgeons were not doctors–most of them were barbers, who had razors and other sharp instruments.
RE: Rationing. Limiting what the government gives you is NOT rationing. "Rationing" means you're not allowed to buy more of whatever is rationed than the government says you may buy. No one has even SUGGESTED putting such restrictions into USA national health-care. You'll always be free to buy whatever care you wish to buy, with your own money.

could you vote for a healthcare bill that could potentially KILL my 19mo old son due to the rationing of care? You would never know if, but in the last year my baby has had 9 surgeries. The last one we thought would end his problems, but they are coming back. Under this new bill, it is likely that he will not be allowed anymore procedures. could you live with yourself and be happy that you got a flu shot for free, but at the cost of the life of a baby?

No one is speaking about the deeper issues of this debate as seen through the eyes of the Hippocratic Oath!
It seems to me that oaths, like constitutions, are not made to be malleable or changed at whim. That's why they are constructed carefully, validated and affirmed rigorously, and changed only at great pain and necessity. I'd like to see your house built on a living and breathing foundation. Wouldn't take much of a rain storm to wash you down the road — which is what you're trying to do to our country.
Well, Mr. Rooney, I hope you know a good barber, because that's about all we'll have to take care of our ills when the doctors go. In fact, I know a group of very fine, young doctors who have already signed an oath that they will not practice in a socialized system — so when you add those millions of new patients, I hope you have a well established, experienced group of docs to treat them. I just don't trust barbers any more.

Why would anyone in the medical community support obummer and his policies? Obummer himself has pretty much said that doctor's are lying, cheating, dirtballs that would "remove tonsils" for a sore throat and "amputate" instead of heal. Thank you. I'm flattered (I think), but no, I have no political aspirations whatsoever. I not only don't need public office, I don't want it. I have lived life to the best of my abiliites, and done the best I could, with what I had at any given time. I have made more mistakes than any ten men you'd ever meet, combined. I have no skeletons in the closet though; they are all out in the open. There isn't a closet large enough to hold my skeletons, or mistakes. I've always believed, that no matter how hard a person tries, they'll never rise above human being. Unless they have a messianic complex, of course.

Not to kill innocent babies -show me where that exists except in the minds of the Godless. If it does exist, however, then Obamacare with it's bureaucrats interfering with the relationship between you and your doctor is unconstitutional. I think it is on other grounds (10th amendment etc. ( the Constution is silent about privacy, it speaks primarily to limits on the government.

While a perfect system does not exist, there is a big difference between our current system and a government system. If you don't like the way insurance company bureaucrats make their rulings, you currently have some options. You can change insurance companies in the next open enrollment period, try to convince enough other customers to change with you, or convince your employer that the entire company needs to switch. If your greivance is big enough, you may be able to enlist the media and publicly shame the company into changing their rulings. The fact that you and your employer have other choices in insurance companies is a powerful motivator for companies to be accomodating to thier customers. Once you have a single government entity as the only option, what can you do if you think their rulings are unfair?

While the Hypocratic Oath is being “broke,”-so will the medical profession. Wages for medical professionals will have to be cut/contained. Graduate highschool students won’t be taking on educational costs from college in a healthcare field that they will barely make an exsistance. THAT’S RIGHT-you take the COMPETITION out of healthcare for better paying job you’re going to see a SHORTAGE of healthcare professionals. ALL medical professionals are required YEARLY to maintain licensure(educational costs not covered by the employer), except for nursing asst’s. Nursing Asst’s and Home Healthcare Aides who are the most unappreciated, anddo the hardest job might just as well work in fast food.
Catholic Hospitals will LOCK THEIR DOORS! End result less healthcare access. They are not bound by federal law/state law and are privately owned. I have heard they ake up anywhere’s between 13% and 30% of the total hospitals here in the US. THEY WILL NOT PERFORM ABORTION ON DEMAND. You cannot add -what is it 10-40 million to the healthcare industry without increasing workers. But, this horrible healthcare bill, will do just the OPPOSITE! Tell me why people will go into a profession they are required to work WEEKENDS/HOLIDAYS while the rest of the people find ANYREASON they can to avoid working!

You are right. When I was a child (1950s) when I was sick my mother took me to our family doctor. When I needed my tonsils out my mother took me to our family doctor and he took my tonsils out. When we needed our teeth looked at my mother took me to our family dentist. I imagine my parents paid these bills when the crops came in and were sold in the fall. I never needed any major medical care until 1977 when I fell down the stairs and fractured my tailbone and ruptured a whole bunch of disks in my back. I lived with that daily pain until 1985 when the pain was so severe I could not live with it any more and required surgery to fuse my back. I don't know how much that cost, but fortunately as retired military we got our care at BAMC right here in San Antonio. Now that's a health care plan we can live with. Unfortunately, by the time Pelosi-Reed-Obama finish messing with health care in this country there's no telling what it will look like even for people like us who already enjoy government& insurance-run health care. I like our current plan and don't want it to change. Like most people today, we just want to be left alone to make our own decisions and not have anything crammed down our throats as they are apparently proposing to do.
