CA Gov. Brown Shuts Down ‘Recovery’ Website as State Faces $21 Billion Budget Deficit, 129 Companies Leave

StreetIn the face of strong national consumer spending and private sector employment gains, State Controller John Chiang released California’s December financial statement showing the General Fund is running a staggering cash deficit of $21 billion on an $88.5 billion budget. This imploding financial condition is a reflection of how California’s high businesses taxes and excessive regulations are accelerating the trend of businesses abandoning the state. According to Chiang:
“While we saw positive numbers in November, December’s totals failed to meet even the latest revenue projections. Coupled with higher spending tied to unrealized cost savings, these latest revenue figures create growing concern that legislative action may be needed in the near future to ensure that the State can meet its payment obligations.”
The above are “code words” that the state is financially dysfunctional and getting worse. The December report shows that compared to last year, California revenue, at $39.4 billion, is down by 11.2% due mostly to a 26.4% nose-dive in sales tax collection, and state spending of $52.3 billion is currently running 33% higher than the state’s revenue.
The Controller does not seem impressed that Governor Brown and the California State Legislature’s only solution to fix this budget mess is to relying on voters’ willingness to approve an initiative to raise the already hefty sales tax they pay by 13% and add another surtax on the wealthy to generate $6.9 billion in revenue. Even if the public shocks pollsters and actually passes the tax increase, the non-partisan Legislative Analyst’s Office (LAO) calculated the initiative would only generate $4.8 billion per year.
Prior to the Controller’s grim report of a $5.2 billion budget miss, the LAO had already estimated that state’s revenue would be $3.7 billion below forecast and “trigger” $2 billion of automatic budget cuts to K-14 education. The LAO’s estimate of a $13 billion deficit next year, due mostly to constitutionally required “settle up” payments for short-checking public schools in prior years, now looks like a $20 billion deficit.
California’s budget projections are so consistently whacky, the Governor closed the “California Recovery website” this summer to avoid ridicule regarding its ludicrously optimistic recovery projections. Despite creating one of the most unfriendly business climates in the nation, California socialist politicians were able to do “vida loca” spending on the economic momentum of an epic 20 year real estate boom. With the real estate bust now in its fourth year, California ranks third in the nation in foreclosures and, according to “The Foreclosure Radar Report”, is one of only two states in the nation where foreclosures increased in December.
The credit rating agencies will undoubtedly take a very hard look at downgrading California’s municipal bond debt, which is already the worst rated in the nation at only two notches above junk. But the budget disaster also spells bad news for the credit ratings of California local government. Earlier this year, the Legislature passed a law striping $2 billion per year from state’s 400 redevelopment agencies to augment their own budget shortfall.
Moody’s Investor Services immediately put $11.6 billion of California tax allocation bonds on review for a possible downgrade. Moody’s stated: “If left unchanged, this law would be significantly negative for bondholder credit. This legislation could result in multi-notch downgrades on bonds of the dissolved redevelopment agencies.”
Perhaps California’s budget problems can be best understood from a Fox Television interview of Joseph Vranich, President of the “Business Relocation Coach”, who makes his living moving companies out of California to avoid the “high businesses taxes and excessive regulations imposed on commercial enterprises of all types. Costs are illustrated by the fact that a business leaving the City of Los Angeles for a nearby county can save up to 20% in costs while moving to another state can save up to 40% in costs.”
Vranich pointed out that in the first half of 2011, there were 129 companies with 100 or more employees that moved out of the state. This averages 5.4 larger companies leaving for “greener pastures” per week, versus 3.9 per week in 2010 and only 1 per week in 2009. The top relocation destination is not China but rather neighboring business friendly states of Texas, Arizona, Colorado, Nevada and Utah.
British Prime Minister Margaret Thatcher, in a TV interview in 1976, famously said: “Socialist governments traditionally do make a financial mess. They always run out of other people’s money. It’s quite a characteristic of them”. Had she lived in California 35 years later, she would have added: “or else the other people will take their money and just leave!”

Being a Californian, this we all knew. The spending is going up, while revenue is going down because of not just burdensome regulation….choking regulation. And Moonbeam decides to give the illegals a free college education two months ago.

Translation: Boy, those taxpayers weren't as dumb as we thought they were. We thought we could tax and regulate them more and they'd keep right on doing as they had done before. The federal govt. is of course going to tax people in the prudent states to pay for extravagant pensions of public employees in CA. The same story as in Greece, only the names are changed so the bail out checks go to those who do not deserve them from taxpayers that never got any of the so called govt. services because they never lived there.

Brown, in all likelihood, has assurances that if California goes bust it will be bailed out by us, the suckers of the other 56 States.
When Brown took over the asylum from Aahnold, the prospects of Obama's actually being able to honor this promise were much, much better.
Now that it is apparent Presidunce Zero H. Bailout will not be reelected, Brown has had to move things up quite a bit.
What other explanation could there possibly be for California's continued profligacy?
What sane legislature, with a deficit of $21 billion, votes to give illegals the education benefits California just recently awarded them?
What sense does it make, when companies are leaving the state in droves, to continue to impose additional taxes and regulations on the shrinking list of businesses you are supposedly depending upon to hire the workers your ridiculous budget seeks to tax to support your profligate spending?

When close to half of your population is on some type of government benefits what do you think would be the end result. If you have kids you get more government benefits, don't have a green card or ID, lottery.
And it is going to be the federal government which will have to rescue CA, which means I will be paying for their total failures which we all saw coming 20 years ago. Remember when California was known as the 'Golden State'? Yeah, then we elected Brown governor the first time. That really did start the downward spiral. This is the guy who created the 'Inmate Bill of Rights,' paving the way for cable TV, computers/internet access and more in California prisons.
As Attorney General, he also invented the Global Warming Environmental Impact Statement requirement for any new business trying to set up shop in California. When prospective businesses quite naturally couldn't come up with such specious information, they wouldn't get approved and, of course, took their business elsewhere. That's just a sampling of Brown's version of governing, and a big part of the mindset here in California that is driving tax-paying citizens and businesses out of the state.
It's only a matter of time before the whole thing collapses. I just hope I'm out of here by then.
I paid literally $140K in CA income tax in 2011, and likely will still owe, and Brown has the audacity to ask my family for a 22% increase? We've started the process of becoming TX residents, and we should be rid of this state by end of year.

California used to be the butt of my jokes for many years growing up in Oregon. Now I see the state as magnificent, beautiful and full of potential. You may know I run a gold mining operation here. We had amazing success and enjoyed every aspect of this mountainous area. Bought a house up here, then a nice little bit of acreage……..then the Liberals decided to lie, cheat, steal and demonize mining. Then came the regulations, then the moritoriums and shut downs.
The Liberals running CA are quite adept at running businesses out of the State, then stand there flabbergasted at why they have no revenue to send to their pet projects………so they spend the money anyway…….counting on raising taxes or a Federal bailout.

Beyond a certain level of insanity, businesses vote with their feet. The same thing is happening here in Illinois.
And the worse is yet to come. What the author doesn't mention is that in just a few short years, California's contribution to its state pensions is about to explode three fold. I live in California and was born and raised here, live behind the only bastion of conservatism (Orange County) and quite frankly I want to see the state go belly up. It's something that has to happen in order to save it. Just like anybody who has an addiction problem, you have to hit bottom in order to save yourself. The sad truth is, all the people who have been conned into believing this could go on forever (aka unions members) are going to be the one's who get hurt the most when they only get 20 or 25 cents on the dollar when they retire. But they are blind and still believe they're going to get everything that was promised to them but any the end only the union bosses and the politicians will walk away with everything. But if you're stupid enough to believe them…you got what you deserved.

Nutjobs all. And the press and others treated Meg Whitman (a woman who had a plan) like she was a slave driver.

Just because Obama and the mainstream press want that to be the case and say that is what is going on…those of us in the real world know it to not be the case. Changing where the goalpost is placed in the middle of the game is not something that journalist should be allowing this administration to get away with. Unless we admit there is a serious problem instead of pretending it doesn't exist or is getting better….well it never will be fixed or get better.

The people of California had a chance in the 2010 election to put leadership in place to at least get a foot in the door with credibility. Instead they reelected Barbara Boxer over businesswoman Carly Fiorina. They voted in moonbeam again over businesswoman Meg Whitman for governor. Still have a democrat legislation. Still have princess nancy. The people continue to vote to have no leadership in California. And is it any wonder we continue to read these articles.
