New Low? Congress Worried No Cap-n-Trade Means No ‘Climate Aid’ Billions

With prospects for a broad climate bill nearly dead this year, a House Foreign Affairs subpanel will meet tomorrow to probe how the United States can honor its climate finance commitments to the developing world without cap-and-trade revenue…
The world’s wealthy nations, including the United States, have pledged to raise $100 billion a year by 2020 for climate aid to low-emitting impoverished countries that, through one of climate change’s cruelest twists, are among the most vulnerable to the drought and floods that will accompany global warming.
That pledge, which includes $30 billion in quick-start funding over the next three years, was one of the most tangible successes of last December’s U.N. climate summit. The deal was critical in winning over many developing nations to sign onto the Copenhagen Accord, sparing the United Nations and President Obama a total fiasco in Denmark.
However, how this money will be raised remains very much in doubt in the United States, especially with the failure this year of comprehensive climate legislation. Both the House’s Waxman-Markey bill and the Senate’s Kerry-Lieberman bill shunted portions of their cap-and-trade revenue toward international climate aid.
Without this money, it will be extremely difficult to raise significant climate funds, wrote Michael Levi, senior fellow for energy and the environment at the Council on Foreign Relations, on his blog.
“Raising [the funds] without cap-and-trade will almost certainly be impossible,” he wrote. “If others conclude from the current debacle that cap-and-trade is permanently dead in the United States, Washington will be in for a rough ride at the climate talks in Cancun in December.”
Oh. Well. We wouldn’t want that. If we can avoid people being mean to the State Department because those stingy American taxpayers won’t give them enough money, we should, at (apparently) all costs.
But, still… is it unfair to ask whether causing our “electricity rates [to] necessarily skyrocket” is enough, given how this will send tens of thousands or more jobs overseas? Or, was President Obama lying when he said that was his goal, along with “bankrupt[ing]” politically (Rather, ideologically) disfavored industries and “rais[ing] billions of dollars” (wow…lots of billions) to underwrite his social experimentation?
Anyway, there doesn’t seem to be much reason for China, Mexico, and State Department negotiators eager for their December Cancun junket to worry. John Kerry has the solution. Once they’re no longer accountable to the voters — but more concerned about securing the ambassadorship to Bermuda, etc. — they’ll feel more liberated to steal your freedoms and bankrupt America.

So Obama promised the rest of the world billions of dollars to help redistribute the wealth, and wanted to use cap and trade taxes to pay for it. Maybe he shouldn't be forcing us to give money to the rest of the world. If we cut our foreign aid in half, we could start to work on cutting our deficits! For America, cap and trade was only a device to force us into expensive technologies that are not self sustaining anyway.

The first thing we really need to do is get more parents to home school their kids and put an end to the 'indoctrination warehouse complex' of the leftist radical unions.

Brazil has sugar based ethanol which is an actual solution in countries that have an extended growing season–we actually use tariffs to raise the price of imported sugar to protect the ethanol industry that we then further subsidize @.54 cents per gallon.– and Brazil is now a net exporter of crude oil.

You are correct on that, the only thing that scares me is with my wife and both daughters working in the local school system I see and hear first hand about the dumb shit that parents do and say when it comes time to their little precious ones. It's sad to say but a lot of the problem is it's hard to expect the kids to turn out right when you have idiots raising them.
So many people in this country have turned the responsiblity of raising their kids over to the state that it isn't funny. While I am forever an optimist, my biggest fear is that so many people have been indoctrinated over the last 40 years or so that we have a huge mountain to climb. The Constitution gives the Senate the power to approve, by a two-thirds vote, treaties made by the executive branch. What treaty was submitted for Senate ratification, when was it approved by a 2/3rds vote?
Part of me hopes one of Obama's regulatory agencies overplays and implements policy without Congressional authority.
Americans will clearly see the abuse of power at the expense of liberty. It will mean that "dictatorship by appointed political hacks and bureaucrats" ends. The EPA is at the top of my list of agencies to be hit with the "budget-cutting" axe along with the Department of Education.

The answer is CHP–the majority of CHP is now and would be in the foreseeable future, powered by American natural gas….it can also be, and is, powered by bio-fuel, ethanol, propane, diesel, methane any gas that is currently used as fuel. And much of today's CHP equipment it can be easily converted to burn those fuels in the future.
CHP efficiency is 80% and higher verses 35% of our current utilities with 60-90% fewer emissions.

bird, now tell me how to get chp to my locale. I have nat gas available on site presently
running high fuel consumption irrigation engines pulling 1K gpm from 350+ feet. What
horse power will these units produce. We are currently using 100/150 hp elec motors
on some and 400hp NG engines on some. Annual fuel and elec bills would buy most
folks 3K sq' homes in TX.
Where do I go, what do I buy, need practical info. Less words, more info, please!

CHP is 80% efficient when the heat has a purpose OR the operation creates enough waste heat as a bi-product.
Take a house for instance, not enough use for the heat but an apartment complex is big enough to use the heat for ac or the steam for a boiler, Wesco sells the boilers under the brand name Powertherm. A hospital or hotel needs tons of hot water so a microturbine operating with 500-750 degree exhaust temp is at 85% efficiency. A steel mill creates a ton of waste heat….bla bla bla.
