Obama’s New Tax Idea: the Accidental Anti-Cap-n-Trade

HornerPresident Obama’s imminent proposal to allow businesses to expense capital equipment purchases through the end of next year is something my colleagues at CEI, particularly Marlo Lewis, have been advocating for some time. Not as “stimulus”, mind you (though it should have some stimulative effect, which is not to condone the refusal to maintain current tax rates — that is, insistence on raising tax rates — as of January 1). But as a greenhouse gas emission reduction scheme.

The logic is simple and the Dutch actually showed (again, accidentally) how this works to reduce emissions: business do not replace capital equipment as early or often as they might like because the tax code disincentivizes it, with depreciation schedules instead of treating it like other business expenses. They therefore postpone purchasing newer, more efficient (and typically more energy efficient) equipment.
Change that, and they will pull through new technology into use.
In a way that is moving investments forward, a la cash for clunkers. But in other ways it is just smart and the right thing to do.
Here’s the downside: yes, you get emission reductions and not by harming economic growth, but actually encouraging it. However, the political class do not get to reward their constituencies with cap-n-trade wealth transfers from you and me to them, don’t increase the cost of energy, and obtain no new control over our lives.
And as many of you know, that is the whole point behind the scheme urgently needed to combat “climate change” (why not continental drift?) that actually would have no detectable impact, according to anyone, on climate.
For these reasons, President Obama will never accept an argument that adoption of this latest stab at state-orchestrated and temporary stimulus qualifies as the “doing ’something’” his team and the rest of the enviros run around insisting is imperative. But, as the Washington logic goes, if we must “do ’something’”, well, this is ’something’, so let’s just do this. Keep your treaties and energy rationing schemes that, like this, would according to no one actually impact the climate, and declare victory, having done no harm and actually some good.
I’m kidding of course. These people work in Washington. But it is worth mentioning as we go forward that there are other ideas, ones that now even Obama acknowledges are economically beneficial, contrary to cap-and-trade which he boasted is designed to cause energy prices to “necessarily skyrocket”, “bankrupt” politically disfavored industries, and “raise billions of dollars.” This does none of those things. So, which would you choose? If you know, let your elected representatives know, too. Use this moment to inform, persuade, and advance the debate.

Everything becomes easily understandable when you realize that Obama DOES NOT want to revive the economy. He isn't going to do anything but create chaos which prevents growth and spend us into Cloward-Piven oblivion.
Let me make this real simple:::If Obama wants it, we do not.

Just like when a drunk wants the keys to the car to give people a ride home,,,,we need to be the responsible party who says NO.
And to borrow Obama's analogy of the republicans putting the economy into a ditch, we need to give the dems a breath-alyzer before they try to drive the economy out of the ditch.
I have to finally admit, I am clueless. All this stimulus, cap n crap, recovery summer, green signs, green police all of it, I no longer understand any of it. Some where between no jobs, learning 40 million people use food stamps and that man-chick going to Spain I have lost all thought process. I no longer know my stimulus package from clunker cash. I am confused on cap n crap. All I know is that CA is doomed and so is the US Government if we don't get these morons out. Is it November yet?
Advance the debate–Capitalism is the green $$$ path to a cleaner America– and use their language to do defeat them with.
It is cheaper not to use energy than it is to use energy–that is the point of new infrastructure, new infrastructure always uses less energy– always more efficient. Efficiency is the greenest for of energy there is.

Combined heat and power CHP is energy efficiency and it is manufacturing—Republicans need to talk about CHP and they need to use the language of the environmentalist when they talk. EPA,DOE, EERE, ORNL
If global warming were really a problem then you'd think the administration would get going with nuclear energy. That would be the best use of that new $50 billion.
The only reason some thing like this will never work in this country is because it is simple and does not need the direct intervention of our govt.
We aren't the party of no but the party of HELL NO.
All I know is my Stable Datum: IF Obama says his "plan" or "program" is going to save you $$$, be it in taxes or 'whatever' …it is Code that "IT WILL COST YOU MORE" …be you a small business owner or just a single consumer. VOTEM 'em ALL OUT!
In this case we need to advance the issue, this issue is a winner for the country, it removes cap and trade from the table and replaces it with a tax cut for private sector infrastructure spending. Republicans should move the tax cut much further, make it DEEP and make it for all forms of alternative energy, all sales and purchase of alternative power. Make the tax cut much longer term, 2020 or so.
Cut all state, federal and utility regulation over the distribution and interconnection of power over the grid. DEFEAT Crime Inc and take away cap and tax.

Sound familiar? Obama and FDR, tied together by one insidious thread of red.
On every topic, on every issue, two things will bring about prosperous results.
1) Adhere to individual Liberty.
2) Remove all current methods of taxation and replace them with a stand alone spending side tax that everyone pays on every purchase, remit it to the state and see states fund the federal government the states created.
If its going to be a real benefit to businesses i am sure Obama will find a way to screw it up.
No matter what you/we believe about global warming, we need to use American sources of fuel and stop funding terrorism with the outsourcing of petro dollars. It is easy to understand that 600B per year sent overseas is a big part of the trade deficit, that money could be used here for jobs and infrastructure, there is no reason to fight as long as cap and trade is not the solution who cares…this is a win win win for the country.
Olinsky is crying uncle, we need to force this tax cut to be more thatn just infrastructure this needs to be about the environment and green infrastructure–not a direction that Olinsky will want the debate to move.
The reason Olinsky doesn't want to have this debate–there are ways to lower GHGs, use American natural gas, SAVE money and not need billions of tax payer dollars invested in smart grid.

Dear Captain Chaos AKA President Barrack Obama,
Reading your last economic address reminded me of one of my favorite movies, Cannonball Run. In this movie, a merry band of lead foot drivers blast from one coast to the other wreaking havoc upon the nations roads; kind of like liberal democrats and the body politic. Back to Captain Chaos. This fellow had a mental disorder that he would soothe by putting on a costume and taking on a presumably difficult task. Thus, I crown you, Captain Chaos. The honor comes with a cape, funky boots, and of course a speedo. I recommend you only wear the speedo in private, as it may make a NY Times reporter pass out and the rest of us puke. So the next time you are going to deliver a speech that frankly no one cares a lick about, just step up to the microphone and scream out, “Captain Chaos to the rescue!” At which point the citizens of this great nation will then be on notice to take cover, and use extreme caution.
Let’s take the healthcare bill that my representative John Hall voted in favor of. This is one piece of legislated chaos an order of magnitude higher that would make a Nazi proud. We don’t need death camps, we need chaos and confusion, as doctors and patients wait to die, or die from waiting, a unionized bureaucrat will be there with form 42-B to inform the concurrent parties that the Tylenol that is so desperately needed will not be available until next weeks allocation comes through the factory – which is on strike because the unions think they are underpaid, and the lawyer that is needed to fill out the waiver for the Tylenol is on sabbatical studying yoga. Cogito ergo sum Chaos!
Now let’s take financial reform. I have been investing and dealing with money in a mostly responsible way my whole life. Like most people I strive to learn from my mistakes. Like that first year at ASU, that should have been my first year in the Air Force, when that broad in the tight t-shirt, with Citibank emblazoned across you know what, asked me if I wanted a credit card, I said “how many can I get?” I promptly used that card to buy everything I was not supposed to. I made the monthly minimums on time and in cash with the odd jobs I picked up while at school. By the time the summer rolled around I was doing three to four jobs to cover the bill, but I did it. Is the Congress and are you, Mr. Obama, telling me that grown people are incapable of understanding that they are going to have to pay for what they buy, and if they don’t they will be charged interest. Are you all nuts? Don’t answer that. I know the answer. Recently you signed the Financial Regulatory Reform Act, that would among other nasty things, increase the minutia that a borrower would be faced with and create a higher burden for the companies to raise rates on borrowers; in short you are treating adults like children, and this will only lead to more chaos, and not to mention less credit.
You see Captain Chaos Obama, We The People, get to vote last, while you get to bully us when ever you desire with or without the cape and the funky boots. I am well aware that your ilk has been maneuvering in chaotic fashion to make each vote not about forming a more perfect union, but about administering to the government induced chaos; and the last election, like trained seals, people voted for Democrats, wrongly thinking that they are better at managing the chaos. We The People, are coming to the conclusion that the ordered chaos that evolves out of the free market is far more desirable than the one that the federal government manufactures, with the willing help of unions, via pitting one economic class, or one race against another. We The People are coming to the conclusion that we would rather have a hospital room and insurance at some price, than none at any price, we would rather have a seat on a flight at some price than none at any price, we would rather have a Big Mac at some price than none at any price, we would rather have credit at some price than none at any price; and so on for everything we rely on to lead our modern, and productive lives.
On November 2, 2010 – we will be choosing new leaders that understand all of this and are willing to represent these convictions with authority.

Not only that, I wish it was a simple as you say. Crime Inc, utilities, smart grid proponents are all against simple solutions that don't involve a captive market for their smart devices; electric vehicles, appliances, meters, grid programing ect. Along with legislation that funds those devices and legislation that forces consumers to buy those devices….it really is that corrupt, the tax payer funds and then the tax payer is forced to buy what they funded.
That is why the author said to advance the debate, believe me Olinsky doesn't want to talk about greening the environment without cap and tax–this is about capitalism and manufacturing as the solution to green the environment–This is Olinsky worst nightmare.

This article is interesting BUT I think the main thing is that the federal government should have almost no influence on business. Just because they back into something that might be of actual benefit doesn't mean that even that should be supported. To he** with all the machinations. But it's all rather moot at this point. I cannot see where anything will stop the juggernaut of the bureaucracy from overwhelming everyone. Too many people with too much power to control, influence and , unless you are one of the chosen, bankrupt any business through the never-ending and impossible to understand rules and regulations. All wrapped up in a health care takeover that will destroy all incentive to accomplish anything in this country in a fair, rational manner. Meanwhile….

Global warming is a fraud and the only way out of our finnancial mess is to dril for gas, dig coal, and dig for shale oil and build thorium nuclear power plants and "all of the above" energy solutions.

Not to worry, folks. The EPA is already working on a set of rules to further hamper economic recovery. However, these same rules will guarantee that the likes of Gore and Soros gather piles of money into their coffers. One of BO's socialist czars is doing that as I post.

I've advocated for this type of tax break for small business for the last 25 years. This got left out of the Bush tax cuts when it might have done some good but in this current economy I'm not spending anything that is not absolutely necessary.
Basing it on junk science is a dangerous precedent. The greenies know that CO2 doesn't do anything but make plants grow faster, but you can bet that they would use this to push their business killing agenda.
Why not say it will increase the unicorn population, the science is for that is about as trustworthy as climate change.
