California: The Frog in the Sub-Prime Frying Pan

StreetJust as a frog will jump out of a hot frying pan, but will sit in water that slowly goes from cold to hot until he cooks to death; California’s politicians have sat quietly as the accumulation of chronic budget deficits bubbling up from an uncomfortably warm problem to a scalding hot crisis. Even the release of Governor Schwarzenegger’s $19.1 billion budget deficit projection for the coming July fiscal year appears to have failed to bludgeon the state’s political establishment into action to avoid a looming credit rating downgrade to sub-prime that would set off a Greek style default on steroids.

The media, after months of missing the potential consequences of a Greek default, have now become focused on the similarities between California and Greece. Both do owe gobs of money, have huge budget deficits, massive unfunded pension liabilities and can’t print their own money; but California’s situation is worse! The California economy is 5 times larger than the Greek economy. Los Angeles alone is twice the size of the $356 billion Greek economy. Greece is less than 2.5% of the European Union (EU) economy, but California is over 13% of the US economy. From 2000 to 2008, the Greek economy grew at 3.1% annually, the second fastest growth in Europe, whereas California’s growth of 2.3% during the same period was only slightly better than the rest of the US. Greek unemployment just hit a crisis 12.1%, unemployment in California is 13% and has been above Greece’s since the start of the year.
What started out a month ago with Greece having trouble making a $10 billion debt payment has mushroomed into a worldwide liquidity crisis. Germany and France have been forced to lead a $1 trillion bailout. Even the U.S. was required to kick in $50 billion to the support International Monetary Fund’s contribution. For a few days this block-buster financial backstop calmed the bond markets and allowed short-term interest rates across Europe to decline, but by the end of the week Greek interest rates were headed back up.
Chief Executive Josef Ackermann of Deutsche Bank, Germany’s largest financial institution, said last week he was “doubtful whether Greece will really be in a position to achieve” the repayment of the emergency loans. However, he went on to stress that Athens had to be propped up, because if it fell, it would lead “with great certainty to a spillover to other countries,” sparking “a type of meltdown,” he added. Ackermann’s comments are all the more surprising because they follow recent reports that Deutsche Bank itself is preparing to provide €500 million ($625 million) in loans to Greece on the same conditions as those set by the German government.
Last September the state of California sold $8.8 billion of prime rated short term debt to investors at an interest cost of 3%, similar to rates Greece was paying before the threat of default sent the rate to 24%. The Governor Schwarzenegger’s new budget projections indicate that California will need to borrow $12-15 billion just to get through the fall. Given that state’s economy is five times larger than Greece, if California is downgraded to sub-prime this fall and the crisis spreads to municipalities and other states, it might take up to a $5 trillion bailout to stabilize the situation.
The world would expect the U.S. Government to provide an American solution for a California debt crisis. But unlike Germany and France, who as the largest member states in the European Union were politically forced to shoulder the majority of the $1 trillion bailout of little Greece, expecting the America’s smaller states to have the political will and the financial wherewithal to bailout giant California is much more problematic.
The International Monetary Fund estimated the ratio of the United States national debt to Gross Domestic Product was 82% versus Greece at 115% as of last year. A $5 trillion American led bailout would immediately push the U.S. ratio to Greek levels. With all the losses the U.S. banks are suffering from real estate foreclosures, they have no capacity to aid in the bailout the U.S. federal government.
There is precious little time for their own survival for California’s political establishment to come together on a program of at least $15 billion of spending cuts to offset the state’s cash shortfall. German Chancellor Angela Merkel’s Christian Democratic Party just lost an election for control of the upper house of Germany’s Parliament last week as voters punished her party for making Germans have to pay for what they see as Greek irresponsibility and political corruption.
Voters across the nation are becoming increasingly frightened by the rising U.S. national debt. If California continues the status quo and finds itself on the verge of default this summer, their fellow Americans might just demand that the state suffer the full consequences of their deficit spending ways. Unfortunately for the world economy, a sovereign default by an entity the size of California could set off a massive liquidity crisis and push the world’s economy into another deep recession or worse.

I would like to say I wish them luck, but after calling Glenn Beck 'Satan' in front of his family at a public gathering…I hope for nothing other than that they get their just deserts!
States have rights, with those rights are responsibilities. Thus they made their bed now it's time for them to sleep in it! No state bailouts!
Now if Arizona honors California's boycott and diverts the power and water, Arnold has a real stinker on his hands.
The CA State Assembly and Senate demon-crat's want to increase taxes. Their plan is to go after businesses instead of individual tax increases. They think the masses won't object as strong. There is not enough opposition from the republican side because they do not hold the majority. The goverator turned out to be a "girly-man" when it comes to opposing these idiots. We are faced with either Meg (billionaire RINO), Poisner (Old Political Hack), or a Jerry Brown rerun. It doesn't look promising.
If Brown gets elected, it will prove that the "have-not's" have finally taken over. In other words, those who don't pay taxes and are sucking CA dry through all the welfare handouts are calling the shots.
They say what happens to the rest of the United States starts here in CA. We better hope not.
CA will get a lot worse before it gets better. Eventually they will run out of other people's money. AZ should help them with their boycott and make sure CA doesn't buy any power from AZ.
When CA puts its hands in the pockets of the uber-rich, "old money" kalifornia residents, you will see them pack up and leave or hide their wealth in other places (WY, AK, MT, ID, UT). Eventually (sooner than later) the patients will run the nut house. When the lawyers run out of deep well clients to sue, nobody will have a job and the weak ads they are running now will become even better material for parody.
This state is full of people who think they are entitled to things that they have not worked for. The state is also full of politicians who are more than happy to give it to them today for a vote on Tuesday. I pray that me and my family will get out in time.

It would almost be worth it for the rest of us to bail out California from her failed experiments in socialism, if it meant finally putting to rest the notion that every state should be governed by such idiotic policies. Let me dream for a moment, too, that chastened leftists would step down and principled conservatives would rescue the state's budget.

No bailouts, period!! If we bailout California then New York will be next and closely followed by Illinois and some of the other larger states. Here in Texas we are trying to pay our own bills and we don't have the money to pay for someone elses.

I should also mention that the reason we fight wars, civil and otherwise, is when economic systems break down. Then one side decides it wants your stuff and tries to take it by force. California will move to demand a bailout prior to November. The US congress will come to the "rescue" saying that this "crisis" demands action. Just my prediction.
My reaction to what will come to pass: No quarter for any politician that is stupid enough to go along any kind of rescue. California has to do the things that will save itself. Adopt an Arizona style law to stop illegal immigration. Stop all support for any illegals. No exceptions. Get rid of public sector unions. Peg public employees compensation to like private sector workers. Cut taxes for businesses. Get rid of all of their ridiculous "environmental" regulation and stay within Federal guidelines. It's oblious that they have the ability to solve their own problems. The rest of us must DEMAND that they do so.

Sounds like a valid plan for ANY state to clean up it's own house. Add a re-affirmation of the 10th Amendment powers into the State's Constitution, and I think you have a winner.

I'd like to apologize to the rest of America for being born and raised (and still living) in the "Golden" state. But, I hold California up as a case study of one party rule (see also: Red China, Cuba, Chicago) and what goes wrong when that party is the communist, er, Democratic party with the occasional elected RINO who is all muscle and no backbone.
It's true, if California defaults, the world will be in trouble. Fortunately, our mayor, Antonio Villaraigosa is attacking this problem head on…by boycotting Arizona.
I just love the convergence of the many issues that face California. Tax revenues down. Unionized public workers pensions are going insolvent and yet demanding more money. This is perfect. We could not have wrote a better script to finally accelerate the end of liberalism. Now we wont have to wait and fight this back and forth with the D’s and the R’s. We will finally have real evidence that taxing and out of control spending and growth of government doesn’t work. I mean real hard evidence to point to that will always be the reason we cannot return to this ever again. Burn it down. All of it.
It might be time to dump a losing proposition. As the US considers ways to secure her borders, we could consider another run of fence…right up the eastern side of CA and over to the Pacific to protect OR, NV, and AZ.

They chased business away, closed down farms to save a freakin minnow, stopped any kind of drilling for oil and natural gas(California is loaded with natural resources). Don't allow new power plants, so we pay the some of the highest utility rates in the country.

OK, so here is potentially the biggest threat from a state default or bailout (which is on display on the international level with Greece):
Since the world's economies are so interconnected and interdependant that a failure by one state or country causes such widespread economic disaster, there is a compelling interest on the part of the other countries to control the spending policies of irresponsible countries. This leads to a decrease of state rights in the case of California – and national sovereignty in the case of Greece. Infringing on those rights leads to the loss of freedom since the citizens can no longer self-govern – and don't think these policies will be restricted to Greece and California! This is a direct path to a centrally governed world – highly problematic obviously.
The obvious solution is to STOP LENDING MONEY to countries who spend more than they take in… but that would sink the US currently as well. Well, in any case, stop spending more money than you take in – on both a state level and a national level. Hopefully a painful default by one of these entities will drive that point home before they convince enough people to support raising international regulations.

Let's put the blame where it belongs – Democrats. They have controlled this state for years, have spent money when we didn't have it, have continued to raise taxes to all times high, and continue to dump more money into the Teacher's union where CA is placed 47th in the nation in education.
Want to correct CA problems get rid of Pelosi, Boxer, Feinstein and her ilk and elect a Republican governor and state representatives. I politely disagree. If Cali defaults, unless the amount is in the single digit or low double digit billions, then they are just screwed. The country does not have the money to give them. We might be able to tide them over for a year but that's it. States like my Arkansas have a balanced budget built into the state constitution. The voters and pols here will not stand for a bailout of Cali. We have made the hard decisions and budget cuts necessary to have a balanced budget. We may not be viewed as the Utopia that Cali is, but our taxes are low, the state government is mostly hands off, and our budget is FREE of red ink. I think what is going to happen is that Cali is going to be left to it's own devices. There will be a mass exodus, and then the people left will stand up for what is right. Then, within the next decade they will be a shining example of what can happen when REAL conservatives get elected. The future of California needs to be left to Californians. After all they are Americans and will do the right thing when things are really tough!

We need a dose of reality – the electorate in the Bay Area and in Southern CA are just brain dead or on the dole. My cousin just retired as fire chief of a small city at age 50. He retired at $95,000 a year. He is now consulting for the state to the tune of another $90,000. On the ballot this year is a bill to do away with the public's right to know what their elected officials retirement pay is. I'm telling you, this state is an example to you all. Stop it in your states now.

For over 15 years, I bounced around Mexico, Central and South America. No where did I ever encounter a black individual who held high public office or any position of responsibility. In Colombia, Argentina, Bolivia, Peru, etc Blacks are third class citizens. Now tell me again about the AZ law being racist, especially since I found Mexico to be one of the most racist south of the border.

I don't believe the govmt will do the right thing here, but I believe in the people. We are a small and closely knitted state. The people here are staunchly anti-fed anti big-govmt. That is why we are seen as backward to outsiders. We don't have all the spit and polish ammenities of the east and west coast. But we know how to take care of ourselves and we will. Any Governor or state congressman from here that goes along with Washington will be tarred and feathered. Quite possibly literally. As fore seceding if necessary, we have done it once, we may need to try it again.
From an illegal immigrant point-of-view, I think we'd need more than 50 miles.

Sir, and I will extend that courtesy seeing as how you addressed Chist4Life in kind, yet I do not believe you deserve the appellation. “Judgment” is something that is indeed reserved for God; however God has given and expects us to use the gift of discernment. It is precisely that gift that prompted me to doubt that you are worthy of the title, “sir”.
Two things here, one we can’t NOT DO something to lessen the affect of the looming California financial collapse. We also, still have in my mind a humanitarian obligation to after all, our fellow Americans (although many are stupid). The questions are how to help financially and WILL this socialist brain damaged administration require the austerity programs Germany demanded of Greece. I think not. Whatever we do, therefore will be wrong and will not work. Times are bad, folks and we do not have much time left. A new Congress in 2011 may be too little too late.

California NEEDS to show fiscal restraint. I cannot remember the dates or numbers, but some years ago they were reported to have grown their govt more than twice the rate of their economy. Why are they here again? No consequences.
Arnold ran as a conservative and has governed like a liberal "to get things done." Initially, I thought he would follow the Reagan model, but I suppose that being that close to the Kennedys means that you begin to think like them.

This comes periously close to one of the causes on the Civil War one hundred and fifty years ago. I don't think other states will take favorably to California or Illinois or Michigan being bailed out. When you start taking money from people to pay for other peoples mistakes, most usually say enough.
