You know what? I don't understand why people complain about a lack of transparency with the present Obama administration. To me I can see very clearly what he is doing and why.
He is steadfastly maintaining his stated goal of redistributing wealth and creating the biggest welfare / entitlement state the world has ever seen. the fact that he denies it does not mean he is not transparent, just a liar. A transparent liar at that.
Executive Order 10988 was issued by President John F. Kennedy in 1962 and recognizes the rights of federal employees to bargain with management. It established a broad government-wide labor relations policy for the first time. With respect to official time for union representatives, it required that, whenever practicable, union representatives be on official time when consulting or otherwise meeting with management representatives.
Agencies had discretion to determine the amount of official time union representatives would receive. Agencies could require that negotiations be conducted during the non-duty hours of the union representatives. In this regard, the framers of the Order wanted management to be able to require that employee representatives negotiate on their own time if the time required for negotiations became burdensome. No internal union business could be conducted on duty time..
Looks like he's been violating this order ever since Obama took office !!! Anyone think Eric Holder with conduct an inquiry—————– Not Me !!!!
Can an executive order be over-turned by another executive order? If so, this is one that is begging to be done. We as a nation can not afford to continue to honor the bloated contracts these unions won during better times. Unless this can happen, we will never break this cycle.

I have another question. Was Kennedy's Executive Order establishing collective bargaining for federal employees ever ratified by congress? Whether it was or was not I surely hope the next president has the fortitude to sign a whole slew of EO's and establish that all new federal employees do not have this 'right' any more. those retired fed employees who soaked the system can try to collect their bloated pensions from those who replaced them. This could become one glowing example of government red tape actually doing some good.
I for one would like to complain about a lack of transparency in the redhead's outfits.
